Our client

Morgan Hunt is currently working with a large Housing Association to recruit a Tenancy Services Officer / Housing Officer for a temporary period of approximately 3 months with the potential for extension. The patch will cover approximately 500 properties in the Cheshire West area (Ellesmere Port, Blacon, and Merseyside) with the expectation of being visible across the patch for at least 50% of the working week.

The role

As a Tenancy Services Officer / Housing Officer you will;

• Identify support needs and deliver person-centred actions, either directly or through partner agencies, along with information, advice and guidance.
• Be visible out in the community and be the first point of contact, getting to know our customers and tailoring service to their needs.
• Take ownership for customer queries through to a successful resolution and ensure lessons learnt are built into future service delivery.
• Use the pre-tenancy assessment process to identify and deliver any additional support, ensuring allocations are sustainable.
• Deliver targeted actions and interventions in partnership with external stakeholders to improve the sustainability of communities.
• Ensure empty properties are re-let in the most efficient and effective way by adopting an innovative and dynamic approach to marketing and allocating.
• Be responsive to incidences of Anti-Social Behaviour using a range of tools and techniques to prevent and tackle issues and adopting a multi-agency approach. To include preparing legal cases and taking them to court and providing support and protection for all parties involved.
• Plan and deliver effective resident engagement events and campaigns, taking time to listen and act on feedback.
• Record the outcomes and impact of engagement, promote to residents and use the results to improve satisfaction levels and make meaningful improvements.
• Promote the principles of safeguarding whilst having a comprehensive understanding of child protection and vulnerable adult issues.
• Complete regular inspections and manage all communal areas to ensure that health and safety regulations are complied with, including keeping areas free from hazards, and implementing the recommendations from Fire Risk Assessments.
• Support the delivery of robust income management recovery service, starting with new rent accounts at tenancy sign up.

The candidate

• Experience in a customer facing role, covering all aspects of generic housing management.
• Experience of working with specialist external support groups and agencies.
• Experience of dealing effectively with a diverse range of customers
• Understanding of welfare benefits and financial inclusion
• Understanding of Welfare Reform and options to mitigate risks for residents.
• Solid working knowledge of safeguarding
• Excellent analytical & communication skills, both written and verbal
• Good numeracy skills and the ability to understand and interpret financial information.

About the role:

As a Resettlement Worker and Domestic Abuse Specialist, you will work in person and remotely with clients who have support needs, in particular, those who are survivors of domestic abuse. In conjunction with other members of the Partnership, you will support our clients to engage with services and find accommodation solutions. You will work in a person-centered way to get the best prevention, relief and support outcomes for the client.

Main duties:

• To work with clients with support needs, to engage with their prevention, relief or advice goals by; Agreeing with them a support plan to deliver the actions identified in the Personalised Housing Plan. 
• Undertaking specific short term interventions to progress a client’s prevention or relief goals, including providing advice and support to enable individuals to improve their health and wellbeing. 
• Providing advice and signposting to support clients to access relevant housing and wider support services. 
• Working in partnership with RMG Caseworkers to deliver holistic housing and support service. 
• Providing support to clients to access private rented and supported accommodation options. 
• Referring to specialist internal and external support services as appropriate, including health, addiction and employment services.

General responsibilities:

• With your line manager, to continuously develop the role to ensure that all tasks are being undertaken in an effective and appropriate manner which meets the strategic aims and objectives of The Passage and the HSS Partnership. 
• To participate in internal/external meetings as required, and attend training events, conferences and other functions as necessary. 
• To participate in regular supervision, reflective practice and annual appraisal, and help in identifying your own job-related development and training needs. 
• To ensure that all The Passage and Partnership policies and procedures are being adhered to, particularly those relating to Health and Safety, Code of Practice Data Protection and Confidentiality. 
• To contribute to the effective implementation of The Passage’s Diversity and Equality Policy. 
• To at all times undertake your role in a professional manner maintaining a high quality standard of work, and to always work in accordance with the aims, values and ethos of The Passage1 and the Partnership. 
• Undertake any other duties that may be required which are commensurate with the role.

Desired experience:

• Experience of face to face working with vulnerable or socially excluded adults. 
• Experience of working collaboratively with voluntary, statutory and private sector agencies. 
• Experience of assessing client needs and delivering psychologically informed interventions to ensure client needs are identified and met. 
• Experience of working within a team to achieve strong and effective relationships with others to achieve organisational aims and objectives. 
• Experience of working in a day centre, hostel or resource Centre environment.

Desired knowledge:

• An awareness of the issues that face street homeless and vulnerable people. 
• A basic knowledge of the main housing legislation and housing options, relating to homeless and vulnerably housed people. 
• Knowledge of the skills and attitudes needed to support clients within a psychologically informed framework. 
• A working knowledge of the main welfare benefits in the UK. (Desirable) 
• Knowledge and understanding of safeguarding procedures.

Using a gender and trauma-informed approach, the Outreach & Engagement Worker will deliver 2-4 daytime outreach sessions per week in Manchester alongside partners, colleagues and volunteers. They will also attend the Street Engagement Hub weekly to provide specialist support to women attending this multi-agency hub. They will provide brief interventions and casework support to women supporting their needs holistically.

You will work with other members of the MASH team to achieve the following outcomes:

• To improve women’s health
• To improve women’s wellbeing
• To increase women’s safety
• To enable women to identify and achieve their goals
• Women who sex work are heard, understood and experience less stigma
• Other agencies and policymakers understand the needs of women who sex work and are more effective at supporting them

Since 1991, MASH has been at the forefront of supporting women in and around Greater Manchester who are, have been or may start sex working and who are facing multiple disadvantage. We were founded as a social justice organisation, starting out as a grassroots, community led response to the HIV/AIDS crisis and we have continued to support women at the sharpest end of inequalities ever since.

Whilst the nature of sex work, the context in which we operate and the support we provide has changed dramatically over the last thirty years, one thing has remained constant: MASH continues to be a haven for some of the most marginalised women in Greater Manchester –  women who fall through the gaps, are under served by mainstream services and face stigma, discrimination and multiple barriers to accessing the support they need. At MASH, we meet each woman where they are at and stay with them for as long as it takes for them to get to where they want to be. Crucially, our support is gender and trauma informed and responsive and we bring decades of experience of appropriately supporting women in ways which work for them.

• Tapping into your previous experience in help desk support, multitasking to troubleshoot and repair issues, you will be providing technical support via our helpdesk to colleagues, resolving issues promptly and efficiently.

About the role

As a Lived Experience Coordinator, you’ll deliver a programme of involvement activities with the aim of ensuring the views and experiences of individuals with lived experience of bad housing or homelessness informs all of Shelter’s work. We’ll also rely on you to deliver involvement activities across the organisation which will shape the ongoing design, delivery and governance of our work. People with lived experience will be involved in a range of ways too, including involvement groups, taking part in events within local communities, co-designing services and campaigns, sharing stories and speaking out about the housing emergency. The overriding aim is to work closely alongside people with lived experience to influence and steer the direction of Shelter’s work, so that lived experience informs everything we do.

About you

To succeed, you’ll need the ability to facilitate involvement groups and other activities to involve people with lived experience in Shelter’s work while ensuring a safe and inclusive space where everybody can contribute. The ability to plan and co-ordinate involvement activities with local teams, with several activities running during the same time period, is important too, as is a flair for developing successful relationships with colleagues across a large organisation, as well as with local organisations and partners. Some experience of presenting information verbally and in writing is also required, as is proficiency using IT tools to carry out your day-to-day work, including case management systems, Microsoft Office, internet, email and online meetings.
