Job Purpose - Project Delivery Manager 

Responsible for the overall management of a defined project(s); establishing the membership of a cross functional project team; ensuring that the work is done within agreed time, cost, and quality tolerances; ensuring execution; ensuring post project evaluation.

Dimensions

Key Result Areas

• Deliver the definition, planning, development, and operational implementation of a new system(s) across the organisation.
• Developing the Project Initiation Document for Sponsor sign off that ensures effective estimation of cost, timescales, and resource requirements, including a detailed Quality Plan.
• Active management of project progress, scope, budget, risks, issues, resources, dependencies, stakeholders, vendors, and requirements throughout the project lifecycle, escalating to the Project Sponsor, as appropriate.
• Ensuring that Delivery Partners produce robust and realistic detailed project plans which enable critical path analysis, ensuring action is taken where these deviate from agreed tolerances.
• Manage supplier relationships – Using strong negotiation and influencing skills, you will ensure that suppliers / vendors keep to project delivery plans, that SLAs / KPIs are met, and that performance / delivery remains at a high standard. You will lead in the resolution of any blockages / challenges.
• Assuring and overseeing the effective management of all project workstreams to agreed quality criteria throughout the project lifecycle.
• Assuring and overseeing the development and execution of a stakeholder engagement plan to manage relationships, ensuring buy-in, timely involvement and commitment of key stakeholders.
• Put in place governance and control structures for the design, implementation and management of business process, infrastructure, data/data quality design.
• Ensure that robust frameworks are in place for User Acceptance Testing by systems users, project members and maintain oversight/approve resolution plans and changes.
• Support the Head of IT / Director of IT in contract management.
• Assuring the project(s) are managed according to best practice principles and appropriate governance is in place.

Additional Project Information:

You will be leading on the implementation of a real-time care management system built on a Microsoft Dynamics platform. This will be a major opportunity for the organisation to completely reengineer our front-end processes, enabling our support staff to capture data at the point of activity and eliminating paper. Also provide robust management information to effectively monitor the quality and compliance of the services we provide to the people we support. This will assist us in our ambition to be the sector leader in quality, value and personal outcomes.

Why Access Social Care Exists

Everyday millions of older and disabled people are denied the social care they need. Most local authorities can’t meet the growing demand for care, none are confident they can meet their legal duties in the future. This affects all of us, we will all need social care at some point.

We all have a right to hold public bodies to account. But most of us cannot afford lawyers so rely on legal aid. The 77% drop in community care legal aid cases since 2010 means we have nowhere to turn. Without access to justice, our rights do not exist. The rule of law is broken.

About the role

This is an exciting time to join our organisation. We have a new strategy and are growing quickly including across our senior leadership team. We have nearly tripled in size and income since we started operating in April 2020 and we anticipate that this strong growth will continue for the duration of our next strategic period. Access Social Care are an organisation of thirty-six people, and this is a new role in the People team coming at a period of growth to drive a thriving charity and help shape its future.

This is a fast-paced role whose emphasis is on policy / process / systems improvement as well as advising colleagues and managers across the organisation regarding all aspects of the employee lifecycle. You will work with people at all levels of the organisation supporting the People Director on strategy work streams as the organisation continues to grow and evolve.

Responsibilities

• Responsible for all day-to-day HR processes within the employee lifecycle to ensure staff are supported appropriately and legislative responsibilities are fulfilled
• Work alongside the People Director to map or review processes across the employee lifecycle, identify blockers and seek to implement solutions that create efficiency and clarity 
• Advise on employee relations and discuss complex or sensitive cases with the People Director to decide the best course of action, ensuring that cases are resolved in a timely manner or be a trusted advisor to our managers with their people challenges
• Coordinate the delivery of projects, process and policy improvements as defined and prioritised within the People Plan, leading on workstreams as outlined by the People Director
• Support the People Director in sourcing training and learning solutions, and evaluating training
• Provide practical upskilling and training to managers and employees in HR practices and policy
• Coordinate recruitment efforts at Access Social Care, ensuring compliance with employment laws and providing guidance to managers. Manage the recruitment cycle and administration process from job ads to onboarding
• Support staff engagement activities across Access Social Care in conjunction with the People Director. These may include but are not limited to the following initiatives: staff survey coordination, and wellbeing events
• To be a super user and actively promote the use of the HRIS system (Bright HR) and ensure that electronic staffing records are updated and maintained accurately in accordance with GDPR
• Dealing with cyclical and ad-hoc data reporting and requests for information including data analysis
• Contribute to effective payroll administration ensuing information is shared with the Finance Officer in a timely manner, and collaborating with the People Director to address and rectify any issues and process improvements
• Work within the parameters of GDPR, ensuring data and information is protected and handled correctly
• Support the People Director as required in any duties which you could be reasonably expected to perform in line with this job description

About the Team

This role is part of the Communications, Policy, and Campaigns (CPC) team, which drives Shelter's ground-breaking campaigning efforts.

The CPC team leads initiatives advocating for social housing, renters' rights, and ending the housing emergency.

As our Assistant Director Activism & Advocacy, you'll work alongside other Assistant Directors, contributing to a collaborative, non-hierarchical decision-making environment.

About the Role

As Assistant Director Activism & Advocacy, you will provide strategic direction to the heads of Digital campaigning, Community Organising, Policy, Research, and Public Affairs teams.

You'll support the development of high-profile campaigns and drive continual improvement to achieve Shelter's strategic goals.

This role involves building strong relationships across Shelter, promoting collaboration, and acting as a spokesperson when required.

You'll need excellent political instincts, campaign experience, and the ability to oversee the production of high-quality policy and research.

About You

We're seeking candidates with experience in matrix management environments, senior leadership skills in project/change management, and a track record of impactful campaigning, policy, research, or public affairs activities.

Reporting to an Engagement Team Manager you will recruit volunteers by promoting Re-engage’s services.

develop effective relationships with new and existing referrers such as social prescribers and community link workers.

identify and cultivate new, innovative referral pathways to connect with a broader demographic of seniors experiencing social isolation and loneliness.

support the wider Re-engage team in the delivery of our grant funded projects.

This role has a national UK remit and as and where the need arises.

Engagement Officer tasks and requirements:

• Growing and developing our network of referral partners, including social prescribers and link workers, ensuring that Re-engage's work is promoted to people aged 75+ who are experiencing social isolation and loneliness.
• Utilise Re-engage's CRM (OPUS) to inform evidence-based, data-driven decision-making to develop effective engagement plans.
• Working closely with the service delivery team ensuring that the right people are recruited and engaged into the right roles, in the right place, and at the right times.
• Collaborating with the communications team to support the widest possible publicity for the charity’s needs through media and social media opportunities, local press, radio, TV, and online forums.
• Liaising closely with the fundraising team delivering against recruitment targets linked to grants and supporting them with persuasive proposals and grant applications, using acquired national knowledge and collecting case studies.
• Identifying speaking and presenting opportunities ensuring that Re-engage's work is promoted to referrers.
• Joint accountability, with colleagues, for growing the engagement of older people and the recruitment of volunteers into Re-engage's portfolio of services.

Essential

Location: Hybrid role with Nominal office working in Chorley, and regular travel to venues around Lancashire for tenant visits, training, and team meetings.

Lancashire Mind’s Tenancy Management Service works in partnership with several registered housing partners across Lancashire to manage a portfolio of properties on their behalf and provide tenancy support to people living with moderate mental health conditions.

We care about making a difference to people’s lives and through the provision of regular support, we work with each person to improve their mental wellbeing and build the confidence and skills to sustain their tenancy and move on to independent living.

We use an outcome-based approach, making sure that each person is involved in their own support planning from the start of their journey with us and achieve this by offering encouragement and one to one support to help each person to understand and manage their tenancy, develop social and daily living skills, gain access to essential services to manage their mental and physical health and help and guidance to maximise their benefits and improve their economic wellbeing.

Your new role

We are looking for a new Tenancy Management Worker to join our small and friendly team to manage a caseload of customers who have complex needs including mental health conditions, substance misuse, homelessness, and a possible history of offending.

Your job will be to work closely with these individuals to promote independent living and help them to achieve and sustain their tenancies. This is a challenging and varied job which is often rewarding, particularly when the people we have supported achieve their own goals and move on to build better lives.

What you will need to succeed

You will need experience of working with people with complex needs ideally in a supported or social housing setting and have the resilience to support people with a diverse range of mental health conditions to overcome barriers to independent living.

It is important that the right candidate is an excellent communicator, able to listen and understand people’s needs but also confident communicating and liaising with other local services and partner agencies to ensure each person has the right support in place.

An excellent working knowledge of safeguarding practices for protecting vulnerable people is also key to this role and the successful candidate will need to be able to demonstrate proven experience of this.

Ideally, an understanding of the issues which arise within the social housing sector or experience working in a similar role would be an advantage.

You will need to be a good team player, with the ability to work well with others and be able to work on your own initiative with minimum supervision.

This is an essential car user role as it requires extensive travel to and from tenants’ properties in Lancashire.

Delphside Limited is entering an exciting phase of change, but is mindful of the challenges the mental health care and charity sector as a whole is facing.

To help mitigate this this, we are looking to enhance our Governance and control systems in terms of our financial and administration management.

The role is a temporary role (6-12 months) to help direct and support changes of financial systems, data control processes and to help ensure the current team, including our current Finance Manager, are supported with the implementation of a more up to date and effective way of working.

Ideally you will be a fully qualified accountant, but equally we would welcome applications from individuals who are qualified by experience or accredited qualification (e.g. AAT Level 4, ACCA/ACA qualified etc.) It is essential you have proven experience of delivering strategic leadership in finance, preferably (but not essentially) in the charitable sector and that you can deliver changes of processes and systems.

Knowledge of Sage and also XERO systems would be beneficial.

Main Responsibilities :

· Provide full review of current financial controls, identify and implement a new financial I.T./software system suited to service needs.

· Oversee the procurement, implementation and transition to the new financial I.T./software system once it is identified.

· The post holder will assist with the strategic planning and budget preparation for the organisation as well as maintaining the charity's financial accounting systems.

· To provide support to the Finance Manager by overseeing the preparation of the organisation’s accounts for audit in accordance with current accounting good practice and Charity Commission’s Standards of Recommended Practice (SORP)

· Lead, develop and support a small dedicated finance and administration team

· Long term financial planning and assisting the CEO with succession planning in the finance area of the service, including creation of a financial risk register.

· Assist in setting the annual budget and report on performance.

· Oversee timely production by the Finance manager of monthly management accounts and the annual statutory accounts.

· Ensure a robust financial control environment and ensure all treasury and Financial Governance management are in place, suitable and effective.

· The post holder will have responsibility to ensure the organisation is compliant with legal and financial duties associated with those of a Charitable Company reporting directly to the CEO and Board of Trustees.

· Provide proactive assessment of opportunities to deliver efficiencies in collaboration with department heads where necessary.

· Undertake internal audit of systems and processes in place to ensure good financial Governance.

Main duties and responsibilities:

As Panel Chair you will be required to chair panel meetings monthly (or as required); meetings will take place in either of CFC’s main offices located in Gloucester and Lancaster.  We undertake a blended approach to our Panel’s; some are face to face whilst some remain on zoom.  Our preference is for Panels to take place face to face wherever possible. 

As a Panel Chair you will be expected to take responsibility to:

- Chair panel meetings (to include panel briefing), ensuring that all items of business are covered and that the panel operates in accordance with regulations and CFC’s policies and procedures

- Prepare for all panel meetings, reading papers thoroughly and identifying key issues and alerting the panel advisor if necessary, to ensure that the case is adequate for submission to panel.  

- Facilitate the active participation of all panel members in contributing to the panel’s consideration of cases and to the making of clear and well evidenced recommendations with the reasons for these.

- To address diversity issues and to promote anti-discriminatory practice at all times

- Ensure that clear and accurate minutes are written, which record the views of all panel members and to be involved in the checking and agreeing draft minutes with other panel members before they are sent to the agency decision maker

- To liaise with the ADM and other senior managers as required

- Ensure that the ADM and registered manager are aware of any areas of concern, in relation to individual cases and more general matters

- Be involved in the recruitment and appointment of central list members and in any consideration about terminating the appointment of a member

- Review, alongside the panel advisor, the performance of central list members as the need arises, and at least annually.

- Assist in developing, promoting and monitoring policies and procedures and high standards of work in fostering services in the agency.

- Assist in planning training for members and to participate in this at least one day a year

- Safeguarding the confidentiality of all panel papers and panel discussions

- Be involved in

o Whether a case is adequate for submission to panel (via panel briefing meeting)

o Deciding on the attendance of observers at panel

o Deciding on the participation of a panel members who declare an interest in the case

o Deciding when an extra panel maybe necessary

o The preparation of an annual report on the panel’s work

- Participation in Fostering Quality Assurance meetings (3 times a year), to support the agency monitor and review areas of practice across the fostering service, to include the panel’s performance.

Key requirements you should be aware of

· You must be able to travel effectively, the ability to Chair Panel meetings in both Lancaster and Gloucester will be a key requirement of this role.

· You must be experienced in chairing complex meetings, skilled and effective in chairing meetings in person and through video conference facilities.

Safeguarding

· Work with tenacity and courage in line with best practice to safeguard all children.  This will include, but is not restricted to:

o Quality assurance and monitoring fostering assessments and annual review reports as presented for Panel’s consideration, alerting the panel advisor and/or Registered Manager of any areas of concern

o Monitoring the safe practice of Foster Carers via the annual review process

o Working effectively within the Charities policies and structures and with other Agencies and Professionals.

o Ensuring effective communication with Children, Young people and Adults.

o Working effectively within the relevant local policies.

o Challenging ineffective or unsafe practice or decisions.

o Ensure adherence to the Health and Safety Policy.

Training

· Attend at least one panel training event per year as per regulations.

· Support the panel advisor in identifying training needs of panel members in line with their annual appraisal

· As an independent worker you must maintain and attend to your own training needs in accordance with Social Work England requirements if registered.

About the role
We are seeking an experienced individual to lead our volunteer development activity. Working closely with
the Fundraising, Delivery and Marketing teams, this is a varied role working with alumni and employee
volunteers to support activities in our member schools.

You will lead on the development of our volunteer community which is managed online through the Future
First Hub, and be responsible for developing and delivering a programme of activities that nurture
relationships with Future First’s diverse audience of volunteers, and increases support for the charity’s
fundraising and development goals.

You will have excellent customer service skills, be proactive and detail oriented and have the ability to
manage multiple projects at any one time. You will be confident in the use of standard office technology, as
well as experienced in the use of databases and IT applications.

Key Duties and responsibilities

• To be responsible for developing Future First’s volunteer relations strategy, and associated budget with a particular focus on the development of an engaged community, and a focus on the needs of employee volunteer schemes.
• To seek opportunities to raise the profile of the volunteer network, and grow its capacity and reach.
• To develop our work mapping and implementing recommendations against the Investing in Volunteers standard.
• To be responsible for running volunteer events and producing relevant communication materials.
• To participate in the strategic development of the Future First online Hub powering our school and volunteer community.
