The Near East Foundation is seeking candidates for a Monitoring, Evaluation and Learning Manager (MEL) to be based in its HQ Office in London, UK to provide support in the development of MEL systems, process and capabilities, and training to M&E and Learning project staff. For 100 years, NEF has worked to build more sustainable, prosperous and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently operates in ten countries with Headquarters in the USA, UK and Belgium. Its programs are organized around three themes: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.
Position Description
The MEL Manager is a member of NEF’s headquarters team (USA, UK and Belgium), reporting to the Vice President of Programs. Under the leadership of the Vice President of Programs, the MEL Manager will collaborate with USA, UK and Belgium HQ-based Program team, including Senior MEL Officer and Digital & Data Officer, as well as with regional and country-based MEL and Program teams, to optimize NEF MEL systems and tools and to build countries MEL capacities. As part of the Program Team, the MEL Manager is responsible for NEF’s overall monitoring and evaluation framework. This includes improvement, optimization, evolution, and demonstrating impact against the framework.
Responsibilities
- Lead the strengthening and execution of MEL strategy and policies;
- Review and strengthen MEL coordination, support and quality assurance processes and systems;
- Oversee the completion, roll out, and optimization of the newly developed MEL Database;
- Lead strategy for building MEL management capacity for HQ and country program staff; identify performance gaps and solutions for field teams;
- Ensure that indicators library, standardized performance indicators, and their specific measurement tools are relevant, up to date, optimized, and in use;
- Oversee and optimize the design process of project and program log-frames, MEL Plans and data collection methods;
- Oversee data management procedures and optimization;
- Provides targeted MEL support to strategically important projects and programs;
- Oversees the contribution of the MEL team to learning products, adaptative management system, and project and program development and growth -- including targeted support to strategically important projects and programs;
- Participate in the development of project proposals, including log frames, indicators, and MEL plans;
- Optimise and enforce proper data collection policies and procedures;
- Organise quality control procedures and regular data quality assessments;
- Manage when applicable third-party data collection firm and its deliverables.
- Have overall responsibility for MEL quality control procedures, data audits and data integrity;
- Support the MEL team to document procedures for data preparation including data cleaning, standardization, and analysis;
- Support the MEL team to analyse data and report on project and program performances to inform learning, adaptation, and growth;
- Develop quasi experimental methodologies for more rigorous impact assessment;
- Contribute to the development, documentation and dissemination of lessons learned, and information on the outcomes and impact of NEF interventions on target beneficiaries;
- Contribute to knowledge production on NEF’s approaches, impact and learning;
- Contribute to periodic program portfolio reviews;
- Represent NEF and participates in relevant communities of practice;
- Perform other duties as required.
Qualifications
Basic Qualifications:
- A university degree in a relevant subject.
- At least 7 years direct professional experience in M&E and Learning in the international development or humanitarian response field, including 3-5 years of experience on USAID, EU or UKAID funded projects (and/or other equivalent international development donors);
- Proven experience designing qualitative and quantitative data collection tools and survey instruments;
- Working knowledge of database and smartphone-based data collection applications;
- Proven experience designing rigorous methodologies for impact assessments;
- Proven experience in organizational learning and knowledge production;
- Proven experience leading or facilitating trainings, learning events etc. with field teams;
- Demonstrated experience supporting multiple projects simultaneously;
- Advanced Excel skills, including pivot tables and descriptive statistics;
- Applicable knowledge working with statistic software such as SPSS, SAS, STATA;
- Excellent written and verbal communication skills in English and the ability to clearly articulate key messages for multiple audiences and stakeholders;
- Demonstrated proficiency with MS Office suite;
- Legally authorized to work in the United Kingdom without company sponsorship now or in the future.
Additional Desired Qualifications
- Experience in MEL programming in fragile settings;
- Experience in third-party MEL programming;
- Thematic experience in programmatic areas relevant to NEF;
- Experience in MEL for innovate finance programming;
- Experience and success with proposal development and fundraising for NGOs;
- Previous field experience in one or more countries in an NEF region of interest is a plus; understanding of context and operating environment;
- Arabic and/or French language skills are a plus.

About the role
Impact is at the heart of the Fair Education Alliance’s work and how we work with our members. We want
to see a fair education system, so it is crucial that we deeply understand the problems that we are trying
to address, explore what’s working well or less well, and adapt our strategy accordingly.
We have pursued five long-term impact goals since 2012 and reported on these annually since 2014 in
our Report Cards. In 2021, we hired a Head of Impact and Evaluation and have improved how we
monitor and understand the FEA’s contribution to the impact on our members and the wider education
system.
This maternity cover role is a fantastic opportunity for someone to build on this momentum. You will be
the go-to person for impact and evaluation in the FEA team and a key influencer across the wider
education sector.
Key responsibilities
Lead the implementation and improvement of monitoring processes and systems, evaluation and
reporting
- Implementing and improving the Secretariat’s monitoring processes and systems, and working closely with the team to continue to embed these across their work. These processes and systems are crucial to us understanding and improving FEA member engagement and our influence on the wider education system.
- Supporting the team to set goals and targets and evaluate the activities they lead. There’s already great buy-in and practice across the team for data and learning. You will build on this by helping the team set up any new evaluation processes and giving feedback on their data analysis and reporting.
- Project managing and writing reports. This includes quarterly reports (for the team, Board of Trustees and Steering Group), our Annual Impact Report (publicly available) and associated funder reporting.
- Project managing our summer member survey. We had a 70% response rate in 2022 with170 members completing it and gained tonnes of valuable insights.
- Overseeing our Salesforce CRM system. We use Salesforce to manage contacts at FEA members and other key stakeholders as well as tracking and reporting on member engagement in different FEA activities.
Deliver the impact measurement curriculum for Scaling Impact Award Winners
In 2023, the Fair Education Alliance will support 11 diverse education interventions to pilot, become
established and scale through our Awards. Impact measurement skill development is a critical element of
our support, from developing effective problem research, to embedding an organisational Theory of
Change and measuring feedback and outcomes.
Lead or contribute to senior leadership and management functions
- Learning about and sharing best practice in impact measurement with FEA members and other key audiences. This could include attending and/or speaking at relevant forums or events or sharing the FEA and members’ approaches through blogs. In addition, as a member of the Senior Leadership Team, you will:
Prepare papers for our Board of Trustees and Steering Group meetings.
- Attend and present at relevant meetings.
- Contribute to people development work including supporting data collection and analysis for our tri-annual staff survey and leading sessions at quarterly Team Days.
- Contribute to strategic and operational decision-making and delivery across the organisation.
- Depending on organisational needs and your interests, expertise and personal development goals, you could contribute to other areas of senior leadership and management including fundraising, finance, governance, HR, people development or knowledge management.

Place2be is looking to recruit an exceptional Community Fundraising Manager to grow our community fundraising portfolio. You will be joining a small but dynamic team consisting of a Head of Community and Events, Challenge Events Manager and two Community and Events Officers. The team has a target of raising £630k in 2022/23 (individual target of £350k) and ambitious growth plans to be raising £900k as a team by 2024/25. This area of fundraising is reasonably new to the organisation and there is plenty of scope to be innovative and build on the existing programme. We believe there is huge potential for growth and have the investment budgets and ambition to help bring this about. You will also ideally have experience in people management, as the role manages one of the Community and Events Officers to effectively carry out and achieve the teams’ goals.
The Community Fundraising Manager will write, deliver and monitor strategies to secure income from the following income streams:
- Individuals organising their own fundraising in aid of Place2Be
- Schools, with a particular focus on securing lucrative ‘charity of the year’ partnerships with Independent Schools
- Local organisations such as community groups, sports clubs, Rotary clubs and Ladies’ Circles

You will also be responsible for managing the fundraising component of Place2Be’s flagship event, Children’s Mental Health Week, which has been steadily growing year on year with plans to raise over £250k through the campaign in 2023. You will need to have experience of devising and implementing successful business plans for community fundraising, leadership and management experience, excellent interpersonal and communication skills and the ability to manage multiple complex projects.
The successful candidate will have:
- Experience in creating and managing income and expenditure budgets, as well as regular monitoring and reporting on KPI’s. Experience managing a six figure income budget is desirable.
- Experience in developing and delivering successful community fundraising strategies, with a focus on growing income and implementing new activities and campaigns.
- Excellent project management skills with a track record of successfully managing a community fundraising portfolio, involving a wide variety of fundraising activities, to achieving income and participation targets.
- Proven track record of developing, enhancing and delivering high-quality and innovative stewardship journeys, providing excellent stewardship and building strong relationships with supporters. Experience of managing high value supporter relationships (worth £50,000+) desirable.
- Experience of providing leadership and management to staff on projects, with either direct or transferrable experience in line managing a direct report
- Experience of implementing and rolling out marketing strategies and plans to grow support, acquire new supporters, and achieve strategic KPI’s

We have an exciting opportunity for a UKHK Monitoring and Evaluation Officer to join our team, helping to monitor and evaluate our work of welcoming people from Hong Kong to the UK when they first arrive. The UKHK project has grown quickly since the beginning of 2021. It is now a project of Welcome Churches in collaboration with the Chinese Overseas Christian Mission, OMF and London City Mission. UKHK has been set up to help welcome the hundreds of thousands of Hong Kongers expected to arrive in the UK in the next few years, with over 110,000 BN(O) visas being issued so far. This includes enabling UK churches to welcome Hong Kongers in their communities through the Hong Kong Ready Churches network, providing information and support to Hong Kongers arriving in the UK, and encouraging government and civil society more broadly to welcome new arrivals.
In 2022 so far, we have successfully delivered on several high outcome projects, focusing on Hong Kong peoples integration in the UK. In 2022 so far we have:

I. Position Summary
Malala Fund launched our first strategic plan in April 2020, in which we made several commitments to accountability that we are in the process of putting the systems in place to realize. This includes:
- Developing MEL frameworks for each area of our work, which helps us aggregate data up to our organizational measurement framework.
- Investing in organizational MEL capacity by creating dedicated systems, building staff and partners’ skills and using the most innovative tools and technologies.
- Creating an organizational learning system where staff, partners and programme participants review internal monitoring and data results and adjust programmes accordingly.
- Commissioning periodic external evaluations of our programmes and initiatives to triangulate our internal monitoring data, fill in the data gaps and reflect on our progress and challenges.
- Sharing impact and lessons with external and internal stakeholders.
Malala Fund’s MEL systems are overseen and implemented by a dedicated team within our Strategy & Learning (S&L) unit. This unit ensures that all programme and country strategies are collaboratively designed with robust context and gender analyses and have an appropriate measurement and learning system in place. We are also in the process of rolling out a new MEL platform, Impact Mapper, to help us more effectively organize, analyze, learn from and share our MEL data.
The Monitoring, Evaluation & Learning (MEL) Officer provides technical leadership and support for Malala Fund’s MEL function as a core member of the S&L Unit. They will be responsible for developing MEL frameworks for MF’s global advocacy and campaigns and working with the MEL Manager in conceptualizing and rolling out MF’s organizational level MEL frameworks and systems. The MEL Officer will implement and continually improve MEL processes and tools and build the capacities of Malala Fund staff and partners to track, document, reflect on and communicate results to internal and external stakeholders.
Through these activities, the MEL Officer will help to define and contribute to organizational impact and guide internal learning. They will provide technical MEL support that enables Malala Fund to understand and align work in support of its goal of access to 12 years of safe, free and quality education for all girls.
II. Responsibilities
Development and Implementation of MEL frameworks
- Designs Malala Fund’s global advocacy and campaign MEL frameworks in alignment with MF’s MEL frameworks at organizational, country, and programme levels, this includes being part of the strategy development process and leading on Theory of Change (TOC) development.
- Works with the MEL Manager to design and manage the implementation of Malala Fund’s organisational MEL framework in collaboration with all parts of the organization.
- Provides technical MEL support including TOC development for country strategies in coordination with the other MEL staff in the S&L unit.
- Builds capacity and supports Malala Fund staff, grantees, and other stakeholders to use global advocacy and campaign MEL tools and processes.
- Works cross-organizationally with key staff and partners to continually improve the effectiveness of the MEL data collection tools and processes including MEL and TOC/strategy development capacity building and becoming proficient in MF’s MEL platform, ImpactMapper.
- Coordinates with the Research & Learning Officer to develop appropriate tools and guidance to implement global advocacy and campaign MEL frameworks in alignment with MF’s organisational framework and country strategies.
- Works with MEL Manager and Development Team to ensure that all Malala Fund’s proposals and strategies incorporate effective monitoring, tracking and reporting systems aligned with the organisational MEL framework, and secure appropriate MEL budgets.
MEL Data Use and Learning
- Working side by side with all MF MEL staff, contributes to MEL data collection and verification.
- Assesses and articulates MF’s progress towards impact through regular MEL data analysis and the development of user-friendly MEL reports and products using MF’s new MEL platform and other sources of data.
- Presents MEL data to Malala Fund staff and partners and externally as appropriate, including conferences focused on MEL best practices.
- Builds capacity of and supports Malala Fund staff, grantees, and other stakeholders to engage with MEL data through intentional learning and reflection processes.
- Facilitates learning processes, reflections and After-Action Reviews with MF staff, grantees, and other stakeholders.
- Manages evaluations and assessments as needed.

King’s Global Health Partnerships (KGHP) aims to improve health outcomes in four African countries– Sierra Leone, Somaliland, Zambia and DR Congo – working with local partners and drawing on the skills of volunteers from the NHS and King’s College London. This is a fantastic opportunity to lead the development of MEL systems for an innovative and impactful health systems strengthening programme.
This role will be responsible for ensuring that there are systems for impact monitoring and learning across our programmes. The appointee will support Partnerships staff, providing hands-on support as necessary to ensure that, together with our partners, we are able to track the progress of individual projects and of the organisation towards identified outcomes and strategic goals. The MEL Adviser will continue to develop KGHP’s approach to data collection, analysis and learning, ensuring that data collection efforts contribute to the strengthening of partner systems.
Working across our four partnerships, the appointee will be able to deliver and embed change in processes by building effective relationships with Partnerships staff in London and in Africa, ensuring coherence and collective learning.

Key responsibilities
- Provide high quality, technical input into project design, leading the development of MEL frameworks and strategies, including outcome mapping approach, Theory of Change, logical frameworks and research at proposal stage.
- Provide training and support to KGHP staff and project partners to ensure that information is captured in line with project frameworks and donor compliance requirements. Ensure that there are feedback loops with a view to strengthening capacity for data collection and analysis among partners.
- Support the analysis of project monitoring data to inform adaptive management, support decision making and improve the quality and relevance of project implementation.
- Work with the Programme Managers to facilitate internal review processes to reflect on learning with partners and support adaptive management
- Lead the planning and oversee delivery of the summative evaluations, including developing consultant terms of reference, supervising the work of consultant(s) to ensure robust data collection and quality analysis.

Job Description
LMK is looking for an organised, analytical and creative Research and Evaluation Manager to diversify and drive forward its evaluation activities. Reporting to the Co-Founders, the successful candidate will sit on the Senior Management Team, working closely with the Fundraising Manager, Programme Manager and Relationship Manager.
The Research and Evaluation Manager will have a substantial, proven track record of designing, implementing,reporting on evaluation projects and generating data insights to guide our work. They will have experience using data to evidence demand for a service or offering, assessing the quality of its delivery and demonstrating its impact against intended outcomes. They will be experienced using both quantitative and qualitative methods to deliver insights, and comfortable presenting them to a range of stakeholders. They will bring excellent data analysis, data visualisation and written communication skills, as well as an ability to engage others in their work.
Joining the team at a moment of expansion, the Research and Evaluation Manager will provide crucial evidence to make the case for LMK’s growth as well as valuable thought leadership to the charity’s senior managers and Board of Trustees, helping them expand into new areas, increase sustainability and deepen relationships with key stakeholders.Finally, the Research and Evaluation Manager will be passionate about the work that we do creating a prevention programme against domestic violence, relationship abuse and sexual assault for young people in London. Key Responsibilities:
- Take overall responsibility for all evaluation activities at LMK; this includes monitoring the quality and impact of our services to others, collecting insights to drive improvement of our own internal processes and ensuring LMK remains up-to-date on the latest research and policy developments in our field.
- Survey stakeholders participating in LMK’s activities; this aspect of the role includes survey design, data collection and quality control, data analysis and reporting. The MEAL Manager will lead the development and implementation of effective MEAL processes across all three country contexts, working in close collaboration with the leadership and MEAL teams of Street Child’s excellent national partners. This role reports to the EFECT Programme Manager, with specialist support from the Global Advisory Team. The role will work in close collaboration with country/partner MEAL teams to adopt, adapt and contextualise tools, and coordinate collection, cleaning, analysis and reporting at the cross-country level. Standing Voice (SV) is the leading human rights charity promoting people with albinism’s right to full participation in society and well-being across Africa.
Albinism is a genetically inherited condition resulting in melanin deficiency. Due to misguided beliefs about the condition, people with albinism commonly experience social exclusion and abuse, with over 800 violent atrocities reported across Africa since records began. This social rejection adds to the vision and skin health challenges experienced by this group. SV has registered offices in the UK (London), Tanzania (Mwanza) and Malawi (Lilongwe). We work holistically across our dermatology, vision, psychosocial wellbeing & security and livelihoods programmes to offer a wide range of support to this marginalised group. About The Role
Standing Voice is looking for a dynamic and driven data management professional to join our team as Data Manager in the UK office. This is an exciting and challenging role in a creative and focused working environment, within an organisation with multiple programmes and funding streams across 3 countries. This position suits an ambitious professional with the right skills and confidence to lead on all aspects of data management for a leading human rights charity. This role also has a strong monitoring and evaluation component; the Data Manager will make use of data findings to monitor and evaluate project impact.
The successful candidate will report to the Executive Director and be tasked with ensuring the charity’s data collection tools are running to an exceptional standard and in depth data analysis is being conducted on a regular basis. 3. Dissemination and research

Work closely with external partners to develop impact measures that allow us to share the impact of our work widely and robustly

Contribute to Standing Voice submissions to UN reports and other data dissemination channels

Create robust, attractive and accessible evaluation reports which can be used for both internal and external audiences

Play a leading role in defining and implementing research projects at Standing Voice
4. Training of other staff

Lead on the training of Standing Voice staff and volunteers on use of data collection tools, CRM and Excel across all country teams

Your Skills and Experience
- Essential
- Undergraduate degree in a related field (maths, IT, sciences, statistics)
- Experience working with datasets
- Experience of undertaking evaluation, managing evaluation and measuring impact in a charity or other social change context
- Experience of participatory & observational evaluation approaches
- Previous experience of contributing to organisation annual and/or service impact reporting
- Highly skilled in using data collection and data analysis software
- Proficient user of Commcare or a similar software
- Proficient in using Tableau and other data visualisation software
- Excellent evaluation technical skills (including Excel and IT)
- Skilled in the analysis and interpretation of data (qualitative and quantitative)
- Good knowledge of statistics
- Good communication skills both written and oral

Impact & evaluation strategy and planning

Ensure consistency and validation of data across programmes and teams to enable us to capture accurate longitudinal data and monitor the long-term impact of our interventions.

About the role

You will take overall responsibility for all evaluation activities, which includes monitoring the quality and impact or the charity's services to others, collecting insights to drive improvement of the organisations internal processes. About you
The ideal candidate will have a strong commitment to young people, and an appreciation of why relationship education is vital for health and happiness. You will have a proven track record in a role focused on research and evaluation; experience designing and implementing research activities using a variety of methodologies and data types and reporting findings in a clear and compelling way. The candidate will have Excellent data management skills and attention to detail. A knowledge of the VAWG sector, Education sector or working with young people would be preferable, although not essential.
