Global Programme Manager (Lebanon)

The Programme Manager is an exciting and influential role at RCPCH Global, a specialist unit within the College, in which you will lead the management of our Early Child Development and Disability programme work in Lebanon and the wider Middle East region; you will also be responsible for supporting smaller programme development with our partner, the Paediatric Association of Sierra Leone. Based in our London office, you will oversee the implementation of the programmes, including the delivery of high-quality programme activities.

As Programme Manager, you will monitor and manage all financial and budgetary aspects of the programme in compliance with donor requirements and take the lead on all programme reporting to donors, maintaining and ensuring high-quality programme monitoring and evaluation processes are adhered to. You will also provide strategic/backstopping technical support on Maternal, Newborn and Child Health programme design, budget formulation, financial and activity reporting and M&E with the other members of the Global Team.

Crucially, you will be responsible for liaising with local programme counterparts and stakeholders in the field, which may include regular field visits. You will also take the lead on the recruitment and management of short- and/or long-term programme volunteer clinicians, as well as short-term advisory consultants, for the programme.

You will lead, with the Global Team members, on wider donor liaison, including development of fundraising strategies and target donor institutions, and you will help develop new programme grant agreements, as well as promoting RCPCH Global activities to external stakeholders.

Suitably qualified in international development, public health, international and global health, health systems strengthening and child health, or with equivalent work experience, you should have excellent project/programme management skills and have a background in a relevant international/development management or implementation role. 

With demonstrable experience of designing, initiating and leading complex programme development processes, including with senior government counterparts, local partner organisations and international and multilateral donor agencies, you should have a significant understanding of budget management and financial reporting, including to bilateral and multilateral donors.

Previous experience of successfully managing large complex programmes, including supporting field-programme teams both remotely and in the field, within the international development and/or health sectors is essential, in particular with experience in working with Palestinian communities both in-situ in the West Bank and Gaza, and in other refugee camp environments as well as broader experience of working in developing countries is highly desirable.

Although based in London, this role may include some travel to Lebanon and other countries/regions as required. 

RCPCH Global is a unit within RCPCH which designs and manages a range of international projects and programmes to improve neonatal, child and adolescent health, primarily in sub-Saharan Africa, Asia and the Middle East. Our programmes use teams of skilled clinicians and other health professionals to work with counterparts in targeted low-income countries to train and mentor doctors, nurses and other health workers, as a means of helping to build the capacity and quality of the health systems in those countries.

About Global Health Partnerships

One billion people will never see a qualified health worker in their lives. For over thirty years, GHP has been working to change this, training health workers to build a world where everyone has access to affordable and quality healthcare. We do this by leveraging the expertise and energy of the UK health community, supporting health partnerships between hospitals, colleges and clinics in the UK and those overseas. 

From reducing maternal deaths in Uganda to improving the quality of hospital care for injured children in Myanmar, we work to strengthen local health systems and build a healthier future for all. In the past seven years alone, GHP has reached over 84,000 health workers across 31 countries in Africa, the Middle East and Asia in partnership with over 130 UK institutions and UK health workers who have contributed over 60,000 days of their time as volunteers. The programme has contributed to more effective and efficient health systems in low- and middle- income countries (LMICs).1 It also benefits the UK health sector through improved health professional competencies, motivation, health service innovations and global influence.2 GHP’s work is rooted in the Health Partnership Model. Health partnerships are long-term, institutional relationships between health organisations in the UK and their counterparts in LMICs, and are based on ideas of co-development, reciprocal learning and mutual benefit. Staff from UK health institutions volunteer their time developing and carrying out health systems strengthening activities at their LMIC partner institution, be that training, curriculum development, leadership and governance, etc. 

UFUQ project overview:

The project is strategically designed to uplift the health conditions of the Syrian population. It addresses critical elements of health workforce management and medical education in Syria, aiming for a transformative impact on health outcomes in the region. 

Specialized Medical Education Enhancement: 

UFUQ aims to enable targeted specialties in Syria to play a pivotal role in advancing medical education and practice. This encompasses a comprehensive review, update, and rollout of curricula, teaching, and assessment materials in emergency medicine, obstetrics and gynecology, and anaesthesiology. The project focuses on strengthening capacities in medical education, clinical/CPD areas, English language proficiency, research skills, and fostering scientific collaboration and partnership among and between faculties, residents, and international peers.

Rooted in the UFUQ philosophy, this intervention believes that by strengthening the systems and capacities for specialized medical education, the quality and accessibility of specialist health services will be markedly improved. The UFUQ project envisions a transformative approach contributing to the broader goal of achieving universal health coverage and delivering better-quality care in Syria. 

Objective of the Position 

The Technical Manager Medical Education will provide technical expertise to ensure the project and partners are all working to a shared vision for Post Graduate Medical education and that all are delivering within appropriate technical requirements and standards.  The position will coordinate with stakeholders, supervise technical staff, and ensure the program aligns with the project log frame and best practices in health workforce development and medical education. 

Key Responsibilities: 

• Ensure technical alignment of the UFUQ project with HRH strategies and medical education reforms in Syria. 

• Provide overarching technical leadership and guidance to ensure that all project’s Medical Education strengthening activities are aligned with international best practices in postgraduate medical education and health workforce development.

• Ensure technical coherence and alignment of project interventions with the log frame, theory of change, and objectives approved by the donor and Syrian partners. 

• Oversee the quality assurance of technical deliverables, including research, training curricula, and policy frameworks developed under the UFUQ project, and ensure their relevance, scientific validity, and GESI sensitivity. 

• Promote capacity-building efforts, and quality assure ToT programs for HRH actors at national and sub-national levels. 

• Lead the technical coordination and engagement with key stakeholders, including MoH, Syrian Board, academic institutions, professional associations, and international partners (e.g., RCOG, RCEM)., to strengthen technical collaborations within the UFUQ project and to ensure integration and complementarity across all project activities.

• Support the localisation of the Postgraduate Medical Education Diploma and other training efforts, guiding National partners (Center of Strategic Studies and Health training” and Syrian Board) teams in the adoption of the tools, standards, and accreditation systems. 

• Contribute to sustainability planning by supporting the development of Terms of Reference and standard operating procedures for the Specialties Technical Committees. 

• Represent the program in technical meetings with donors, MoH, and other HRH actors.

• Ensure that GESI is integrated across all tracks by supervising the GESI specialist, reviewing curricula and training plans, and leading the technical team in implementing inclusive strategies. 

• Promote mechanisms for feedback from women healthcare workers and residents, and ensure their needs are addressed in planning and implementation. 

• Support In-Country efforts for Monitoring, Evaluation, and Learning (MEL) to align with UFUQ project indicators and outcomes.

• Identify technical risks, bottlenecks, or inconsistencies in project delivery and propose corrective actions in coordination with the Program Lead and donor if required. 

• Provide rapid-response technical input when issues arise in curriculum roll-out, clinical mentoring, or institutional engagement. 

• Lead the design and planning of new or amended technical activities.

Qualifications & Experience 

• Advanced degree (Master or PhD) in Medical Education preferably with experience in developing postgraduate medical education programmes. 

• Experience working in a senior position in NGO context (Syrian context is preferred). 

• Previous experience in stakeholder coordination, policy analysis, and capacity building. 

• Strong understanding of GESI-sensitive approaches in health workforce planning and governance. 

• Excellent representational, written, and verbal communication skills in English and Arabic. 

• Organisational and administrative skills with sound IT skills (Word and Excel). 

• Strategic thinking and problem-solving skills. 

• Flexibility and adaptability to work independently in a small organisation and in a complex environment.

Better meeting their needs today while taking action to secure change for tomorrow. You will also assist the Chief Executive in implementing the organisational strategy, and by adapting and evolving delivery models on the ground. As you will have operational management and oversight for our Healthcare Services and hold the Designated Safeguarding Lead role for the organisation, you will bring considerable services-related experience at a management and leadership level. The Chief Executive will focus predominately on external matters and therefore you must have experience of managing an organisation to achieve high quality programmes with evidenced impact and motivated teams. You will act for the Chief Executive on topics, as agreed, and deputise during their absence.

Key duties

1. Leadership

• Ensure that children and adults with ME are at the heart of everything we do through meaningful engagement and participation to influence all aspects of our work.
• Deputise for the CEO and represent and promote the Charity at national meetings and events.
• Deputise for the CEO during periods of absence, and in relation to specific matters, issues or elements of operation as delegated from time to time by the CEO, ensuring a consistency of approach and decisions aligned with the organisation’s objectives.
• With the CEO and HR Business Partner, lead on implementing the People and Culture Strategy and ensuring our Equity, Diversity, Inclusion and Belonging plan is achieved.

2. Operations & management

• Manage the day-to-day operations of the Charity ensuring high quality service provision that meets all best practice, legal and regulatory frameworks and internal policies and procedures.
• Hold overall management responsibility for our Healthcare Services including the role of the CQC Nominated Individual, ensuring all regulatory requirements and compliance are met.
• Manage the staff and volunteer team, including holding regular meetings and ensure the efficient running of the office ensuring a culture that supports, inspires and motivates the team while ensuring required standards and quality are met at all times through effective performance management.
• Act as the organisational Designated Safeguarding Lead (children and vulnerable adults), working closely with the Designated Safeguarding Officers, colleagues and the Safeguarding Lead Trustee; facilitate the annual safeguarding audit (led by the Lead Trustee) and ensuring safeguarding standards across the organisation are maintained.

Person specification

Experience and Knowledge

• Proven experience in an operations, leadership, or senior management role, ideally within the charity service delivery or healthcare sector, with the ability to develop and implement strategic plans that drive organisational growth and reporting that demonstrates impact delivered. If you come from outside a support services background, you must demonstrate sound understanding of the regulatory and best practice requirements related to delivering support and/or healthcare services.

We are looking for a dynamic, self-starting and motivated individual who will work as the sole fundraising staff member in a growing team for a small youth mentoring/mental health charity that is based in Oxfordshire. Along with the Assistant Head of Individual Giving, the Supporter Acquisition Managers are  responsible for growing the organisation’s file of donors and hitting an annual Individual Giving team fundraising target of £50 million in unrestricted income. As a direct marketing subject matter expert, they will lead cold recruitment campaigns and support in identifying and delivering new products or acquisition streams. The roles will lead on planning and project managing delivery of a variety of media channels, both online and offline. Each manager will hold strategic areas of focus, be responsible for seven figure expenditure budgets and line manage a Supporter Acquisition Officer or Executive.

The successful candidates will have significant direct marketing expertise with a strong background in project managing multiple campaigns across a range of channels, ideally in a fundraising role, and with proven success at recruiting new donors.  You will have a passion for fundraising with a commercial understanding of the charity marketplace and competitors. As well as previous experience in identifying areas of innovation and devising testing plans to launch and roll out, you will also have a track record in successfully leveraging value from data collated on supporter databases, to maximise targeting and data segmentation.

Excellent numeracy and strong analytical skills will be combined with excellent written communication abilities and a good attention to detail and ability to prioritise work. Finally, you will have the ability and willingness to work within, and be empathic with, the Christian ethos and values of The Salvation Army Mission.

The Opportunity:
This role will lead communications for Dreamflight, working closely and in conjunction with the Head of Fundraising and supported by an assistant. The focus of the role will be to build on the existing communications activities in support of fundraising activities, volunteer & medical nominator engagement and the development of brand messaging. This new role has been created to support the development of our brand messaging to encompass the growth of the charity in the UK, and to work closely with the fundraising team to develop engagement strategies for all Dreamflight audiences.

What you'll be doing:

• Work with the team to develop and implement a communication and engagement strategy for Dreamflight.
• Work closely with the Head of Fundraising and team to ensure strong engagement strategies are in place for all Dreamflight audiences, increasing our reach and attracting funding.
• Develop and refresh brand messaging to reflect the growth in Dreamflight while maintaining the values and ethos of the charity.
• Manage the Communications Assistant effectively, fostering their growth and development to achieve the objectives to grow our income and engage our audiences.
• Manage content for website, social media, newsletters, annual report and printed merchandise, creating compelling stories that showcase Dreamflight’s impact and engage supporters.
• Develop a digital strategy for social media platforms, ensuring content is contemporary, reflects our audience reach, and builds engagement with the charity.
• Track communications performance (reach, engagement, conversion). Produce reports and make data-driven recommendations for improvement.
• Work with the CEO to ensure effective budgeting for all communication activities.

What you'll bring:

• Strong experience in a communications or marketing role.
• Familiarity with supporter journeys and audience segmentation.
• Knowledge and understanding of brand strategy.
• Excellent written and verbal communication skills with the ability to motivate and inspire supporters with tailored content for different audiences and platforms.
• Strong digital skills – confident managing websites (e.g., WordPress), email platforms (e.g., Mailchimp), and social media channels.
• Excellent organisational skills with firm understanding of KPIs, targets, budgeting, and risk mitigation plans.
• Data driven, with experience of providing insight and analysis to identify and nurture opportunities.
• Comfortable using analytics tools (e.g., Google Analytics, social media insights) to monitor performance and adapt strategy.
• A creative thinker with a keen eye for spotting and creating compelling stories.
