An exciting opportunity has arisen for a Collective Action Officer role to provide administrative and program support to the Collective Action team to enable the effective delivery of agreed work plans – coordinating the organization of sector and thematic meetings, undertaking research, and supporting the maintenance of the CRM, the project management system, and the relevant aspects of the community platform.

Burnham and Weston Energy CIC is looking for a programme manager to nurture and grow our energy advice service.
The service is delivered by a small team of trained Home Energy Advisors who visit people in their homes to provide advice on how they can save money on their bills and make their homes warmer and healthier to live in. They also install small energy efficiency measures such as LED lights, draft proofing and radiator reflectors. Households are then referred on to further support to help them access welfare payments and grant funding for home upgrades including insulation, boiler replacement and energy efficient appliances.
The current team of 2 Home Energy Advisors have capacity to deliver around 700 home visits per year. We receive referrals from a range of local organisations. We employ a Programme Co-ordinator to manage and generate home visit referrals and bookings, provide follow up support, and manage events and communications.
From this foundation, our growth objectives for the Home Energy Savings service are to:
- Continue to raise awareness of the service amongst local organisations and the public, and increase the number of referrals and vulnerable householders who benefit.
- Grow the team of Home Energy Advisors as demand requires, to at least double the team by the end of 2025.
- Secure additional funding to support the service.
- Develop partnerships which broaden and deepen the ways we can help households, including unlocking funding and support for energy efficiency retrofit.
Role responsibilities

Manage, mentor and support our team of Home Energy Advisors and the Programme Co-ordinator, and oversee its growth.

Responsible for team safeguarding, H&S, mental health, team building, mentoring and training;
- Manage the delivery of our Home Energy Saving Service across North Somerset and the former districts of Sedgemoor and West Somerset and Taunton, seeking opportunities to strengthen and grow the service.
- Manage the delivery of grant funder requirements including ensuring KPIs are met, budgets managed and reports provided.
- Manage the delivery of our referral partnership contract with LEAP AgilityEco including ensuring KPIs and contractual requirement are met and that households referred to LEAP receive the best possible support.
- To secure and manage further funding partnerships (such as Redress or MCS funding),
- Responsible for ensuring company policies relating to the advice programme are kept up to date and consistent with requirements or partners. Responsible for ensuring working practice is in accordance with our policies and that risk assessments and management plans are in place and adhered to.
- Manage relationships with organisations referring households to the energy support programme and receiving onward referrals from us.
- Develop partnerships which broaden and deepen the ways we can help households.
- Develop our CRM and IT systems.
- Represent Burnham & Weston Energy at local events and forums, nurture and grow our networks and relationships with local stakeholders and deliver our comms via the website and social media channels.
Essential requiremnts:
- Experience of leading and managing home visit teams including safeguarding, H&S, mental health, risk assessment and management, team building, mentoring and training. Experience of managing front line service teams is more important to us than energy advice experience. We can organise mentoring support from other community energy enterprises who have developed and scaled up local energy advice services.
- Experience of overseeing complex case work.
- Experience of grant programme and service contract management including management of budgets, KPI delivery, reporting and meeting funder requirements.
- Experience of securing grant and service contract funding including applications, contract negotiation and ensuring funding requirements are in place.
- Committed to and rooted in the communities we serve: Weston-super-Mare, Burnham-on-Sea, Highbridge, Mark, Winscombe and the surrounding rural areas.
- Understand the local public, community and private sector landscape and be well networked.
- An ability to bring people together, bring out the best in people and make things happen.

We are looking for an experienced and self-motivated person with experience of low carbon retrofit, asset management, and business development to join Repowering London’s growing team. You will be a core part of our mission to tackle climate change and move towards a more inclusive and sustainable future.
This will be a high-profile role within the executive team of a nationally significant social enterprise that is at the leading edge of urban community energy, with significant ambitions for scale and impact. You will work alongside the Executive Team with shared responsibility for setting and realising the organisation’s goals, strategic priorities, and business plan.
Community Retrofit is a place-based approach to decarbonisation and community development, that creates low-carbon infrastructure, which is technically integrated at a local level, and provides direct benefits to local communities, for example through community ownership, affordable energy supply, or high-quality jobs.
You will be responsible for leading the Community Retrofit team. The team currently encompasses seven staff working across domestic and non-domestic:

Asset management
Rooftop solar is the most established asset type deployed by Repowering, with installations dating to 2013. Retrofit assessment and coordination services started in 2023, and communal heat network investments are expected in 2025.
You will be responsible for ensuring high quality installations of low carbon assets that perform as forecast.
You will lead the development of improvements to our processes for evaluating potential sites and deploying and maintaining low carbon assets and retrofit measures.
The role will require ongoing refinement of Repowering’s community retrofit offer to community groups, building owners and public bodies such as Local Authorities, and support the growth of long-term partnerships with our stakeholders, including supply chain partners.
In particular, working with the Repowering executive team you will support the incubation of a suite of a finance offers that allow a wider range of households, businesses and communities to participate in community retrofit.
You will also support Repowering’s work to increase employment opportunities for young people in the low carbon sector, through how we structure our procurement for installations and by the training programmes we run in-house and with partners.
The Community Retrofit Team is one of Repowering’s four key teams, which include Communities, Energy Supply, and Core Operations. Each of these teams supports the work of the others and ongoing coordination and communication will be an important part of the role to maximise the opportunities for learning and innovation across the organisation.

The right candidate will have a high level of technical due diligence, project management and business development experience, with a track record in leading successful teams. This is particularly important as Repowering London is in a growth phase and is expected to expand significantly in the coming years. As this role is at the most senior level of the organisation, it provides an opportunity to shape business development and long-term strategy. Experience of commercial service delivery will be key to creating a sustainable platform for Community Retrofit.

JOB PURPOSE
This role will support the planning and delivery of digital projects and campaigns that aim to raise awareness of the Start Network, build engagement across membership and support the Start team to work in effective ways. The postholder will create, edit and share digital content, manage online communities and will support the planning, development, maintenance and management of digital platforms.
The post-holder will produce and edit a wide range of digital content, including written content and digital media. The post-holder will also support the day-to-day engagement of stakeholders on digital platforms, such as social media, collaboration platforms and other engagement tools. The post-holder will have a good knowledge of best practise in digital while being able to use data to evidence the effectiveness of content and campaigns.
The post-holder will also manage or support new digital developments, such as data visualisation, that will increase stakeholder engagement in our work. Working closely with stakeholders and colleagues, the post holder will support projects to ensure they meet business and audience needs and that they are delivered on time and on budget.
This role will also coordinate third party suppliers in this process.
This role will be full time, based in the UK or another country of Start Network’s operations with occasional travel required.
KEY ACCOUNTABILITIES
COMMUNITIES AND CONTENT

Coordinate the day-to-day communications of Start Network programmes on social media channels. Take part in planning and coordination of content for all social media channels, in line with digital engagement strategy.

Create and share multimedia content for social media and website (such as gifs, images and video) to build engagement with audiences around the world. Collaborate with Graphic Designer, Communications Officer and external agencies and freelancers in production of high quality content, in line with Start Network’s brand guidelines.

Manage day to day interaction with online communities (including social media, internal and member communities), track engagement, respond to enquiries and generate conversation.

Advise colleagues on how to use and manage social media and digital communities for greatest impact – Work with the Digital Manager and Communications Manager to deliver training for staff, introducing new platforms and digital tools to the team.

To assist with the marketing and promotion of Start Network’s content across the website, newsletters and social media channels and to contribute to Start Network’s marketing strategy as required.
DIGITAL PLATFORMS AND WEBSITE

Work together with the Digital Manager to manage the development of digital platforms, working with internal colleagues and external developers to identify and deliver a range of projects.

Maintain website content day-to-day, publishing news and blogs, resources, events and updating landing pages. Working with teams across the organisation on updating all pages regularly.

Make changes to the website based on data, audience, (UX) and expert research to improve accessibility, search engine optimisation (SEO) and the overall experience of our users.

Maintain the Start Network website day-to-day, identifying bugs, escalating internally and working with the developers to deliver solutions. Provide website, social media and newsletter activity reports and statistics and evaluate them in conjunction with the Communications Officer.

Maintain a Digital Asset Management system Canto; collating and storing photos and sourcing appropriate stock images.

Support the day-to-day delivery of digital projects fulfilling the organisations communications and digital objectives. These might include development of maps or other data visualisation tools and microsites.

Support effective development and use of internal platforms, Including our data management and CRM platform (Salesforce), and document management tool (Box) while maintaining high standards of data security and privacy.

Ensure inspirational, informative and educational content for Start Network and its key programmes is shared regularly through the Start Network website and other digital channels, including e-newsletters and social media.

Work with colleagues and members to edit high quality content in a variety of media, including photography, design, animation and video content.

Contribute to building a strong organisational digital culture, design and support training delivery to all staff.

Work together with the colleagues from the Communications team to provide advice and support to colleagues to raise the quality and effectiveness of content across the Network, through templates, guidance and training.
