Job description
The Head of Learning oversees cross-programme and innovation learning for Impact on Urban Health, in partnership with the Director of Innovation and the Head of Data & Evaluation, supported by the Evaluation & Learning Managers.
Key Responsibilites
Impact on Urban Health:
- Oversee IoUH’s approach to learning, establishing clear processes for how we synthesise learning from our funded projects and from work done by others relating to urban health.
- Utilise reports produced and evaluations generated under the leadership of the Head of Data & Evaluation to produce synthesised evidence on the impact of and lessons from projects funded by Impact on Urban Health.
- Oversee production of urban health learning reporting and synthesis, including the development of a repository of evidence on what works to improve urban health and the development of accessible summaries of available evidence.
- Collaborate with the Head of Data & Evaluation, the Director of Programmes and Heads of Programmes to synthesise urban health learning from the four themed programmes.
- Oversee the approach to learning, and reporting on learning and impact for the innovation portfolio in partnership with the Director of Innovation.
- Oversee the development and delivery of the implementation plan for strategic level learning
- across the Innovation function in partnership with the Director of Innovation.
- Lead the exploration and development of improving IoUH’s approach to internal learning and knowledge management systems.
- Oversee programme- and project-level evaluation and learning support led by an Evaluation & Learning Manager and delivered by partners, for both the cross-programme portfolio and Innovation projects.
- Ensure evaluation and learning activity for cross-programme and innovation projects meets our strategic objectives, builds on what’s already known, and is equitable and inclusive.
- Manage programme-level evaluation budget for cross-programme and innovation evaluation and learning.
Data, Evaluation & Learning Team Responsibilities:
- Line manage the Evaluation & Learning Manager.
- Develop personal expertise in urban health evidence.
- Provide thought leadership in urban health evidence through blogs and speaking at events.
- Champion a culture of learning, reflection and evidence-based decision making.
- Deputise for the Director of Data, Evaluation & Learning where appropriate.
Role responsibilities are not exhaustive, and you would be reasonably expected to take on wider tasks
that are commensurate with the level of your role.
Skills, abilities, and attributes:
- A broad range of technical skills in research and evaluation methods (both qualitative and quantitative)
- Excellent ability to critically appraise use of and choice between different research methods and data sources
- Excellent project management skills
- Excellent communication skills, including ability to communicate complex information simply
- Outstanding leadership and organisational skills, including the ability to lead leaders
- Excellent budget and risk management skills
- Excellent problem-solving ability, outcome focused and able to make tactical decisions, within their area of discretion, to ensure that the overall project aims are met in full
- Thematic expertise relevant to one or more of our programmes (Children’s Health and Food, Children’s Mental Health, Health Effects of Air Pollution, Multiple Long-Term Conditions)

Knowledge, experience, and qualifications:
- Experience of overseeing complex large-scale programmes and handling significant (multi-million pound) budgets
- Experience leading and developing teams, across departments and managing multiple project demands
- Experience in consistently embedding DEI into ways of working and create a feeling of inclusion for others, a presence to manage and lead others
- Experienced and comfortable in handling uncertainty and navigating complexity
- Advanced degree or demonstrable equivalent, preferably in a field that required multi-disciplinary thinking and evaluation
