England And Development Manager Jobs in Leeds, West Yorkshire
We are looking for a Development Manager in our Place Development Team who will focus on Public Leisure.A key element within our 10-year Strategy - Uniting the Movement is our commitment to work through Place, Creating Active Environments and supporting Public Leisure facilities to be more community focused and evolve to an active wellbeing service:
- Creating Active Environment’s provides places and spaces for people to be more active and build healthier active communities.
- Developing stronger, happier healthy communities and better places to live, by ensuring our built and natural environments and the connections in between are design or adapted around people, creating the opportunities to increase physical activity levels
- Places and spaces around us deliver a positive impact on whether, how, when, and where we move. Every space and place that we move through in our daily lives should encourage us to move more. Dedicated sport and leisure spaces should be co-created, well designed and inclusive.
- Public leisure facilities and services have a vital and unique role to play in our sport and activity ecosystem because of their value to the people who use them most. The public leisure sector also has a central role to play in the delivery of our Uniting the Movement strategy, as it is a core element of each of the five Big Issues we have identified as having the greatest potential for preventing and tackling inequalities in sport and physical activity.
- Our Future of Public Leisure report identified two medium term goals for the sector (1) to transition from a traditional leisure service to one which is far more focussed on active wellbeing (2) to move to a model that focusses on added value and supporting the delivery of local priorities, and with that enable the delivery of wider government priorities around Levelling Up, net zero and health inequalities
- To fully understand the role of public leisure centres, Moving Communities Facilities provides a real-time view of local authority facility performance, with benchmarking and filtering functionality, that explores financial performance alongside understanding how effective the service is and for whom, and its impact on local communities.
- The platform has developed into Moving Communities Place which is a comprehensive data platform that provides a detailed, place-based view of participation in physical activity by measuring direct delivery to demonstrate the scale, impact and value to local communities.
Sport England recognises the positive value of diversity, promotes equality and challenges discrimination. We welcome and encourage job applications from people of all backgrounds, particularly where we are under-represented, currently, this includes disabled people and those from culturally diverse communities.

About the role:
Kinship is in our third year of delivering the first national peer support service for kinship carers in England. We are looking for a new Associate Director of Peer Support and Community to build and develop our model and to take the team to the next phase of growth and impact.
Your first priority will be to oversee delivery of the Department for Education national Peer Support Service contract in England. You will lead the development of our hub and spoke model, with an enhanced offer of national resources and support together with a continued focus on on-the-ground support for kinship carers to set up and sustain a network of peer support groups. This will include taking leadership for developing the Kinship model of community engagement and integrating across all our ‘in person’ and digital services and activities.
You will ensure a collaborative approach with services, alignment with national and local campaigning activity, and work closely with marketing and communications colleagues to support kinship carer reach and engagement with our community offer.
We’re taking an integrated approach to our services, so you’ll collaborate well across teams to ensure that support groups and their leaders have easy access to high quality advice, information and training. The team will need to work closely with colleagues delivering our new training and support contract, funded by the Department for Education.

-
Experience of governance and managing risk on high profile service delivery.
-
Experience of effective budget management.
-
Significant experience of leading the development and delivery of peer support services.

The MEAM coalition has worked for fifteen years across more than 50 local areas in England, supporting local partnerships to tackle the structural and systemic issues that cause and sustain multiple disadvantage. We run the national MEAM Approach network, supported Fulfilling Lives from 2014-2022 and hold the current support contract for the Government and The National Lottery Community Fund’s Changing Futures programme. Our position enables us to bring learning together from these programmes to understand what drives change and allows people to make improvements in their lives.
This new role will be responsible for leading the implementation of our new network membership structure, and ensuring members are supported to actively participate in the MEAM Approach network. You will combine your deep knowledge of multiple disadvantage with a curious and collaborative approach to your work, demonstrating a genuine interest in developing and contributing to the growing knowledge and experience in systems thinking and systems leadership across the team. You will share your reflections and insights generously with the team and be open to positive challenge as you develop your practice.
Your approach to work will embrace and embody MEAM’s unique approach developed over the last fifteen years: highly collaborative; practical yet ambitious support; and focused on rebalancing power in systems through meaningful coproduction. You will be firmly committed to improving the lives of people facing multiple disadvantage and committed to helping us drive forward areas of our work where we have made some progress but more needs to be done, in particular around equitable access to effective support for women and racially minoritised groups and deepening our understanding of multiple disadvantage through an intersectional framework.
You will feel competent delivering work remotely and online, but will also be willing to travel nationally for face-to-face work. You will be comfortable working as part of a dispersed team, requiring you to be significantly self-driven in your work.
MEAM values and prioritises different perspectives and all lived experience and as such we encourage applications from all under-represented groups. Specifically, we are seeking to increase representation in our team of people with lived experience of multiple disadvantage and people from racially minoritised groups. We believe in equity over equality and encourage you to contact us if there are barriers to you applying for this position, this can include but is not limited to, childcare/carer responsibilities and access requirements.

Kinship care begins in crisis. A child whose parents are unable to care for them, for whatever reason. It’s frightening, confusing and heart-breaking. Instinctively, a loved one steps in – a grandparent, brother, sister, aunt, uncle or family friend. They are now a kinship carer, bringing up the children they love. Do you want to join an organisation committed to addressing low literacy and numeracy levels amongst people in prison?
Our three-year strategy is working well with improvements and expansions to our delivery model, a renewed vision and mission and we want to continue to develop and grow. To support this, we are recruiting for a new programme manager to grow our programmes and contracts in our South-Central Region. This area covers prisons HMP Winchester, HMP Bullingdon, HMP Grendon, HMP Springhill, HMP Aylesbury, HMP Huntercombe, HMP Woodhill, HMP Isle of Wight and HMP Gurnsey. We are seeking proactive, committed, and enthusiastic applicants to join our team and help us continue our journey.
Working closely with people in prison, prison managers, Shannon Trust staff and volunteers you will ensure development of our criminal programmes maximising literacy and numeracy learning opportunities for people across a number of prisons and contracts in your area.
Ideally you will have some experience of prison settings, managing teams and contract performance, underpinned by the ability to build relationships and personal qualities that include resilience, determination and a problem-solving approach. We want to hear from applicants who can lead, drive performance and who are as committed to the cause as we are.
This is a home-based role which requires regular weekly travel across the South Central area to prisons and meetings (anticipated number of travel days are 2 days per week).
Employee benefits include a company contribution to pension scheme of up to 5%, 30 days holiday plus bank holidays, life insurance, paid volunteering days, discounts via Reward Gateway and an Employee Assistance Programme. The biggest benefit though is our culture – our people really want to work for the organisation.
We welcome job applications from people with lived experience of the criminal justice system and do not routinely ask for details of any criminal convictions. These roles do require prison security clearance, so we will need to ask for details of any relevant criminal convictions before an offer of employment is finalised.
Interviews to be held on 27 June 2024.
