Job description

ECPAT UK is recruiting a CEO to provide highly effective leadership of ECPAT UK. You will use your demonstrated skills and experience to ensure ECPAT UK’s mission and strategic objectives are achieved through excellent organisational management and administration. As CEO, you will maintain and develop external relationships and use your strategic vision to lead the organisation through an exciting period of evolution. The CEO of ECPAT UK is a central player in the fight against child trafficking, with the opportunity to make a real and lasting difference to the lives of very many children around the UK and internationally.

About ECPAT UK

Every Child Protected Against Trafficking (ECPAT UK) is a leading children's rights organisation working to protect children from trafficking and transnational exploitation. We support children everywhere to uphold their rights and to live a life free from abuse and exploitation.

Since its establishment as a multi-agency coalition in 1994 (registering as an independent charity in 2004) ECPAT UK has played a pivotal role in raising the awareness of policymakers, professionals and the general public in order to tackle and prevent the exploitation of children.  We work directly with victims of trafficking to support them and to enable their voices to be heard across the spectrum of debate - at all times ensuring that our work is child-centred, rights-based and that it is rooted in every child’s fundamental human right to be protected from trafficking and exploitation.

We are part of the ECPAT International network, which is present in 93 countries, working to end child exploitation.

Recruitment of a Chief Executive Officer

We believe this to be an exciting and crucial time in the evolution of ECPAT UK and of the fight against child trafficking and transnational exploitation.  There is an increasing awareness of the various forms that modern slavery can take, and how that interfaces with the trafficking and exploitation of children; at the same time the situation is constantly changing, and at times seemingly intractable.  It is the role of ECPAT UK and the other actors in our space to tackle this intractability and to make sure that the issue remains at the forefront of our society’s attention so that it can be addressed effectively and permanently.  The CEO of ECPAT UK is a central player in this fight, with the opportunity to make a real and lasting difference to the lives of very many children around the UK and internationally.

Job Description

Job Title: Chief Executive Officer

Location The post is based at ECPAT UK’s Office in central London

Reporting to: ECPAT UK Board of Trustees

Salary: £55,000 to £60,000 (depending on experience) plus 6% pension paid by ECPAT UK.  An additional 1% allocation to pension will be taken from your wage (this is subject to change due to pension regulations).

Working hours: This is a full-time position and work will be carried out during normal office hours from the ECPAT Office. However the pattern of hours may vary according to operational needs and travel requirements, including overseas travel where appropriate.

Contract: Permanent after probationary period (6 months). The post requires a satisfactory DBS check.

Annual Leave: 28 days per annum plus statutory holidays.

SPECIFIC RESPONSIBILITIES AND DUTIES

1 Leading and managing the organisation

  • To ensure that a long-term strategy, reviewed and approved by the trustees, is in place to guide the organisation in achieving its objectives.
  • To ensure the production of appropriate business plans to implement and achieve the strategies agreed by the board.
  • To ensure that the organisation has the human, material, financial and research resources it needs to operate effectively.
  • To ensure that ECPAT UK has the right management systems and structures to carry out its work effectively, accountably and safely.
  • To build the internal culture of ECPAT UK and strengthen the organisation by ensuring that staff are suitably equipped, provided with training, appraised in their work and given opportunities for professional development.
  • To review with staff all new developments for the organisation and proactively research and promote ways to increase ECPAT UK’s influence and impact.

2 Promoting the mission and strategic objectives of the organisation

  • To represent ECPAT UK in a variety of settings including government, industry and NGO partnership work and to ensure that all internal and external stakeholders are aware of ECPAT UK’s mission, vital activities and success.
  • To protect and enhance the reputation of the organisation and at all times model the highest ethical standards and ensure that ECPAT UK maintains the highest quality of work.
  • To take appropriate steps to protect the organisation from risk, including undertaking an annual risk audit.
  • To represent the organisation, including speaking at conferences and participating in national and international fora and meetings.
  • To ensure that ECPAT UK is well profiled in the media
  • To manage the links with the ECPAT International Secretariat and other ECPAT groups worldwide.

3 Advocating for children and young people

  • To be committed, at all times, to working for the best interests of children.
  • To ensure that the views of children and young people are represented both in the external arena and within the organisation.

4 Overseeing income generation

  • To work with staff to ensure income targets are set, effective fundraising strategies and activities are implemented and that the organisation is able to capitalise on its income generation activities.
  • To meet with key funders regularly ensuring that supporters are kept up to date with work and recognised for their contributions.
  • To research new funding sources and work with fundraising staff to bid for contracts, apply for funding and new work, and proactively seek out new funding partnerships.

5 Exercising financial stewardship and governance; ensuring organisational effectiveness

  • To ensure that the annual budget and projected income and expenditure are set, monitored and regularly assessed.
  • To ensure that ECPAT UK is in a position to fulfil its financial obligations under the Company and Charity Laws.
  • To ensure that the annual accounts and Directors’ report are completed, audited, approved by Trustees and submitted to Companies House and the Charity Commission annually.
  • To ensure that the responsibilities of Company Secretary are discharged appropriately.
  • To oversee operations to ensure efficiency, quality, service, and cost-effective management of resources.
  • To ensure that the culture of quality improvement is maintained, ensuring that evaluation (external and internal) processes are carried out which measure the success of ECPAT UK’s programmes of work and that staff refine or change programmes in response to that information.

6 Working with the Board of Trustees

  • To support the Chair and the Board of Trustees in formulating and regularly reviewing the organisation’s vision, mission and values.
  • To develop, in partnership with the trustees, a long-term strategy for the organisation within the vision, mission and values established by the board.
  • To review and develop, with the board, the organisation’s policy proposals and activity and adequately monitor annual plans, targets and performance.
  • To report to the board on organisational progress, providing information on targets and organisational performance.
  • To establish, with the Chair, the annual calendar for board and subcommittee meetings. 

Person Specification

ESSENTIAL

  1. Highly motivated with strong leadership qualities and experience of managing staff, programmes and projects in a non-governmental organisation (charity, development agency or human rights organisation).
  2. Sound understanding of ECPAT UK’s key policy issues
  3. Experience of representing an organisation to others, ranging from grass roots activists to government officials.
  4. Experience of working collaboratively with external organisations whilst maintaining the unique vision of the charity
  5. Experience of fundraising from trusts, governmental and/or corporate sources.
  6. Experience of developing and managing budgets.
  7. Good written communication skills, including fluent spoken and written English.
  8. Excellent interpersonal skills, particularly in staff leadership, management and development.
  9. Ability to work under pressure and to deadlines and to react quickly when unexpected demands from the external environment occur
  10. A willingness to ‘roll up the sleeves’, working flexibly within a small inter-disciplinary team
  11. Ability to work pro-actively and reactively with all forms of media
  12. Sensitivity to issues of children, gender orientation, race and religion and commitment to ensuring equal opportunities.
  13. Education at degree level or equivalent
  14. Willingness to travel abroad and to work outside usual office hours if necessary.

DESIRABLE

  1. Knowledge of voluntary sector governance practice
  2. Proven track record of influencing governmental/inter-governmental policy.
  3. Experience of working internationally and/or in children’s rights and campaigning for change
  4. Experience in, and understanding of, different methods for measuring, demonstrating and communicating successful outcomes
  5. Working knowledge of / fluency in a second language

Recruitment process

A CV, plus a two-page personal statement demonstrating how you meet the person specification, should be submitted by 9am on 2nd December.

Shortlisting will take place during the week of 2nd December, with shortlisted candidates being notified by 11th December. 

Interviews will take place at ECPAT UK’s offices (81A Endell Street, London WC2H 9DX) during the week commencing 16th December (precise date to be confirmed).

The process will consist of a panel interview, to include a presentation.  Shortlisted applicants will be informed of the presentation topic at the point of notification.
