Main responsibilities will include:

Administration

• Be responsible for securing contracts by confirming booking information and working with the Head of Budgets, Contracts & Policy to ensure freelance trainer contracts and Service Agreements are in place

• Ensure all finance and operations processes and procedures are rigorously implemented in collaboration with the Finance & Operations team

• Produce budget forecasts for APD and provide monthly updates on current financial position to the Deputy CEO and Head of Budgets, Contracts & Policy

• Chase debtors and regularly report any overdue payments to the Finance team

Strategy

• Contribute to the APD growth strategy through ideas and practical solutions

• Work with the APD team and Deputy CEO in the development of new programmes, routes to market and audience development

Part 1: Role Purpose:

This role aims to offer financial and operations management support to Great Lakes and Central Africa Region programs, focusing majorly on Street Child Programmes in DRC. The role reports to both Great Lakes and Central Africa Regional Representative and Head of Finance in Africa.

The role holds a senior position within the Street Central Africa Region team and will oversee Street Child – financial and operational setup to support operationalizing all program/project implementation in full compliance with donors’ and SC operational standards. The role will also provide financial support to programs across Great Lakes and Central Africa and partner organizations to support the development and implementation of robust financial management and reporting systems and assess and strengthen the control environment, financial management, grant management, and reporting. It will be building the finance and grants management capacity of Street Child staff and partners. A vital part of this is facilitating communication between Programmes and Finance staff.

Part 2: Key Responsibilities:

Finance Management:

• Supervise the country's standard financial systems establishment and maintenance in line with STREET-CHILD Financial Policy and Procedures, donor and local legislation requirements to provide appropriate levels of security and controls over the organization's resources and operations across the country to ensure success, consistency, and compliance.
• Develop and update quarterly the country's Master Budget to ensure that all funding gaps are covered.
• Provide strong leadership to the Finance and Admin team in all offices, whether with direct line management or technical, ensuring competent and motivated staff are hired and retained.
• Provide financial advice to the budget holders and local partners, ensure adequate support is provided to the program, and ensure the alignment of resource allocations with organizational priorities at the budgeting and implementation stages.
• Ensure that monthly accounting closure is timely, accurate, and compliant with STREET-CHILD financial policies and procedures for all Street-Child field offices and perform the bank reconciliation as appropriate.
• Using the Street-Child accounting system, produce the Budget Vs.—actuals for internal use by the country team and budget holders on a monthly basis.
• Oversee all financial and logistical requests made by the technical team and ensure they are in line with the Street-Child guidelines (Advance request, travel request, leave request, Toil request).
• Lead on applying Street-Child anti-fraud and anti-corruption policy and ensure all DRC staff understand and adhere to it, including Zero tolerance.
• Ensure regular financial and operational checks are performed for each local partner involved in Street-Child project implementation.
• Elaborate, review, and update Finance Standard Operating Procedures for STREET-CHILD DRC and across the Central and Great Lakes region as required and relevant.
• Conduct spot checks on transactions be responsible for maintaining transparency and accountability within finance and administration.
• Build financial management capacity for local partners in the region.

Grant Management and Budget proposal:

• Collaborating with other managers during proposal development, lead on the costing in proposal writing.
• Produce grant financial reports for donors in their formats.
• With the Senior Programme Manager, co-lead monthly grants review meetings involving all active partners.
• Manage the budget review, cost extension, realignment, and alert on any potential risk.
• Ensure appropriate measures are taken to address audit findings and recommendations associated with all grants.
• Conduct grant management training for local partners and provide orientation on finance matters and tools to non-finance staff.

Operations Oversight:

• Lead all aspects of HR, administration, procurement and logistics in the region
• Adequately manage internal and external HR and admin risks, highlight & resolve relevant issues with national institutions with support from the country leadership team (Taxes, labour inspection).
• Maintain daily responsibility for local staff issues, i.e., contracts, payroll, job descriptions, salary scales, leave, and benefit in support of the HR and Admin Assistant.
• Facilitate frequent staff meetings, and update the staff on the new Street-Child guidelines, regulations, etc.
• Lead the outsourcing of some services such as staff medical insurance, legal issues and the adherence to national labour laws, taxation systems and rules, social security, and insurance rules, etc.
• Lead in running procurement, ensuring value for money and overseeing all contracts which are placed with suppliers
• Ensure that all necessary agreements, permits, and licenses for Street-Child operations in DRC are in place, and keep updated on national rules and regulations pertaining to Street-Child activities.
• Lead staff adherence to all processes and ensure strict and contextualized application across the DRC program.
• Ensure proper asset management by initiating tools and control systems, including tagging.

Education / Qualifications:

• Educated to degree level or higher.
• Recognised Accountancy Qualification.
• Degree in International Business Administration, finance or related field; or attendance at specific relevant training courses.

Experience and Knowledge:

• 6 years post qualification experience.
• Experience of implementing internal controls and finance procedures.
• Experience of managing multi donor grants and good knowledge of donor compliance rules and requirements – in particular working with ECHO, BHA, EU, SIDA, NMFA, FCDO, USAID, UNICEF, ECW, WFP, etc.

This is a new role for the Circuit, replacing a volunteer. In designing the position, the Circuit has aimed for maximum flexibility to secure the best candidate for the role. Initially, the person will need physically to attend some meetings to familiarise themselves with the Circuit's operations and ensure a smooth hand-over. The Richmond & Hounslow Circuit comprises seven churches in southwest London. We are looking to appoint a Finance Officer to join our growing team. Reporting to the Head of Finance this new role will ensure that appropriate financial processes and systems are followed and developed to support our charity’s sustainable growth and safeguard our financial health.

The Finance Officer will ensure that financial tasks and transactions are undertaken in an efficient, effective and timely manner and, importantly, that relevant financial information is provided to keep the Head of Finance updated and informed, supporting the Leadership Team to make the best decisions for the charity.

We are looking for a confident and experienced individual to join our supportive team. Previous charity finance knowledge is helpful but not essential, above all we want an individual to be tenacious, curious, diligent and show strong initiative.

Who are you?

You should be accomplished in Sage 50 Accounts and have considerable experience working in a finance function and in financial administration.

Some experience of working with Salesforce or an equivalent CRM database and an accountancy qualification or studying towards a professional qualification ACCA, CIMA, ACA, CIPFA) or AAT qualified. Experience of working in the Voluntary Sector, paid or unpaid would be great.

You should have excellent written and verbal communication skills (a natural ability to clearly communicate financial information to those with a non-finance background). You need to have proficient knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook and experience in database and payroll systems.

It would be amazing for you to have high level of attention to detail and methodical working, be a self-starter and be able to use initiative.

About the role

Reporting to the CFO, the Head of Finance is responsible for leading a team of 5 and overseeing the day-to-day financial management of the charity, supporting and developing its financial strategies. In collaboration with the Charity’s Executive Team, the role is responsible for safeguarding the short, medium and long-term financial health of the organisation. Areas of responsibility will include:

Financial Strategy and Policy

• Support the Charity’s Executive Team with ensuring the short, medium and long term financial health of the organisation
• Collaborate with the Charity’s SMT to prepare business cases and financial models to support new business activities and investment proposals
• Review and update the charities financial policies
• Cultivate a support structure across the organisation where the finance department acts as a trusted business partner for operations and management

Reporting

• Oversee all financial reporting processes for the Charity, ensuring that accurate, timely and relevant information is disseminated across the organisation
• Work with the SMT to identify areas to improve the reporting processes

Statutory Reporting, Audit & Risk

• Manage the Charity’s financial statutory compliance for both audit and regulatory matters and oversee the finance risk register
• Lead the year-end audit process, including the preparation of audit schedules, reconciliations and acting as a key point of contact for the auditors
• Prepare the financial disclosures sections of the Charity ‘s annual reports and the accompanying narrative to explain the financial performance of the year
• Support the Charity’s regulatory compliance responsibilities, particularly with the financial elements of ESFA funding guidelines. Prepare financial returns, financial health assessments and other submissions to ensure that ESFA requirements are fulfilled.

Cash Flow Management

• Monitory the Charity’s cash flow, manage the working capital controls and produce cashflow reports and forecasts
• Oversee the Charity’s cash flow management processes and report on cash flow performance against budget and forecast targets.
• Prepare weekly cash flow forecasts which provide a consistently reliable understanding of the organisation’s cash flow position over the financial year.

Finance Department Development

• Design and implement learning and development frameworks for each member of the Finance department.
• Ensure that each member of the Finance department is sufficiently supported to fulfil their performance development goals.

About you

• Qualified Accountant (ACA/CIMA/ACCA or equivalent)
• Experience of audit and preparation of annual financial accounts under UK GAAP and understanding of Charity SORP
• Experience of leading and developing Finance teams
• Experience working within the Charity or Education sectors (experience working with ESFA funding is preferable)
• Experienced managing budget processes
• Experience of business partnering

1. Collaboration with the District Chair and the District Secretary for Ministries & Vocations in the leadership of the District, and promoting the values of the District in all work practice.

3. Responsibility for compliance with all relevant legal, financial, and governance matters, including compliance with the relevant parts of The Constitutional Practice and Disicipline of the Methodist Church, including:
   1. budget and accounting, in partnership with the District Treasurer;
   2. data protection;
   3. lay employment processes;
   4. safeguarding.
4. Working with the District Safeguarding Officers, the District Safeguarding Group and others to ensure safeguarding processes for the District are robust and effective.

Medical Aid for Palestinians (MAP) is a leading UK charity dedicated to improving the health and dignity of Palestinians affected by conflict, occupation, and displacement. With a focus on the occupied Palestinian territory and Palestinian refugee camps in Lebanon, we provide vital health and medical care to those in need, particularly in crisis zones like Gaza. The ideal candidate will have responsibilities that include monitoring compliance with MAP’s financial and procurement policies, developing strong cash and treasury management policies, and managing financial accounting systems. You will also ensure timely and accurate preparation of annual statutory accounts, compliance with relevant accounting and legal requirements, and submission of necessary returns to regulatory bodies. 

Duties and key responsibilities 

Leadership, Collaboration & Line Management 

• Support the Director of Operations through preparation for and reporting to governance meetings. 

• Participate actively as a member of the Leadership Team. 

• Provide leadership, direction, training, and motivation as appropriate to the UK Finance Manager, and the overseas Finance Managers in conjunction with overseas Directors. 

Finance Policy & Process Management 

• Be responsible for monitoring compliance with MAP’s financial and procurement policies and review and update these policies on a regular basis. 

• Develop and implement strong cash and treasury management policies and procedures. 

• Manage and develop all financial accounting systems in consultation with the Head of Reporting to ensure they are fit for purpose. 

• Help to ensure value for money and the effective use of funds across the organisation. 

Compliance & Regulatory Reporting 

• Manage the ongoing relationships with the external auditors. 

• Ensure the timely and accurate preparation of the annual statutory accounts for the annual audit and implement recommendations from the auditors and/or Board. 

• Monitor institutional income and related contracts and ensure that all restricted income, including Zakat, is properly accounted for. 

• Ensure the financial management of MAP is compliant with relevant accounting, legal, HMRC and tax requirements, including VAT and corporation tax, and that the correct returns are made. 

• Submit the necessary returns and maintain our records with the Charity Commission and Companies House on a timely basis.

Cashflow & Bank Account Management 

• Manage the ongoing relationships with MAP’s banks in the UK. 

• Maintain UK bank accounts and ensure financial governance is in place for overseas bank accounts.

• Ensure bank mandates and online banking operations are reviewed and updated on time. 

• Monitor and manage the organisation's cash flow to ensure there are sufficient currency funds to meet operational needs. 

• Review fund and payment  requests from overseas offices and that planned activities are within budget. 

• Release all payments from UK bank accounts, including UK payroll. 

Financial Controls 

• Implement appropriate internal controls, policies, and procedures to protect against fraud and misappropriation. 

• Oversee and manage all payroll budgets and forecasts. 

• Oversee the payroll functions, ensuring adequate internal controls and approvals are in place and adhered to, and all statutory requirements are met. 

• Ensure regular reconciliations are made between the accounting system and the CRM. 

• Oversee legacy administration liaising with the Legacy Advisor. 

Risk Management 

• Risk management – manage strategic and operational financial risks working with the Head of Internal Audit & Compliance.

• Maintain insurance policies across all MAP offices to ensure appropriate and adequate risk mitigation and meet statutory requirements. 

Person Specification 

Experience 

• Extensive experience in a finance leadership role within a complex charitable organisation, working internationally. 

• Experience of UK charity finance practice and governance - UK Charities SORP FRS 102. 

• Excellent technical knowledge and skills in accountancy principles, governance, and standards, including preparation of statutory accounts. 

• Successful track record of managing financial systems, and cashflow. 

• Experience of working in a multi-currency organisation. 

• Ability to contribute to the management of in-country finance colleagues, while not taking direct line-management responsibility for them. 

Skills and abilities 

• Leadership skills to undertake a complex management role in an international organisation.
