About the Service

Community Outreach Workers supports people with complex needs who have mental health as a primary need. This includes people who may have drug and alcohol difficulties. Particularly when they are coming into repeat contact with Police, Tenancy Sustainment Services, Housing and Homelessness Services and Environmental Health Services.

The service will be delivered in across Hertfordshire county, and also includes Amersham and Chesham.

Referrals will come from Paradigm Housing Association and will be for their tenants who are experiencing mental health difficulties.

The purpose of the Hertfordshire Mind Network Community Outreach Worker role is to:

• Provide advice, information, onward referral and holistic support to clients with coexisting drug and alcohol difficulties and mental ill-health. These will be clients who are presenting to the Police, Anti-Social Behaviour, Tenancy Enforcement, Housing and Environmental Health Services across the county.
• Ensure that the safety and wellbeing of the client is monitored and reviewed regularly.
• Remain a source of independent support for all clients.
• Embed a person centred and solution focused approach in all aspects of the role.
• Raise greater awareness of complex needs and the effects of Adverse Childhood Experiences (ACEs) amongst local service providers. Supporting them to gain confidence in working positively and consistently with people who have multiple needs.
• Complete reporting requirements.

About the role:

This role is based in the Victim Help Centre, in St Asaph, North Wales and working in liaison with North Wales Police and other relevant agencies.

In this position you will contact Victims by telephone to undertake a comprehensive needs assessment and commission a range of services to support identified needs if appropriate.

You will refer victims to partner agencies and contact approved suppliers to deliver services to victims. You will also direct referrals to appropriate colleagues to allocate Victim Support workers for further support.

You will identify and manage the victims immediate service needs and contribute towards risk assessment processes and following agreed safe contact processes and recording all contact securely.

The nature of service required will vary depending on individual circumstances and specified outcomes will be achieved through building trust and confidence with victims who will be vulnerable and have complex needs.

Level 4 Welsh Language skills and the ability to communicate fluently through the medium of Welsh is desirable for this role.

Action Tutoring is the largest tutoring charity in the country. At the heart of our work is closing the attainment gap for pupils facing disadvantage in the UK by harnessing the power of tutoring. We are seeking an inspiring and strategic Interim Chief Executive Officer (maternity cover) to lead our growing charity, ensuring the charity continues to achieve benchmark-beating results for the pupils we support. The London LGBTQ+ Community Centre is an award-winning charity launched by a team of volunteers in 2017. In December 2021 we opened our first physical space in London’s Bankside.

Our mission is to provide London with a sober, intersectional, intergenerational, community centre and café where all LGBTQ+ people feel welcome and supported, can build connections, and flourish. Our vision is for a more connected, belonging and thriving LGBTQ+ community in London.

OVERVIEW OF THE ROLE

The Health IDVA provides vital support to those affected by domestic abuse, helping them access the specialist services they need and navigate challenges in their daily lives. You will work directly with patients with a wide range of experiences and needs, offering advocacy, guidance, and practical support. A key part of the role is raising awareness among community healthcare professionals about the impact of domestic abuse, particularly on mental health, through training, guidance, and ongoing support, so that patients are identified earlier and supported more effectively.

This role addresses a need in community healthcare, where many patients are not recognised as survivors of domestic abuse. By combining domestic abuse expertise with a therapeutic approach, the Health IDVA will provide direct support to patients while helping community services and healthcare teams feel confident and equipped to respond appropriately. You will be supported by the Head of Adult Services and HIDVA Managers. You will have the opportunity to complete a formal domestic abuse qualification once you pass your probation (if not already qualified).

Through this work, the Health IDVA will help ensure that patients receive timely, compassionate support while also strengthening the skills, confidence, and understanding of community services and professionals. By building strong partnerships and sharing expertise, the role will contribute to a more coordinated and effective response to domestic abuse, ensuring that patients are supported at every stage and that services are better equipped to meet their needs.

MAIN DUTIES AND RESPONSIBILITIES

Support to Survivors

• Hold a caseload of clients, including NHS staff.
• Ensure survivors are fully informed of their rights and options, and explain the criminal and civil legal remedies available to them.
• Promote enhanced safety and wellbeing for victim-survivors accessing community healthcare, including NHS staff.
• Conduct needs and risk assessments, including DASH (Domestic Abuse, Stalking and Honour Based Abuse Risk Assessment), to determine appropriate levels of support. Develop and implement safety plans collaboratively with clients to address their needs in a timely manner.
• Assist clients in accessing appropriate legal, financial, housing, medical, educational, and employment services, as well as counselling and community support networks.
• Work in partnership with police, housing providers, and other agencies to advocate for survivors and facilitate referrals to ongoing support services.
• Attend Multi-Agency Risk Assessment Conferences when required (MARAC) and make referrals where appropriate.
• Recognise and address the needs of survivors who experience additional barriers to accessing services, including those from minority groups or with protected characteristics.
• Uphold safeguarding responsibilities for children, young people, and adults, in line with Child Protection Procedures and safeguarding policies.
• Maintain accurate client records, monitoring data, and outcome information. Prepare reports and evaluations as required for service monitoring.
• Participate in an out-of-hours rota, providing a HIDVA service within the hospital on Friday evenings and weekends as scheduled

Partnership Working and Training

• Promote the Health IDVA service and establish formal working links with GP practices and other healthcare providers (such as dental, health visiting or mental health teams.
• Attend safeguarding, handover and partnership meetings to raise awareness of the service and share our knowledge so earlier identification of domestic abuse within community healthcare settings can be achieved.
• Deliver training sessions to community healthcare staff to raise awareness of domestic abuse, safe enquiry and appropriately responding to disclosures.
• Contribute to multi-agency safeguarding meetings and local domestic abuse forums to share learning and strengthen partnership working.

 

General

PERSON SPECIFICATION

The successful candidate will demonstrate the following experience, knowledge, skills and attitudes.

Qualifications

• Independent Domestic Violence Adviser (IDVA) qualification (desirable)
• Independent Sexual Violence Adviser (ISVA) qualification (desirable)
• Health qualification (desirable)

Knowledge and Experience

• At least 3 years’ experience of working with survivors of domestic abuse, including high risk clients, and assessing client risks and needs
• Experience of co-producing short- and longer-term risk management, safety and support plans with survivors and their children
• Experience of delivering training (desirable)
• Experience working with the police, social services and MARAC
• Experience of lone working and able to work on own initiative
• Experience working with people with mental health needs, substance misuse, other complex needs
• Experience of working in a hospital / healthcare setting (desirable)
• Knowledge of criminal and civil legal remedies and housing law relating to domestic abuse
• Knowledge of domestic abuse risk assessment tools including DASH and extensive understanding of the MARAC process
• A thorough understanding of safeguarding relating to adults with care and support needs and children
• Up to date knowledge of the welfare benefits system and the ability to ensure service users maximise their benefit entitlement (desirable)
• Knowledge of local services and DA Specialists across Kent & Medway (desirable)

This role will deliver the ITF Group financial budget, forecasts, reports of actual results and explanations of variances, be responsible for the chart of accounts and accruals and prepayments, and develop and exploit the use of finance systems and interfaces with other systems.

Your core responsibilities will include:

•  Budgeting, forecasting and reporting: Deliver the ITF Group financial budget and forecasts, propose budgeting assumptions, issue monthly accounts and variance analysis and report on financial risks and opportunities.
• Engage with stakeholders: Deliver reports of actual results, and explanations of variances to budget and forecast, to the Finance Director, senior managers and other stakeholders.
• Group-wide reporting: Review, challenge as required, and process expenditure returns from regional offices and upload these to the finance system to be included in ITF Group actual results.
• Chart of accounts: Responsible for the chart of accounts, opening and closing elements of the accounts, other coding matters, and controlling access rights to the finance systems and other financial information.
•  Accounting: Responsible for all accruals and prepayments, including overseeing those posted by the Head of Finance, Financial Controller and others.
• Supporting business partners: Provide regular donor funding reporting, accrue or defer income and expenditure, and make coding changes as requested by the donor funding team.
• Assisting audits: Prepare for and assist with the external audit and year-end and complete allocated balance sheet reconciliations.
• Strategy and projects: Strategic and ad hoc projects and financial modelling.
• Systems: Develop and exploit the use of finance systems and interfaces with other systems, upgrade finance systems, manage the relationships with finance software suppliers and ensure resilience, backups and contingency plans in relation to finance systems.

About You

You are a qualified accountant (e.g., CCAB or CIMA) with a proven track record in a senior finance role.

To be successful in this role, you will have:

Essential criteria:

• Advanced Excel and intermediate Word skills.
•  Practical experience with complex finance databases (e.g., Sage, Oracle, SAP) and, reporting tools.
• Strong project management skills.
• Direct experience of being audited by external financial auditors.
• Knowledge and hands-on experience preparing annual reports and financial statements, with a solid knowledge of accounting standards and HMRC requirements.
• Exceptional attention to detail, accuracy, be numerate and have the organisational skills to meet tight deadlines.
• A problem solving and systematic approach.
•  A willingness to adapt working hours during periods of high demand to ensure deadlines are met.
• Be fluent in English.

Desirable criteria:

• Experience in implementing new finance databases and reporting tools.
