District Secretary for Administration and Compliance

This is a senior leadership position in a merged organisation.
- Collaboration with the District Chair and the District Secretary for Ministries & Vocations in the leadership of the District, and promoting the values of the District in all work practice.
- Collaboration with the Mission Area Leads to facilitate support of the circuits in relation to the responsibilities of administration and compliance issues.
- Responsibility for compliance with all relevant legal, financial, and governance matters, including compliance with the relevant parts of The Constitutional Practice and Disicipline of the Methodist Church, including:
- budget and accounting, in partnership with the District Treasurer;
- data protection;
- lay employment processes;
- safeguarding.
- Working with the District Safeguarding Officers, the District Safeguarding Group and others to ensure safeguarding processes for the District are robust and effective.
- Responsibility, together with relevant District officers and bodies, for strategy for property and finance across the District, and for its implementation.
- Enabling the District Property Consents group to fulfil their responsibilities regarding property matters within the District.
- Coordinating the District Grants Policy and its implementation through the District Grants Committee.
- Ensuring that the District’s responsibilities for Reconciliation and Complaints are fulfilled, including liaising with the other District Leaders and ensuring the appointment and functioning of the District Local Complaints Officer and District Reconciliation and Complaints Support Group(s).
- Collaboration with the District Chair and others to ensure good practice in internal and external communication, including through the District Communications Officer.
- Engagement with the District Policy Committee and the District Scrutiny Group processes and meetings.

Main Purpose of the Role:
Royal British Legion Industries Ltd. (RBLI) is both a charity and a company limited by guarantee. The trustees of RBLI are therefore responsible for oversight of the organisation under both charity and company law. They are they legal directors, as determined by company law and the Articles of Association. The day to day running of RBLI is the responsibility of the Chief Executive and the Senior Leadership Team (SLT). This role, which reports to the Director of Governance, Compliance & Business Systems, supports the board of trustees and the SLT in all areas of governance.
Overview of the Role & Team:
RBLI is a diverse and complex organisation, with divisions that cover social care, property management, estates management, welfare and employment solutions, manufacturing, and marketing / fundraising. There are also several support functions including people and culture, finance and performance, business systems, and risk and compliance. This role is an essential part of the change process currently ongoing across RBLI.
The team is overseen by the Director of Governance, Compliance and Business Systems. Key working relationships include the board of trustees, the SLT, Assistant Directors, the Strategic Assistant, the wider Governance & Compliance Division, and the support functions.
Your Key Responsibilities:
Governance:
- Oversight of all board and sub-committee meetings, ensuring there is an efficient and effective structure to achieve organisational objectives including the review and maintenance of all terms of reference.
- Compliance with internal KPIs in relation to issue of board and sub-committee papers.
- Oversight of all matters arising and actions.
- Support the induction process for new trustees.
- Support the board and committee effectiveness review.
- Submission of all statutory returns.
- Ensuring compliance with the Companies Act and the Charities Act.
- Oversight of any governance related returns.
- Oversight of key RBLI registers such as Declaration of Interests.
- Oversee submission of documentation during the annual audit process.
Company Secretarial:
- Responsible for planning and managing the annual cycle of meetings for the board and sub-committees, including maintenance of the forward plans and agendas.
- Taking minutes of the boards and sub-committees (shared responsibility).
- Oversee the logistics for the meetings.
- Responsible for planning the AGM.
Legal and Assurance:
- Monitor compliance with relevant statutory and regulatory requirements, proving advice to SLT and members of staff as necessary.
- Oversight and communication of all compliance policies such as Conflicts of Interests and Gifts & Hospitality.
- Supporting the Director of Governance, Compliance & Business Systems to deliver the assurance and compliance programmes.
Risk Management:
- Managing the insurance process in terms of:
- Collating information in relation to claims
- Submitting claims information
- Supporting the Finance Team in the annual insurance renewal process

Requirement for the Role:

Property Management & Resources Officer

We are offering an interesting and varied opportunity to support the work of the Connexional Team and the wider Methodist Church in delivering its strategic plan to make the best use of its property portfolio in local communities across the country and centrally.
Working alongside the Director and colleagues within the Property Support team, you will be providing support and management to Connexional property, particularly focussing on the Connexional manse portfolio and its resident ministers. Alongside this, you will lead on the communications and resourcing to the District Property Officer network and other relevant networks, across the Connexion.
You will also be a central Property Support team member assisting team colleagues within their specific areas of expertise including Listed Buildings and the Church’s net zero strategy. This could be through the provision of proactive support of and input into, relevant forms of guidance, advice, communications, training and good practice.
You will also support the Director in the administration of property grants and application received for replacement Projects under Standing Order 973.
About You
We are looking for someone who wants to make a positive contribution to the work of the Property Support team and be equally comfortable collaborating in a team environment or under your own initiative. You will preferably have experience supporting a senior team within a property function and preferably have some experience in a property or project management type function.

Head of Property

The Head of Property is a crucial and pivotal role at the Diocese, as you will lead the strategic management of the Diocese’s assets, taking responsibility for maximising income and capital returns from assets, including property development on investment land and buildings.
Reporting to the Diocesan Secretary, you will oversee the management of the Diocese’s housing and the Glebe estate. You will ensure good quality clergy accommodation through strategic maintenance and planned enhancements, along with the sale, purchase and development of housing stock and glebe land as required.
Managing the Property Services Team, which oversees the management of all clergy and other housing within the Diocese, you will ensure maintenance and improvements are performed within agreed timeframes and budgets and provide an excellent and friendly service to clergy and their household. In addition, you will ensure maximised rental income from vacant housing and glebe land which is a key income stream for the Diocese.
As Head of Property, you will offer support to parishes and protect their interests by advising on decision making regarding their buildings, with a particular focus on enhancing utilisation and value, especially for church halls. You will also represent, protect and advance the interests of PCCs, Incumbents and Churchwardens, by partnering with them to provide high-level advice to parishes on the effective management of property matters, particularly in cases where the Diocese acts as custodian trustee on their behalf.
As a key member of the Diocesan Office and Senior Management Team (SMT), Diocesan Finance & Assets Committee, Diocesan Advisory Committee and Property Advisory Group, you will manage the property budget, taking part in budget reviews and budget setting in partnership with the Director of Finance and Finance & Assets Committee.
Professionally qualified with a relevant qualification and with significant demonstrable post qualification experience in a similar role, perhaps as a surveyor, you should have proven leadership experience with a focus on strategic property development and resource planning.
With experience of working in the property sector, ideally in asset management, residential property management and landlord and tenant relations, you should have a track record of driving maximum return from property and/or land assets, including experience of property disposals and purchases. Able to maximise income, you should also be adept at planning, managing and reviewing substantial budgets and exercising strict financial controls in a property environment.
Sympathetic to the overall Christian mission of the Church of England, including the Diocese’s schools, church communities and buildings, you should be prepared and able to travel regularly throughout the Diocese.
Previous experience with Charities or Not-for-Profit organisations is desirable but not essential.
The Housing and Land assets of the Diocese of Canterbury comprises operational and investment properties, almost all of which consist of ministry housing stock and a small amount of Glebe Land. Assets include circa 170 parsonage houses, the majority of which are occupied by clergy, establishing a unique relationship between the Diocese and church leaders. A minority of the stock (around 50 properties) which are intended for ministry but not currently used, generate substantial rental income. Notably, recent years have seen the move to ensure that we have the right properties in the right places for ministry as well as exploring development opportunities on existing properties that are due to be reviewed, sold or replaced.

The role:
Reporting to the CEO, the Head of Property and Development will oversee the provision of high-quality asset management and repair services in-line with PBHA values and strategic objectives. In this new role as a Development Surveyor at the Trust, you'll play an important part in advancing our Property Strategy, taking forward capital projects, in support of extending our charitable impact and growing our income to do so. About this job
Please note this is a part-time role 3 days/or 21 hours per week (Fridays must be worked but the other 2 days per week are flexible). The role is initially for an 18 months fixed term contract.
As a key member of our Services and Support team, you’ll be working with MS Society volunteer groups that provide transport services to their members and/or own property. You’ll also be supporting members of the Customer Services team to help them fulfill their health and safety responsibilities within each of the MS Society’s offices. This role includes travel across the UK to provide support and/ or training as required.
You’ll be working with our external auditors to manage the audit process, monitor and record compliance with the ‘MS Society Health and Safety risk management framework’ on property and transport and ensure materials in the framework are consistently and effectively used.

- Be a Member of Institute of Occupational Safety and Health

How you will make a difference
The main purpose of the Estates Repairs & Maintenance Manager role is to manage and oversee effective property repairs, maintenance and improvement works across the property portfolio and ensure that it remains legally compliant. This includes properties where the responsibility for repairs and maintenance is that of the Charity and equally of other parties such as landlords and housing associations. The role will include managing existing external contractor relationships and housing association repairs and maintenance performance, as well as introducing new supplier contracts where required according to the wider needs of the charity.
