PA to Executive Director of International Programmes

Contract: 13 Months Fixed-term contract, Full Time, Maternity cover

About the Team:
The International Programmes Department is made up of four regions: West Africa, East Africa, Southern Africa, and South Asia; and three support teams: Programme Support and Knowledge team, the Programme Funding and Partnerships Team and the Programme Operations Team; the International Programmes Department delivers our work effectively across Africa and South Asia focusing on quality programming; accountability and effectiveness; research, learning and documentation.

About the Role:
The purpose of this role is to provide proactive and professional support to the Executive Director of International Programmes, with some general administrative support to the Programme Operations Director and the International Programmes Senior Management Team.

The role will be split 80/20 with a majority focus on executive support for the Executive Director, ensuring they are well organised and briefed and supported to maximise her capacity to lead WaterAid effectively. The minority focus will be on general administrative support to the Programme Operations Director and to the International Programmes Senior Management Team. The role will also be instrumental in running operations in the department, including supporting the organisation with key high profile programme events, line managing the administrator to ensure the department is working effectively and efficiently within itself and the wider organisation.

In this role, you'll:

A) Provide professional, timely and proactive support to the Executive Director of International Programmes, including:

• Diary and meeting support
• Support internal processes, communications and prioritisation Support internal communications with the directorate and wider organisation so these are timely, strategic and engaging;
• General administrative support

B) Operations for the department

• Oversee departmental operations to ensure compliance with wider WaterAid processes as well as championing, innovating, or streamlining the department's process and procedure.
• Maintain effective filing systems ensuring archive material is safe and can be retrieved in line with Data Protection Regulations.
• Organise and lead logistical planning for any departmental events that take place in either the UK or Country Programme locations, as necessary.
• Work as part of a wider team of PAs and Administrators across the organisation, ensuring mutual support and good communication between teams.

About You:

• Proven successful track record of being a Senior Administrator or Personal Assistant in a global organisation, including exceptional diary management;
• Effective time-management, organisation and prioritisation skills, including ability to manage multiple projects and priorities and to keep track of high volumes of information within a busy environment;
• Excellent communication skills (written and verbal), including ability to assimilate information quickly and produce accurate minutes, clear PowerPoint presentations and written briefings;
• Integrity and the ability to act with discretion and respect confidentiality.
• Digitally literate with excellent IT skills, particularly for setting up virtual meetings and effectively using Microsoft Office tools, with extensive experience of using PowerPoint and creating simple and compelling presentations;
• Numerical accuracy and experience of managing and processing invoices and expenses. Ability to co-ordinate / track project budget.
• Team player who is motivated by the desire to support others to be effective and efficient in their work, proactive, with confidence to take initiative and solve problems;
• Willingness to travel in the UK and internationally, if required, for the proper performance and delivery of the role;

It is expected that this growth will primarily come from institutional partnerships with some of the world's leading bilateral and multilateral development agencies, including FCDO, USAID and GAC.a

About the Role:
As the Bid Manager in the Bid Management Team, you will support the development of winning proposals to deliver strong growth in our restricted funding pipeline.
In this role, you will work with key stakeholders, including staff in Country Programmes, Finance Teams, Regional Funding Managers and external partners to develop high-quality bids for opportunities with institutional and non-institutional donors that act like institutions. This includes bilateral and multilateral donors (e.g. FCDO, GAC, USAID, EU, World Bank), as well as some work with trusts and foundations.

You'll also: 

• Support the project design process
• Work with country finance teams to build and review project budgets that reflect the technical design
• Negotiate WaterAid's scope of work and budget with external partners
• Facilitate After Action Reviews to ensure lessons are captured
• Design and deliver training to strengthen capacity of colleagues in Country Programmes and regional teams in proposal development

About You:

• Experience developing winning proposals to a range of institutional and non-institutional funders, ideally for development projects in low-income countries
• Good understanding of proposal management best practices
• Excellent written and verbal communication skills, with a strong ability to negotiate and influence
• Experience analysing financial data and developing proposal budgets
• High level of attention to detail and accuracy

About the Role:
As Finance Business Partner to Communications and Fundraising directorates, you will:

• Regularly advise Communications and Fundraising leaders and senior manager to review financial aspects of their operational plans.
• Develop a systematic forecasting process for the directorate and ensure robust 3-year income and expenditure financial plans are implemented.
• Support on long term financial plans and modelling supporting WAUKs 10-year strategy.
• Develop enhanced self-service reporting relevant at budget holder and department level that supports optimal decision-making.
• Create efficient finance processes that best deliver the needs of the organisation.
• Provide training and advice to build the financial management competencies of budget holders.

You'll also:

• Work with Communications and Fundraising department heads to produce their multiple year income and expenditure budgets that are required to achieve the multi-year operational plan and strategy.
• Evaluate performance against plans and apply business insight to enable fundraising strategies to be delivered successfully.
• Use analysis to identify trends from across the department and ensure optimal financial decision-making.
• Collaborate with the wider organisation to ensure that financial management information is complete and accurate.
• Use Business Intelligence Tools to develop insightful dashboards that inform decision making and encourage self-service.
• Identify operational and financial risks and determine the method of mitigating the risk with relevant stakeholders.
• Contribute to the delivery of a successful audit and use business insights to support the production the financial statements.

About You:
To be successful, you'll need:

• Completed a professional accounting qualification (ACA, ACCA, CIMA, CIPFA). We are also open to part qualified candidates with the appropriate professional experience and the intention to finish remaining exams. The team's purpose is to convince influential political decisionmakers to prioritise water, sanitation and hygiene in their policy and funding agendas, and to create the conditions that enable everyone, everywhere to access WASH by 2030.  

About the Role:
As our Senior Advocacy Advisor on International Financial Institutions you will increase and strengthen our advocacy and capacity to influence global development finance institutions, particularly the World Bank but also be informed on major developments in other IFIs, e.g. recent Paris Summit and Global Financing Pact. We want to ensure our engagement is systematic, impactful and builds up an increased evidence base for influence on the institution.

In this role, you will will employ a range of strategies to advocate for changes in the policies, standards and practices of the World Bank particularly as it relates to water sanitation and hygiene particularly in the context of the twin climate change and global health crises. This position will include a focus on the World Bank Group's Water Global Practice and the Global Water Security and Sanitation Partnership, as well as also support WaterAid Country Programme teams and partners to influence the World Bank's operations at the country level. 

You'll also: 

• Develop and implement advocacy strategies designed to influence the policies of the World Bank and other relevant IFIs on water sanitation & hygiene in line with WaterAid's globally agreed policy and campaign priorities, and in coordination with allies.
• Build a network of contacts and relationships, including relevant IFI/ World Bank staff and Executive Directors, gather information, and advocate with the Board and staff of the World Bank on particular country operations and key policy areas
• Build technical knowledge and understanding of the Bank's policies and practices in relation to the WASH sector, including the activities of the International Development Association (IDA) and how these relate to countries in which WaterAid has CPs
• Keep abreast of complex and fast changing political debates and monitor emerging trends internationally, across the Bank's key donor governments to inform WaterAid's political positioning, ensuring the organisation's advocacy is responsive and relevant;Actively participate in and contribute to the political influencing and campaign strategies for the Global Advocacy Priority campaigns on WASH & climate and on WASH & women's health.
• Engaging with the networks and coalitions for relevant IFI advocacy.
• Liaise with WaterAid Country Programmes, the Pan-Africa Programme, Federation Members to strengthen collaboration and further WaterAid's advocacy towards IFIs;

About You:

• Excellent understanding of the World Bank and other IFIs, including their policies, lending practices, mandates, ways of working, and how to influence them.
• Expert understanding of international aid and development finance as it relates to health, climate and inequalities.
• Demonstrated experience in effective advocacy and policy influencing, with strong skills and track record relationship building and networking for advocacy impact. (including institutions, teams, individuals)
• Strong interpersonal skills, and ability to work well and support international teams and country-based colleagues as well as working with international coalitions.
• Develop and implement advocacy strategies designed to influence the policies of the World Bank and other relevant IFIs on water sanitation & hygiene in line with WaterAid's globally agreed policy and campaign priorities, and in coordination with allies.

• Work with the Pan-African advocacy lead and staff in key regions to leverage IFI relationships.
• Integrate a range of disciplines and innovative tactics to achieve political change and build momentum towards the achievement of SDG 6;
• Represent WaterAid at meetings/conferences, speak publicly and give media interviews.

About the Team:
WaterAid has established an internal audit function within the Global Assurance Team in order to provide Directors and Trustees with an opinion on the adequacy and effectiveness of internal controls, risk management and governance. Internal Audit carries out audits in the UK, other WaterAid Federation Member Countries and WaterAid Country Programmes, including audits of partner organisations. Internal Audit also provides an advisory service to management on issues of risk management, governance and control. The internal audit function is independent and reports directly to the Chief Executive.

About the Role:
As our diligent and tenacious Internal Auditor, you will deliver an agreed programme of audits across WaterAid and its partner organisations and other ad hoc work and investigations as necessary. WaterAid is committed to ensuring the highest levels of professional competence and financial integrity. The post holder will be expected to meet this commitment through the delivery of an agreed programme of internal audit work, by performing audits across the WaterAid global federation and its partner organisations, supporting management on ad hoc projects, conducting investigations and reviews, as necessary. The post holder will be required to follow and work in accordance with professional auditing standards.

In this role, you'll:

Internal audits will cover UK head office functions, other WaterAid Federation Member Countries, regional offices, Country Programmes and partner organisations and will involve the following tasks:-

About the Team:
This position will be based in the WaterAid UK Programme Operations Team within the International Programmes Department (IPD). IPD operates in over 17 countries with approximately 600 staff in total. About the Role:
The primary focus of the role is to support Country Programmes and Regional Teams in both project and programme design. This is primarily by (1) directly supporting the design and set up of specific projects, programmes and proposals, and (2) strengthening capacity of specific staff in project and programme design.

In this role, you will:

Support project (and programme) design and set-up processes 

• Lead, facilitate, support and advise on quality project design and project set-up processes, focusing particularly on larger, complex or higher risk projects. These may be individual Country Programme or multi-country/region projects designed at the regional or global level.
• Review and provide feedback on project design outputs to help strengthen their quality. This could include situational analyses, theories of change, results frameworks, monitoring and evaluation plans, risk analyses, narrative proposals and budgets.
• Liaise closely with identified technical and policy specialists during project design and set-up processes to ensure projects are designed to deliver sustainable outcomes and align with Global and Country Programme Strategies, Quality Programme Standards and thematic approaches. 
• In specific cases, support Country Programmes in the development/adaptation of their long-term programme plans and linked project portfolios

Strengthen organisational capacity in project design and project set-up 

• Build and strengthen capacity in project design across WaterAid (globally), targeting particular staff categories, through training, mentoring, coaching and the development/refreshing of tools and guidance
• Develop engaging training materials and examples.  

Strengthen project design and set-up guidance 

• Maintain and strengthen the project and programme planning component of WaterAid's Planning, Monitoring, Evaluation and Reporting (PMER) core procedures (often referred in our sector as MEL or MEAL) based on internal learning and sector good practice

About You:

• Significant proven experience in designing complex projects under rigorous deadlines and involving multiple stakeholders
• Excellent understanding of project design theories and approaches and their practical application
• Proven ability to work collaboratively with technical programme advisors, fundraisers and finance staff in order to develop sustainable, high quality, suitably resourced projects with clearly defined monitoring and evaluation processes
• Demonstrated ability to effectively coach and train others in project design and implementation
• Excellent understanding of the project design requirements and approaches of different donors (e.g. GAC, FCDO, USAID)

About the Role:
As an experienced and innovative Marketing Manager, you will have the chance to challenge and develop key channels to drive continued success in attracting new supporters to WaterAid.

The role is to project lead the day-to-day development, management and delivery of a number of fundraising campaigns across channels such as DRTV, inserts and door drops. Overseeing the creative and delivery of campaigns from initial brief through to post campaign analysis, contributing to and ensuring the Supporter Activation team meets agreed objectives and income targets.

Key to this role will be to lead on the management and development of the DRTV programme (from creative to planning) which plays a significant part in the activation programme.

You'll also:

• Lead on the management, delivery and development of all aspects of the DRTV programme. Taking particular responsibility for creative development and innovation, media planning and campaign analysis.
• Support the Senior Marketing Manager (Supporter Activation) in the strategy and innovation of the DRTV programme to drive growth in this pivotal channel.
• Support the Senior Marketing Manager and working closely with the Marketing Officers to manage, deliver and develop the other channels in the extensive activation portfolio such as inserts, door drop and integrated media and creative campaigns, taking particular responsibility for media planning, buying and analysis.
• Support the Senior Marketing Manager in the management, delivery and development of campaigns within the Brand Consideration programme. Including collaboration with a wide number of internal teams and external colleagues to create integrated creative campaigns utilising multiple channels.
• Lead media and creative agency relationships at a strategic level; including taking a lead on pitching and appointing new agencies, including contract management. Act as first point of contact for external partners where required, taking responsibility for resolving queries, trafficking all stages of projects, escalation of potential problems and performance reviews.
• Lead on creative development; contribute to the overall strategy for the Individual Giving & Engagement Team, make decisions on creative strategy, approach, copy and design, working closely with Communications Team to accurately reflect the brand.
• Develop, plan and manage complex income and expenditure budgets for a portfolio of activities, some with six figure budgets and targets; including using complex reforecasting models to provide projections for income and expenditure.
• Ensure that all communications are carried out within FRSB, DPA and Charity Commission guidelines.

About You:

• Substantial proven experience of working in a similar fundraising and/or customer marketing role managing an expenditure budget to deliver campaigns using a wide range of media.
• Proven experience of managing DRTV campaigns, working closely with media, creative and production agencies.
• A track record of developing and implementing successful direct marketing strategies working in a complex direct marketing role / team. Including experience of strategic planning and executing multi-faceted activation campaigns for both below and above the line channels.
• Proven experience of managing large volume media campaigns including media planning, buying and analysis.
• Significant project management experience including identifying new fundraising opportunities and developing a framework for implementation.
• Experience of developing and managing complex budgets, using relevant monitoring and evaluating tools.
• Ability to develop, monitor and adapt DM strategies for the implementation of fundraising channels; including advising on the direction of the overarching direct marketing programme.
• Experience of successfully developing high level relationships with senior staff and stakeholders both internally and externally.
• Experience of leading a team and line management of one or more team members.
• Excellent written and numeracy skills with attention to detail and the ability to use spreadsheets to formulate and analyse complex budgets and make informed decisions.
• Excellent negotiation skills, and communication skills including experience of presenting to internal and external stakeholders.
• A good understanding of fundraising principles.
