Senior Programme Manager - International Partnerships
This newly established role will help deliver a new WFD workplan on International Partnerships.
WFD’s strategic 2.1 goal focuses on consolidating a summit process to follow up the three Summits for Democracy that were initiated by the US administration. Funding for this work is confirmed for the 2024/25 financial year but, with a strong possibility this role, could continue.
The Senior Programme Manager - International Partnerships will be the dedicated person assigned to this workplan and will therefore play a vital coordinating role. The CEO will be the accountable officer and will line manager the Senior Programme Manager - International Partnerships.
The Senior Programme Manager - International Partnerships will have lead responsibility for managing various relationships and activities. A range of key relationships, which will vary in line with the key activities, inside WFD, with the FCDO sponsor team, and with some of the other partners in relevant international organisations. The central activity is the Democracy Action Partnership to be held in the margins of the Bali Democracy Forum in December 2024.

Essentially you should have specific experience and skills in the following areas.

We're looking for an ambitious and proactive Head of Development to join our small, passionate team and support the delivery of our mission.
About the Role
The Head of Development will work closely with the CEO, Head of Programmes & Funding and Head of Operations & Finance, as part of the SLT, setting the strategy and taking responsibility for income generation across Frank Water including charitable fundraising as well as commercial sales and development through our Social Enterprise.
You will lead an integrated communications strategy which includes thought leadership, brand development, communicating impact, agreeing marketing messaging of commercial opportunities and of fundraising opportunities.
You will play a pivotal role in integrating income generation across the charity and the social enterprise, setting and driving the strategy to increase income from fundraising and communications, and developing delivery of the social enterprise services and products.
Your team, who you’ll work with and line manage to deliver the strategy comprises the Fundraising & Communications Manager, Corporate Partnerships Manager and Commercial Manager.
Key Responsibilities:

Ensure a diverse and balanced income portfolio to include philanthropy, legacy fundraising, community and individual giving, corporates, events and commercial (including income from products, services and festival activity via the social enterprise).

What We're Looking For
The ideal candidate will have experience in income generation through fundraising and/or through commercial channels, with a proven track record in securing 6 figure gifts and/or contracts. You will be entrepreneurial and dynamic, keen to make your mark and develop sustainable income streams to enable increased impact for the environment and communities we work with. You are a natural relationship manager with high emotional intelligence and a proven track record of managing teams with a professional, enabling style.
You will be proactive, organised, and an excellent communicator with strong attention to detail. You will have proven your communications skills and have a gift for quickly building strong working relationships with internal and external stakeholders. You are self-motivated, tenacious, and solutions focussed.
It is essential you’re passionate about social and environmental change and you will be keen to develop an understanding of all aspects of our work. You are able to travel throughout the UK when required to meet donors and partners (TOIL where appropriate). There will be opportunities to visit our projects overseas and you will be comfortable to travel for up to two weeks at a time when these opportunities arise.
You’ll have experience, or be ready to take on the challenge of working in a small, dynamic and ambitious organisation where the scope of work is broad and you’re happy to work on all levels, where days often include both strategic meetings and getting ‘stuck in’ with the team.
You’ll be able to work from our central Bristol office at least one day a week, enabling face to face working with the team and opportunity to support the SLT in building a collaborative and supportive culture.

The WaterAid Data Operations Team works in close collaboration with colleagues in the wider Community and Fundraising directorate as well as Finance, and the team plays a vital role ensuring that WaterAid UK adopts an insight-led and data-driven approach to maximising return on investment in fundraising and campaigning activity.
The Data Operations Team is responsible for the day-to-day running of WaterAid's CRM and Integration Hub. This responsibility requires that the team manage the input of data from external sources (import files from multiple agencies) via the Integration Hub and for the output of key financial processes such as the Gift Aid and Direct Debit claims, while ensuring that the systems are always available to end-users and that security and access are managed in accordance with best practice.
The team also hosts the Data Support function, providing resolution to most Data Operations related cases and allocating cases to other members of the wider department where appropriate.
About the Role:
As our positive and proactive Data Operations Officer you will play a crucial role in ensuring that key processes are efficiently executed and help to coordinate incoming support requests to the team. You will play a key role in ensuring the integrity and accuracy of WaterAid's fundraising data, carrying out data quality checks and financial reconciliation.
You'll also be responsible for carrying out key financial processes from the database, such as Direct Debit and Gift Aid claims. We're looking for someone who is motivated and enthusiastic, with a high attention to detail and the ability to use their initiative to solve problems.

- Experience of working with data in a relational database
- Great verbal and written communication skills
- Excellent IT skills, with advanced experience of using Microsoft Excel and Word

Role description
Results UK has a long and successful history of engaging with UK parliamentarians around international development issues and providing them with the briefings and questions they need to raise these issues in parliament. As the Parliamentary Advocacy Officer for Child Health, you will lead our parliamentary work on global child health issues (routine immunisation and polio eradication in particular) in line with our new strategy and commitment to equity. You will have a good understanding of how the UK Parliament works and how to engage parliamentarians in our issues.
You will lead relationships with UK parliamentarians around child health, including providing the Secretariat for the APPG Vaccinations for All.
Key responsibilities
Parliamentary advocacy

Working with the Head of Parliamentary Advocacy and others in the organisation to develop and implement a high impact and politically astute advocacy strategy for child health.

Alongside the specific global education strategy, contribute to the development of Results’ overarching parliamentary advocacy strategy, working closely with the Head of Parliamentary Advocacy and other members of the team.

Lead on the parliamentary work on child health for ResultsS UK, by building and strengthening relationships with MPs and Peers that result in their championing the end of poverty, specifically on malnutrition, and building support for nutrition interventions.

Provide the secretariat function to the All-Party Parliamentary Group (APPG) Child Health. The APPG secretariat/coordinator function includes guiding the Group’s work programme and activities, arranging meetings and events, corresponding with the APPG Officers and Members, briefing MPs and Peers to ask questions or speak in parliamentary debates and representing the Group externally, for example with the FCDO, Gavi, the Vaccine Alliance, the Global Polio Eradication Initiative, UNICEF and others.

Lead the planning, delivery and evaluation of Parliamentary Delegations to other countries and advocacy tours to the UK, working with the relevant Policy Advocacy Officer and others in the Parliamentary Team.

Work closely with the Grassroots Advocacy Team to ensure parliamentary and grassroots campaigning activity is coordinated and the greatest impact is achieved between the relationships our grassroots campaigners build with their local MPs, and the work led from the office to support MPs in Parliament.

Person specification
This role is ideal for someone with public affairs or political advocacy experience, preferably in the UK, who understands the way that political decisions impact global poverty and wants to influence these decisions. A strong understanding of and passion for global health issues, particularly those that relate nutrition. Equally important is a proven ability to quickly gain an understanding of a complex new area and translate it into succinct, clear, achievable recommendations.
This post will provide excellent opportunities for leading parliamentary advocacy to deliver real change in funding and policy outcomes on child health and other issues; for building and deploying a strong understanding of key international development issues; and experience of working directly with UK parliamentarians and other actors across the international development sector.

About the role
The role seeks to maximise Christian Aid's income by building relationships with trusts within the small trust mailing programme. The post holder will be directly responsible for securing approximately £400,000 in unrestricted, emergency and co-founding income though a small trusts and supporting with activity across the mid-value team (in which the role sits) including wider mid-value campaigns and stewardship activity.

We are looking for an experienced institutional funding expert to lead and manage a busy portfolio. This is a role in which the successful candidate will need to juggle multiple and complex projects. Key duties will include:

Context
Through our flagship annual report and Gender and Health Index, GH5050 provides the only bird’s-eye view of gender, inclusion and equality in the global health sector today. The report assesses 200 organisations annually across a core set of variables on policies and practices to tackle power and privilege imbalances within the workplace, the gender and geography of organisational leadership, and whether gender is considered in any organisations' external-facing programmatic or policy work.
Based on an approach honed over seven years by Global Health 50/50, GH5050 is planning to produce rigorous data on the state of gender equality, including within career opportunities / structures, in the law/justice, and finance/economics sectors. In the law/justice sector we will review approximately 200 organisations at the global level, and then apply a similar approach and methodology at the country level (likely to be Kenya and one other country). Working with research and advocacy partners, supported by an advisory group, legal experts and a team of research consultants, GH5050 also plans to leverage the data to engage with the assessed organisations directly. About the Role:

The RWA currently has 11 staff, based in 6 countries, and we have plans to build the team to around 18-20 over the next couple of years, to extend our delivery from 2 countries (currently Nigeria and Bangladesh) to 6, and to secure additional financing to complement the investment we have secured from the UK Government.
This is an exciting time to join the RWA as we move from our early inception phase to implementation and delivery. We are looking for someone who wants to help us shape and build the RWA in this next phase of work. In this role, you will create and lead the business operations for the team, making sure the RWA is able to deliver its full potential.
The role will include the following responsibilities:
- Business planning: lead work on annual business planning and the development of a 5 year plan, bringing in others in the team and externally to support this work and ensure buy-in. The plan will need to show how the RWA is delivering on funders' objectives as well as demonstrating how the RWA will work with new partners and expand and consolidate its operations, funding and impacts.
- Financial oversight: manage financial activities to ensure the strong performance of the RWA, including regular financial reporting, budgeting and forecasting. The Director will manage the organisation's grant awards, reporting, accounts/audits and contracts with partner organisations, including procurement. They will support the CEO and others on fundraising, and will advise teams (including those in country) on budget availability to inform activities. They will need to work with WaterAid teams on all of these areas, and ensure compliance with WaterAid policies.
- Transition to independence: work with the CEO on plans for the RWA's independence from WaterAid, setting out and analysing options and making recommendations on structure, policies, governance, financing and timing, and overseeing the smooth transition from incubation within WaterAid to RWA being an independent not-for-profit organisation. The Director will need to consider legal, financial, governance, reputational, HR and other elements, seeking relevant external advice to ensure that the transition works for both the RWA and WaterAid. They will also advise on the creation of a Board and Advisory panel, and other relevant structures and relationships.
- Programme and project management: build out programme and project management for the RWA at both a global and country level, including internal reporting, updates and management of team's resources, and risks. Provide frameworks for effective decision-making and information management - including stakeholder databases; monitoring, evaluation and learning (MEL); and knowledge management.
- Operational delivery: the Director will oversee the day-to-day internal operational activity of the RWA, and will need to deputise for the CEO in internal and external meetings. 1. Background:
The Foreign, Commonwealth and Development Office (FCDO) Research Commissioning Centre (RCC) has been established to commission and manage quality, equitable research at value to inform international development priorities in the UK and globally. Led by the International Initiative for Impact Evaluation (3ie), the University of Birmingham, and a consortium of 17 UK and global research partners, the RCC aims to commission different types of high-quality research in FCDO’s key priority areas. The FCDO is expecting to deliver 20-30% of its total research budget through the RCC within a four-year time frame (total research budget was roughly £300m in 23/24).
The RCC has been operating since June 2023, working very closely with FCDO’s research teams through an early pilot phase. The key objectives of the RCC are to deliver ‘world class’ research commissioning processes and to build and manage a coherent R&D digital platform for the FCDO. These will promote equitable and streamlined access to FCDO funding and accelerate paths to research impact. This involves addressing the challenges associated with research bureaucracy, as highlighted by the Independent Review of Research Bureaucracy.
During the pilot phase the RCC has set up early processes and mechanisms ahead of the first research commissions, which launched in April 2024. Progress has been made to develop a digital platform for FCDO research and to build an R&D brand identity. We are now recruiting a full-time Director to lead the RCC through the next four years to implement the RCC’s vision, consolidate and deepen strategic connections across the consortium and wider networks within the sector, and direct and manage teams and resources towards delivery of a ‘world-class’ commissioning centre.
It is in this exciting context that 3ie seeks an outstanding candidate to serve as the Director to lead the Research Commissioning Centre. The Director will be supported by a secretariat and will report to the Executive Director of 3ie and to the Steering Committee of the RCC (this will include representatives from the FCDO, the consortium, and externals). The secretariat will include three units; an academic delivery unit, a programme management, due diligence, contracting and finance unit, and a stakeholder engagement, communication, and impact unit, and is projected to grow to 20+ positions over the course of the next 12 months. The Director will be a 3ie employee (or seconded from their existing institution) whose terms of employment are contingent upon the FCDO project financing their position.
The position covers a wide range of responsibilities including:
- Setting the strategic direction for the FCDO RCC and its role within the broader FCDO research brand to ensure the core objectives and vision are delivered
- Leading the FCDO RCC secretariat and operations within the Centre, including effective allocation of resources to implement workplans agreed with the FCDO
- Liaising closely with FCDO Senior and Programme Responsible Owners (SRO/PRO) and research team leads to identify and respond to research commissioning needs
- Oversight of all research commissions, including ensuring access to the right academic expertise and development and implementation of world leading processes for research commissioning

2. About 3ie
The International Initiative for Impact Evaluation (3ie) promotes evidence-informed equitable, inclusive, and sustainable development. We support the generation and effective use of high-quality evidence to inform decision-making and improve the lives of people living in poverty in low- and middle-income countries. We provide guidance and support to produce, synthesise and quality assure evidence of what works, for whom, how, why and at what cost.
We do so through evidence programmes, production of public goods, professional services, and support for institutional advancement initiatives. The evidence programmes include impact evaluations, implementation research, replication studies, systematic reviews, and evidence gap maps. Our work encompasses a wide range of topics, sectors, and themes, including health systems and services, nutrition, and related social sector programmes.
3ie is registered as a non-governmental organisation in the United States. We have offices in New Delhi, London and Washington, DC.
3. Role Summary:
The Director of the RCC will be responsible for the day to day running of the RCC and implementing the vision of the FCDO RCC as a leading, responsive, equitable and efficient funder and custodian of world-class, policy-relevant, and impactful research (addressing and) informing the global challenges of our time. The individual will do so through developing and nurturing the FCDO and 3ie (and consortium) partnership and oversee the strategic planning, implementation, and delivery of the FCDO RCC programme.
The ideal candidate is a visionary leader passionate about leveraging research for global development impact.
The position will be based in the UK/ London, on a remote work basis, but with regular in person interaction expected with the stakeholder teams.
4. Key responsibilities
4.1 Strategic Leadership and Vision:
- Define and implement strategic goals and ambition in alignment with the RCC’s vision and FCDO’s overarching research objectives
- Develop long-term strategies for scaling up research initiatives, with a focus on achieving measurable impacts on UK global development priorities
- Develop and promote culture of lessons learning and continuous improvement and innovation conducive to world class commissioning and cutting-edge research in FCDO’s key priority areas
- Report progress and strategic insights regularly to the Executive Director of 3ie and the RCC Steering Committee
4.2 Research Commissioning and Management:
- Oversee the development of the RCC operational framework, including the commissioning process
- Oversee the research commissions, from scoping and development of calls for proposals, through proposal review and selection, to due diligence and contracting
- Ensuring transparency, efficiency, and adherence to ethical standards in all the RCCs work
- Facilitate transparent and effective communication between all parties involved in the research commissioning process
- Oversight of the progress of research commissions to ensure they meet predefined objectives and quality standards
4.3 Partnership and Network Development:
- Engage and collaborate with other UK Government R&D funders and the broader research community to ensure the RCC effectively shares lessons and adopts world class, ethical, inclusive, and impactful research commissioning practices, whilst aligning and reducing burden on research where possible
- Engage with the Bureaucracy Review Reform and Implementation Network (BRRIN) led by the UK Government Department for Science, Innovation and Technology
- Strengthen relationships with existing partners in the RCC consortium through regular engagements and oversight of RCC commissions
- Engage with international research communities to exchange knowledge, best practices, and actively seek new partnerships to enhance research capacity and output
- Develop targeted strategies and approaches to capacity-strengthening programmes to enhance the skills and knowledge of RCC stakeholders to respond to requests for proposals
- Advocate for and support the principles of inclusion and equitable partnerships within all research activities
4.4 Operational and Financial Oversight:
- Lead the RCC secretariat and ensure the effective administration of the Centre’s operations
- Oversight of budgeting, financial planning, and resource allocation to ensure sustainability of the Centre’s activities
- Implement risk management strategies to mitigate potential challenges impacting research timelines and outputs
4.5 Capacity Building and Team Leadership:
- Develop targeted capacity-strengthening programmes to enhance the skills and knowledge of RCC stakeholders, including the RCC team itself, consortium partners, and the wider research institutions network. Special attention will be given to partners from the global south, to help ensure a levelling of the playing field
- Mentor and guide RCC staff, fostering a culture of excellence, continuous improvement, and ethical conduct
- Lead and motivate the team to achieve high performance and meet research commissioning targets
4.6 Stakeholder Engagement, Communication, and Impact:
- Oversee the development and implementation of the strategic engagement and communications strategy for the RCC
- Oversee the development of RCC’s approach and systems for developing and tracking evidence use and impact of RCC commissioned research
- Ensure all RCC-commissioned research includes planning for stakeholder engagement and evidence uptake and use
- Contribute to thought leadership to amplify RCC’s work, reflect on lessons learned and showcase impacts.
- Regularly engage with the FCDO, academic institutions, policymakers, and other stakeholders to align research activities with broader policy goals
- Represent RCC in national and international forums to promote the RCC, lessons, impacts and innovations from the RCC
- Through regular engagements with key stakeholders in FCDO and the UK government, advocate for the use of evidence to inform decision-making
- Oversee the development and management of the upcoming Digital Platform for commissions, results, and impacts
4.7 Innovation, Evaluation and Learning:
- Encourage the use of advanced and innovative technologies and methodologies in research commissioning and management
- Ensure that innovation and lesson learning is embedded in the RCCs ways of working, through for example lessons learnt log and after-action reviews
- Oversee the development and implementation of evaluation and learning frameworks to assess the effectiveness and continuously improve the relevance of commissioned research
5.Qualifications and skills
5.1 Education and Work Experience
- Educational Background: Master’s degree or higher in International Relations, Public Policy, Development Studies, Economics, or a related field
- Professional Experience: Minimum of 15 years of progressive leadership experience in research management in international development or a related field
- Partnerships and Networks: Track record of building strategic engagement with research funders and relationships across the research network; and building and managing partnerships across geographies and disciplines
- Research Commissioning: Track record of successful research commissioning and management, including adopting and testing innovative approaches and solutions to increase effectiveness and inclusion
- Research Expertise: Experience in managing large-scale research projects and working with international development agencies is highly desirable
- Research-Policy interface: A deep understanding of the research to policy interface, including a track record of either conducting of managing research with policy impact
- Familiarity with FCDO or Similar Entities: Knowledge of FCDO’s operational framework and objectives, or experience working with similar international development organisations
- Publications and Thought Leadership: A record of publications or contributions to influential reports or thought leadership in relevant fields

The Digital Transformation Manager leads THET’s efforts to transform our own programmes of work and the way THET operates, and also that of the Health Partnership community to better incorporate and enable best practice in digital solutions. The Digital Transformation Manager will work with teams across the organisation to consider how in every aspect of THET’s work we can transform our use of technology to achieve greater efficiencies and effectiveness, improve inclusivity and equity, and whilst reducing our carbon footprint. Digital Transformation is a key enabler for the organisation to help advance access to health services in low-and-middle-income countries, via activities such as building online communities, online learning for health workforces in complex and humanitarian settings, e-health, amongst others. Russia’s invasion has resulted in mine laying and explosive contamination on a scale not seen in Europe since the Second World War, including across vast tracts of farmland. This prevents agricultural production, which is critical to Ukraine’s economy and global food security. Across seven regions, more than 1,000 local Ukrainian staff have already enabled the removal of more than 19,000 explosive items and the clearance of more 3.1 million m2 of land- bringing safety to communities and supporting Ukraine’s economic recovery.

- Support senior HALO staff, advocates and trustees to engage and inspire individuals linked to agreed relationships
- Work with international programme teams to ensure the development of high-quality proposals and reports to tight deadlines
- Contribute to departmental strategic priorities including supporting the stewardship of other major relationships, follow up of new opportunities, and the development of philanthropic products for wider use. Deputise for the Head of Global Grant Partnerships where required
- Manage donor records and correspondence in Salesforce
- Work closely with Philanthropy and Partnerships (Gov funding) colleagues in the USA, UK, Europe, Middle East and overseas programs as part of a distributed team to provide support to global fundraising efforts
Essential Requirements:
- Three years' experience of personally leading successful relationships with high value philanthropic donors (Trust and Foundations, corporates or high net worth individuals or equivalent), including those giving at the six or seven figure level
- Experience of building effective relationships with advocates linked to philanthropic donors
- An excellent communicator with the ability to build relationships with staff and colleagues in different cultural environments
- Outstanding written skills with the ability to work with programme and finance colleagues to design robust project proposals, reporting, and monitoring and evaluation
- Confident in working with financial information including project budgets
- Excellent written and verbal skills with strong attention to detail
- Outstanding interpersonal skills including ability to demonstrate tact, sophistication and gravitas
- Experience of working with a fundraising database to maximise relationship development
- A commitment to HALO’s mission and objectives
- Strong intellectual curiosity and the ability to articulate HALO’s various programmes and strategies in a compelling way
- Tenacious, self-starting, and able to thrive in a fluid, entrepreneurial context
- Collaborative, team player, with a low-ego and a positive and upbeat approach.
Desirable:
- Experience of high value fundraising in the following areas is desirable: humanitarian and international development, mine action, conflict, the environment / conservation
- Experience of pipeline and relationship development in international markets for example Europe/US and/or the Middle East.
