The role
As a Programme Lead, you will play a pivotal role in bringing positive change to our community. You will lead on all aspects of the service’s performance and impact. Based in Cardiff, this role requires travel within our delivery areas of Cardiff and Cym Taf.
Fixed term - 8 months maternity cover
35 hours per week Monday - Friday
Office base is Scope's Cardiff office with travel as required across the delivery area but there is the option to work from home when not required in the office and community.

About the Department
The Church of England Foundation for Educational Leadership was set up in 2017 with the mission to 'develop inspirational leaders who are called, connected, committed to deliver the Church of England vision for education'. Since then, it has operated a wide range of leadership development programmes, networks, research, conference and events, and published a range of key leadership resources to equip school leaders at every level to put their vision into practice.
Part of this provision has been as a very successful national provider of NPQ programmes. Beginning in 2017 with the delivery of NPQs for Headteachers, our suite of programmes has now expanded to include programmes for Specialist Teachers, Senior Leaders and also Executive Leaders. More recently, a partnership between the Church of England and the Catholic Education Service is also enabling programmes to be delivered more widely as together our school provision represents around 34% of the sector.
In 2025, the department will launch three new national programmes: Flourishing Leaders, Flourishing Teachers, and Flourishing ECTs (in partnership with UCL). These programmes respond to growing demand for high-quality, values-led professional learning and represent a significant expansion of our work across the education sector.
About the Role
As Programme Lead for Flourishing ECTs, you will oversee the successful delivery of the Flourishing ECTE programme: a professional learning offer we have developed at the Church of England in partnership with UCL.
You will ensure these programmes are delivered with excellence across a wide network of regional partners, supporting facilitators to create high-impact learning experiences for school leaders and teachers. Your role will involve coordinating delivery partners, refining programme content based on feedback and research, and ensuring that participants are well-supported throughout their learning journey.
You will play a key role in shaping the future of these programmes, driving continuous improvement and championing a vision of leadership and teaching that enables adults in education to flourish.

Professional Responsibilities
- Lead the design and delivery of the Flourishing ECTEs programme, delivered in partnership with University College London (UCL).
- Ensure 'Flourishing Content' is continually improving and evolving, establishing a truly unique ECTE offer.
- Equip, train, and support facilitators to deliver programme content effectively, ensuring that training is tailored to the specific context and needs of the ECT phase across regional cohorts.
- Deliver elements of programme content in both large-scale virtual settings and smaller regional groups (virtually or face-to-face).
- Ensure effective curriculum delivery and knowledge application in early career teaching contexts, aligned with UCL's curriculum framework and standards.
- Collaborate with other Programme Leads to ensure coherence and consistency across programmes and to share best practice.
- Use leadership credibility to contribute to programme visibility and engagement, including sharing expertise through blogs, videos, and speaking at external events.
Staff Management and Collaboration. - Work closely with UCL and a wide network of delivery partners to ensure effective programme implementation and regional coordination.
- Lead the setup and onboarding of new Delivery Partners, ensuring they are well-prepared and supported to deliver the programme in line with UCL's expectations.
- Collaborate with other Programme Leads and the wider Professional Learning Team to deliver high-quality learning experiences for participants.
- Line manage members of the programme team, providing supervision, guidance, and support to ensure effective delivery and professional development.
Quality and Standards
- Implement robust quality assurance processes across all stages of programme delivery, responding to feedback and driving continuous improvement.
- Monitor key performance indicators (KPIs) such as attendance, engagement, and completion, working with UCL and Delivery Partners to ensure targets are met.

Circumstances
- Whilst this is a remote role, the post-holder will need to travel on occasion. This could be for NSE Team Days, NSE Residential (one overnight stay in the Autumn each year), Professional Learning Team Days, other events such as the National Conference, DP Days etc.
- It is anticipated that there will be approximately 12 travel days per year, although this will vary.

The Programmes and Projects Executive will play a key role in supporting our community of primary and secondary schools throughout the school year. The Programmes and Projects Executive will join a friendly and ambitious Programmes team to support schools and local authorities to deliver high-quality programmes and maximise impact, making canteens and high streets healthier, happier places.
RESPONSIBILITIES
Relationship management

Provide ongoing support to both primary and secondary schools throughout their time on the programme, building strong working relationships with participating schools.

Support communication with all primary schools, providing a point of contact for the coordinator and lead teacher in each school.

Support monitoring and evaluation through creation of surveys, ensuring completion of baseline and end of year surveys, and analysis of data submitted (working with our Impact & Evaluation Manager).

Provide timely responses to school queries and alert the Programmes Manager of any potential risks.

Ensure opportunities for schools to engage in at least two one-on-one meetings with our team during the school year.

Grow our movement - supporting the recruitment of future cohorts by promoting the Bite Back in Schools programme, distributing recruitment comms, holding set up calls with interested schools, and guiding schools through the application and enrolment process, working closely with the Programmes Manager on the design of these processes.
Programme delivery

Schedule and organise visits to schools, agreeing agendas with the schools in advance to include elements including meeting pupils and teachers, leading feedback sessions and focus groups and supporting the development of their social action campaigns.

Schedule and deliver assemblies with primary and secondary schools partaking in the programme.

Ensure schools submit invoices on time as part of their grant funding, providing support where needed and coordinating with the finance team to ensure prompt processing.

Book and arrange assemblies, coordinating between schools and our Bite Back Ambassadors.

Support the School Ambassadors with travel logistics as they deliver assemblies in schools across England and Scotland.

Maintain and regularly update programme management software and associated data to ensure accurate and up to date information for all participating primary schools.

Ensure successful end-to-end support for the 10+ primary schools participating in the programme throughout the next school year.
Project support

Provide support to Programme Manager in the delivery of projects, ensuring projects are delivered on time, within budget and scope.

Coordinate our relationship with our partners in The School Food Project, including Chefs in Schools, School Food Matters, Food Foundation & Jamie Oliver’s Group.

Support the national rollout of the Bite Back in Schools Primary programme by contributing to the design, development, and refinement of engaging, age-appropriate resources for primary settings, building on insights and proven impact from two successful pilot programmes.

Assist with the organisation and delivery of Bite Back events throughout the year, including travelling as needed to support the Youth teams' operational requirements.

Provide ad hoc input to evolving organisational requirements as directed by senior team members.

About the Youth Endowment Fund
We’re here to prevent children and young people becoming involved in violence. We do this by finding out what works and building a movement to put this knowledge into practice.
Every child should grow up safe from harm. Yet far too many are drawn into violence or live with the fear of it. This robs them of opportunity and damages whole communities. Even when violence doesn’t strike directly, we know that the fear of violence has a terrible effect on children’s lives.
The Youth Endowment Fund exists to try and permanently change things. To succeed, we must build an exceptional body of knowledge about violence affecting young people and how we reduce it. This knowledge has to be both rigorous and highly relevant to those making decisions about how to support vulnerable young people. We need to find out what works and what doesn’t through evidence synthesis, data analysis and qualitative research into children’s lives. We need to convert this into highly accessible content on what works, how delivery organisations need to change their practice and how the systems they operate in need to be reformed. We then need to work with the right people that can make change happen, across systems, policies and practice, to have a real impact on reducing violence affecting children’s lives.
Key Responsibilities
Deciding which projects, we should fund and evaluate is key, as is making sure we deliver our funding and evaluations to the highest standards. Our Programme Managers are responsible for identifying, assessing, funding and supporting programmes designed to prevent youth violence.
Programme Managers at YEF come from all walks of life. We look for individuals who may have experience in the youth sector, children’s social care, policing, criminal justice, education or how to involve local residents in making decisions about their own neighbourhoods.
As a Programme Manager at YEF, you will work very closely with our evaluation team to make sure we learn from what’s being implemented and that the organisations we fund are prepared and excited to work with us to find what works.
To achieve this, you will:

Make sure we choose the best organisations to work with by assessing funding applications, critically appraising delivery plans and budgets and getting to know potential grantees. These assessments will help you form recommendations to our senior leadership team about which opportunities to pursue.

Work closely with grantees, external evaluators and our own evaluation team to ensure that the activity we are funding will be evaluable to the highest standards. This requires you to support and advise grantees on how to work in the context of an evaluation – usually, a randomised controlled trial (you don’t have to have experience working on a randomised controlled trial in the past, but it helps!).

Build strong relationships with our grantees and provide them with ongoing management and support through the life of their funding. You will also be responsible for monitoring the performance of grantees and ensuring targets are met and any project risks are effectively mitigated.

Think carefully about how we find the best projects to fund and evaluate, ensuring we can best find what works to keep children safe. To do this you might need to work with colleagues to spot where there has previously been a lack of evidence about what works (we will help you with this!). You would project manage these projects so they are excellently delivered – on time, within budget, and to a high standard. You will help to determine what our commissioning and management processes aim to achieve and design grant application and management processes to achieve it.

You’ll manage our engagement with potential grantees to make sure we are attracting a diverse and promising portfolio of organisations to apply.

Report to our team and external stakeholders regularly on how well the projects we are funding are going, spotting where grantees need support and coming up with how we can best provide that support.

Represent the Youth Endowment Fund at external events, including reporting and presenting to our Grants and Evaluation Committee, who approve all our funding decisions.

Hybrid Working Details
The office is based in Central London, but you don’t have to be. Those living in London and within the 32 London Boroughs are expected to be in the office a minimum of 2 days per week. If you live outside of London and work remotely, you’ll be expected to work from the London office 2 days per month. The Church of England Foundation for Educational Leadership was set up in 2017 with the mission to 'develop inspirational leaders who are called, connected, committed to deliver the Church of England vision for education'. Since then, it has operated a wide range of leadership development programmes, networks, research, conference and events, and published a range of key leadership resources to equip school leaders at every level to put their vision into practice.
Part of this provision has been as a very successful national provider of NPQ programmes. About the role
We are seeking a Programme Officer who will support the Church of England Education Office's Professional Learning Team. The role is part of a wider team of Programme Officers who support a variety of functions across both the NPQ suite and the Flourishing programmes. Programme Officers work across different portfolios, supporting delivery through directly contracted Delivery Partners and via our National Programme delivered by the Education Office.
Working collaboratively, Programme Officers take on different areas of responsibility to ensure the consistent delivery of high-quality programmes across the country. This role offers the opportunity to develop project management and programme delivery skills in a holistic and supportive environment.
Internal-facing Support
- Maintain the integrity of data within Salesforce and other systems. Trouble-shoot errors when seen.
- Support the effective programme management, launch and delivery of NPQs and Flourishing programmes.

About the Role

The Director of Programmes will play a crucial role in translating strategic objectives into clear operational outcomes, overseeing the performance of programme managers, and leading a collaborative approach to programme delivery across the organisation. They will also deputise for the CEO, ensuring strong organisational leadership as the charity continues to grow and mature.
The Director of Programmes will also champion the integration of lived experience leadership throughout the organisation, ensuring that the perspectives and expertise of refugees and those with lived experience of digital exclusion are embedded within programme design, delivery, decision-making and strategic direction at Screen Share.

The Christian Young Leaders Programme is a new workstream focused on equipping, resourcing, and commissioning 4,500 young leaders (school years 9-13) for mission and ministry with children and young people by 2030. These young leaders will join the programme through churches, youth work, and educational settings, contributing to 15% of the overall 30k target by 2030.
At its heart, this programme expresses the conviction that young people are a full part of the Body of Christ, not future members of the Church but active disciples and leaders within the church. Initial design work for the programme has been developed in partnership with colleagues from Vision & Strategy, Education (the National Society), the Ministry Development Team, and a range of parachurch organisations. The programme will build on best practice from dioceses, schools, and local church contexts, ensuring safeguarding and inclusion remain central to every aspect.
The Young Leader Programme Lead will lead this new Christian Young Leaders programme from pioneering pilots through to full scale delivery across the Church of England to enable 4500 young people to grow in their faith and engage in mission and ministry with children and young people by 2030.
The post-holder will lead a national Christian formation programme for young leaders that becomes locally owned which helps young people grow in confident faith and discover their gifts as they contribute to being change-makers in the life of the Church and the wider community.
Key to our approach is a commitment to build upon existing good practice in dioceses, schools, and local church contexts and to ensure that young people's voices are heard throughout the process. Alongside this, we are committed to ensuring that safeguarding and inclusion are central to every aspect of the programme.

Responsibilities
- Lead the Young Leaders workstream of the 30K Project
- Lead the development of the national Christian leadership formation framework and any accreditation mechanisms for the Young Leaders Programme.
- Recruit an initial 3 pilot diocese, providing training and coordination for early implementation.
- Work closely with the diocesan pilot contexts to shape the programme around existing Christian local young leaders' initiatives and best practice.
- Co-design the Christian formation programme content with young people, youth practitioners, diocesan teams, leadership parachurch agencies, integrating discipleship and leadership concepts shaping CYP content for CYP.
- Ensure the Christian formation programme is engaging, inspiring, and integrates strong Christian themes and theological threads throughout.
- Co-ordinate and manage national and regional gatherings and networking opportunities to maximise the missional impact of this Christian leadership programme.
- Lead the development of resources, branding, and communications to promote the programme nationally.
- Build collaborative partnerships with dioceses, schools and Christian youth organisations to deliver the programme locally.
- Ensure close coordination with the wider 30k Project, Ministry Development Team, Vision and Strategy, Growing Faith Foundation, and Education Team initiatives.
- Work closely with safeguarding professionals to ensure the programme has safeguarding embedded in its design, delivery and frameworks.
- Address the need to train and support a network of Christian mentors, youth ministers and local leaders to support the Christian formational and missional aims of the programme.
- Lead ongoing evaluation and refinement based on pilot learning to inform national rollout.
About You
Essential
Knowledge/Experience:
- A passionate commitment to the bold outcome of doubling the number of children and young people who are disciples of Jesus Christ by 2030, and specifically to the objectives of the project.
- Able to model and nurture Christian discipleship to children and young people through your own Christian practices such as prayer, reading of Scripture and participation in the worshipping life of the Church.
- A track record of effective delivery as part of a project team, ideally at a national level.
- Demonstratable understanding of safeguarding in work with under 18's.
- A strong track record of Christian discipleship and leadership formation in young people.
- Experience of working with local and regional partners to build from existing or pilot programmes.
- Personally committed to and passionate about changing the culture of the Church of England.
- Experience of enabling the agency and the voice of children and young people.
- Theology and/or Christian leadership credentials, such as a BA Theology/Diploma or alternative CYPF ministry qualification.
Skills & Abilities:
- High levels of personal organisation.
- Strong written and oral communication.
- Well-developed stakeholder engagement skills to enable the Young Leader workstream to flourish amongst a wide range of stakeholders including parachurch organisations and especially dioceses and Bishops.
- Well-developed emotional intelligence to enable healthy working relationships in a geographically dispersed team/Board.

Senior Early Diagnosis Programme Manager
The Senior Early Diagnosis Programme Manager is a key role as we develop and evolve our early diagnosis programmes at Bowel Cancer UK. The role will provide strategic and operational leadership across the charity’s awareness and engagement programmes and the new Bowel Towns programme. This role will manage a multi-disciplinary team delivering programmes that improve cancer awareness, empower communities, and drive earlier diagnosis.
In addition, as the charity’s services lead for Northern Ireland (NI), the post holder will build high-impact partnerships and develop a regional plan to enhance awareness, early detection, and support for people affected by cancer. You’ll work closely with the Head of Services and Support to ensure our early diagnosis services are impactful, inclusive, and evidence-based.
