Successful candidates for the Industrial Officer role will be able to demonstrate:

Main duties and responsibilities

This is a generic job description that covers all the different roles of an industrial officer.

1. Bargaining

• Develop a bargaining agenda with activists and members, ensuring all bargaining activities are informed by the PCS equality agenda, policies and practices
• Take responsibility for negotiations with the management of civil service departments, agencies, public and private sector employers including pay and conditions of service of PCS members
• Represent PCS at joint meetings with management and other trade unions
• Prepare and present reports, and undertake effective monitoring and implementation of decisions, including consultative and legal ballots e.g. on pay and industrial action
• Participate in appropriate branch, group and national events to share information and knowledge

2. Campaigning

• Develop and maintain knowledge of campaigning, monitoring trends, establishing and maintaining contacts and attending appropriate internal and external meetings and events
• Progress national campaigning objectives as agreed by Annual Delegate Conference, Region/Nation and Group conferences and the National Executive Committee, providing strategic and technical advice to inform campaigning decisions
• Identify and work with full time officers, reps, other trade unions and campaigning organisations to develop and promote PCS campaigning objectives to key audiences
• Co-ordinate and draft, in liaison with the PCS design team where relevant, campaigning materials, briefing, etc. for a range of audiences in support of PCS campaigning objectives

3. Equality

• Identify and prioritise issues and trends in equality practice and develop responses in line with PCS policies
• Keep up to date with developments in equality practice and equality legislation in Britain and Europe
• Provide advice on equality practice and the Equality Act 2010 and on the handling of personal cases
• Produce guidance to support negotiations
• Contribute to PCS Academy courses on equality issues
• Support the PCS equality forums and networks either nationally or in region/nation

4. Organising

• In line with the PCS National Organising Strategy, develop and support lay structures and build membership density in areas of responsibility

• Identify and win collective bargaining rights in new areas

5. Developing effective communications and enhancing membership participation

• Ensure digitalisation, information and communications methods are effectively implemented and used to generate improvements
• Ensure effective communication networks with members are in place in areas of responsibility

• Understand and make effective use of PCS specialist resources, communication channels and technology

Key Responsibilities

Support Assessment & Delivery

• Implement and deliver dual-diagnosis support through 1.1 and group sessions to tenants experiencing issues with poor mental health and substance misuse.
• Undertake joint holistic assessments and risk assessments with tenants participating in the service to determine service and support needs and identity where these can be met.
• Provide outcome-based support measured against goals, personal aspirations of the tenant, and their achievements.
• Working with tenants, encourage them to identify their own goals and work towards independence and resilience. The key aims are to reduce the need for acute clinical interventions and hospitalisations.
• Put in place with the tenant, agreed SMART targets with a range of evidence-based interventions that addresses areas of need, such as harm minimisation, prevention of relapse for those in addiction recovery, and improved self-awareness and motivation.
• Through collaborative working with other teams in the organisation, enhance the personalised and choice-led support plan of tenants to integrate with their tenancy support needs and reducing the risk of tenancy loss due to dual-diagnosis issues.
• Help reduce episodes of crisis though support initiatives such as peer-led support groups.
• Be proactive in observing and responding to changing characteristics of tenants receiving support, recognising deterioration in mental wellbeing and putting in place interventions that reduce the likelihood of more acute support needs.

TRC Sexual Abuse & Rape Support Greater Manchester is seeking a committed and experienced professional to join our team as Services & Operations Manager.

This pivotal role within the programme team supports the effective delivery of our work within local places so that more people across the county can enjoy their later life.

Working under the programme Lead and working closely with the programme team you will take responsibility in ensuring that the local delivery plans are implemented, working with the wider stakeholders in the local community.

You will work on key actions, such as working with transport providers on support of bus shelter upgrades, leading on the chatty bus campaign, supporting the implementation of age friendly training for bus drivers and improving access to transport information, as well as other forms of transport including community transport schemes. In addition, you will play a key role with the programme communications and working with local communities, including overseeing and maintaining our approach to keeping contact with members, responding to enquiries and requests, coordinating events and email communications.

Care Rights UK is the charity focused on promoting the rights of older people needing care. For over 30 years our national advice service has been a lifeline for older people and their loved ones. We're looking for an adviser to join our growing team. 

You would be welcomed into our small, dedicated, friendly team. You would provide information, advice and support to people across the UK, primarily the relatives and friends of older people needing care. You would help people to understand the care system, their rights and entitlements, and guide them through problems they are experiencing with care services.

We use an empowering model of advice, helping clients to identify what they want to achieve and how to go about it. We aim to give people the knowledge and confidence to take control of their own situation. We also provide additional support to those who need it (such as letter writing).

You would be at the heart of Care Rights UK’s work, delivering our core advice service. You would work alongside colleagues who are experts in their field, with dedicated time for co-learning and sharing knowledge and skills.

Project Manager – Client (Permanent contract)

In this role, you will help ensure the smooth delivery of our project management services for older and vulnerable homeowners across Bristol. You’ll provide high-quality advice on housing, repairs and independent living, supporting clients to:

• repair or adapt their homes
• access essential works that enable safe hospital discharge
• explore suitable alternative housing options
• understand available funding routes

Working closely with our technical project managers, who diagnose defects, design and specify works, and oversee on-site delivery, you will guide clients through the process with clarity and confidence. Strong judgement, a proactive approach and an empathetic manner are essential, along with good organisational, numerical and IT skills.

Project Manager – Client (12-month fixed term – Making Space Project)

This role focuses on our Making Space project, supporting clients who need help decluttering or reorganising their homes to improve safety, wellbeing and independence.

You will:

• coordinate and manage a caseload
• provide information, advice and options
• offer practical and emotional support with decluttering
• help clients make informed decisions about their home environment
• collaborate with colleagues and external partners

This is a deeply person-centred role requiring a trauma-informed, sustainable approach to reduce risks, improve wellbeing and support tenancy sustainment.

This is an exciting and pivotal leadership role at the heart of Kinship’s digital transformation. You’ll lead a talented and ambitious team to deliver and develop live digital services, accessible content and user-centred products that kinship carers rely on to access support.

This role does not own all services delivered through digital channels. It owns selected shared digital products while also enabling teams across Kinship to deliver their work effectively through digital platforms, content and journeys, while teams retain ownership of their services and outcomes. You’ll provide leadership on standards, user experience, accessibility and innovation.

Context:
Kinship is expanding its reach and digital capabilities, and our digital platforms are central to how we deliver services at scale. In 2024, we launched a new website bringing together all content and services under one home, and introduced Kinship Compass, a postcode search tool that helps kinship carers find relevant local and national support.

Alongside this, we have been developing a new AI-powered tool to help kinship carers access trusted information quickly and accurately, 24/7. You will lead the evolution of these digital services ensuring they are safe, ethical, resilient and data-informed, and that innovation is always grounded in reliability, safeguarding and user trust.

You’ll play a key role in the Department for Education funded national Training and Support Service, ensuring kinship carers can easily access and book high-quality training through our digital platforms.

You’ll oversee content design in collaboration with internal and external subject experts and kinship carers themselves and lead the digital and content streams for Kinship Minds, including the development and delivery of our e-learning platform and curriculum.

This role sits at the intersection of digital service delivery, product development and content design. At Kinship, content design is distinct from communications or marketing. It focuses on designing clear, accessible and trauma-informed information, learning content and user journeys that enable kinship carers to understand their options, make decisions and access support. Content is treated as part of the service itself and is central to the quality, safety and effectiveness of our digital platforms.

This is a role for a digital leader who is both strategic and operationally grounded. You’ll balance innovation with delivery, experimentation with governance, and ambition with accountability. You’ll champion inclusive, accessible and co-produced design, ensuring digital products support real-world service delivery and improve outcomes for kinship families.

You will work closely with colleagues in the Communications and Policy team (who sit in a separate department and lead external communications, campaigns and social media) and who own the external communications strategy. You will ensure clear alignment while retaining a distinct focus on digital service innovation, product development and content design.

What you'll be doing:

Digital leadership and strategy

• Lead the Digital and Content Design team, setting clear priorities and building a culture of high performance, accountability and continuous improvement.
• Own and deliver Kinship’s digital strategy and product roadmap, covering the website, Kinship Compass, Kinship Minds, the AI tool and other digital services, excluding marketing and social media.
• Provide digital leadership across Kinship, strengthening capability and effective cross-organisational working.
• Lead responsible digital innovation, ensuring AI and emerging technology are used where they clearly improve service delivery, accessibility and user experience.
• Take accountability for digital budgets, agency relationships and delivery against agreed outcomes, timescales and quality standards.
• Horizon scan and translate external digital developments into practical, service-led improvements for Kinship.
• Contribute to organisational planning, reporting and income generation linked to digital innovation.

Website, content and digital product development

• Lead the ongoing development and innovation of Kinship’s digital platforms to ensure they are user-centred, accessible and continuously improved.
• Oversee the content strategy and governance for Kinship’s website, Kinship Compass and new e-learning platform.
• Work with internal colleagues to improve our workshop booking system.
• Ensure a consistent content design approach across all digital platforms, grounded in user need, plain English, trauma-informed practice and continuous testing and improvement.
• Lead the content design team to develop content for strategic projects working collaboratively with subject experts and kinship carers.
• Work closely with Advice and Training teams to ensure digital platforms and content design support service delivery, quality standards and DfE contract requirements.
• Develop an excellent understanding of end-to-end audience experience and how the website, online content and digital products can drive effective online services and enhance the kinship ecosystem. Map the user journeys across our website and digital products leaving no dead ends.
• Ensure integration across all platforms (e.g. website, telephony, Salesforce, Kinship Minds) to create seamless user journeys for kinship carers and internal teams.
• Embed meaningful participation and co-production with kinship carers in digital service and content development.
• Drive accessibility and inclusion, ensuring our digital services reach and work for all kinship carers, including those with lower digital literacy.
• Ensure strong digital governance, accessibility, documentation and use of insight to continuously improve performance and impact.
• Oversee SEO, analytics and data-driven optimisation to improve engagement, performance and impact.
