The Church of England is continually striving to improve its safeguarding practices. The 2020 report by IICSA on the Church highlighted failures in respect of child sexual abuse and, more broadly, the challenges facing the Church to get safeguarding right.
The Church's aspiration is that safeguarding is not experienced and approached as a matter of administrative compliance. Rather, it should be what the Church is - something that flows from its core beliefs and values, part of its DNA.
The Church has made important and positive strides over recent years. There is, however, still much to be done to keep children and vulnerable adults safe, and to promote their well-being. The Church is a complex collection of different bodies. Most of the safeguarding work is carried out locally within the 42 dioceses and cathedrals in England. This work is supported centrally by a National Safeguarding Team (NST).
The role exists to support the National Safeguarding Panel (NSP) in carrying out its scrutiny and consultation responsibilities. You will oversee the panel's operational activities and ensure the effective coordination of meetings, consultation sessions, and engagement events. From coordinating diaries and tracking recommendations to organising consultations and analysing data trends, your work will be integral to the NSP's success. You will collaborate closely with the NSP Chair, Associate, and the wider Business Support Team. This is a unique opportunity to help shape national safeguarding efforts and contribute to meaningful change.
Key Responsibilities
- Coordinate and support NSP meetings and events, including agenda-setting, minutes, and follow-up actions.
- Manage financial processes (e.g., invoices, honoraria), budget administration, and supplier setup.
- Develop and maintain systems for data, decision-tracking, and confidentiality
- Communicate with internal and external stakeholders through newsletters, SharePoint, and inbox management.
- Support recruitment, induction, and governance arrangements including working groups.
- Ensure consistency and alignment across safeguarding teams and National Church Institutions.
Key role requirements
- This is a part-time role and you will be required to work 14 hours per week.
- A basic DBS check will be required as part of our pre-employment checks.
- This is a hybrid role with the expectation to work from the office location 1-3 days per week.
We are looking for someone with:
- Proven ability to handle sensitive communications with tact and professionalism.
- Excellent digital literacy, confident across Microsoft 365 and a variety of web-based tools such as web-based applications (such as Asana, Zoom, SmartSurvey) and ability to learn new software quickly.
- Able to build and maintain effective relationships with a range of stakeholders, including those who are survivors of abuse.
- Highly competent minute/note taker.
- Able to work under pressure and meet deadlines.
- High attention to detail, strong communication skills, and a collaborative approach
- Empathy for the mission of the Church and a personal commitment to safeguarding.
- Experience in triaging and responding to communications of a sensitive nature.

- A salary of £16,228.80 (FTE £40,572) per annum, plus age-related pension contributions between 8-15% of salary. We will also match any pension contributions you make up to an additional 3% of your salary.
- 25 days annual leave (increasing to 30 days within 5 years) plus eight bank holidays and three additional days (pro-rated if working part-time).

The Vacancy
We are looking to recruit two part-time Advocate(s), each working 28 hours per week, to provide independent and confidential advocacy to children and young people under the care of the Local Authority in Norfolk.
You will work with looked after children and young people to empower them to express their wishes and feelings in decisions that affect their lives to ensure that their voices are heard.
Your role is to listen to them, hear how they feel and what it is they want and support them by promoting their understanding of outcomes and options that are available to them so they can make informed decisions whilst ensuring that their legal rights are upheld and that they are treated fairly.
You will do this by:
- Attending decision making meetings with the young person and ensuring that others know how the young person is feeling and what it is they want.
- Providing impartial information to the young person.
- Assisting the young person making a complaint.
- Asking question to other professionals on behalf of the young person.
- Signposting to other relevant services.

You will have experience in working with all or some of these groups within a relevant setting and have the ability to communicate effectively with them and other professionals. You will also understand the importance of maintaining professionalism.

Overview
The project aims to enable youth with disabilities (especially young women) in Uganda through Organisations of Persons with Disabilities (OPDs) and Civil Society Organisations (CSOs) to influence development processes to promote equitable access to finance, skills and markets and greater alignment with the green agenda.
It will achieve this by supporting the development of existing Mirco, Small, and Medium-sized Enterprises (MSMEs) owned by youth with disabilities to directly employ youth with disabilities (job seekers). It will provide the MSMEs with access to skills, finance and markets, and the job seekers with access to skills training including apprenticeships and employability skills.
Purpose of the evaluation
The end term evaluation (ETE) will assess the performance of the project and garner specific learnings that can be taken forward in future programme design and implementation. The evaluation should address the evaluation criteria questions in the Terms of Reference, including the effectiveness and replicability of the model piloted in this project and recommendations pertaining to scalability and sustainability.
This evaluation will employ a collaborative and participatory approach ensuring engagement with a wide range of relevant stakeholders. Mixed methods of data collection and analysis will be determined in collaboration with the appointed consultant/consultancy.
The evaluation will be contracted to an external independent consultant or consultancy company. Regional/global teams will be considered but it will be beneficial if the lead consultant and/or team members are based in Uganda. Gender balance and lived experience of disability within the team will be welcomed.

Consultant/ evaluation team’s expertise
- Extensive experience in monitoring and evaluation for international development project/programmes, with strong skills in both qualitative and quantitative approaches.
- Thematic expertise in economic empowerment with comprehensive understanding of preferred practices/policy issues at national and global levels.
- Prior experience of Most Significant Change or Outcome Harvesting for programme evaluation purposes (depending on proposed approach).
- Prior experience working in Sub-Saharan Africa is essential, including primary data collection, preferably in Uganda.
- Prior economic empowerment work/evaluation experience, as well as knowledge and expertise of disability inclusion and gender mainstreaming.
- Experience of carrying out evaluation and learning exercises of an appropriate scale and involving young people and persons with disabilities in a participatory manner.
- Can source and manage additional support with relevant services such as data collection, translation, sign language interpretation, and transcription, in Uganda when necessary.
- Can produce clear, concise, and analytical reports in English, with excellent attention to detail, and to meet agreed deadlines.
- Experience of producing learning and summary documents to share findings and recommendations with diverse audiences in clear and engaging ways. Familiarity with accessible design principles advantageous.
- Excellent communication skills in written and spoken English. Fluency in relevant local languages in Uganda (Luo) is also highly desirable.
