Local Quality Manager - National Youth Agency
 

The National Youth Agency is looking for a new Local Quality Manager to join our Youth Work Innovation & Development Team.
 
Contract: 12 months fixed term
Hours: Full-time - 37 hours per week
Salary: £44,473 per annum
Remote: This role is homebased (within the UK) with occasional travel for staff residentials and other events.

As the national body for youth work, the NYA has a dual function. We are the professional statutory and regulatory body (PSRB) responsible for qualifications, quality standards, and safeguarding for youth work and services in England. About the Role
 
Responsibilities will include:

• Lead delivery of key Local Offer programmes, such as our successful Peer Review and Peer Network Programme, which are designed to support Local Authorities and organisations in meeting the needs of young people and in the case of Local Authorities meet their Statutory Duty (section 507B).
• Manage the delivery of traded services relating to Quality Standards and Organisational Development.
• Manage and regularly update both existing and new online resources related to Quality Standards, ensuring consistency and standardisation across all materials.
• Collaborate with the National Curriculum and Learning Manager to influence the youth work curriculum and share learning and insight from programmes
• Work collaboratively with the Youth Investment Fund Programme Manager to inform and develop Quality Standards.
• Work with Local Policy & Partnerships Manager and the NYA Knowledge Team to develop sector insights and to share learning and knowledge across NYA teams and the youth work sector.
• Collaborate with Local Authorities and partner organisations to promote awareness and encourage participation in NYA programmes and Quality Standards.
• Utilise NYA tools, including Customer Relationship Management (CRM) and Project Management systems, to generate timely and relevant performance and financial reports that support informed decision making and effective programme delivery. Experience of using project management platform (or similar) would be an advantage.
• Provide line-management and support to peers and officers as required.

 
Our ideal Local Quality Improvement Manager should have the following:

• Extensive experience working directly with young people across diverse settings, demonstrating a deep understanding of youth development and engagement.
• Demonstrated expertise managing youth work programmes and improving practice standards, including within Local Authority contexts.
• Proven experience in assessing youth work against established standards and implementing quality assurance processes for effective management, delivery, and evaluation.
• Comprehensive knowledge and experience in embedding best practices in youth voice, participation, and leadership within services and programmes.
• Strong understanding of the current challenges facing Local Authorities and youth sector organisations, and the implications for young people’s needs and service delivery.
• Ability to analyse complex organisational and Local Authority structures, reflect critically, and articulate clear recommendations for improvement and recognition of effective practice.
• Excellent organisational and leadership skills, with experience supporting and managing peers and officers in a collaborative environment.
• Strong interpersonal skills with the ability to motivate teams and work effectively with partners and stakeholders.
• Proven experience in project management, with a proactive, self-starting approach and a strong focus on solutions and outcomes.
• Resilient, flexible, and ambitious, with the ability to manage multiple priorities, work under pressure, and maintain high standards.
• Willingness and ability to work flexible hours, including evenings and weekends as required.
• High level of accuracy and attention to detail in all aspects of work.

About the role

Primarily, Consultants work in project teams, led by a Senior Consultant or Manager, to deliver consultancy project work to external clients (e.g. charities, social enterprises, foundations), using existing Spring Impact methodologies. This work includes:

• Contributing, through analysis and critical thinking, to shaping the strategic direction of projects and recommendations to partners

Your first six months

You will learn about our approach to working with others, and creating impact at scale, through a mix of team-led training, project-shadowing and self-directed study.

Key Details

• Salary: £34,500 - £36,250

Glasspool Charity Trust

Chief Executive Salary £75,000 + benefits

Glasspool is a UK-wide grant funder, established in 1939 with a permanent endowment from Richard Louveteau Glasspool, a Hertfordshire businessman and philanthropist. He experienced financial hardship as a young man, but when his income became more than enough to meet his personal needs, he started to provide financial support to individuals. He died in 1949, aged 65, but his legacy lives on in the Glasspool Charity Trust.

About You

Job description

Job Purpose

To manage and develop the home from hospital settle service in the hospitals that you are responsible for, to support timely and successful patient discharges from hospital and prevent re-admissions.  You will work in collaboration with hospital teams and community teams to lead and manage your team to support the smooth transition from hospital to home for service users.  The service works with people for time limited support (usually up to 6 weeks) to adjust and settle back in their homes, and to prevent readmission into hospital. 

Key Tasks

• Work in partnership with the hospitals and other health and social care professionals to coordinate safe and timely discharges for referred clients.  This involves attending meetings with hospital personnel including Discharge Co-ordinators and Ward Managers to discuss discharges and plan who and how individuals will be supported as appropriate. 
• Manage a team working across two hospitals and ensuring the service is available between the contracted hours.
• Work collaboratively with other agencies providing support services.
• Conduct initial assessments of people referred to the services as necessary.
• Plan and develop person centred interventions to provide short term support for people after hospital discharge.
• Work with GPs as appropriate in identifying and supporting patients to reduce unnecessary hospital admissions.
• Work with people with a range of needs, dealing with issues ranging from social isolation and keeping people engaged in their community, to preventing unnecessary admission to hospital.
• Support the hospitals with delayed transfer of care (DTOC).
• Coordinate and monitor the caseload of referrals allocated to team members to ensure a fair and manageable distribution of work.
• Rota planning to ensure staff flexibility and availability, enabling planned rosters that best suit both hospital and patient needs.
• Develop your team which includes; supervision, appraisal, planning of continued professional development opportunities and training needs.
• Conduct regular management audits to ensure a consistent way of working and identify development and training needs in the team or individual.
• Develop and deliver a flexible service that can respond to peaks and troughs in demand.
• Ensure the service is meeting key performance indicators, and identify any concerns e.g. demand for the service exceeding the levels in the contract and taking proactive action to address this.
• Monitor performance of the services against KPIs and produce reports to demonstrate performance.
• Deliver front-line services when needed, e.g. sickness or staff shortages.  This is by exception rather than you regularly doing support work.
• Manage the budget, sign-off expenses, and ensure the project is delivered to budget, liaising with the Finance Department as necessary.
• Support the directorate with generating funding e.g. being actively involved in consultation of possible projects, providing activity data, opportunity spotting, and/or supporting the production of tenders.
• Occasionally provide weekend on call cover for the services you manage, and other hospital settle services provided by AUKEL.

Administration

• Lead on contract reporting, this includes quarterly annual and ad hoc reports
• Carry out annual customer service surveys.
• Maintain electronic records of referrals and interventions to assess service impact, support local improvements, and report on KPIs
• Meet and produce reports as required by the Head of Service.
• Ensure patient records are regularly updated through AUKEL database, and support staff to complete their administration via training etc.
• Work with the Communications team and the Head of Service, market and promote the service.
• Build and circulate a resource pack for the wider AUKEL team to generate referrals between services delivered by the charity.

 Quality

• Be familiar with and implement AUKEL policies and procedures.
• Ensure the service is delivered in accordance with Care Quality Commission principles.
• Ensure a cycle of continuous improvement by taking a “lessons learnt” review approach.
• Ensure that the requirements of the contract specification for the services are met.
• Ensure integration with other AUKEL projects, and service users are referred/sign-posted to appropriate support services available to them.
• Respond to safeguarding or other concerns and take appropriate reporting and management action.
• Lead on recruitment of staff for your team, and support others at AUKEL.

 Liaison

• Represent AUKEL and participate in appropriate external meetings and events and remain aware of local, regional and national issues affecting AUKEL clients.
• Develop external relationships with stakeholders, and build positive connections with health and social care partners
• Attend contract management meetings with commissioners alongside the Head of Hospital and Home Services.

General

• Meet regularly with line manager for support, supervision and appraisal.

Job Title: Support Mentor

Location: Face to face service based in Royal Borough of Kensington and Chelsea (RBKC), the service is a short walk from Ladbroke Grove (Circle and Hammersmith) station. Unfortunately, this service does not have step free access.

Salary: £27,000

Shift Pattern: 37.5 hours per week Monday to Friday on a rota basis between 09:00 - 17:00 and 13:00 - 21:00. You may be required to work bank holidays and evenings as required.

About the role

We are seeking a compassionate and dedicated Support Mentor to join our team based in RBKC to support our residents who have multiple and complex needs which could include mental health, substance use, homelessness, and/or offending backgrounds. You will support in providing our residents with the support needed to help them overcome their personal barriers, and achieve their goals in a person centred approach. You will work within a residential setting, creating a safe and comfortable space which our residents can call their homes during their time within the service. The role includes:

• Supporting residents with daily tasks
• Holding a caseload, conducting key work sessions which are personable to their needs
• Carry out regular welfare checks, safeguarding checks, and general living checks
• Encourage residents to take part in activities and events
• Keep support plans up to date on a regular basis
• Work closely with the rest of the team to provide overall excellent service delivery, this may mean also supporting with their caseloads, and other tasks as necessary
• Carry out general housing management support

About you

We're looking for someone who has a true passion to support those who have multiple and complex needs, with a drive to help support those who suffer with homelessness, mental health, and substance use. You will be able to build rapport and trusting relations in a professional setting, and able to build positive outcomes. You will have an adaptable and flexible approach to helping others, with an understanding that each individual has different levels and types of support needs. 

• Experience of working with people of complex backgrounds and/or a good understanding of the sector, particularly around multiple and complex needs
