Citizens Advice Cardiff & Vale is an independent charity and member of the Local Citizens Advice network. We help people resolve their legal, money and other problems by providing free, independent, impartial and confidential advice on a range of issues. We are funded to provide services to people in the local area as well as across England and Wales.

Role overview

You will be part of one of our generalist adviser teams, delivering advice on welfare benefits, debt, housing, employment, immigration, discrimination, family, and social welfare issues. Our teams are diverse, with a range of experiences, and work together in our Barry office, delivering advice to clients via face-to-face appointments, telephone, email and webchat. Face-to-face appointments also take place in our Cardiff office and at our community locations.

During your training you will work 9am to 5pm. Because our telephone lines are open to clients between 8am and 7pm, once you have completed your training, you will work your weekly hours on a shift pattern of either 8am to 4pm, 9am to 5pm or 11am to 7pm. We will give you plenty of notice of your shift. On occasion, you will also be required to work from home on Saturdays from 9am to 1pm, for which you can claim TOIL.

We are seeking a dedicated and organised Wellbeing Worker to become a vital part of our Hospital to Home Team. We provide a highly valued service to unpaid family and friend carers where they or the person they care for are a patient in hospital. The team work across 5 Acute and 7 community hospitals serving the residents of West Sussex. 

You will focus on and play a vital role in our Support at Home after Hospital (SaHaH) service, providing time-limited, information, emotional support and access to practical assistance to eligible carers following discharge, helping them feel confident and connected during the move home.

Alongside SaHaH, you’ll spend a limited portion of your week offering guidance to carers during their hospital journey—primarily via phone—working collaboratively with NHS staff and partner organisations to ensure carers are included and informed. 

You will have excellent problem-solving skills, be able to take a proactive approach to overcoming obstacles and ensuring support for individuals navigating complex systems. You will be a natural communicator with excellent administrative skills and a strong attention to detail.

Key Role Summary 

Carer Support at Home after Hospital: Following hospital discharge, provide support to carers for up to six weeks. Identify priorities and help to put in place services and support to assist the transition home.

Carer Support in Hospital: Regularly provide telephone support to a small number of carers where they, or the person they care for, is a patient in hospital.

Information & Guidance: Help carers navigate health and social care systems, connect with teams and other services to access appropriate support.

Practical Support: Where required co-ordinate volunteer support, including a home risk assessment, or undertake applications for a grant to support the carer with short-term practical tasks.

Partnerships: Work collaboratively with Carer Support teams, health, social care and voluntary sector partners, seeking opportunities to work together to enhance support available to carers during and after hospital discharge.

About the role:

This is a hands-on, people-facing role for someone who takes pride in creating spaces that really work. As our Facilities Manager, you’ll be the driving force behind safe, welcoming and well-run workplaces that allow our teams to focus on what matters most - supporting people out of homelessness. From the moment someone walks through the door of one of our offices, your work will be felt. Based full-time at our Head Office in King’s Cross, you’ll be visible, present and involved - working on site five days a week and travelling across London to our other offices and services. No two days will look the same. One day you might be problem-solving with a manager, walking a site, or supporting a health and safety issue; the next you could be leading a refurbishment, improving how a space is used, or making sure contractors are delivering what they promised. You’ll manage a small facilities team, oversee reception services, and work closely with colleagues across Single Homeless Project (SHP) to make sure our buildings actively support the work happening inside them.

We are seeking an experienced and motivated professional to join our team. The ideal candidate will have a strong background in staff management and project leadership, knowledge of housing polices, and with proven experience working with individuals who have complex needs. 

You will be responsible for managing and developing partnerships, supporting data collection for reports and monitoring, and contributing to quality assurance processes. In addition, you will hold a small caseload, providing direct, holistic support to individuals as part of your role.

Purpose of the job:

As a Debt Advice Caseworker, you will provide high quality advice and casework services to our clients who call through to our national help desk. The role is fully telephone based, at our office in Stoke on Trent. The telephone lines are open from 9am-8pm Monday to Friday, and Saturday 9.30am-1pm. The role includes a variety of shift patterns in line with the requirements of the contract.

You will predominantly be advising clients on their debt issues over the phone, helping them to find solutions to their issues. No call is the same, and each client is given tailored advice dependent on their circumstances. The role is demanding, but full training will be provided, and you will be, working as a part of an approachable and supportive team in a rewarding environment, allowing you to provide the best possible service to our clients.

Through your excellent communication skills and attention to detail, you will be able to deal with complex situations, provide accurate and detailed information, whilst achieving individual KPI’s and targets.

Flexibility is a key characteristic of all our posts and the post-holder may be asked to carry out other tasks consistent with the grade from time to time.

You will carry out appropriate assessments, with other agencies where needed, to assess the needs of the family to prevent family breakdown and homelessness.

Role Responsibilities:
- Manage a varied, short term case load with conflicting deadlines
- To offer realistic advice and options to young people, family members and professionals to prevent family breakdown and homelessness, identifying any other needs within the process.
- To carry out service user assessments under the JHP and liaise with statutory agencies, non-statutory agencies and family members to assist with a planned move on/secure accommodation for
16/17 year olds as required.
- Develop and maintain smooth, accurate pathways on the database for gathering and maintaining all relevant service user and statistical information
- To chair and coordinate family meetings, housing support meetings and liaison meetings with other agencies as required
- To liaise and refer into Crashpad as required and work within the set timescales
- Alongside team members and external partners, co-ordinate and implement focused action plans, working with families for a maximum of 6 weeks
- Working in strengths based way, support 16/17 year olds to advocate for themselves when appropriate and necessary
- Carry out the necessary follow-up work and write ups of service users files
- Encourage and promote a planned approach to solving conflict alongside the ‘hyh hub’ and explore the mediation / family link worker processes to young people and their families, in line with the ‘single pathway’ model.

Purpose of the job:

As a Consumer Service advisor, you will be responsible for handling calls, webchat and webforms received through our national help desk. You will assist consumers by providing free advice and information on contracts for goods and services before, during, or after purchase, including legislation or industry regulations and practical guidance.

Through your excellent communication skills and attention to detail, you will be able to provide accurate and detailed information to consumers and businesses across the country, whilst achieving your individual KPI’s and targets.

By joining us as a consumer service advisor you’ll launch your career into the 3rd sector, and we’ll provide you with in-depth induction training where you’ll quickly become an expert in providing advice to help consumers with the problems they face. This role will be responsible for delivering support to individuals experiencing complex ill mental health and substance misuse issues, targeting achievable outcomes that promote and deliver positive outcomes for tenants in our services.The post holder will be responsible for delivering evidence-based interventions with a holistic assessment to support personalised recovery and promotion of independent living skills. Multi-disciplinary team working will be a part of the role, utilising and offering additional support and advice from partners and wider network services.

Key Responsibilities

Support Assessment & Delivery

• Implement and deliver dual-diagnosis support through 1.1 and group sessions to tenants experiencing issues with poor mental health and substance misuse.
• Undertake joint holistic assessments and risk assessments with tenants participating in the service to determine service and support needs and identity where these can be met.
• Provide outcome-based support measured against goals, personal aspirations of the tenant, and their achievements.
• Working with tenants, encourage them to identify their own goals and work towards independence and resilience. The key aims are to reduce the need for acute clinical interventions and hospitalisations.
• Put in place with the tenant, agreed SMART targets with a range of evidence-based interventions that addresses areas of need, such as harm minimisation, prevention of relapse for those in addiction recovery, and improved self-awareness and motivation.
• Through collaborative working with other teams in the organisation, enhance the personalised and choice-led support plan of tenants to integrate with their tenancy support needs and reducing the risk of tenancy loss due to dual-diagnosis issues.
• Help reduce episodes of crisis though support initiatives such as peer-led support groups.
• Be proactive in observing and responding to changing characteristics of tenants receiving support, recognising deterioration in mental wellbeing and putting in place interventions that reduce the likelihood of more acute support needs.
• Be a point of contact for tenants who are on the verge of experiencing a crisis episode, providing appropriate support and interventions to help avoid the need to access acute services.
• Foster positive working relationships with external stakeholders, breaking down barriers and improving access to appropriate support services such as specialised mental healthcare and addiction recovery programmes.
• Develop effective community links that expands support resources that to be offered to tenants.
• Develop all support plans and coaching sessions to embrace the key elements and principles of Trauma Informed Practice and Psychologically Informed Environments.
• Keep up to date with strategies and methodologies used in the support sector to ensure dual-diagnosis support in the organisation remains at a high level for all tenants accessing it.
• Promote the achievements of tenants receiving support through KPI reporting and case studies.
• Recognise goals and aspirations achieved by individuals and using the evidence obtained, formulate and develop future support plans and strategies that enhance the service.
• Work with team leaders and managers to develop our lived experience support in a structured and safe way.
• Deliver practical harm reduction, relapse prevention, and coping strategy workshops.

Risk Management

• Ensure accurate and up to date risk assessments are undertaken, putting in place effective risk management plans to mitigate risk of harm, neglect, and any other areas of risk to the tenant, staff, and wider community.
•  Ensure all records and support plans are managed in compliance with organisational policies governing confidentiality, privacy, data sharing consent, and keeping to the requirements and principles of the UK GDPR.

General Responsibilities

• Support colleagues through the sharing of support strategies and techniques that will benefit tenants outside of dual-diagnosis sessions.
• Foster positive and effective working relationships with colleagues in the Housing and Support teams.

Job Summary:

This involves assessing, allocating and supporting our tenants on their journey with Stay and assisting successful move on. Teamwork is also a key part of this role to work alongside the wider housing team towards team and organisational objectives.

Role Specific Responsibilities:

· Deliver pro-active engagement with tenants to increase the potential for income collection by education, support and other interventions with customers as appropriate and in line with Stay’s policies.

· Provide advice to tenants on tenant and landlord roles and responsibilities in accordance with tenancy/licence conditions in face-to-face sessions or via the telephone/email/letter/text.

· Advice and guidance on issues such as tenancies at risk, whether through rent arrears, anti-social behaviour, property maintenance, unemployment, mental health issues and finance.

· Identify any/all factors that may be contributing to rent arrears: money mismanagement, budgeting issues etc.

· Give advice and assistance with housing problems including information on housing options.

· Take responsibility for a designated caseload of tenants requiring housing support including the identification of prospective tenants. Assist new tenants, particularly vulnerable and young tenants to set up and maintain a tenancy and be able to access support needed. Together with the customer draw up a personal housing plan.

· Assist tenants with security and safety matters within their home including door/window security, advice regarding household appliances and controls for heating, providing details of the repairs service and how to report and arrange repairs.

· Actively work with the tenants and colleagues around issues placing the tenancy at risk including breaches of the tenancy agreement: arrears, harassment, nuisance and other disputes when required.

· Build effective relationships with external agencies (both statutory and voluntary) and maintain a knowledge base of these to signpost customers as required.  Share information, where appropriate and in line with data protection and confidentiality, to meet the needs of the tenants.

· Ensure the maximisation of rent collection in line with targets and reduce rent arrears on a continuing basis through the effective enforcement of the rent arrears policy, procedure and systems working alongside the rents officer.

· Work in a performance target-led environment and have a commitment to attaining those targets.

· Prepare timely and accurate reports.

· Identify and implement good administrative practices and procedures.

· Maximise income collection by providing advice on welfare benefits and make referrals to specialist services and agencies where appropriate.

· Maintain up to date knowledge of best practice in respect of all relevant administrative, legal and financial procedures.

· Respond promptly and effectively to enquiries or complaints with regards to rent or associated housing matters in accordance with Stay’s policies.

· Maintain appropriate and accurate records to comply with statutory and service-wide reporting requirements. Proactively monitor and report to the Housing Team Leader in respect of service delivery, performance indicators and targets.

· Maintain up to date knowledge of housing management practice and all relevant Stay and Housing Team procedures in to ensure the processes, systems, policies and procedures are adhered to and to contribute to the development of any reviews.

· Integrate tenant care into working practices through a ‘Tenant First’ approach, ensuring tenants are treated with respect and courtesy and experience a ‘seamless’ service. Adhere to Stay’s standards of tenant care in respect of answering correspondence, telephones and complaints.

· Maximise the use of information and communications technology to support the service and deliver efficiency improvements. Maintain up to date knowledge of systems and applications.

· Work collaboratively with the referral and assessments officer to evaluate applicants, conduct thorough needs and risk assessments, and perform reference checks before extending accommodation offers.

· Carry out an appropriate induction to the allocated Stay property once an offer has been made to an applicant.

· Liaise with The Rent Officer and Housing Benefit to ensure the customer’s account is active and the customer is aware of their responsibility of providing any information to ensure the housing benefit is paid and reduce all arrears.

· Liaise with Housing Benefit, Employment Services, Social Services, Probation Services and other authorities as necessary in relation to housing management.

· Ensure that tenants are compliant with and kept fully informed and consulted on matters affecting their Licence or Tenancy Agreements and they understand their rights and responsibilities: respecting other tenants, non-use of drugs etc.

· Ensure incidents/Safeguarding are fully reported and investigated and act to resolve the problem or take holding action until a permanent solution is found.

· Work with the Voids and Maintenance Team to undertake regular visits to the housing properties to inspect the accommodation and get customer feedback to ensure that repairs and cleaning of the buildings are carried out promptly to a high standard and that safety and security is maintained.

· Adhere to Stay’s Safeguarding Policies and take responsibility for making Safeguarding referrals to the relevant services and report any concerns to Stay’s Designated Safeguarding Officers.

· To address issues of social isolation and exclusion, facilitating client’s involvement in the community.

· To deliver person centred support through one-to-one sessions, group work and ad-hoc support.

· To record all contacts with tenants appropriately and in line with Stay’s policies and procedures and maintaining all relevant files and recording systems, ensuring information is updated.

· To produce appropriate written reports in a variety of formats to meet the requirements of managers, service providers and board of trustees.

· To assist tenants in acquiring the budgeting and social skills necessary to sustain accommodation effectively.

· To, where customers are at risk of eviction, provide advice and support and where necessary help them to seek legal advice.

· To actively promote tenants knowledge of and participation in Stay’s Client Involvement activity by promoting available opportunities such as membership of working groups, service evaluation, service changes and Stay’s Complaint’s, Comments and Suggestion policy.

Main duties and responsibilities 

• Provide a full welfare benefits casework service for people affected by ME, fibromyalgia and long Covid, including disability benefits and other sources of financial support, such as grants. This will cover benefits check, first claims, mandatory reconsiderations and appeals; supporting clients to understand their options and making informed choices.

• Act for the client where necessary; drafting letters, obtaining medical evidence and researching case law as appropriate.

• Maintain detailed case records for the purpose of continuity of casework, and information retrieval, using the IT software provided.

• Liaise and negotiate with other statutory and voluntary organisations to progress the client’s case and ensure they receive all assistance available. (DWP, NHS, local authorities, other charities)

• Form effective working relationships with outreach agencies and other relevant stakeholders to ensure that good service is being provided and awareness of the illnesses is raised.

• Refer clients to colleagues or other agencies as appropriate for specialist help with major issues that fall outside the remit of the service, including debt and employment.

• Collect feedback from members for service improvement and for our funders

• Contribute to team meetings, reflective practice sessions and work with colleagues to ensure members access support from across our offering (befriending, activities, support groups)
