The Legal Office is the in-house provider of legal services to the national policy-making and governance institutions of the Church of England (the National Church Institutions, "NCIs"), which are some of the largest charities in the UK (including statutory corporations and a Royal Charter corporation), the largest of which are the Archbishops' Council, a national policy and strategic decision-making body, the Church Commissioners, a substantial endowment fund with assets valued at £11.1bn (2024) which has positioned itself at the forefront of Responsible Investment and which supports the mission of the Church, and the Church of England Pensions Board which stewards a £3.4bn fund. The Legal Office also advises the General Synod, which is a legislative assembly which makes primary and secondary legislation subject to the approval of Parliament.

We are a small, inclusive team which will comprise 17 legally qualified staff, with three paralegals and two support staff. Our professional backgrounds are diverse, with members coming to us from private practice in law firms, the Bar, from government, and from regulators.

About the role

As a member of the Legal Office Advisory Team, you will be providing legal services to the National Institutions of the Church of England, focused on giving legal advice across a diverse and interesting range of subjects which bear on the operations of the Church Commissioners and other parts of the national Church of England.

You will be joining us at an exciting time for the organisation and the role will offer you the opportunity for genuine career growth and development in a supportive environment, including interaction with some of the most senior stakeholders in the organisation. You will be able to take a leading and meaningful role in existing and new projects.

You will also be a member of the Legal Office's advisory team, undertaking as appropriate a wider range of duties as a legal adviser within the National Church Institutions.

This role will include:

• Working with senior counsel and other stakeholders in relation to drafting and reviewing contracts (including grant agreements), and supporting effective legal compliance and due diligence.
• Providing timely, legally sound and pragmatic subject matter expertise into national projects including contractual risk reviews, and drafting and amending terms, and negotiating terms with counterparties (both standard and bespoke).
• Supporting the development and roll out of training and knowledge management in connection with contracts and other areas of professional practice.
• Provision of advice to the Church Commissioners, the Archbishops' Council, the Church of England Pensions Board, their boards, committees and staff on legal and procedural issues arising out of their work. Some of these activities are legislative or regulatory in nature.

Job Purpose: 

The Head of People & Governance will provide leadership to the CEO Office team and serve as a key advisor to the CEO and Senior Leadership Team (SLT). This role will be responsible for the three specialist areas which form the CEO Office: People Services, Governance and Executive Support. 

This role is responsible for delivering the People Services function for the organisation, including the development and implementation of People Services strategies, plans, policies and processes. You will lead the People Services team in delivering high quality support and advisory services.

This post requires the individual to understand, anticipate and react to the organisation’s changing needs, to think critically, make decisions, and offer solutions to problems with expert professionalism, sensitivity, and confidentiality. To implement Butterfly Conservation’s (BC) objectives through leadership of the CEO Office team, setting and managing budgets, targets and workplans while inspiring and enabling staff to achieve their best.

Specific Tasks:

1. Delivering the People Services function      
2. Responsible for delivering a high-performing People Services function ensuring all interactions adhere to BC’s inclusion and organisational values. To lead, manage and be accountable for the function, including:

• Aligning workload with BC’s Strategy and annual business plans.
• Advising, coaching, and enabling the People Services team to deliver effectively and create an engaging, supportive, and empowering environment. 
• Ensure monthly workforce reporting systems are in place and actions followed up where required.  
• Lead on Employee Health and Wellbeing initiatives, promoting a culture of engagement and self-responsibility.
• Implement, monitor and evaluate performance management systems and processes. 
• In conjunction with the CEO and SLT, procuring external specialist support and/or legal advice as needed to minimise risk to the organisation.
• Act as the escalation point for complex employee casework, including dispute resolutions, disciplinaries, grievances, absence, retirement and redundancy, ensuring that the SLT members’ roles remain objective and that safe formal processes can occur if required. 
• Account management for providers of BC’s People Services Workforce Systems, ensuring Service Level Agreements are met and partnership opportunities are maximised including Occupational Health, EAP services, Hireful and BreatheHR.
• Oversee and manage ‘Charity Learn’ BC’s online learning management system, to include setting up annual statutory training for all staff and creating bookable in-house training sessions as required.
• In conjunction with the CEO and SLT, develop and implement a People Strategy to include areas of succession planning, talent management, change management, and staff engagement. 

1. Governance, Risk and Management Information & Reporting

      Accountable for the smooth running of BC’s core governance activities and trustee meetings, including:

• Overseeing the risk and audit process for the CEO Office, bridging as needed between the Finance Directorate and the CEO Office Directorate.
• Ensuring all core legal requirements are met and that the trustees comply with their duties in accordance with the Articles of Association.
• Ensuring relevant statutory returns are submitted to Charity Commission and Companies House.

1. Executive Support

      Ensure the support function to the CEO and SLT is delivered efficiently and effectively, including direct line management of the Executive Assistant to the CEO and SLT PA’s.

1. Management and Development of Team members

      Responsible for managing a team of five direct reports and undertaking all People Manager duties, including:

• Setting objectives, workload planning, holding 121 meetings and regular reviews.
• Conducting Performance Development Reviews and giving timely direction and feedback.
• Building engagement within the team and creating an environment of trust and wellbeing.
• Coaching and developing team members to ensure professional and personal growth and career development and supporting any training needs. 
• Role modelling people management in line with BC’s values and competency framework, setting a good example from the CEO Office. 

1. Strategy, Planning and Budgeting

      Working with the CEO and SLT on the annual and long-term business cycles, including:

• Supporting with the creation of BC’s Strategy as required.
• Creating annual Directorate work plans to deliver actions and outcomes in line with BC’s strategic priorities ensuring  teams within your responsibility have clarity and direction.
• Working with Finance to ensure that the function has adequate budget to match the work plans and supporting with budget refresh and reforecasting.
• Supporting the Directorate with workforce planning and resource management as required.
• Responsible for the CEO Office budget.

1. Relationship building, partnering and culture development,

     Operating as a strong ambassador for BC and the CEO by:

• Cultivating and nurturing excellent working relationships both internally with all colleagues and trustees, and externally with branches, volunteers, partners, suppliers, funders, and sector networks.

General:

• Promoting and exemplifying BC’s values (Excellence, Passionate, Inspiring, Collaborative) ensuring they are adopted in all aspects of the role.
• Aligning with the mission and strategic goals of BC; commitment to species conservation, the environment and nature recovery.

the3million is the largest grassroots organisation for EU citizens in the UK, formed after the 2016 referendum to protect the rights of people who have made the UK their home. 

Our work ranges from organising EU citizens’ communities and informing people about their rights, to holding the Government to account on the implementation of the Withdrawal Agreement and advocating for social justice.

We are looking for an experienced and values-driven Community Organiser to lead the delivery of EU Voices, a project aimed at strengthening EU citizens’ communities in the UK through capacity building of civil society organisations (CSOs) and delivering a programme of engagement events and campaigns directly with EU citizens. 

The ideal candidate will be passionate about social justice and migrants’ rights, able to plan, deliver and evaluate community engagement events, while also playing a key role in liaising with CSOs and delivering a programme of capacity building activities, enabling networks to be more effective and strategic in making change happen. The role requires strong experience in community organising, participatory approaches and working with diverse, grassroots-led CSOs.

Key responsibilities

1. Community organising and civic engagement 

• Lead the planning, delivery and evaluation of the project’s community organising strategy, working closely with the3million’s other Community Organisers to deliver a cohesive programme of opportunities.
• Plan, organise and facilitate listening sessions with EU citizens’ communities in partnership with local grassroots organisations.
• Deliver outreach activities at cultural, educational and community events, including stalls promoting the project and voter registration drives.
• Design and facilitate intercultural dialogue events that build bridges between EU citizens and British residents.
• Ensure all community engagement activities are inclusive, participatory and grounded in lived experience.
• Work with the Communications Manager to effectively promote the project in the media and the3million’s website, newsletter and social media as appropriate.

2. Capacity building for CSOs 

• Lead the delivery of capacity building activities for EU citizens’ organisations, coordinating with fundraising, communications and anti-oppressive practices training providers.
• Work closely with grassroots CSOs providing one to one guidance and support, including on organising local engagement events.
• Support CSOs to deliver and implement community organising plans and deliver local outreach and campaigning events.

3. Coordination and project management

• Act as the main point of contact for the3million within the EU Voices consortium, working closely with the Project Coordinator and partners.
• Coordinate activities to ensure coherence, timely delivery and alignment with project objectives and indicators.
• Lead on project planning, internal coordination meetings, and risk management.
• Support monitoring, evaluation and learning processes, including the collection of qualitative and quantitative data from community activities.

4. Stakeholder engagement 

• Work with the Head of Policy and Advocacy to ensure community insights and grassroots priorities inform and lead the3million’s advocacy.
• Support the3million’s policy-focused webinars and engagement with UK and EU decision-makers.
• Build and maintain strong relationships with a wide network of external stakeholders including grassroots community leaders and CSOs. 

5. Reporting and documentation

• Lead on the3million’s narrative reporting for EU funders, including event reports, progress updates and evidence of impact.
• Ensure accurate documentation of activities, participant engagement and outcomes in line with EU funding and visibility requirements.
• Support the production of case studies, testimonials and stories of impact from participating CSOs. 

6. General responsibilities 

• Represent the views of the3million at events, conferences and in the media, as appropriate.
• Provide assistance in other areas of the3million’s work as and when deemed necessary by the CEO.

Person specifications

Knowledge and experience: 

• Significant experience (minimum 3 years) in community organising, grassroots mobilisation or community development.
• Proven experience working directly with EU citizens or other minoritised, racialised or migrant communities.
• Strong understanding of participatory, rights-based and inclusive organising approaches.
• Experience coordinating complex projects with multiple stakeholders and partners.
• Experience of working with people from different backgrounds, including different language skills, cultures/ethnicities, ages, etc. Comfortable interacting with people who hold different opinions with a view to build mutual understanding and solidarity.

Skills:

• Excellent facilitation skills (experience of running workshops, events, stakeholder meetings)
• Strong written and verbal communication skills, with experience producing funding reports, ability to write clear emails with compelling calls to action and the confidence to speak in public settings
• Familiarity with anti-oppression practices (which can include anti-racism, co-liberatory and intersectional principles) and ability to apply them in practice (centering the voices of racialised, minoritised and under-represented community members in project design and implementation)
• Strong administrative skills, time management and attention to detail, including the ability to set meeting agendas, keep records of volunteers/partners and to follow up on agreed actions

• A deep commitment to migrants’ rights and a passion for social justice
• Strong understanding of power, inequity and intersectionality, and how these shape participation and community engagement

ABOUT THE ROLE

The Anti-Bullying Ambassador Programme engages young people and teachers to change the attitudes, behaviour and culture of bullying by building skills and confidence to address different situations, both online and offline. We do this by bringing together young people and teachers from multiple schools at full-day regional training events across the UK. Each training day focuses on provided anti-bullying content which our facilitators bring to life through engaging and interactive activities.

This is an exciting opportunity for someone who is highly organised, is reliable and is passionate about facilitating to young people.

Exact locations of school sessions will be provided to successful applicants but please be mindful that this can be across the UK, so a willingness to travel (with some overnight stays) is essential. (Travel and accommodation costs are reimbursed.)

ROLE ACTIVITIES

• Deliver full-day, in-person training sessions to a range of primary and secondary school aged young people with the aim of empowering young people to tackle bullying behaviour in their schools.

• Participate in supervision at agreed intervals with the Programme Coordinator and additional trainings and briefings as assessed appropriate.
