About the role
As local campaigning lead in our award-winning public affairs and campaigns team, you will play a pivotal role in driving Sands’ mission to save babies’ lives and ensure bereaved families receive the care and support they need.
You will need experience of delivering and evaluating impactful campaigns, and of working in close partnership with those with lived experience to create meaningful, lasting change at a local or national level.
This is a dynamic, outward-facing role that combines strategic campaigning with hands-on community organising. You will have the skills to support and develop a network of local campaigners, empowering volunteers and supporters to take action in their communities, influence decision-makers, and improve services over the long term. You will also feel comfortable representing Sands at a local level, developing strong relationships to amplify the organisation’s voice and impact.
Working collaboratively across the organisation, you will ensure campaigns are evidence-based, inclusive, and shaped by the lived experiences of diverse bereaved families. You will create compelling content and digital actions, support media engagement, and use data and insight to evaluate impact and continuously strengthen our approach.

Main Purpose of Job
To lead Sands’ local campaigning function.
Co-lead impactful campaigns at a local and devolved nation level with bereaved parents and families, supporting Sands core aims to save babies lives and ensure anyone affected by the death of a baby receives the care and support they need by:
1. Leading the implementation and evaluation of Sands local campaigns to further our core aims.
2. Developing the capacity of Sands local volunteers, supporters and campaigners to take action to improve their local services in the long-term.
3. Ensuring that Sands campaigns are evidence based and reflect the views and experiences of a diverse range of bereaved parents and families.
Principle Tasks and Responsibilities
Leading implementation, and evaluation of Sands local campaigns to further Sands core aims.
Developing the capacity of Sands volunteers, supporters, and campaigners to take action to improve their local services in the long-term.
Ensure that Sands campaigns are evidence based and reflect the views and experiences of a diverse range of bereaved parents and families.
· Undertake evidence gathering projects to support Sands campaigns work, including collating and analysing data and presenting findings in an accessible and engaging way.
· Ensure that the views of bereaved parents and families inform Sands campaigns and provide opportunities for Sands volunteers to get involved in our campaigning activity.
· Provide direct support to bereaved parents to help them become confident campaigners, so they are well informed, equipped to speak out and know how to go about it.
General tasks
· Undertake any other duties commensurate with the role as required by the Head of Public Affairs and Campaigns and the Director of Research, Education and Policy.
· Model the culture and values of Sands at all times.
· Work flexibly with other members of staff and team, with some evening/weekend working.
· Maintain a high level of confidentiality and professional conduct.
· Abide by all Sands Policies and Procedures and undertake all mandatory training as required.
· Participate actively in annual appraisals and personal development reviews.

Experience required
Experience of working successfully with politicians, their offices, Government departments, and other public affairs stakeholders to influence policy and to influence public/stakeholder discourse across the devolved nations
Experience of leading public affairs delivery in at least one (preferably all) of the devolved nations
Experience in analysing Government policy in-depth and creating policy briefings
Experience of drafting briefings, reports and policy submissions
Experience of communicating across a range of parliamentary and professional stakeholders at all levels
Demonstrable knowledge, interest and experience of working in a public affairs and policy-based environment
Experience of organising stakeholder events

What you’ll be doing
The Engagement Manager will lead River Action’s overall engagement strategy, providing strategic oversight of both stakeholder engagement and community engagement activity across the organisation.
Building and managing relationships with senior leaders across government, regulators, NGOs, businesses, financiers, academia and civil society, the postholder will identify opportunities to increase River Action’s influence, support policy and advocacy objectives, and help position the organisation as a leading voice on river protection and environmental reform.
The role will provide strategic direction and oversight to River Action’s community engagement work, including the River Rescue Kit, Community Toolkit and catchment-based campaigning activities, working closely with the Senior Engagement Coordinator who will lead day-to-day delivery, community support and programme implementation.
Working closely with colleagues across Public Affairs, Campaigns, Communications, Legal and Development, the Engagement Manager will ensure engagement activities contribute directly to organisational priorities and campaigns and that community insights help shape River Action’s policy, legal and campaigning work.
Main Responsibilities:
Strategic Stakeholder Engagement
Develop and deliver River Action’s stakeholder engagement strategy.
Manage relationships with senior stakeholders and decision-makers.
Develop and implement engagement or public affairs strategies.
Identify, map and prioritise key stakeholders across government, regulators, business, NGOs, academia and civil society.

Managing Stakeholder and Community Engagement

Ensure effective delivery and continuous development of the River Rescue Kit and Community Toolkit as key resources supporting grassroots campaigners and community groups.
Oversee catchment-based engagement strategies that strengthen community-led action, advocacy and campaigning.
Work closely with the Senior Engagement Coordinator to identify opportunities to expand and strengthen River Action’s network of stakeholder and community groups, campaigners and partners.
Ensure insights, evidence and priorities emerging from stakeholders and local communities to inform River Action’s public affairs, policy, legal and campaigning work.
Monitor the effectiveness and impact of community engagement activities and ensure learning is shared across the organisation.
Support the development of engagement frameworks, systems and processes that enable effective community mobilisation at scale.
Public Affairs and External Influence
Support the delivery of River Action’s Public Affairs strategy.
Build relationships with parliamentarians, political advisers, local authority leaders and relevant government officials.
Support engagement with regulators including the Environment Agency, Natural Resources Wales, Ofwat and other relevant bodies.
Represent River Action in external forums, roundtables, conferences and stakeholder meetings.
Coordinate stakeholder engagement around key campaigns, policy initiatives and legal actions.
Strategic Partnerships
Develop partnerships with environmental NGOs, think tanks, academic institutions, financiers and businesses.
Identify opportunities for joint initiatives, campaigns and advocacy activity.
Strengthen River Action’s position within the wider environmental and public policy landscape.
Convene strategic partnerships to support policy and campaigning objectives.
Organisational Leadership
Work closely with the Head of Public Affairs to support delivery of organisational objectives.
Provide strategic direction, support and oversight to the Senior Engagement Coordinator, ensuring community engagement activity aligns with organisational priorities and objectives.
Provide stakeholder intelligence and strategic advice to senior leadership.
Contribute to organisational planning and public affairs priorities.
Support cross-team working between Public Affairs, Campaigns, Communications, Legal and Fundraising.
Ensure strong integration between River Action’s community engagement, public affairs, campaigns, communications and legal work.
Communications and Representation
Act as an ambassador for River Action externally.
Support media opportunities through stakeholder engagement and relationship building.
Prepare briefings, stakeholder reports and engagement plans.
Help identify influential voices and advocates who can amplify River Action’s work.
Monitoring and Reporting
Maintain stakeholder engagement plans and CRM records.
Monitor engagement outcomes and report against agreed KPIs.
Evaluate the effectiveness of stakeholder engagement activity and recommend improvements.

What you’ll be doing
As a Senior Policy and Advocacy Manager, you will lead the development and drafting of River Action’s overall policy strategy as well as leading on specific policy areas. You will play a leading role in shaping and advancing River Action’s political and policy influence, working closely with the Senior Management Team, Chief Executive and wider organisation to develop and execute an impactful policy and advocacy strategy.
River Action is the Co-Secretariat for the APPG on Water Pollution, offering our Policy and Advocacy Manager a unique opportunity to shape the policy direction for River Action and also to influence policy development across Parliament.
You will also work closely with our public affairs agency who manage our daily Westminster activities.
You will:
Lead River Action’s development and delivery of our policy and advocacy strategy on sewage, industrial water pollution, and water scarcity
Collaborate with River Action’s team and external partners to ensure our collective work is underpinned by robust and forward-thinking policy analysis and evidence.
Develop policy analysis to support campaign, communications and policy strategies, based on a strong evidence base and a sound understanding of the relevant legal and policy frameworks.
Translate complex policy and evidence into concise documents with clear messages and compelling campaigns to engage political and policy stakeholders.
Monitor and analyse political and policy developments, interpreting their implications and opportunities for River Action and its supporters.
Generate analysis to enable participation in public consultation processes, including drafting high-quality and persuasive consultation responses and briefings for Westminster and Whitehall audiences.
Increase our political influence with exciting policy interventions, ensuring River Action’s voice is heard at the highest levels of decision-making.
Build and maintain relationships with key policymakers, civil servants, industry experts and partner organisations.
Support grassroots community groups and third-sector partners in engaging with their local representatives for effective advocacy.
Organise and attend key political meetings and events, including the Water Pollution APPG, stakeholder roundtables and parliamentary events.
Manage strategic policy partnerships, including our relationship with Wildlife and Countryside Link and other third-sector organisations.
Ensure River Action’s policy and advocacy efforts align with our creative campaigns, by making sure colleagues and spokespeople are well-briefed and communications content is well-informed to maximise reach and impact.

Knowledge of the challenge of water scarcity.
Excellent communication and writing skills with close attention to detail and the ability to produce concise and persuasive briefings, reports and consultation responses.
Strong interpersonal skills and a collaborative approach to working creatively and at a fast pace with colleagues, stakeholders and partners.
Excellent organisational skills, including the ability to proactively plan and prioritise work and to report your progress and impact.
Ability to work flexible hours and travel as necessary.

As Head of Campaigns, you will be developing and delivering bold, integrated campaigns that drive lasting change for the UK's rivers. The Advocacy Director holds primary responsibility for delivering ECC’s advocacy strategy internationally and within the UK.
