“The facilitator is a friend and teacher mixed into one… she gets the reasoning from the teacher and the understanding bit from the friend.” - Power2 Rediscover Young Person
At Power2, we believe that every person deserves the opportunity to thrive, regardless of the challenges they have faced.
We're delivering an exciting new programme supporting women aged 18-25 who are involved with, or at risk of further involvement with, the criminal justice system. Through intensive mentoring, practical support and trusted relationships, we'll help women overcome barriers, build confidence and access opportunities that support lasting positive change.
We're looking for an experienced, compassionate and motivated Senior Programme Manager to lead this life-changing programme, supporting both the women accessing the service and the team delivering it.
About Power2
Power2 is an evidence-based charity that supports children, young people and young adults to overcome challenges, improve wellbeing and achieve positive outcomes. We do this through high-quality mentoring, coaching and support programmes that build confidence, resilience and self-belief.
Relationships are at the heart of everything we do. We work alongside people to help them identify their strengths, navigate challenges and achieve goals that matter to them.
About the role
As Senior Programme Manager, you'll lead the successful implementation and delivery of our Women's Diversion Programme across Greater Manchester. You'll oversee programme performance, manage strategic partnerships, support staff development and ensure women receive high-quality, trauma-responsive support that delivers meaningful outcomes.
You'll manage and support a team of Programme Leads, providing leadership, supervision and guidance to ensure safe, effective and impactful service delivery. You'll work closely with criminal justice agencies, prisons, custody suites, probation services, local authorities and voluntary sector partners to ensure women receive coordinated support and that the programme achieves its objectives.
You'll also take responsibility for programme monitoring, quality assurance and funder reporting, ensuring that data, outcomes and impact are captured effectively and that learning informs continuous improvement.
While this is primarily a management role, you'll remain connected to frontline delivery, supporting staff with complex cases, safeguarding matters and partnership working where required.
We're looking for someone who:
- Has significant experience managing services supporting vulnerable adults, young adults or individuals with complex needs.
- Has experience leading, supervising and developing staff.
- Has experience of mentoring, key working, case management or navigation services.
- Understands safeguarding, risk management and professional boundaries.
- Has experience of partnership working across multiple agencies and sectors.
- Can analyse performance and outcome data and use it to drive improvement.
- Has strong report-writing and communication skills.
- Can build effective relationships with a wide range of stakeholders.
- Is confident managing competing priorities and delivering against targets.
- Is resilient, organised and solutions-focused.
- Is committed to trauma-responsive, strengths-based practice.
These qualities reflect the requirements of the role and person specification.
Experience we'd particularly value
We're interested in skills and potential as much as specific job titles. You may have worked in criminal justice, probation, prisons, custody suites, housing, domestic abuse, substance misuse, mental health, youth justice, community support or other services supporting people facing complex challenges. Experience of contract management, service mobilisation, performance reporting and quality assurance would be beneficial.
We also welcome applications from people whose lived experience helps them understand the barriers and challenges faced by the women we support.
Things to know before applying
This role is incredibly rewarding, but it can also be challenging. You'll lead a service supporting women who may have experienced significant trauma and adversity, often while navigating complex circumstances.
The role involves:
- Leading a geographically dispersed delivery team.
- Regular travel across Greater Manchester.
- Working closely with prisons, custody suites and community-based partners.
- Managing safeguarding concerns and complex situations.
- Leading performance monitoring, quality assurance and reporting.
- Occasional evening and weekend work to meet service requirements.

Please upload one document containing:
- Your CV; and
- A personal statement (maximum two sides of A4)
Your personal statement should tell us:

Applications submitted without a personal statement will not be considered.

Safeguarding
Power2 is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults. Successful applicants will be subject to an Enhanced DBS check and other appropriate pre-employment checks.
We believe every child and young person deserves the opportunity to thrive, even when things get tougher.
The client requests no contact from agencies or media sales.
