ABOUT THE ROLE

We have an exciting opportunity for a Head of Compliance, Risk and Audit to join the wider Compliance, Audit and Risk team at SIG! You will have the overall responsibility of keeping participants, residents, and staff safe. The team manages the development, monitoring, and reporting of several areas including but not limited to accidents, incidents, and near misses (AINMs), safety reviews, safeguarding, whistleblowing, complaints, policy and procedure, health and safety, internal audit, business continuity planning and data protection.

As The Head of Compliance, Risk and Audit, you are the lynchpin of the wider team, linking strategic vision with solid and accountable implementation. You will be responsible for developing the team in the broad space of compliance as well as in their own areas of specialism, ensuring that a transparent and accountable compliance framework is implemented and embedded in line with regulatory and legislative change.

Working Pattern: 37.5 hours per week, Monday to Friday. At least 2 days per week in central office (Islington) and our services which are in and around London, Brighton & Hove, Kent, Havering, Bedford, Luton, Nottingham, and Liverpool.
The additional 3 days can be worked from home. You may at times be required to visit a service more than 2 times within a week. 

Our Central Office is based a 10 minute walk from Highbury and Islington station, Angel station is a 15 minute walk away

ABOUT YOU

OVERVIEW OF KEY RESPONSIBILITIES

• Line Management and leadership throughout employee lifecycle this includes; Recruitment, Onboarding, Inductions, training, support and supervision, relations, wellbeing support, and other areas.
• Formalise Key Performance Indicators (KPI’s) and Service Level Agreements (SLA’s) to monitor objectives.
• Provide both line management and professional consulting using best available forums and mechanisms, including meetings, support effective teamwork and communication. Facilitate a culture where constructive challenge is welcomed, and conflict is managed supportively in line with relevant policies and procedures.
• Deputise for the Director as required.

Safeguarding, Audit, and Compliance

• Oversee the compliance audits across departments and services, providing support, and follow up with operational teams on a regular basis.
• Oversee the Safeguarding infrastructure, deputising for the designated safeguarding lead (DSL) as necessary. Oversee complaints and other processes and develop these to ensure they are safe, fair, equitable, and fit for purpose.
• Support services with commissioner led quality assurance framework (QAF) inspections and those registered with the CQC to maintain their portfolios and ensure they are ready for inspection at any time to retain their registrations.
• Promote and support a positive whistleblowing culture, assist Champions, People and Culture, managers and the audit and compliance team on concerns raised and ensuring the whistleblower is protected.

Reporting and Analysis

• Attend and develop AINMs review meetings for maximum impact in terms of positive safety culture. Ensure the lessons learned from AINMs reviews, safety reviews, and safeguarding concerns are shared and feedback loops are closed.
• Review the collation and analysis of AINMs and Safeguarding alerts, developing the Audit and Compliance team, as well as other operational teams in reflection and root cause analysis

Data Protection

• Monitor the use of external data protection and compliance partners to ensure we maintain ICO requirements and maintain our Data Security Protection Toolkit Certification.
• Monitor and ensure integrity in document control, policy, and procedures as they are developed, reviewed, and published.
• Understand and support an Information Security infrastructure alongside additional teams in the organisation and support Managers and teams with training and challenges where necessary.

KEY CRITERIA

What we are looking for:

• Proven experience in complaints and incident handling, safeguarding, data protection, and audits
• Proven experience in governance systems and structures which can include auditing, risk management, investigations, complaint handling, policy, procedure, and report writing
• Experience and/or ability to coach, develop, and manage direct reports
• Background in health, social care, criminal justice, and/or supported housing systems
• IT Proficiency, ability to learn new software programs, and ability to confidently use and utilise Microsoft programs
• Adequate understanding of the importance and mechanics of document control and writing policy and procedure
• Working knowledge of health and safety processes and procedures
• Ability to write reports in a clear, readable format

JOB DESCRIPTION

Strategy and Operations

1. Develop, implement, and lead execution of the charity's annual operational plan and 3-year strategic plan.

2. Identify appropriate level of staffing, volunteering, ensuring that all staff and volunteers are appropriately interviewed, vetted, inducted, trained, developed, and supported to deliver against their objectives.

3. Ensure appropriate upkeep, security, and management of the charity’s premises, including all relevant contracts and payments.

4. Ensure that the charity’s IT systems are fit for purpose and compliant with relevant law.

People

5. Line management of seven staff members, and responsibility for staff and team development, cohesion and appraisals.

6. Recruit and support social club facilitators and appropriate consultants to provide additional resource to the charity as required.

7. Lead staff member for safeguarding, liaising directly with Hammersmith and Fulham Adult Social Care.

8. Ensure appropriate mechanisms and safeguards are in place to support up to 100 regular volunteers, and up to 100 additional corporate/student volunteers.

9. Ensure appropriate mechanisms and safeguards are in place to support up to 500 beneficiaries and additional attendees at FGN events.

Finance and Fundraising

10. Develop, implement, and lead charity’s financial and fundraising planning and management, ensuring that the charity operates at least at break-even, ideally with a small surplus.

11. Ensure that the charity has a diverse range of income across various streams, inclusive of (but not limited to) public sector, trusts and foundations, corporate income, events, and online giving.

12. Ensure that the charity is receiving value for money with all expenditure, ensuring contract review on a timely basis as appropriate.

13. Ensure appropriate cashflow projections so that expenditure does not exceed income in any one year unless pre-agreed with trustees.

14. Ensure that appropriate financial controls are in place so to protect charity and anyone handling money on behalf of the charity.

15. In conjunction with the finance administrator and hon. treasurer monitor all income, expenditure, accounts, funding investments and budgets.

Governance

16 Ensure compliance with charity and company law, inclusive of writing, presentation and filing of annual report and accounts and other Company Secretary duties.

17 Organise, attend, record and report at board meetings every two months, inclusive of finance and operations reporting and the regular cycle of governance reviews.

18 Plan, organise and attend AGM and annual strategy session.

19 Ensure appropriate level of risk management and insurance are in place for the charity.

20 Ensure all relevant policies, procedures and financial controls are in place, inclusive of annual review.

Communications and Impact

21. Represent and promote the charity in public, sourcing media opportunities as appropriate so to increase visibility.

22. Represent the charity on appropriate networks and forums so to develop stakeholder relationships and source opportunities for cross-partner collaboration.

23. Ensure positive, fit-for-purpose, internal and external communications, inclusive of monthly newsletters, social media presence and other marketing materials.

24. Ensure appropriate monitoring and evaluation of projects and develop relationships with academic institutions and/or research consultancies where possible so to elicit external perspectives and scrutiny of the charity’s work.

25. Build relationships with local stakeholders and businesses.

PERSON SPECIFICATION

Essential requirements

1. Senior management experience within the charity sector or similar

2. Experience of working at a senior level with and under the direction of a board of trustees

3. Experience of successfully applying for grant funding, and/or other income generation

Salary will be c. £54,000 and is set in line with NJC pay scales 2024/25.

Charity overview

The Amber Trust provides musical opportunities for blind and partially sighted children, including those with additional disabilities, via its Music Awards and Music Services.

Amber Music Awards fund instrumental and singing lessons, the purchase of musical instruments and specialist software, funding for concert tickets, and travel to musical activities for vision impaired children throughout the UK. In addition, there are structured programmes in its Music Services.

‘Little Amber’ is a service that offers music resources and quarterly sessions with a specially trained music practitioner to children under five and their families. ‘AmberPlus’ provides music resources and sessions offered on a termly basis to children over five who also have complex needs.’ ‘With Music in Mind’ is a new service for visually impaired children and young people with life-limiting neurodegenerative disease. Amber’s workshop scheme offers music sessions for groups of children in schools, charities and community organisations.

We have also developed extensive online music resources for teachers that are freely downloadable from anywhere in the world.

The Charity has a turnover of around £400k, employs a small central administrative team, and, for the music services, works through a large network of self-employed practitioners.

 Role purpose

The Chief Executive Officer is responsible to the Board of Trustees for leading The Amber Trust, developing and realising Amber’s vision and strategy, and playing a key ambassadorial role with funders and other senior stakeholders. The CEO is responsible for the management of the charity and its staff and the execution of Amber’s targets, plans and policies, ensuring that resources are used to best effect in meeting the needs of beneficiaries. The CEO is responsible for initiating and overseeing new initiatives that will ensure Amber plays a leading role in the field of music and blindness in children and young people into the future.

Role Description

Accountabilities: To develop, lead and manage The Amber Trust, in particular:

 Strategy

•      to develop and deliver innovative projects and services in accordance with Amber’s strategy.

• to ensure Amber flourishes, meeting all its charitable objectives and its legal obligations as a charity and a company limited by guarantee, and to honour its duty of care to its staff, beneficiaries and other stakeholders;

• to maintain Amber’s ethos of providing individual and personal support to beneficiaries and their families;

• to lead Amber in the development and implementation of its long- and medium-term strategy and annual business plans in accordance with the strategic direction and policy framework agreed by the Trustees;

Fundraising and events

• to attend, represent and promote Amber at meetings, conferences and other events, enhancing its profile across the UK – occasional evening and weekend work and travel may be required for this;

• to manage volunteers and liaise effectively with fundraisers and individual donors;

• to engage in fundraising and income-generating activity to ensure the sustainability and growth of Amber, including bid writing activity;

• to monitor and evaluate the services offered by Amber as required by external funders and Trustees, writing and submitting reports to deadline

Operations

• to manage and support operations and services and to be hands-on where required to ensure these are delivered;

• to ensure all staff are aware of current national policies and procedures relating to safeguarding in relation to the children and young people that Amber serves, and are given training annually.

The successful candidate will be able to demonstrate that they have the following essential requirements:
