Property Services Officer/Coordinator – Damp & Mould/HHSRS (Awaab’s Law)
Location: East Midlands (hybrid)
Rate: £16-£20 per hour Umbrella DOE
Contract: 6-12 weeks
The role
We’re looking for a proactive Property Services Officer to support the delivery of safe, compliant homes, with a strong focus on Awaab’s Law, damp and mould, and HHSRS compliance.
You will coordinate repairs, compliance works and void property repairs and improvements, working closely with surveyors, contractors and housing colleagues to ensure works are delivered on time, to standard and in line with service level agreements.
Key responsibilities
- Support the management of damp and mould cases, tracking actions and timescales in line with Awaab’s Law and HHSRS
- Coordinate responsive repairs, compliance works and property repairs, ensuring completion targets and SLAs are met
- Liaise with contractors to ensure works are delivered efficiently and to the required standard
- Monitor progress, chase outstanding actions and escalate delays or quality concerns where needed
- Maintain accurate records, compliance documentation and audit trails
- Assist with contractor compliance checks and invoicing processes

This is an exciting opportunity to lead a multidisciplinary team with strategic oversight of repairs, fire and building safety, landlord compliance, sustainability, reinvestment and housing services. You would be responsible for a mixed portfolio of buildings (owned and leased) that range from big hostels to self-contained flats, including some more quirky buildings like a converted church, ensuring throughout that St Mungo’s, as a registered social landlord, meets all its regulatory obligations. - Lead, develop and manage St Mungo’s Property and Housing Services functions, embedding a culture of excellent customer service and compliance.
- Shape and deliver investment to meet resident priorities now and in the future, ensuring homes are safe, compliant and aligned with new and emerging regulation.
- Drive continuous improvement across property services while managing risk so our asset portfolio is safe, compliant and performing well.
- Develop and deliver key organisational strategies and programmes, including Asset Management, Environmental Sustainability, St Mungo’s Homes Standard, Decent Homes, Warm Homes and Building Safety.

About the role
As Landlord Liaison Officer, you will join our team in Birmingham at an exciting time, delivering an outstanding property procurement service across the private and social rented sector. It’s a role requiring commercial acumen and creativity as you partner with both social and private landlords to source accommodation for our members. You will work collaboratively with partners and staff across the organisation to ensure tenants receive the support they need to sustain their homes and landlord relationships are nurtured. There is scope for development of the role and plenty of support. It’s a fantastic opportunity to make the role your own and shape it from the beginning.
About you
To be successful in this role you will need to demonstrate the following skills, experience and knowledge:
- Experience of sourcing, procuring, and allocating accommodation and making tenancies work for tenants and landlords
- Knowledge of the Birmingham (and surrounding areas) housing market and the barriers and opportunities faced by people who are homeless
- Experience of working with homeless people and supporting them achieve a positive housing outcome

• Awareness of payment processes, invoice management, and reconciliation.
• Ability to analyse and manipulate data, and present clear, concise reports.

About the role

About you

We're looking for an organised and proactive Housing Administrator to join our small, friendly team. What you'll be doing:

Prior experience in housing, property management, or a similar administrative role is highly desirable, particularly with exposure to repairs, voids, and compliance processes.

About the role
Based in the PDT team this role will contribute towards Your Place’s overarching mission to end homelessness one person at a time and meet organisational KPI’s around outcome based contracts.
In response to an increasing proportion of residents who have been referred to us holding refugee status we are seeking to develop our supported accommodation services to meet the particular needs of this group.
This role will be responsible for developing our services to make them more accessible to our resident population who are from a migrant background. This includes:
- Developing our move on offer to residents from a migrant background including the design and delivery of move on training in particular ensuring that they have a realistic understanding of the housing market and to provide the appropriate support to enable them to maintain accommodation in future.
- The development of bespoke accommodation pathways and support to ensure that barriers that migrants face within housing market are overcome.
- To identify and liaise with reputable private sector landlords including on issues such as rent, housing standards and tenure.
- Working with Frontline Services colleagues to improve accessibility and cultural relevance of services to resident from a migrant background that promotes inclusivity and is trauma informed.
- To provide additional support to Housing Service team around Clearing House referrals where appropriate.

Responsibilities
- To work with residents/tenants to develop culturally accessible resources to prepare them for a move to appropriate accommodation, including advice and support on move-on accommodation, rent deposit schemes, understanding tenancies, budgeting, accessing utilities and services, and accessing welfare/housing benefits and grants.
- Identify and liaise with landlords, building relationships to secure move on accommodation for residents. Negotiate reasonable rents and deposit/advance payments.
- Receive details of appropriate properties from landlords, view property for suitability and carry out Health & Safety check.
- Ensure that properties meet relevant standards for safe occupancy (Housing Health & Safety Rating Systems, LA Licencing).
- Identify suitable residents; prepare them and their paperwork which includes Housing Benefit, deposits, loan applications, Discretionary Housing Payments. Arranging viewings.
- Develop networks of migrant support which contributes towards this migrant move on pathway. Act as a broker to facilitate access to relevant services.
- Working in conjunction with the Resettlement Officer supporting residents into their own accommodation arranging utilities connections, supporting resident access to furniture/furnishings, moving resident or supporting to move their belongings. Liaison with landlord for access. Managing expectations of both resident and landlord. Identify and apply for grants for move on funds for residents.
- Where residents have additional support or care needs to lead and co-ordinate on finding specialist accommodation.
- Keep up to date and inform team on changes in law, local authority conditions and benefits that affect move on. Respond to changes and implement strategy.

Main Duties
- Provide secretariat support to ClientEarth UK Board of Trustees, working closely with the Assistant to the CEO and Board to ensure the well-coordinated delivery of meetings, including coordinating and facilitating scheduling, forward planning, setting of agendas and invitations, and managing, filing, and maintaining all required documentation.

- Prepare forecasts for depreciation and impairments to inform annual and medium-term planning
- Provide technical advice to business areas and finance team members on accounting and budgeting of capital and non-current asset transactions
- Support the preparation of the GPA’s dilapidations provision and associated policy, working with GPA’s commercial partner to resolve any queries or disputes
- Drive continuous process efficiencies and improvements across the non-current assets function, delivering maximum value for the GPA and ensuring robust controls are in place
- Seek out opportunities to lead/contribute to cross-government and cross-finance initiatives outside of own role
- Build relationships with key staff across Finance and the business in order to maintain effectiveness
Key Skills & Experience
