Operations Manager – Responsive Repairs
The Operations Manager – Responsive Repairs is the operational lead for responsive repairs services within the Asset Delivery function and is responsible for the end-to-end delivery, performance and continuous improvement of responsive repairs across the organisation. Reporting to the Head of Asset Delivery, the postholder provides operational leadership and strategic oversight of Local Space's Responsive Repairs, Voids, Legal Disrepair and Insurance, and Healthy Homes services, ensuring they are customer-focused, efficient, compliant and deliver excellent outcomes for residents.
The role is accountable for delivering high-performing repairs services that meet organisational objectives, statutory, regulatory and contractual requirements while driving value for money, service improvement and operational excellence. The postholder will lead the organisation's response to legal disrepair, insurance claims, damp and mould, and compliance with Awaab's Law, ensuring risks are effectively managed and robust assurance is provided to the Executive Management Team, Committees and Board. Holding responsibility for significant operational budgets, regulatory compliance and legal risk exposure, the Operations Manager plays a key role in shaping and improving service delivery.
Leading a team of Contracts Surveyors and Asset Delivery Officers, the postholder will provide strategic direction, performance management and professional leadership across multiple service areas. They will ensure contractors and internal teams are held accountable for delivering high-quality, timely and cost-effective repairs and void services through effective contract management, performance monitoring and robust financial controls. The role includes leading contractor performance reviews, overseeing procurement and re-procurement activities where required, validating invoices, and ensuring compliance with audit and governance requirements.
The Operations Manager will oversee the management of legal disrepair cases and insurance claims, ensuring early intervention strategies are in place to minimise legal and financial exposure. Working closely with legal advisers and insurers, they will provide witness statements, attend court where necessary, embed lessons learned into operational practice, and produce assurance reports on emerging trends, risks and mitigation measures.
As the organisational lead for Healthy Homes, the postholder will ensure effective management of damp and mould cases, full compliance with Awaab's Law, timely inspections and remedial works, accurate regulatory reporting, and the identification of trends and root causes to inform future asset investment and maintenance strategies.
The role is responsible for managing and monitoring budgets across Responsive Repairs, Voids, Disrepair and Insurance, Healthy Homes, Out of Scope Works, Fencing, Tree Maintenance, Renewals and Replacements. The postholder will ensure strong financial governance, contribute to long-term financial planning and zero-based budgeting, identify cost drivers and opportunities for efficiencies, and demonstrate value for money across all areas of responsibility.
Working collaboratively across the organisation, the Operations Manager will monitor operational performance against key performance indicators, analyse service data, develop improvement plans where performance falls below target, and ensure accurate reporting to senior leaders. They will manage operational risks, maintain data integrity across housing and asset management systems, support regulatory inspections and audits, and provide assurance regarding compliance, operational performance and service delivery.
The postholder will champion an outstanding customer experience by ensuring repairs-related complaints are resolved effectively, learning from customer feedback to improve services, supporting vulnerable residents, and working collaboratively with colleagues to deliver positive resident outcomes. They will build and maintain effective relationships with tenants, resident groups, local authority partners, contractors, consultants, legal advisers, insurers and regulatory bodies, representing the organisation professionally and promoting collaborative working.
The Operations Manager will deputise for the Head of Asset Delivery when required, providing operational leadership, supporting strategic decision-making and representing the Asset Delivery function at senior internal and external meetings. Through effective leadership, innovation and a commitment to continuous improvement, the postholder will ensure Local Space delivers a responsive, compliant and customer-focused repairs service that supports the organisation's mission of providing safe, secure, high-quality homes and foundations for successful lives.

This is a permanent, full-time position with a salary of £87,000 based on a hybrid working model requiring one day per week in the London office, typically on Tuesdays.
