Your role will be to lead on operations at Action Hampshire. This will include supporting our finance team and working with our external finance company. You will contribute to our progress against our strategy. Effective operations and financial management are key to our sustainability and a key part of our strategy, so you will oversee development work to keep improving the organisation’s performance in these areas.

You will play a leadership role across the organisation, internally and externally, championing the organisation’s strategy and building strong relationships.

You will work with the rest of the team to keep developing Action Hampshire’s positive, inclusive, and collaborative working environment. You will help shape the organisation so it can be agile and responsive and keep fulfilling our mission and purpose in the most effective and sustainable way.

Right now, we are looking for a Housing Management Officer to play a pivotal role in our Housing Services in London.

Sounds great, what will I be doing?

The role is responsible for delivering full housing management services across a portfolio of 50–100 supported accommodation units, with a focus on tenancy sustainment, legal compliance, and strong financial performance. This includes facilitating onboarding and exit processes for service users, promoting tenancy expectations early on, and embedding a Psychologically Informed Environment (PIPE) approach. Accurate and GDPR-compliant tenancy records must be maintained, with regular monitoring and reporting on tenancy issues through internal dashboards and quarterly reviews.

The position also involves driving rent and service charge collection, preventing arrears through proactive engagement, and taking recovery action where needed. The postholder will provide specialist advice on housing benefits, manage claims and appeals, and oversee invoicing and reconciliation with external agencies. Additionally, they will ensure timely repair reporting and resolution, maintain communication with residents and staff on maintenance progress, and uphold property standards to meet compliance requirements.

Here's what the team will be looking for

The role requires strong experience in rent collection, arrears recovery, and applying the pre-action protocol, alongside the ability to manage welfare benefit claims and navigate complex DWP and Housing Benefit systems. It involves working directly with vulnerable individuals, including those experiencing mental health issues, substance dependency, domestic abuse, and young people with additional support needs. The post demands in-depth knowledge of tenancy and housing management functions, a good understanding of benefits systems, and awareness of the legal framework surrounding arrears enforcement. Experience in partnership working with local authorities, support workers, and external agencies is essential.

Candidates must be proficient in Microsoft Office and housing management systems, with the ability to maintain accurate electronic records, analyse and present financial data, and produce high-quality written communications. Strong interpersonal and communication skills are vital, as is the ability to work sensitively with service users while building effective relationships with stakeholders. The role requires self-motivation, excellent time management, the ability to work independently, a strong sense of accountability, and the flexibility to travel between accommodation sites to meet service users in person.

Purpose

The Programme Officer will be responsible for supporting the effective implementation of project delivery activities across our portfolio, predominantly in Africa, Europe, Central Asia, and the Middle East. 

The post holder will support project delivery, ensuring quality expectations (internal and client), delivering within the scope and budgeted resources of projects, and in line with project timelines. Project Support

• Provide support to Programme Managers in the delivery of projects, ensuring projects are delivered on time, within budget and scope and comply with client contracts
• Take on the project management of assigned select projects within a determined budget/complexity threshold, ensuring that they are delivered to time and quality
• Set-up and monitor project workplans, including change requests ensuring that approvals are formally recorded and filed
• Manage day-to-day relationships with delivery partners and internal team(s) and build a solid understanding of delivery needs and timelines across projects
• Monitor and support timely client and consultant billing and invoices attached to delivery
• Support onboarding of consultants for new projects, including due diligence checks and contract preparation based on set templates
• Ensure project management software and tools are accurate and kept up to date for allocated projects
• Provide timely responses to client queries and alert the Head of UK/Kenya Programme Management of any potential risks
• Lead duty of care and travel planning for staff and consultants, working alongside administrative officers
• Liaise closely with technical colleagues, Head of team, and Programme Managers / Officers on project support needs.

 Project Financial Management

• Monitor project budget performance, capturing variances and liaising with the Finance Team and Head of UK/Kenya Programme Management
• Monitor and support the processing of consultants’ expenses/fees against contracts and client invoices against contracts
• Make recommendations to ensure financial outcomes are met with respect to time, quality and cost, and provide early warning of project overspend
• Prepare internal project update reporting including finances and resourcing using required management tools. 

Organisational Support and Business Development

• Provide support in strengthening policies, procedures, and management tools for Development Pathways
• Coordinate with wider project teams to ensure technical capacity is well planned across Development Pathways’ portfolio of projects 
• Signpost colleagues to relevant project management tools and processes, when required
• Support project closure processes as required, capturing and sharing lessons internally
• Provide ad hoc input to evolving organisational requirements as directed by senior members
• Assist with the identification and monitoring of business opportunities in donor markets, as requested
• Update SharePoint and ensure project data sheets are developed and up to date to facilitate bids for tenders
• Collate and share project information to support the Business Development and Communications department.

Skills, Knowledge and Behaviours

The Programme Officer will require the following combination of applied skills, knowledge, and behaviours to successfully contribute to team goals:

Required:

• An undergraduate degree in an appropriate subject 
• Up to 2 years’ experience working on project support or delivery within international development,  research and/or the consultancy sector
• Ability and confidence to work independently and manage their own workflows
• Good communication skills and an ability to build and maintain strong working relationships with a broad range of stakeholders at the individual level and in representation of the organisation
• Excellent drafting skills.
•  Ability to understand and effectively analyse and utilise financial information
• Proven ability to resolve problems, anticipate barriers and create practical solutions
• High IT proficiency (Microsoft Office (Word, Excel), SharePoint, etc.)
• Demonstrated attention to detail ensuring quality standards are maintained
• Ability to travel internationally when required.

Advantageous:

• 1-2 years direct project management experience
• Proficiency in additional languages, especially Arabic or French.

The Role

We are seeking an experienced and proactive Head of Finance & Operations to take ownership of all internal operations that ensure the organisation’s effectiveness, accountability, compliance, and resilience. Key Responsibilities

Financial Management

• Lead the financial function with strategic oversight, supported by an external accountant.
• Manage the annual audit process, acting as the lead contact for external auditors and ensuring timely preparation, accuracy, and compliance.
• Provide high-quality financial modelling, forecasts, and budget support to the wider team.
• Produce timely reports and strategic recommendations to the CEO and Board.
• Support SLT with business modelling and income planning.

People and Culture

• Lead internal culture work, embedding equity, inclusion and belonging at every level.

Governance and Compliance

• Act as the main contact for the Board and subcommittees, particularly Audit & Risk.

• Embed an organisational approach to risk that is equitable, accessible and transparent.

• Be the internal champion of systems and processes, ensuring they are streamlined, understood and appropriately used by the team.

• Oversee IT, digital infrastructure and tools for hybrid/remote working.
• Ensure all internal processes are designed with EDI and accessibility in mind.
• Lead continuous improvements that balance rigour with inclusion.

External Relationships

Person Specification

Hours and place of work

• This is a full-time role to be fulfilled over a 35-hour week, ideally within the working hours of Mon-Fri, 9:30am–5:30pm, with flexibility as required.
• This is a hybrid role with one day a week in our shared office space in London (Better Space, 127 Farringdon Road, London EC1R 3DA), the travel costs of which must be covered by the individual. We are open to discussing this arrangement further to accommodate individual needs and preferences.
• Further UK travel will be required on occasion, the costs of which would be covered by Clore Social Leadership.

Terms, pay and benefits

• This is a permanent contract.
• Salary for this role will be ca. £55,000 p/a depending on experience.
• The post holder is entitled to 25 days of annual leave, in addition to UK statutory holidays.
• The office is closed for one week during the winter festive period (25-31 December), providing an additional three days of annual leave in addition to the above allocation.
• You have the option to join our contributory pension scheme. The employer's contribution is 3% with a minimum employee contribution of 5%.
