The Down’s Syndrome Association is the only organisation in England, Wales and Northern Ireland focusing solely on all aspects of living successfully with Down’s syndrome. The Down’s Syndrome Association aims to create the conditions that all people with Down’s syndrome need to live full and rewarding lives.
The successful candidate will cover the whole spectrum of duties in relation to media and communication areas and needs to be able to think strategically and work operationally. You will lead the development of our media strategy, build and maintain a strong media contracts database and nurture relations both online and across other offline platforms. The consultant will lead investigations into the ‘The UK’s benefit from funded Health Partnerships under the DHSC funded GHWP’.
As benefit back to the UK becomes increasingly important in the evolving funding landscape, GHP is commissioning a study to explore and examine the value of DHSC-funded health partnerships to the UK health system. While bi-directional learning and mutual benefit have been highlighted through GHWP reports and sharing and learning events, these insights have not yet been fully synthesised or clearly articulated in a way that supports future funding and policy positioning.
We wish to commission a short-term consultancy to review and examine existing literature and data, including published and grey literature, including GHWP reports, reports from other DHSC-funded GHP projects, and other available documentation on the benefits of global health engagement to the UK. (see Related Papers section).
Some qualitative data collection may potentially be involved.

The aim is to produce a concise, evidence-based report that captures key themes such as professional development, system learning, innovation exchange, and reputational value, demonstrating the tangible and strategic returns to the UK from its investment in global health and global health partnerships.

Contractual Responsibilities
Reports to: The Technical Director, based in the UK, who will provide technical oversight of the study. The Consultant will be responsible for managing their workload and conducting the activities in a timely and efficient manner as set out in this document. The Consultant will agree with the Technical Director which aspects to prioritise. The Consultant will also have regular reporting points with the Head of the Evidence and Impact Team and other GHWP colleagues, as required.
The contract will run from August 2025 over a 4month period. The Consultant will submit a technical proposal and budget of up to £14,000 for the whole programme of work. The consultant will invoice GHP on a monthly basis. Please note that this is non-negotiable.

The Role

This is an exciting opportunity to join the friendly, dynamic, multi-disciplinary team at the Centre of expertise on child sexual abuse (CSA Centre) as our new Policy Manager. This is a key role within the CSA Centre, central to our ambition to raise awareness of the true scale and nature of sexual abuse and to drive evidence-informed improvements in policy and practice.
About the role:
The CSA Centre aims to reduce the impact of child sexual abuse through improved prevention and better response, and our work in influencing and shaping policy at local, regional and national level is key to that mission.
As our Policy Manager, you will play an important role in developing and delivering the CSA Centre's policy influencing activities over the immediate and longer term, helping us to ensure that our evidence, learning and resources have the widest possible reach and impact at both local and national level.
You will have the opportunity to work closely with the CSA Centre's Senior Management Team and our multi-agency, multi-disciplinary team, enabling you to draw on expertise from a wide range of different professional backgrounds, and with colleagues from across Government and key stakeholder groups.

As Policy Manager at the CSA Centre you will play a key role in tackling child sexual abuse, alongside the work of our colleagues across practice, research, communications and training. This is important work - the CSA Centre conservatively estimates that one in ten children will experience some form of child sexual abuse before age of 16, and our ambitious programme seeks to improve the knowledge, skills and confidence of professionals (social workers, teachers, social workers, nurses etc.) in identifying and responding to child sexual abuse. We have already made great progress, but there is much more to be done – and we need your help to do it!
This role is currently funded until 31 March 2026, in line with the current grant funding arrangements for the CSA Centre. This will be reviewed in late 2025, as future funding for the CSA Centre from 2026/27 onwards is clarified.
Although this contract has a permanent status, please be aware that this post is subject to funding currently until March 2026 and therefore should this funding not be extended further, you may be subject to a redundancy consultation or a TUPE arrangement. The Senior Programmes & Policy Manager is responsible for:
Programme Development and Delivery
● Launching our two popular, fully funded, social action programmes in Scotland: Bite Back in Schools and Shape Your Streets; working with and visiting schools and local authorities across Scotland
● Supporting school pupils and communities to drive improvements to their local food environments and school food environments
● Helping facilitate youth-led events, workshops, and campaigns focused on food system change
● Working with our Scottish partners and building strong working relationships with participating schools, local authorities and other stakeholders
● Supporting with the monitoring, reporting and evaluation of these two programmes Youth Engagement and Voice
● Seeking out meaningful opportunities for young people to engage with and influence decision-makers in Scotland
● Ensuring youth voice is embedded across all programmes and policy work
Policy and Advocacy
● Actively seeking out opportunities to champion Scottish policy developments in health, education, and food systems
● Working closely with other organisations via established coalitions and more informal coordination around key issues, working collaboratively with values-aligned organisations to achieve our goals
● Developing briefings, consultation responses, and policy proposals, ensuring they are evidence-based and amplify youth perspectives
● Translating young people’s insights into campaign messaging for policymakers and distil policy detail into key points for young people to engage with and campaign on
● Working with the Senior Public Affairs Manager to conduct stakeholder mapping and build a network of supportive Scottish MPs and MSPs

The primary set of data you will be managing is the SHOAL 1,000 Fishes Database. This is a database of more than 2,000 fish species that will require constant updates on their conservation status from experts and partners.
