Job Purpose and Key Responsibilities

The Head of Programme Management leads a large team to oversee all of CIUK’s active humanitarian and development projects funded by UK donors. The team leads CIUK’s relationships with Country Offices and Regions and develops close partnerships to help us achieve long-term and effective programming across the humanitarian and development arena. The team also builds strong relationships with institutional donors and works with the Business with CARE team to deliver corporate-funded programmes. The Head of Programme Management is responsible for ensuring strong grant management and donor compliance including programme financial management. The team ensures that CARE provides and is recognised by donors for offering excellent value for money and real impact for its programme participants. The team also leads CIUK’s approach to delivering smart development and humanitarian programmes with an increasing focus on equitable partnership approaches.

The Head of Programme Management is a key organisational leadership role and will be part of the CIUK Extended Leadership Team working with other heads of team and the senior leadership team to help run the organisation effectively and deliver the 3-year strategy. CIUK’s restricted income from donors is significant and is CIUK’s largest income stream; as such the Head of PMT has a high level of responsibility for stewardship and effective management of the ongoing programme portfolio. Our largest programmes are complex multi-partner consortia in fragile contexts with budgets of up to £60m. The role-holder also has a crucial role to play in identifying learning from our programmes, including from our new ways of working that promote greater local leadership, and sharing these across CARE and the sector.

About you

You will have excellent understanding of CIUK’s main donor, the UK Foreign, Commonwealth and Development Office (FCDO), with deep knowledge of how the FCDO operates, how they are structured and contract programmes, as well as their current priorities. You will have the ability to build strong relationships and have demonstrated ability to negotiate complex contracts with donors and influence donor positions. You will have a strong programme management and risk management background that allows you to understand and work across multiple projects and contexts, and manage risk at the portfolio level, dealing effectively with new risks and issues as they emerge.

As a leader of a large team, you will have strong people leadership and interpersonal skills, with the ability to translate strategy into action, motivate colleagues and demonstrate to team members how their role links to organisational strategy and objectives.  You will need to have experience of working in donor-funded organisations, understand cost recovery models, and have experience working to deliver large-scale programming in development and/or humanitarian contexts.  A good understanding of the current debates in the sector on local leadership and a commitment to the principles set out in the pledge for change are essential.

About the role

The role covers five main areas of responsibility:

• Representation and relationship management: holding relationships with a set of senior stakeholders including FCDO Senior Responsible Owners, other donor counterparts, CARE Country Directors, Programme Directors and Regional Directors. Negotiating contract terms with donors and troubleshooting delivery issues with country offices. Position CARE’s work to external stakeholders, including personally representing CIUK in external fora.
• Organisational and team leadership, strategy and planning: Set and drive the programme management team’s annual plans and contribution to the organisation’s strategic priorities and annual plan. Be accountable to delivering on team KPIs and organisational KPIs that link to PMT’s work. Play a key role in the leadership of the Programme and Policy department.
• Line management: Directly line manage up to five direct reports. Provide and support strong recruitment, line management, learning and development. Demonstrate a strong personal commitment to CIUK’s equity, diversity and inclusion goals, promote organisational EDI initiatives within the team and work with the team to set team-related EDI objectives. ​
• Financial and compliance management: Provide close and effective management of multi-million pound budgets. Reforecast accurately throughout the year, identifying and working with country offices to rectify implementation issues. Manage risks and issues at portfolio level, raising high and critical risks for attention by senior leadership and board as necessary. Ensure donor compliance is followed.
• Programme quality, monitoring evaluation and learning : Ensure that CIUK closely monitors project implementation, relevance of programme outputs and outcomes and ensures programmes meet relevant technical standards and up to date best practice. Programmes fulfil requirements on programme quality and adhere to do no harm standards, the Core Humanitarian Standard, and ensure that CARE’s safeguarding standards are met throughout the life of the programme. Proactively share knowledge from CIUK’s programmes across the confederation and externally.

Job Purpose

The purpose of the Programme Coordinator is co-ordinate with all parties (Community Engagement Manager, the Programme Manager, LMK Leaders and the host organisations) to enable LMK to deliver high quality workshops for young people/youth work professionals/workplaces. 

Acting as the lynchpin of the organisation’s delivery team, the Programme Coordinator takes the workshop brief from the LMK Community Engagement Manager and then works with the Programme Manager to secure facilitators (LMK leaders), ensures the host organisation receives all supporting information, and provides LMK Leaders with the resources they need to deliver the workshop effectively. This role is also responsible for regular reporting about workshop bookings and delivery. 

Reporting to our CEO, the successful candidate will be part of LMK’s core staff team. You will work with LMK staff, LMK Leaders, members of our Youth Advisory Board, trustees and key stakeholders to develop and implement our long-term strategy. 

 

Key responsibilities: 

• Provide excellent customer service to organisations who are hosting LMK workshops, ensuring that all communication is timely and accurate, and any questions are responded to in full.

• Liaise with the Programme Manager and LMK Leaders to ensure there is clear understanding around their areas of expertise, availability and any specific considerations that need to be taken into account when delivering workshops.

• Open up opportunities to deliver workshops to any Leader applicable, ensuring the allocation of workshops is done fairly and consistently.

• Ensure LMK leaders have the information and resources required to deliver their workshop.

• Work closely with the Research and Evaluation Manager to ensure that the correct evaluation surveys are made available to workshop participants. 

• Work with our Head of Fundraising to track workshop delivery against funder commitments.

• Keep the CRM system data up to date in a timely way.

• Produce regular reports for the CEO on the booking and delivery of workshops, as well as any ad-hoc reports requested. 

• Share Leader evaluation feedback from workshops with Leaders.

• Check invoices submitted by LMK leaders, and work with the Programme Manager to get them approved. 

• Support the Programme Manager to organise LMK Leader Huddles and training events.

• Comply with our policies and procedures relating to safeguarding, confidentiality, complaints and data protection.

 

Person specification

• At least 2 years’ experience in an event management/admin management/executive assistant/operations role where there was a strong requirement to work with multiple stakeholders internally and externally.

• Excellent communication and interpersonal skills, with an excellent track record of customer service.

• Proven ability to work well within a team.

• Highly organised to manage a diverse workload with excellent time management and ability to pay attention to detail.

• Excellent organisational skills, with a keen attention to detail.

• Creative thinker with the ability to problem-solve and adapt in a fast-paced environment.

• Excellent IT skills across core MS/Google packages, ideally with experience of CRM use

Our three-year strategy is working well with improvements and expansions to our delivery model, a renewed vision and mission and we want to continue to develop and grow. To support this, we are recruiting for a new programme manager to grow our programmes and contracts in our South-Central Region. This area covers prisons HMP Winchester, HMP Bullingdon, HMP Grendon, HMP Springhill, HMP Aylesbury, HMP Huntercombe, HMP Woodhill, HMP Isle of Wight and HMP Gurnsey. We are seeking proactive, committed, and enthusiastic applicants to join our team and help us continue our journey.

Working closely with people in prison, prison managers, Shannon Trust staff and volunteers you will ensure development of our criminal programmes maximising literacy and numeracy learning opportunities for people across a number of prisons and contracts in your area. 

Ideally you will have some experience of prison settings, managing teams and contract performance, underpinned by the ability to build relationships and personal qualities that include resilience, determination and a problem-solving approach. This is a home-based role which requires regular weekly travel across the South Central area to prisons and meetings (anticipated number of travel days are 2 days per week).

Situated in the Programmes, Policy & Impact Directorate, and reporting into the Head of UK Programmes, the Programme Lead, Carer Poverty Alleviation is a new role linked to the development of a new major programme operating in England, Scotland, and Wales. The Carer Poverty Alleviation Programme is a new Carers Trust programme under our strategic goal that no carer is pushed into poverty or is financially disadvantaged by their caring role.

The Programme Lead role is the fulcrum for this new partnership programme, will be comfortable to lead within and outside of the organisation and in developing a new team to drive the programme to success. This role will excite you if you are an established programmes specialist who is energised by achieving social impact via meaningful delivery partnerships, which in this case are local carer organisations (Carers Trust Network Partners).

Role Purpose:

The Delivery Director will be responsible for leading the delivery of a modernised Human Capital Management (HCM) solution to replace a legacy core HR system and a number of associated point solutions across areas such as recruitment and learning. This role will lead all aspects of programme delivery over a multi-year period, ensuring the programme comes in on time, budget and delivers the planned benefits to meet the complex needs of a multi-stakeholder environment.

This role is pivotal in ensuring that the charity can effectively support its beneficiaries through the efficient use of modern technology and processes, ultimately enhancing the overall service delivery to armed forces veterans and their families. The Delivery Director will be a key figure in driving this significant change within the organisation.

Key Deliverables:

1. Ownership and responsibility for successful end-to-end programme design and delivery encompassing technology, data, supplier management, delivery governance, stakeholder engagement, and human change management.
2. Engaging and galvanising a multidisciplinary programme team toward the mission of successful programme implementation and benefits realisation, in a framework that recognises and respects their functional responsibilities and reporting lines.
3. Building effective working relationships with professions across the organisation and their leadership that are intrinsic to the programme (e.g. procurement, technology, internal communications, change management etc.) as well as with key suppliers.

Requirements:

• Leadership: Proven track record of having successfully led end-to end enterprise-wide HR information systems implementation programmes that have human change at their core.
• Technical Expertise: Strong understanding of HRIS functionalities, including but not limited to data structures and system configuration, with proficiency in configuring and customising HRIS systems to meet specific organisational requirements. Ability to lead effectively inputs from technical programme team members.
• Change Management Expertise: Strong background in human change management enterprise-wide in complex environments.
• Strategic Thinking: Ability to align programme deliverables with strategic goals and articulate programme vision and ongoing delivery against this vision to stakeholders at all levels.

The role:

The Head of Programmes is a wide-ranging and key role within the Smallwood Trust’s leadership structure working closely with the CEO, the Grants Team and the Board.

Important priorities for the Head of Programmes will include:

Working closely with the CEO to implement and operationalise Smallwood’s refreshed grant-making strategy which is due to be approved by the end of 2024. This will include budgeting and implementing/designing new grant processes and procedures where appropriate.

Shape and deliver an evaluation framework that enables us to more effectively track progress against our longer-term outcomes as identified in our theory of change and gender-lens framework.

Instill a learning and continuous improvement culture across the organisation, to ensure that a coherent approach is taken with our grants programmes and our funding meets the needs of our Grant Partners.

The role requires an established leader who is adept at demonstrating internal and external leadership and is able to provide robust grant management, ensuring programme quality and assurance to the CEO, the Board and major external funders.

The role will have 7 direct reports. You will be comfortable in the detail and bigger picture and be able to provide support and encouragement to the Grants Team across Smallwood’s grant and programme cycles and to ensure that best practice and learning from our grant programmes is shared externally and adopted internally.

The role is largely responsible for delivery of 1MM Mentoring Programmes. This includes partnership development, matching mentors/mentees, and oversight of mentoring relationships. The role will help to establish a pipeline in line with 1MM’s aspirations for 2024 and beyond.  This role reports to the Chief Commercial Officer (CCO).

1MM Regional Manager for Programme Delivery’s main tasks include:

• Helping 1MM to scale by helping establish over 150 new, high quality mentoring matches each quarter. (A match means that the mentor and the mentee have completed 1MM’s training and have had their first meeting)

• Meeting all quality assurance KPIs.

• Maximising conversion, retention, and mitigate drop-off

• Ongoing support for key stakeholder partners, including Youth Partners, and maintaining strong relationships.

• Securing at least one new partner per quarter.

• Becoming familiar with the 1MM Platform, using it comfortably for ongoing administration and providing support to users.

• Providing regular reports on progress related to the role.

• Potential for line-management responsibilities as the team grows.

Terms and Conditions: This is a full time role offered in London, for 6 months (continuing subject to funding). This is a hybrid role with two days working at home, two days in the London office, and one day where it is up to you.

Remuneration and benefits: Salary bracket of £29,000 per annum plus London Weighting (pro rata), up to 6.5% employer pension contribution and 25 days holiday per year (pro rata).  We also offer monthly team Learning and Development training sessions, and 15 hours volunteering allowance per year.

About the team

We have been successfully running the first ever national Peer Support Service for kinship carers in England for over two years since January 2022. We have created 145 peer support groups and supported and trained kinship carers to create and lead their groups in a way which meets their needs.

With a new contract from the Department for Education, we’re now entering a new phase of our service with a focus on:

• creating 90 new sustainable peer support groups in areas of most need over 21 months;
• sustaining and developing the current 145 existing groups, and;
• providing support and help to build a sustainable and welcoming community for all peer support groups across England. 

About the role

The type of person we’re looking for:

This is a new a role and a new structure for the team. You will need to be a strong, boundaried manager and leader. You will understand the power of building relationship-focussed peer support groups and the importance of in person local community engagement and outreach.

The team you lead will focus on community outreach and relationship building to develop new groups and new support group leaders through to independence. By independence, we mean that the groups will function successfully without a staff member present.

We want groups to feel a sense of community and belonging through all support and services we offer at Kinship, so your team will be the local contact.  They are expected to be out and about in communities.

Your team will need to build resilience through in person outreach, support, training and connection to ensure groups are able to function independently before moving to new ‘hub’ team who will provide centralised support and community building.

Your team will also reach out to existing groups (providing a face of the service and a relationship with it), ensuring they have the resources they need and support to sustain their group and then transition to the ‘hub’ team. This will include in person visits.

Purpose of the role:

The role of Programme Lead is to oversee and take accountability for the development and creation of new sustainable kinship peer support groups across England in priority areas as part of a new hub and spoke delivery model. In this context, your team is the ‘spoke’ of the service, delivering local outreach, online groups (where appropriate) and relationship building with kinship carers.

Managing a national team of seven staff (two direct line reports), you will provide firm leadership, ensuring targets and funder SLAs are met consistently and the service is delivered to a high quality.  You will provide monthly reports, ensuring delivery is on track and most importantly that kinship carers have an excellent and positive experience.

Key responsibilities include:

•  

• Deliver sustainable peer support groups for kinship carers.

• Ensure policies and systems to deliver new groups and move others to sustainability, are followed and updated with user needs at the heart.

• Champion and innovate the peer support service blueprint. 

• Oversee day-to-day operations for service delivery and meet KPIs and SLAs.

• Line manage and supervise two Senior Peer Support Officers.

• As a deputy safeguarding lead at Kinship, you will work closely with other colleagues to identify areas of training for the organisation and identify improvements in delivery or processes.

Essential requirements include:

• Substantial experience in delivering a high-profile national service or programme. This includes overseeing delivery, operational planning, monitoring, budgeting, managing delivery and meeting KPIs.

• Significant experience of leading the development and delivery of peer support and community development services.

• Significant experience of managing volunteer recruitment and retention.

• Significant experience of change management and driving high performance.
