Job Purpose - Facilities Manager - Projects 

The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.

The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.

This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.

Reporting directly to the Head of Estates, the role holder will: 

• Lead the estates input in the expansion of the existing property footprint.
• Onboard new additions to the estate’s property portfolio efficiently and effectively.
• Work collaboratively with operational colleagues ensuring “best outcomes” are delivered for the people we support in the development and maintenance of the estate.
• Support the wider estates team in the delivery of business-as-usual activities.
• Be visible and on site to ensure the smooth running of projects and the timely resolution of issues. 

Dimensions

Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. The nature of individual projects will determine this although it is anticipated that project spend will be circa £0.5m+ per annum.

Principal Accountabilities

Estates and Facilities Management 

• Responsibility: Act as the senior estates and facilities professional on project work assigned. 

• Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements. 

• Project Performance: Ensure a robust contract performance management framework is in place for each project. 

• Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements. 

• Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements. 

• Onboarding: With support from the Head of Estates, lead the estates input re. property acquisition (both support with the identification of appropriate property and subsequent due diligence). 

• Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint. 

• Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team. 

• Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work. 

Financial Management

• Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time. 

• Procurement: Work closely with the Procurement team to source potential suppliers for services and ensure those services are sourced on a “Value for money” (VFM) basis, and in accordance with the terms of the Scheme of Reservation and Delegation. 

• Tenders: Working closely with the Procurement function of the Charity, take the estates lead in tender activity where assigned, ensuring that activity is undertaken in accordance with the Scheme of Reservation and Delegation. 

• Cost Reduction/Service Improvement: Lead in ensuring we are continually striving to reduce cost/improve service provision. 

• Commercial Acumen: Commercially savvy to drive continuous improvement opportunities (both financial and operational). 

Sustainability, Efficiency, and Innovation 

• Estates Development: Ensure development activity within the estate takes account of environmental considerations/technological advances in the go-forward design.

Experience

• Minimum of 3 years’ experience in an estate’s management/estates project management role.
• Experience of working in an environment delivering both planned and reactive maintenance and delivery of capital projects.
• Proven track record of capex project delivery (cost, time, scope).
• Experience of managing complex estates projects (resource, finances, scope).
• Experienced in managing contractors and sub-contractors including conflict resolution.
• Experience in both the development of and management of financial Budgets and Reforecasts.
• Experience in undertaking property related “due diligence”.
• Experienced in the preparation and presentation of business cases for consideration by the Head of Estates.
• Experience of working with a Computer Aided Facility Management (CAFM) system.
• Able to develop frameworks to understand a problem, identify practical options to solve the problem, and identify the most optimal solution.

Qualifications & Training

• Level 3 Facilities Management qualification.
• GCSE Maths and English

Other

• Full driving license.
• On occasion emergency contact for the properties and therefore may need to attend out of hours.

This role is home based, with occasional travel within the north west of England required. This role is Band II as per our structure

YMCA West Sussex Transitional Housing provides safe, secure accommodation for young people aged 18-25, who have been, or are at risk of homelessness. Our staff team comprises of Supported Housing Support Workers, Housing Mobile Night Workers and two Supported Housing Managers. We offer a support package alongside the accommodation to actively encourage residents into education, training, employment or voluntary work.

In delivering the role, you will work with the Deputy Supported Housing Manager and the wider housing team to provide effective day to day management of our transitional accommodation service. You will have your own caseload of residents, working creatively and effectively alongside young people to develop their assets and talents and to acquire the skills they need to live independent and fulfilling lives. You will contribute to the smooth and safe running of the service by providing consistency and reliability. You will have a calm, yet assertive manner, being able to handle potentially difficult situations. You will also support young people to safeguard themselves against abuse and risk. There will be times when lone working will be a requirement for this role.

This role is based on site in Horsham and will cover Transitional services across Horsham, Crawley, Burgess Hill and Worthing. Your working hours will be Monday to Friday, 9am-5pm.

You will be working as part of the West Sussex night team providing mobile support to our 24-hour services, ensuring that our transitional properties are safe, secure, and welcoming through the night. You will be based at the Horsham Y Centre and will support the static night worker there during the night as well as undertaking your mobile duties. You will regularly complete building checks and monitor CCTV upkeeping health and safety regulations in accordance with YMCA DLG's policies and procedures. You will work to prevent any anti-social behaviour from impacting our neighbours and other residents. You will help to contribute to a great working environment, with a calm, yet assertive manner, being able to handle potentially difficult situations.

In addition, you will work alongside other support staff to maximise the wellbeing of residents by completing one to one interventions with young people who may be experiencing mental health crisis and/or who may need medical assistance.

This is a mobile role, requiring all applicants to have a full valid, UK Driving Licence. You will also be lone working as part of the role, so you will need to be comfortable with decision making and following procedures.

You will work on four nights on, four nights off rota. Although these are long shifts, you will get four days off after, which can provide a great work life balance.

The Royal Hospital Chelsea is the home of the Chelsea Pensioners. It has a rich history and provides supported accommodation, residential and nursing care for some 300 retired soldiers. An exciting opportunity has arisen at the Royal Hospital Chelsea where we are seeking an exceptional individual to join the Chelsea Pensioners Veterans’ Outreach  (CPVO ) team in a new role as a Veterans’ Outreach Officer. 

 The CPVO programme is aimed at extending an offer to older service veterans, inviting them to engage with our In Pensioners and enjoy the sense of community and comradeship that is at the heart of the Chelsea Pensioner community. While most of our programme activity is centred on the Royal Hospital Chelsea estate in London, the programme seeks to expand in reach to other UK regions where there is a sizeable veteran population who might benefit from engagement with our team of Chelsea Pensioners, staff and volunteers. There are also plans to develop a digital offer.

 The Veterans’ Outreach Officer will support  the Head of Veterans’ Outreach in developing and managing the programme of activities encouraging engagement and social interaction between Chelsea Pensioners and other service veterans thereby helping to alleviate the social isolation and loneliness felt by many older veterans. Responsibilities will include promoting the programme within veterans' networks and finding innovative ways to connect with veterans; the management of themed events both at the Royal Hospital Chelsea and further afield as we seek to expand nationwide. The role also involves significant data collection and analysis to inform the strategy, evaluate delivery, and identify fundraising opportunities.

The Hepatitis C Trust develops projects nationally where peers use their lived experience of injecting drug use and hepatitis C to support people who have similar backgrounds. 

Working collaboratively with the local Substance Misuse Service in Liverpool, we are expanding this commitment through the introduction of a Harm Reduction Peer Support Lead to support the delivery of a peer led Harm Reduction service in this area.

YMCA DownsLink Group’s WiSE (What is Sexual Exploitation) Project is an innovative, award winning project working across East Sussex, Brighton & Hove and Surrey, with children and young people experiencing or at risk of sexual exploitation; as well as raising awareness of Child Sexual Exploitation and other forms of Child Criminal Exploitation.

We are looking for someone with the confidence to develop a new support offer for Surrey. This new post offers the opportunity to work in the WiSE team in Surrey in an exciting new role which has two strands to it; providing targeted early intervention peer group sessions to young people (up to 25 years,) who have been identified by their educational placement as being vulnerable too sexual or criminal exploitation. The role also entails working alongside Education and other agencies to prevent Violence Against Women and Girls by creating and facilitating training to teachers of the PSHE curriculum in both Primary and Secondary schools in Surrey. The successful applicant will be supported in the role through Reflective Supervision Practice, along with regular one-to-ones. 

This role will be based out of a Police Station in Surrey, which can be discussed at interview. There will be frequent travel and it is essential you hold a current driving license and have access to your own car.

You will need to feel confident in delivering training and consultancy support to other professionals around exploitation, as well as working with a multi-agency approach and skilled at developing relationships with other agencies. Being able to work autonomously, manage your time and workload while also working closely with the wider WiSE team is essential.
