About the Department/Role
The Church of England is continually striving to improve its safeguarding practices. The 2020 report by IICSA on the Church highlighted failures in respect of child sexual abuse and, more broadly, the challenges facing the Church to get safeguarding right.
The Church's aspiration is that safeguarding is not experienced and approached as a matter of administrative compliance. Rather, it should be what the Church is - something that flows from its core beliefs and values, part of its DNA.
The Church has made important and positive strides over recent years. There is, however, still much to be done to keep children and vulnerable adults safe, and to promote their well-being. The Church is a complex collection of different bodies. Most of the safeguarding work is carried out locally within the 42 dioceses and cathedrals in England. This work is supported centrally by a National Safeguarding Team (NST).
The Church of England seeks a committed and collaborative Safeguarding Policy Officer to join the National Safeguarding Team. This role is central to developing, revising, and implementing national safeguarding policies that protect and support all members of the Church community.
Working closely with Safeguarding Policy and Development Leads, you'll ensure policies are grounded in academic research, aligned with legislation and canon law, and informed by survivor experiences and Church-wide learning.
- Co-manage the development and roll-out of safeguarding policies, codes of practice and guidance
- Collaborate with stakeholders, including survivors, bishops, Diocesan Safeguarding Officers, and Church bodies
- Ensure policy relevance across dioceses, parishes, cathedrals, religious communities, and theological institutions
- Lead the coordination and improvement of the safeguarding e-manual
- Engage with NCIs departments to embed safeguarding policy into wider initiatives
- Support the NST's learning and review cycle to refine policies over time
- Represent survivor perspectives within policy, training, and quality assurance activities
- Provide briefings and respond to safeguarding queries from Church bodies
- Take ownership of non-legislative content creation related to safeguarding
Key role requirements
- A basic DBS check will be required as part of our pre-employment checks.
- This is a hybrid role, and working arrangements can be discussed with the hiring manager.
- Please note: This is a fixed-term opportunity, and we are seeking to appoint three candidates across the following contracts:
- 1 position: 2-year fixed-term contract
- 2 positions: 15-month fixed-term contracts
You will need to be/have:

- A degree is not required for this role; however, the candidate will need to evidence at least 5 years of relevant experience in a similar field
- Strong written communication, able to tailor content for diverse audiences
- Skilled in analysing complex and conflicting information and distilling it into clear policy or guidance
- Confident working collaboratively across internal and external partnerships
- Able to lead and facilitate stakeholder groups to achieve outcomes
- Able to build trusted relationships with varied stakeholders, including survivors and Church colleagues
- Ability to communicate sensitively and effectively with individuals from all backgrounds, both written and verbal
- Experience in producing clear, effective policy and guidance for a range of audiences.
- Knowledge of national safeguarding legislation, statutory guidance and policy (e.g. Children Acts, Care Act, Working Together, criminal justice legislation), both current and historical, as relevant to non-recent abuse.
- A salary of £48,557 per annum, plus age-related pension contributions between 8-15% of salary. We will also match any pension contributions you make up to an additional 3% of your salary.
- 25 days annual leave (increasing to 30 days within 5 years) plus eight bank holidays and three additional days (pro-rated if working part-time).

The Complex Needs Support Worker will support individuals facing multiple challenges, including substance misuse, exiting sex work, domestic abuse, and/or co-occurring issues such as low-level mental health concerns. Based in a 9-bedroom complex unit, the role involves helping service users live independently, achieve personal goals, and maintain housing stability. This includes fostering strong professional networks, collaborating with partner agencies, reporting and following up on repairs, ensuring rent payments are made, and carrying out daily health and safety checks.
The postholder will hold an allocated caseload, delivering regular 1:1 support sessions to assess needs, develop safety plans, and make referrals to specialist services. They will manage safeguarding concerns in line with policy, participate in multi-agency meetings, and ensure all case notes and assessments are up to date. The role requires a proactive approach to housing maintenance, adherence to health and safety standards, and a commitment to empowering service users to progress towards independence.

About the role:
The Floating Support Worker will specialise in working with women for whom housing, and risk of tenancy breakdown is a priority. You will provide specialist housing and domestic abuse support to women aged 18 and over. The accommodation needs of the women you support will require you to advocate and support for each woman efficiently and empathically, whilst liaising with providers and stakeholders to ensure her accommodation needs are met. The role is dynamic and requires the post holder to respond to women with effective crisis intervention, advocacy and support. They will be required to coordinate the provision of multiagency support which focuses on working with clients to maintain their tenancies and prevent homelessness. The post holder will establish positive, proactive, and innovative working relationships with housing services and partner agencies.
The Floating Support Worker will ensure that the women survivors views and needs inform every stage of the process, and so the post holder will be empathic, empowering and able to advocate for women. You will also share your learning with your team, Advance and other stakeholders to ensure best practice is consistently achieved.
Working as part of a team of Floating Support Workers, you will make proactive contact and provide high quality non-judgemental advocacy and support based upon a client led needs and risk assessment. You will be responsible for a number of women at a time and you will be their designated and consistent support worker. You will also support women and referrers at the first stage of referral by completing assessments and providing crisis intervention support as part of a ‘duty’ team with designated days for you to do this.
The Floating Support Worker will have an excellent understanding of domestic violence and its effects on women and children and of best practice within the domestic abuse and the housing sectors. As an experienced domestic abuse advocate who has worked with complex and multiple needs, you will be skilled in risk management and safety planning, remaining calm in a crisis and in handling sensitive information appropriately.
Experience of supporting female survivors of domestic violence with housing and accommodation needs, in partnership with other organisations, and of safeguarding procedures is essential for this post.
Key Responsibilities and Duties
· Create effective working partnerships with housing service providers and the local council to promote the Floating Support Worker Service
· Provide information, guidance and support to referral stakeholders to enable them to identify women at risk of and experiencing domestic violence, enabling them to confidently respond and refer women to the service. This may include delivery of briefings and information sessions to upskill housing workers. To continuously build awareness of the service and confidence of stakeholders in order to ensure women in need are identified and supported
· Effectively support a number of women at any one time, undertaking case management activities such as excellent assessments, action planning, referrals, and record keeping
· Conduct comprehensive assessments of needs and risk for women experiencing domestic violence, carry out short- and longer-term risk management, safety planning and support; and identify and refer to services appropriate to their needs, including attendance at specialist/dedicated courts and MARAC as required
· Develop and deliver support plans that include delivery of high-quality face to face or telephone crisis intervention, information, advocacy and support, in respect to criminal and civil remedies, housing, health, welfare rights, children’s legislation and other appropriate interventions. Ensure that focus on safe tenancy sustainment and homelessness prevention underpins all work
· Advise women of their rights and options for seeking help and support from other agencies, making referrals and co-ordinating the provision of multi-agency support where necessary, and proactively advocate ensuring barriers to accessing support and protection are minimised
· Proactively assess the needs and safety of any children that women using the service may have, ensure that any risks/needs identified are addressed directly with the woman, and take appropriate action to safeguard them
· Proactively assess the needs and safety of women at risk proactively following Adult at Risk policies and procedures
· Participate in multi-agency conferences in respect of children and adults at risk as required, providing reports and undertaking actions as necessary
· Ensure all monitoring and evaluation for each woman, all cases and the project overall is accurate and up to date. Work in partnership with your team and the Advance Insights and Evidence team to ensure all reporting requirements are met. Highlight issues and successes in a timely manner
· Ensure that agreed case recording and monitoring systems are kept up to date and secure, and write internal and external reports where required, including for safeguarding conferences, team meetings, managers and other appropriate partners and stakeholders
· Participate in multi-agency working and focus groups when requested to do so and follow through on agreed appropriate actions that arise from these
· Work effectively as a member of your own team and as a team member of Advance supporting all organisational objectives
· Work in partnership with housing staff and provide institutional advocacy to maximise positive outcomes and use the appropriate reporting mechanisms to highlight persistent or recurring issues that arise

We are looking for an experienced and customer-focused administrator to lead on the administration of the CLPE Learning Programme, which includes courses that take place both in person at the Centre and online as well as INSET training and consultancy delivered at other locations around the country. You will also be part of the Centre’s administration team to support the day-to-day running of the Centre and help us ensure that everyone who works in and visits our Centre is well looked after and has a fantastic experience. You will be based at our beautiful Grade 2 listed building in Southwark. The service provides 24 hours supported accommodation for high needs mental health service users. It compromises of 11 units which offers higher levels of
support in comparison to the wider supported living pathway. Service users at Teresa House may have treatment resistant mental health needs that are complicated by substance misuse, challenging behaviour including low level offending and long-term physical health conditions. All support is delivered in-line with the principles of trauma-informed recovery/empowerment/co-production.
What do I need to bring with me?

The ideal candidate will have experience supporting people with mental health and complex needs, with substance misuse experience desirable. Proficiency in MS Office and case management systems is required, along with good knowledge of basic building safety and repairs. Writing and submitting high-quality applications

Tracking and updating all submissions on our CRM (Salesforce)
Business development:

Generating prospect leads through desk-based research and identifying sectors and organisations to target

Contacting prospects and leading initial conversations

Responding to incoming requests from organisations

Represent Brightside at networking events
-
Writing bespoke and compelling proposals
-
Tracking and updating all relationships on our CRM (Salesforce)
Communications and marketing:

Working with the team to identify marketing campaigns and collateral to attract new leads

Supporting the creation of new content for the website, campaigns, and marketing
-
Maintaining and managing the website
-
Collating statistics on social media and website engagement
-
Supporting the delivery of campaigns to increase individual giving
Reporting:
-
Providing regular, accurate reports on progress related to income generating activity, including the pipeline, applications or prospects, and secured income
-
Monitoring progress of grants and business development
-
Inputting to the quarterly work plan and priorities
Team working

You will be line managed by the Income Generation Lead
-
You will work closely with Partnership Lead and other members of the Programmes team where relevant
-
You will work regularly with external freelancers responsible for marketing and social media
Essential criteria : To be successful in this role, you should:

Have at least 12 months relevant business development or fundraising work experience
-
Have demonstrable experience of email outreach and/or funding applications
-
Thrive in a target driven team and meet ambitious targets

Be confident and self-motivated with high standards of quality

Be able to build strong relationships and collaborate well with others

Enjoy meeting people in networking settings

Have excellent attention to detail

Have ability to use initiative when researching prospects

Salary and benefits
Salary: £27,750 - £32,230
Contract: Permanent
Hours of work: 37.5 hours a week (full-time)
