We are seeking someone with proven experience supporting individuals with mental health and/or dual diagnosis, with strong knowledge of mental health conditions, recovery approaches, and relevant legislation. The role requires excellent communication, partnership-building, and case management skills, alongside the ability to work independently, as part of a team, and to support new staff or volunteers. You should have experience in planning and delivering initiatives such as groups, events, or volunteer programmes, as well as strong organisational, IT, and administrative skills. A solid understanding of safeguarding, risk assessment, and local recovery services is essential, along with the confidence to represent the organisation externally and manage work effectively under pressure.
When will I be working?
You will be required to work between 2:00pm – 10:00pm. Hours are scheduled on a rolling rota, which includes weekends and bank holidays.

How Homeless Health Peer Advocacy Works
HHPA helps people experiencing homelessness overcome the barriers that prevent them accessing healthcare.
Many people face significant challenges navigating health services. Appointments can be difficult to attend, treatment can be confusing, and previous experiences of stigma, trauma or exclusion can make healthcare feel inaccessible. Without the right support, people often delay seeking help until their health has deteriorated.

HHPA Client
HHPA provides practical, person-centred support that helps people access the care they need while building the confidence to manage their own health. Rather than providing one-off interventions, HHPA works alongside people over time, developing trusted relationships, responding flexibly to changing needs and supporting people to become more confident and independent.
The service combines the expertise of skilled Caseworkers with the unique insight of trained volunteer Peer Advocates who have lived experience of homelessness. Together they provide one-to-one advocacy, practical support and health promotion to help people:
register with healthcare services
prepare for and attend appointments
understand treatment and care plans
navigate hospital admission and discharge
access wider health and wellbeing services
make informed decisions about their health
become increasingly confident in managing their own health.
Alongside one-to-one support, HHPA delivers peer-led health promotion in hostels, day centres, outreach settings and other community spaces. Through informal conversations and group activities, Peer Advocates share accessible information about physical health, mental health and wellbeing, encourage preventative healthcare, identify unmet health needs and help people access support earlier. These conversations often provide the first step towards engaging with healthcare, creating trusted pathways into ongoing advocacy and reducing the need for crisis intervention.
Rather than doing things for people, HHPA works alongside them—building trust, reducing barriers and enabling people to become active participants in their own healthcare. This relational, peer-led approach improves individual health outcomes while strengthening partnerships across health, housing and homelessness services, helping more people access coordinated, person-centred care.
The Role
The HHPA Development Manager is a key leadership role within Groundswell's HHPA service.
You'll help shape how people experiencing homelessness access healthcare by strengthening partnerships across London's health, housing and homelessness system while leading the continued development of our Health Promotion programme.
People experiencing homelessness often interact with multiple services but still experience fragmented care, missed opportunities for prevention and barriers to accessing the support they need. HHPA bridges these gaps through trusted relationships, peer-led advocacy and health promotion. This role helps create the partnerships, systems and programmes that make that possible.
This isn't a traditional partnership management role focused on maintaining stakeholder relationships. It's a practical, hands-on leadership role that brings organisations together, supports colleagues to deliver excellent services and identifies opportunities to improve how healthcare is delivered and experienced.
Working closely with the Services Director, Systems Manager and Health and Social Care Lead, you'll help ensure HHPA remains well connected, continually improving and responsive to changing need.
The role combines five key areas of responsibility:
Leading the Service
Providing day-to-day operational leadership, supporting colleagues and helping ensure HHPA is delivered safely, consistently and effectively.
Building Partnerships
Developing strong relationships with NHS organisations, local authorities, homelessness services and voluntary organisations to embed HHPA and strengthen collaborative working.
Leading Health Promotion
Developing and overseeing Groundswell's Health Promotion and In-Reach programme, working with partners to deliver accessible, peer-led health promotion that encourages earlier engagement with healthcare.
Growing HHPA
Using learning from frontline delivery and partnership working to improve services, develop new approaches and support the expansion of HHPA into new boroughs and communities.
Developing People
Supporting, developing and inspiring staff and volunteers through reflective supervision, shared learning and a culture that values lived experience, collaboration and continuous improvement.
Together, these responsibilities make this a varied and influential role where you'll help shape both the future of HHPA and the wider health and homelessness system.
Role Description
As HHPA Development Manager, you'll provide operational leadership for key areas of Groundswell's Homeless Health Peer Advocacy service.
You'll lead the development of strategic partnerships, oversee the delivery and growth of our Health Promotion programme, support and develop staff and volunteers, and identify opportunities to strengthen and expand HHPA.
Working closely with the Services Director, Systems Manager and Health and Social Care Lead, you'll help ensure the service is well connected, evidence-informed and continually improving, so that more people experiencing homelessness can access timely, coordinated and person-centred healthcare.
Building Partnerships:
Develop trusted relationships across health, housing and homelessness services so organisations work together more effectively and people experiencing homelessness can access timely, coordinated healthcare.
Build and sustain relationships with NHS organisations, local authorities, homelessness services and community partners.
Support the Services Director to develop relationships with commissioners and strategic partners.
Represent Groundswell at operational meetings, networks and multidisciplinary teams.
Champion peer-led health advocacy and the involvement of people with lived experience.
Work with partners to identify shared challenges and develop practical solutions.
Embedding HHPA in Local Systems:
Help ensure HHPA becomes an established and valued part of local health and homelessness systems by strengthening collaboration and improving access to the service.
Embed HHPA within partner organisations' day-to-day practice.
Strengthen collaboration between HHPA staff and local services.
Develop and improve referral pathways.
Support timely, appropriate referrals and monitor referral activity.
Identify and resolve barriers to effective partnership working.
Work with the Systems Manager to strengthen systems that support collaboration.
Leading Health Promotion:
Lead the development of Groundswell's peer-led Health Promotion and In-Reach programme, helping people engage with healthcare earlier through accessible, trauma-informed support in hostels, day centres and community settings.
Develop partnerships that expand Health Promotion opportunities.
Oversee delivery across boroughs.
Develop accessible health information with communications colleagues.
Monitor quality, impact and learning and produce reports for funders
Ensure activities are delivered safely, including venue risk assessments where required.
Leading and Developing People:
Create a supportive, high-performing culture where staff and volunteers can thrive.
Line manage a team of Caseworkers and support volunteers.
Provide reflective supervision that encourages learning, wellbeing and high-quality practice.
Promote continuous learning and reflective practice.
Working alongside the Volunteer Management team, support volunteer recruitment, induction and ongoing development.
Foster collaboration, accountability and shared learning across teams.
Use coaching and asset-based approaches to help staff and volunteers recognise their strengths, build their skills and reach their potential.
Improving Services:
Use learning from partnerships, health promotion and complex casework to strengthen HHPA and improve system responses.
Work with the Health and Social Care Lead to improve multi-agency responses.
Identify opportunities to develop and expand HHPA.
Support the introduction of services in new boroughs.
Share innovation and best practice across the organisation.
Contribute to continuous improvement.
Supporting Service Delivery:
Alongside your strategic responsibilities, you'll help ensure HHPA delivers a responsive, safe and reliable service every day.
Participate in the HHPA duty system, including occasional early and late shifts.
Maintain effective communication with partners around referrals and triage.
Work with colleagues to resolve operational challenges.
General Responsibilities:
As a member of the HHPA leadership team, you'll contribute to the wider development of Groundswell.
Contribute to organisational planning and Team Leads meetings.

This exciting new role sits within REUK’s Education Pathways work which has been in a pilot phase for the last few years and is rapidly growing now that the UK government has made a commitment to expanding safe and legal routes to higher education in the UK for refugee students.
Higher education provides a transformative pathway for refugee youth, but establishing sustainable institutional access routes requires systemic collaboration. This role will lead the growth, formalisation, and management of university partnerships required to make an education pathway to the UK grow and flourish. You will oversee the complete partnership lifecycle: from university outreach and onboarding (including negotiating formal agreements at senior level), to enabling the formation of campus welcome groups, leading on initial and ongoing university and welcome group training and support, and monitoring and improving all university-facing processes within the pathway.
The postholder will work alongside a newly created Students Lead role, enabling you to focus on the institution-facing workstreams, while student-facing onboarding, welfare, and direct casework are handled by your counterpart.
This is a critical role within a small, high-capacity specialist unit within REUK. Because this is an emerging and new area of work you must be comfortable working with risk and ambiguity, refining and learning rapidly as parameters evolve. You will be an allrounder - as comfortable presenting to university executive boards and Vice-Chancellors as you are drafting MoUs, establishing Terms of Reference, organising and facilitating institutional training, and handling complex partnership operations independently.
Role outcomes
1. UK universities actively partner with REUK to create, expand, and sustain dedicated safe and legal education pathways for displaced students. To this end, key responsibilities include:
Developing and executing a national university engagement strategy to identify, pitch to, and secure new partner universities across the UK higher education sector.
Engaging directly with key university representatives - including Vice-Chancellors, Pro-Vice-Chancellors, Heads of Admissions, Sanctuary staff and key academics - to build institutional buy-in and secure long-term commitment to refugee education pathways.
Negotiating university support packages, including as appropriate fee waivers, scholarship or bursary structures, and accommodation commitments.
Nurturing and strategically managing existing university partnerships to ensure institutional sustainability, high-level engagement, and year-on-year growth in pathway placements.
Representing REUK where appropriate in sector-wide higher education networks and working groups on displaced student pathways.
2. Partner universities establish institutional frameworks, well-trained staff networks and campus welcome groups to receive refugee education pathway learners. To this end, key responsibilities include:
Guiding universities in establishing and structuring sustainable on-campus welcome groups (bringing together university staff and students) to support the welcome and integration of education pathway students.
Designing and delivering high quality training sessions for on-campus welcome groups and other key staff members.
Developing practical toolkits, guides, and frameworks for university staff to accompany above training.
Collaborating with the Students Lead to ensure campus welcome structures integrate with REUK's student support mechanisms.
Advocating within partner institutions for structural policy improvements (e.g. contextual admissions and flexible documentation policies).
3. University partnership governance, agreements, and operational systems run effectively and efficiently. To this end, key responsibilities include:
Drafting, negotiating, and finalizing formal Memoranda of Understanding (MoUs), Terms of Reference (ToRs), and operational service agreements with partner universities.
Managing all administrative and governance aspects of university partnerships independently, including contract tracking, partnership reviews, and operational timelines without junior admin support.
Coordinating institutional admissions frameworks and placement quotas with university registry and admissions departments.
Serving as the primary point of contact for senior university leads when strategic, structural, or other partnership challenges arise
Maintaining robust data systems and records relating to university commitments, funding allocations, and institutional agreements.
4. REUK’s Education Pathways university partnerships work is robustly evaluated, financially sustainable, and aligned with REUK’s broader strategy. To this end, key responsibilities include:
Reporting directly to the Education Pathways Lead on partnership growth, institutional engagement metrics, and strategic pathway goals.
Working in close alignment with the Students Lead to ensure institutional frameworks effectively support cohort needs and programme delivery.
Collecting sector data, university feedback, and institutional metrics to demonstrate impact to funders, university boards, REUK’s board of trustees, and government stakeholders.

Higher Education sector expertise: Deep understanding of UK university governance, executive structures, admissions procedures, international frameworks, and sanctuary initiatives.

About Woman's Trust
The charity was established in 1996 to meet the gap in specialist mental health services. Woman’s Trust is led by and for women and aims to ensure that women affected by domestic abuse can live a life free from further harm and abuse. Our approach is trauma-informed and person-centred, empowering survivors on their journey to recovery from the trauma. Alongside delivering our existing 1-1 counselling, self-development workshops and therapeutic support groups for women who have experienced domestic abuse, we are focused on developing our innovative mental health services for young women and girls, delivering new peer-led support groups and providing therapeutic groups to children and their mothers. We are also committed to developing further awarenessraising workshops and training for professionals, building on our research and policy to improve systems nationally.
About the role
The Volunteer Coordinator is responsible for coordinating the recruitment, onboarding, engagement and retention of volunteers across Woman's Trust.
Working closely with managers across the organisation, the postholder will oversee the end-to-end volunteer journey, ensuring volunteers receive a positive, inclusive and well-supported experience from application through to departure.
The role will coordinate recruitment for all volunteer opportunities, including volunteer counsellors, facilitators, administrative volunteers, finance volunteers, fundraising volunteers and other volunteer roles as required. The postholder will also lead initiatives to strengthen volunteer engagement, recognition and retention, helping to build a sustainable and diverse volunteer community that supports the organisation's mission.
The role works closely with the HR & Operations Manager to ensure volunteering practices remain compliant with safeguarding, GDPR, organisational policies and best practice guidance.
Hours: Part-time, 14 hours per week (0.4 FTE).
Location: Woman’s Trust premises including co-location with statutory partners and community partnership locations.Woman’s Trust operates a hybrid working model with a minimum of 50% to be on-site.
