Job description

Inclusive Eye Health Director

The role is permanent and can be based in any CBM Global office.

While the world is making progress in tackling poverty, people with disabilities are being left behind. Too many people with disabilities face poverty, stigma and isolation and are denied the chance to go to school or earn a living. In addition, large numbers of people lose the ability to see, hear or walk because of conditions that could easily be treated or prevented.

Driven by Christian values, CBM works in the world’s poorest places to reach those who are most left behind. Working in partnership with Governments and local partners, we create long-term positive change: supporting people with disabilities to access education and healthcare, earn a living and be included in their communities; and treating and preventing conditions that can lead to disability.

Main objective of the role:

Reporting to the International Director, the position holder leads on CBM Global’s work in Inclusive Eye Health (IEH), which includes Neglected Tropical Diseases (NTDs). He/she formulates the IEH/NTD strategic plan, ensures that programmes are accessible and inclusive to all members of the community, establishes technical standards, directs delivery in coordination with other programme areas of CBM Global, ensures effective monitoring, evaluation and continual refinement of the plan. Leads on external representation and fundraising, ensuring the plan is resourced and promoted in collaboration with Member Associations.

We are looking for someone who will…

· Develop and oversee delivery of the IEH/NTD strategy, including setting overall strategic objectives, geographic priorities and fundraising strategy with institutional and other donors

· Support country planning processes, ensuring synergy with the IEH/NTD strategy

· Ensure that IEH and NTD project proposals meet agreed standards of design and quality for them to be presented to donors for funding

· Analyse policies, trends, data & research in eye health and NTDs in order to influence the external environment and improve and further develop CBM Global’s policies and practice

· Work with fundraising teams to develop relevant communication material for marketing & fundraising

· Identify and pursue funding opportunities from institutional and other major donors, in coordination with CBM Global Member Associations and Country Offices

· Pursue opportunities to work in consortia in order to increase income and leverage the impact of CBM Global’s IEH/NTD strategy

· Lead and manage a team of global and regional level experts for implementing CBM Global’s strategy in inclusive eye health and NTDs

· Ensure quality assurance of IEH & NTD programmes in terms of technical requirements, disability inclusion and developmental good practice

· Develop, scale up and document model IEH & NTD programmes with good practices to promote replication

· Support MEAL (monitoring, evaluation, accountability and learning) at all levels

· Provide high level representation on IEH & NTDs on behalf of the CBM Global Federation

· Oversee capacity building at country, regional and international levels

· Support the commissioning of research in order to inform and further develop CBM’s strategy, advocacy priorities and technical standards in IEH & NTDs.

We are looking for someone who has…

· Professional background in public health ophthalmology

· Background and relevant working experience in inclusive Eye Health and NTD programming, including in applying relevant tools and methods (PCM, participatory approaches etc.)

· Minimum of 5-10 years working experience in low and middle income countries

· Strong understanding of disability-inclusive approaches in line with the CRPD and SDGs and their application in IEH and NTD work

· Proven expertise in networking, advocacy and influencing with knowledge of key global and continental networks, having played an active part in such networks

· Knowledge, understanding and established relationships with key donors and stakeholders in IEH and NTD programming on global and regional levels

· Experience of working with DPOs/or self-help/community led groups

· Experience in managing large programmes and multidisciplinary and multi-cultural teams

· Experience in operational research

· Experience in teaching/ training/ coaching

· English professional proficiency. French and/or Spanish would be advantageous

· Good skills in MS Office.

Until now, the CBM federation has been made up of 10 Member Associations (MAs) providing the vital link between persons with disabilities in 25 of the poorest countries, and people that have the interest, capacities and resources to help.

There have for some time been fundamental differences over how CBM should best place itself to contribute to the wider disability agenda. Earlier this year, it was agreed that a new federation – CBM Global – would be formed with a simplified governance and a greater focus on disability inclusion. And while our excellent field programmes will continue there will be a greater emphasis on the interconnection between programme, advocacy and advisory work.

With an income of €43m, CBM Global is made up of 7 of the Member Associations (CBM Australia, CBM Ireland, CBM Kenya, CBM New Zealand, CBM South Africa, CBM Switzerland, and CBM UK) with programmes worldwide and Country Offices in 11 countries (Philippines, Bangladesh, Laos, Nepal, Indonesia, Kenya, Zimbabwe, Burkina, Nigeria, Madagascar and Bolivia).
