The role
As a Programme Lead, you will play a pivotal role in bringing positive change to our community. You will lead on all aspects of the service’s performance and impact. Based in Cardiff, this role requires travel within our delivery areas of Cardiff and Cym Taf.
Fixed term - 8 months maternity cover
35 hours per week Monday - Friday
Office base is Scope's Cardiff office with travel as required across the delivery area but there is the option to work from home when not required in the office and community.

Main Areas of Responsibility
Your role will be to jointly support our team in leading our educational programmes, the Harris Experience (HE) and Harris Experience Advanced (HEA), which are already in place from Year 9 through to Year 13. The HE programme spans three years for each cohort, from Year 9 to Year 11; the HEA programme spans two years for each cohort, from Year 12 to Year 13. Both programmes aim to broaden the cultural and academic experiences of some of our brightest young secondary students in the federation, to give them an outstanding preparation for some of the UK’s top university destinations, including Oxford, Cambridge and medicine. Educational innovation will be encouraged and will be strongly tied to overall programme goals.

Work Location/Hybrid Working Pattern
This role will be based at our Head Office in central London. Mothers’ Union operates a hybrid working model. Staff are required to work an aggregate minimum of 90 days per calendar year (pro rata for part timers) at our Head Office, Mary Sumner House in central London. Tuesdays are our anchor days where every staff member is expected to be at the office. The 90 days includes anchor Tuesdays. In addition, Thursday is a core working day where part time staff are expected to work, either at home or from the office as needed.

A first of its kind, the Family Service at HMP Altcourse brings together creative interventions for men in custody, bespoke family counselling and daily practical support for families visiting a loved one. Leading this ground breaking service you will work alongside internal & external staff teams to reimagine what family support is within the criminal justice system, working to influence a culture shift at HMP Altcourse and the wider prison system.
SIG Safe Ground are experts in delivering arts-based, therapeutically informed group work, celebrating 30 years of working in prisons in 2025. We’re looking for an action-orientated individual who is passionate about developing creative, family-led ways of working to best support those in crisis. You’ll join a reflective, dynamic team of facilitators, counsellors and family liaison workers supporting those with experience of the criminal justice system to build a practical toolbox to cope and move forward positively.
We are seeking a Programmes Coordinator/Facilitator to join the Safe Ground team in HMP Altcourse, Liverpool and take the lead in the effective setup, delivery, and evaluation of Safe Ground's programmes. The role involves delivering arts-based interventions aimed at supporting participants in their personal development, family relationships, and rehabilitation. You will be based at HMP Altcourse, where you will develop collaborative partnerships with colleagues at the Visitors' Centre, as well as with key prison teams, wing staff, and, most importantly, the programme participants.
You will be required to undertake additional training and vetting as per the requirements of the prison.
Shift Pattern: 37.5 hours per week, Monday to Friday 8.30am-4.30pm hours may vary dependent on needs of the service.

The Head of Programmes is a critical role for the organisation, responsible for ensuring DEC funded programmes meet programmatic standards, are fully traceable, routinely monitored and comply with organisational procedures and institutional donors’ requirements. In addition, the Head of Programmes is also appointed as the Serious Incident Reporting (SIR) Officer, serving as the first point of contact for member agencies to report incidents regarding safeguarding, financial misconduct and reputational risk.

Key responsibilities:
Communication and Collaboration
- Key point of contact with member colleagues regarding programmes finance, adaptive programming and DEC compliance, facilitating timely and accurate communication.
- Contribute to DEC functional and advisory groups, Board sub-committee meetings and Board meetings including participation in Humanitarian Directors meetings.
- As a key point of contact with FCDO SROs, develop and maintain a positive and collaborative relationship, and ensure timely delivery of all UK Aid Match MOU obligations.
- Strengthen and maintain colleagues understanding of DEC’s ways of working both internally and externally (DEC HQ members, in-country colleagues and local partners and key stakeholders).
Analysis and Reporting
- Provide oversight to the review and analysis of member charity appeal budget plans and financial reports with a focus on compliance with DEC policies and good practice guidelines to assess unusual variances and value for money considerations.
- Deliver and contribute to timely and high-quality infographics, reports and briefings for key stakeholders and institutional donors including Board of Trustees, FCDO and BBC.
- Manage & maintain investment in public transparency and demonstrate DEC’s contribution to the humanitarian sector, including reporting to IATI and UN OCHA Financial Tracking Service (FTS).
- Continuously develop, improve and manage DEC’s Knowledge Information Management systems (KIM), as user-friendly collaborating platforms that enhance learning and enable data analysis, visualisation and high-quality reporting.
- Collect, analyse and present accurate and timely data to help inform a rapid assessment of appeal Criteria 2 for both rapid onset and evolving protracted crises and contribute to the development of the Case for Appeal.
Management and Leadership
- Holistic and flexible approach to any given scenario/context, whilst ensuring a robust process is followed, recorded and documented.
- Deputise for the Director of Humanitarian Programmes and Accountabilit
- Effectively line manage and provide leadership to Grant Managers and Programme Officers, contributing to the high performance of the Programmes & Accountability team.
- Manage the Appeal Surge Roster (external consultants) including overseeing recruitment and necessary training.
- As Serious Incident Reporting Officer, manage processes and support with onward reporting to key stakeholders including FCDO and Charity Commission.
- Manage service providers as required.

Purpose of the job:

Service delivery management

Human resources management
- To provide effective line management to designated staff, ensuring all necessary information about their time management, supervision records, leave arrangements, and other HR records (e.g. sickness) are up to date and available for management decisions and service delivery needs.
- To ensure performance targets, monthly one-to-one meetings, reviews, professional development plans are in place and in practice for each direct report.
- To work with other senior managers on creating management reports on workforce performance and development.
- To work with other senior managers and CEO to ensure organisational performance and service delivery information is helping achieve business development and growth.
- To provide leadership through coaching or other means to direct reports where this helps, is needed or achieves benefits for the individual and organisation.
- To promote and implement a culture that encourages proactivity among staff (e.g. learning from any potential failure and celebrating success).
Compliance and assurance
- To take responsibility for the Quality Assurance Mark ISO 9001 and aligning the actions from the Management System with wider organisational activity.

PURPOSE OF THE JOB:
Primary Function
Support the Programmes Director with design, planning, delivery and reporting of current and future Action4Youth Programmes and initiatives. The Programmes Manager will line manage specific programme teams, will have responsibility for working within a set budget and will be a key link with partner organisations ensuring best practice and efficient programme delivery. They will be responsible for monitoring contractual KPI’s and take the lead on reporting and impact measurement of specific programmes.
The Programmes Manager will need to provide cover for all their direct reports, as well having some of their own programme delivery. They will need to be confident with large groups of young people and be able to work flexibly. We are looking for an experienced line manager with good knowledge of HR processes and experience managing multiple different work streams. This a senior role suited to an experienced and insightful manager who will contribute to the strategic growth of Action4Youth.
Action4Youth currently operates a number of programmes/ services. The Programmes Manager will lead on the following; The Junction Youth Centre, The Inspiration Programme and Training/ Membership and Mentoring. You will also be required to assist with delivery and the on call rota for the National Citizen Service (NCS) programme during peak times. Other programmes may be added in future as Action4Youth develops new initiatives based on the needs of the young people we work with. This role will focus on each or any of these as required within Action4Youth’s overall senior team.
The Programmes Manager will directly line manage the Programmes Leader, The Junction Centre Manager and The Inspiration Programme Manager.
Programme Specific duties and responsibilities:
The Junction Youth Centre
The Junction is a multi service youth centre based in High Wycombe town centre, it is open 7 days a week from 4-9pm. The Junction is for young people aged 12-18 years (up to 25 with SEND) and is funded entirely from Grants and Trusts. The service offers a variety of sessions ranging from a general youth space, health and wellbeing, cooking and 1:1 mentoring.
The Programmes Manager will be expected to work at The Junction one day a week from 2- 9pm and will work with the Centre Manager to ensure the smooth running of the service. You will oversee contractual KPI’s and lead on reporting. This role will include being part of an on-call rota during evening and weekends.
The Inspiration programme
The Inspiration programme is an Action4Youth initiative that aims to broaden horizons and raise aspirations of young people. The programme takes place in schools across Bucks, Milton Keynes and surrounding counties and follows five pillars; Police and Criminal Justice, Health and Wellbeing, Arts and Culture, Community and the Environment and Working Life.
The Programmes Manager will oversee the successful delivery of The Inspiration Programme and support the Inspiration Programme Manager to plan, timetable and deliver high quality programmes. They will be responsible for quality control and will personally deliver at least one TIP programme across the academic year. They will need to work closely with the Development Team on growth of the programme and broaden our reach into more schools and geographical areas.
Training/ Membership and Mentoring
Action4Youth is an umbrella organisation for voluntary youth clubs and groups across Bucks and Milton Keynes. The Programmes Leader provides training, both internally and externally, and line manages the Aylesbury Vale and Milton Keynes Mentor. You will support the Programmes Leader to lead our membership and training programme, achieving set KPI’s, and ensure the smooth delivery of our mentoring programme.
NCS
NCS is the government’s flagship youth development programme, funded through the NCS Trust. NCS offers 16 and 17 year-olds from different backgrounds the chance to take part in a range of challenging activities away from, and in, their communities.
The Programmes Manager will assist their counterpart in delivery of the NCS programme at peak times; specifically working on seasonal staffing, training and wave management. You will be part of an out of hours on call rota and be required to be on site on programme start and finish days. When on call you will be required to provide programme guidance and support on safeguarding and incidents.
Key Tasks and Deliverables
- Work closely with the Programmes Director, Programmes Manager and your direct reports to ensure the successful and effective implementation of the above programmes
- Assist with out of hours on call duties for NCS residentials and The Junction Youth Centre- this will include incident management and safeguarding support
- Provide day to day management of the assigned projects ensuring effective programme delivery
- Plan projects, monitor overall progress, manage risks, opportunities and resolve issues as required to keep projects on track to agreed baselines and objectives.

As the Head of Programmes, you will play a pivotal role in delivering our 2023-2026 strategy. Reporting directly to the CEO, you will manage a team of five project leads and oversee a diverse range of programmes centred around health, nature, and access. You will ensure the smooth and efficient delivery of all projects, while also supporting the development of new partnerships and funding opportunities.
This is a new position with significant potential to shape the role and make a meaningful impact on the communities of Bristol and Bath. You will lead the introduction of new systems and processes, improve reporting mechanisms, and ensure our projects deliver outstanding results.
Key Responsibilities
- Lead and manage programme delivery, ensuring all projects are delivered on time, within budget, and to the highest standards.
- Line manage a team of five project leads, fostering a supportive and inclusive culture.
- Develop new processes for project management, information handling, and impact reporting.
- Work closely with stakeholders, including local authorities and funders, acting as the face of the charity in key meetings.

Who We’re Looking For
We are looking for someone who is passionate about access to parks, nature and community. You will have proven experience in managing programmes and teams, ideally in the fields of health, nature, or access. You should be a natural problem-solver with an entrepreneurial flair and will have excellent interpersonal and organisational skills.

Role Purpose
ShelterBox is searching for an experienced humanitarian professional with previous programme management experience to join our agile and effective International Programmes Department. This is a transformational and impactful role. The successful candidate will manage urgent priority activities and international programmes/projects within a specific country, ensuring we deliver high quality, impactful outcomes at speed and scale for the people we support.
Reporting to the Regional Director, the Programme Manager will support the establishment and management of new and existing emergency and protracted ShelterBox programmes. Aligning with wider regional strategy, the Programme Manager will create and implement a longer-term strategic vision and direction for continuing support within their designated area of responsibility. They will also lead on strategic humanitarian relationships within this area to help maximise ShelterBox’s programme impact and influence.
This role will also work closely with the Programme Quality team, to continue to measure the quality and impact of our work. The Programme Manager will also support a programme funding strategy for their designated area of responsibility, working closely with the Programme Funding team in developing sustainable programmatic funding opportunities.
The role is expected to have a strong focus on Ethiopia and Burkina Faso, with other countries to be determined dependant on both existing portfolio and new emergencies. Regular travel is expected and we expect the successful candidate to be willing and able to undertake this travel.
The role will also encompass high-level relationship building and advocacy with partner organisations to consolidate the reputation and position of ShelterBox within the humanitarian sector.
French language is not an essential skill for this role, but French speaking candidates of level C1 or above will be favourably considered.

Duties will include but not be limited to:
· Establish and manage programmes within assigned area in line with the organisational and regional strategy. Working closely with the Regional Director to ensure quality, timely, impactful, and on-budget programme/project implementation.
· Implementation of the strategic vision and direction. Work closely with the Programme Funding Team to build the appropriate Business Development strategy to secure the resources necessary for realisation.
· Ensure programme quality through consistent use throughout the area programmes of rigorous assessment, design, proposal development and review processes; comprehensive monitoring & evaluation, accountability and learning systems; staff development, and partner capacity strengthening
· Provide support, motivation and leadership to project teams, ensuring they complete tasks to a high standard and meet project delivery deadlines.
· Initiate and sustain strong, mutually beneficial, and authentic partnerships with local and international organisations.
· Work closely with the Travel Team to prioritise the safety of our teams and our deployments. Adapt to evolving issues that could adversely affect ShelterBox staff or programme delivery.
· Maintain effective and coordinated budget management, working closely with the Programme Funding team and International Programmes Finance Manager. Ensure monitoring processes are in place for grant funds/donor specific requirements.
· Provide the first point of contact for deployed teams and disaster monitoring on a 24/7 routine and emergency basis as part of a roster.
· Prioritise ‘do no harm’ principles. Ensure those who encounter ShelterBox as a result of our activities are safeguarded from deliberate or inadvertent actions and failings which place them at risk of abuse, sexual exploitation, injury, and any other harm.
· Maintain exacting standards in all aspects of ShelterBox’s activities so that the reputation of the organisation is protected in the view of donors, partners and the people we support.
· Lead a culture which actively promotes improvements in its practices, processes, and outcomes, across all aspects of its work, seeking feedback from all stakeholders.
· Provide timely updates to Regional Director/Deputy Director/International Programmes Director on programme/project delivery and impact.
