Key duties and reponsibilities:

Management Role

· Based on the policies of the charity as defined by the Trustees Board (created Oct 2022 AGM), manage the affairs of the charity with due respect for its heritage, status and independence.

· Within those defined policies, take decisions that allow the development of its business activities, liaising with other Trustees as necessary, and report to the Trustees on a regular basis.

· When necessary, liaise on allocation of duties to other Trustees on a cooperative basis.

· Represent the charity at occasional public events and meetings with collaborative partners and in negotiations, e.g. NICE, ARTP, Sleep Clinics.

· Act as main point of external contact and manage that contact as appropriate.

· Take purchasing decisions within the defined responsibility of the position.

· Modernise and develop the SATA business on as cost efficient basis as possible — goal is generally self-financing.

· Explore business opportunities as appropriate. 

· Identify risk, consult with other officers and recommend action for Board decision.

· Finalise move to paperless operation.

Administrative Duties

· Arrange Trustee Board Meetings.

· Manage Membership Database.

· Administer Membership Renewals.

· Register & acknowledge new memberships.

· Handle resignations, deaths and other membership issues with appropriate respect.

· Acknowledge Donations.

· Administer Gift Aid claim with Treasurer.

As Head of Operations & Governance, you will be responsible for overseeing the back-office operations of the charity. You will be a key point of contact for the team and support the Executive Director to ensure smooth, efficient and compliant operations.

You will be a senior member of the team, responsible for ensuring that PINF operates within its legal and regulatory framework, including in relation to charity, corporate, tax, employment and data protection regulations. The role involves liaising with the Chair, Board of Trustees, Executive Director, legal advisors and regulators to support best practice in financial management, governance, risk management and compliance.  

Duties and responsibilities 

• Financial Management 

• Ensure consistent delivery and quality of finance operations, including transactions processing, which will involve managing a bookkeeping service.

• Prepare and monitor annual budgets, management accounts and project budgets.

• Lead on the financial aspects of fundraising, contract management, and funder reporting. Including managing restricted and unrestricted funding. 

• Oversee the process of preparing statutory accounts, including liaising with accountants and auditors.

• Maintain internal controls and policies to protect assets, prevent fraud, and ensure business continuity. 

• Participate in the Finance & Fundraising Committee and support the Treasurer to plan and deliver meetings. 

• Prepare financial reports for board meetings and engage in board discussions.

• Governance 

• Manage our annual governance cycle, working closely with the Chair, Treasurer and Executive Director to ensure legal compliance and to plan and prepare for Board meetings including taking appropriate minutes.

• Manage the organisational risk framework including identifying emerging risks and working with the Executive Director to mitigate them.

• Companies House and Charity Commission filings.

• Develop and maintain a suite of policy to ensure PINF meets its obligations as a charity and an employer.

• Play an active part in board discussion to support good decision making.

• HR 

• Manage HR across the organisation; ensuring all HR processes and policies are fit for purpose, up to date and adhere to law, and are understood and implemented across the organisation.

• Manage recruitment processes for all staff.

• Manage the annual leave tracker. 

• Operations and administration 

• Ensure the smooth running of the organisation by leading operational planning and monitoring progress.

• Lead on relationships and contracts with external suppliers and contractors.

• Ensure PINF has appropriate insurance cover. 

• Occasional support with charitable activities (meetings, events, publications, etc.) 

Requirements  

• A professional qualification in finance, management, law, or a related field and at least five years’ experience relevant to this role.

• Deep understanding of good governance and best practice in the charity sector.

• Understanding of relevant laws relating to employment, data protection and running a charity. 

• Sympathy to the aims and objectives of PINF. 

• Full professional proficiency in English. 

• Right to work in the UK. 

Skills and attributes 

• Experience of managing charity finances and budgets (Essential). A related finance or accountancy qualification would be desirable. 

• Experience of managing operations in a comparable charity or business, with both strategic and day-to-day operational responsibilities. 

• Developing HR processes and policies and taking the lead in implementing these across an organisation. 

• Developing processes and procedures and making improvements for efficiency and impact. 

• Experience of working closely with trustees, non-executives or senior leadership teams.

• Strong oral and written communications skills, including having the confidence to use your expertise to provide feedback and constructive challenge to senior leaders.

• Excellent problem-solving and interpersonal skills. 

• Ability to work remotely and independently and to collaborate with others.

CHARITY FOUNDATION MANAGER REQUIRED

James Marshall Foundation (JMF) is a long-established local charity. Its mission is to support financially disadvantaged young people aged 4 to 24 years old living in Harpenden, Wheathampstead, Kimpton, Redbourn, Flamstead or Markyate by awarding individual grants for education and career development opportunities.
In 2024, JMF awarded over 850 individual grants totalling £200,000.

We are seeking a dedicated Foundation Manager to oversee the operational and strategic management of the James Marshall Foundation.

The JMF has an endowment and as such, our focus is on the effective distribution of funds to support our objectives and ensuring the long-term sustainability of the charity.

The Foundation Manager is responsible for, amongst other things, managing the grant process, overseeing financial stewardship (including in respect of the foundation’s properties), supporting the trustees, fulfilling compliance and reporting obligations, and maintaining the visibility of JMF with local schools and other relevant bodies. The Foundation Manager will manage a team of 3 part-time Foundation Associates.

The role is based in our office in Harpenden, with the expectation of hours being 28–30 hours a week on a minimum of 4 days. Attendance at some evening meetings will be required.

About the role

• Responsible for dealing with customer queries, resolving these in a timely and effective manner, with excellent standards of customer service.

With your creativity and attention to detail, you'll make sure that RNIB is top of mind for sight loss in Parliament, that accessibility is well understood by politicians, and that our internal expertise is showcased to politicians to drive change in line with our strategy.

In this new role, you'll drive excellence in public affairs activity, with a forensic attention to detail, a flair for people, and lots of creativity in communications.

You'll build relationships with the right people to open doors for us, and use them effectively in targeted initiatives to make policy effective for blind and partially sighted people.

You'll make sure that the views and experiences of blind or partially sighted people underpin our public affairs strategy and are championed in how we tell our stories.

Key areas of responsibility

 Workforce

• Maintain a positive culture within the Centre in line with the London Irish Centre values and expectations.
• Overall responsibility for management, development, motivation, support and appraisal of the community services teams, and other team members when agreed with the line manager.
• Maintain and implement effective policies and processes for managing staff and volunteers, including recruitment and retention, induction, training and appraisals. 
• Ensure adequate and appropriately skilled staffing of the community services team.
• Monitor performance against budgets, targets and Key Performance Indicators.
• Ensure best practice and quality assured delivery of Community Services and Programmes.

Financial 

• Overall responsibility for management and reporting of community services budget. 
• Overall responsibility for management and monitoring of all community services` grants. 
• Responsibility for ensuring services are managed within delegated budget.
• Operating within financial governance arrangements at London Irish Centre.

Income generation

• Ensure relationships with all supporters and donors are managed and developed effectively, including trusts, individuals, major donors and corporate partners. 
• Identify suitable new grant and trust funds and lead on applications.
• Lead on monitoring, reporting and submissions for current grant and trust funds in accordance with funders` requirements.

Impact and Innovation 

• Overall responsibility for the service`s impact management in line with the London Irish Centre’s theory of change. 
• Lead on identification and adoption of innovative technology to improve the processes and impact on community services.
• Overall responsibility for communicating the outcomes and impact of the community services and programmes.
• Strategic Development.
• Work with the CEO, other management and the Board of Trustees to set and achieve the charity`s strategic objectives. 
• Ensure Community Services resources are effectively targeted. 
• Lead in implementing a strategic plan for Community Services and support team leaders to deliver against performance targets. 
• Develop and foster positive relationships with external stakeholders. 
• Engage with existing and new partners to ensure the charity meets the increasing needs of those who use our community services.

The Governance Team manages the effective operation of The Scout Association’s Board of Trustees and its sub-Committees. Our Governance Officers have a key role in the management of these and the production of the documentation required to facilitate each meeting.

We are looking for a highly organised and competent individual who has good experience of minute taking at Board and Committee level, and who is keen to broaden their knowledge in the third sector and in the company secretarial profession. You’ll have a keen eye for detail and confidence and sensitivity to manage strategic level information in a professional manner.

Time management will be key in ensuring you are fully prepared for the committee cycle which includes agenda preparation, in consultation with the Chair and key staff support, collation and distribution of papers, taking minutes at the meetings and sharing agreed actions with Committee members.

You’ll be expected to provide ongoing support to the Chair of the Board, including diary management, and support to our trustees, including ad hoc enquiries, inductions, arranging appraisals and booking accommodation.

As a volunteer led organisation, The Scout Association holds Board meetings at weekends and Committee meetings during normal office hours (between 9am and 5pm) as well as some in the evening and at weekends. Reasonable notice will be given when required to attend these meetings.

Governing Documents and Events

The Governance Team also manage the Association’s Policy, Organisation and Rules (POR) document which needs careful scrutiny and annual updates in line with changes to legislation and operationally within the movement.

Working with the Governance Manager, the Governance Officer is responsible for providing statistical reports on a quarterly basis for the Board.

Key Responsibilities:

• Supporting the Company Secretary and Governance Manager with effective management of the Committees serviced by the Governance Team. This includes being aware of agenda items prior to each meeting to mitigate any potential issues that may arise. 
• Taking the minutes of agreed Committee and Board meetings and producing a set of minutes for approval within agreed time period.

• Proven competence in this type of role
• Experience of working with trustees and volunteers
• Excellent minute taking skills
• Able to communicate effectively and professionally with people at all levels in the organisation
