The International Finance Manager is responsible for overseeing and managing complex, high-risk financial operations related to our partner's international grantmaking and emergency relief support. This role combines financial leadership with flexibility and responsiveness to needs in volatile contexts, particularly for grassroots movements and activist groups globally - managing overseas financial transactions, handling multi-currency payments, managing exchange rate risks.

Key Responsibilities

Grant Finance Oversight

- Lead all financial processes for international grants: budgeting, transfers, reconciliations, reporting.
- Manage multi-currency payments into high-risk regions; ensure compliance, mitigate fraud/diversion risk.
- Strengthen internal controls and financial systems for expanding global operations.
- Be agile to respond quickly to humanitarian needs.

Risk & Compliance

- Ensure due diligence (KYC, AML) and enhanced vetting particularly for overseas partners and informal/unincorporated networks.
- Comply with HMRC and UK banking rules, counter-terrorism finance regulations.  Work with the Compliance, Risk & Innovation team to improve policies/procedures.

Client & Stakeholder Management

- Act as finance lead for philanthropic clients working in relief and grassroots activism.
- Provide advice on financial risk, best practices.
- Foster relationships with grassroots partners; ensure transparent, accessible reporting.
- Apply trauma-informed approaches in working with clients in conflict or activist settings.

Humanitarian & Global Finance Expertise

- Use knowledge of international finance especially in difficult contexts (e.g. unincorporated groups, sanctions, restricted jurisdictions) to design processes that satisfy both donors and grassroots partners.
- Monitor emerging risks globally and help shape responses.

Essential Experience & Knowledge

• Significant experience in finance, grantmaking or compliance in international/ humanitarian/ philanthropic settings.
• Experience in managing overseas financial transactions, handling multi-currency payments, managing exchange rate risks etc.
• Experience dealing with high-risk jurisdictions and partners, including unincorporated or grassroots networks.
• Familiarity with due diligence, risk frameworks, KYC/AML, UK charity and banking regulations.

Desirable

• Arabic (spoken/written) skills preferred
• Past work in NGOs, fiscal hosts, or international grant making.
• Experience with cryptocurrencies.

About the role

We are the UK’s largest independent non-profit investigative newsroom. Our reporting is published by media partners around the world and holds power to account across five areas: environment, health, big tech, dirty money and local power.

This role will manage 2–3 of our editorial teams, providing strategic fundraising support to help them deliver journalism that drives real-world change. While the exact portfolio will be confirmed with the successful candidate, the role will initially support 2-3 of our core teams and may also contribute to work on emerging issues such as mis- and disinformation and its impact on UK communities.

Our teams include:

• Bureau Local: Works with communities across the UK to uncover hidden stories and drive accountability. Recent work includes exposing the exploitation of migrant workers, running a community-led investigation shaped by the Trans+ community, and bringing vital transparency to the family courts through reporting and mentoring.

• Enablers: Investigates the lawyers, accountants and financial structures that enable corruption and allow illicit finance to flow through the UK. Their reporting has prompted major regulatory investigations and scrutiny.

• Big Tech: Scrutinises the power and influence of major technology companies, examining issues such as moderator working conditions, surveillance, algorithmic harms, digital rights and the impact of AI on society. Their reporting has informed safety measures, supported litigation, and strengthened public understanding of how tech shapes our lives.

• Environment: Investigates the environmental and human impacts of resource extraction, climate finance and the actions of powerful corporations. Their reporting has contributed to changes in corporate practices and prompted customers to take action - including leaving their banks.

• Global Health: Examines the systems that shape access to healthcare, the safety and quality of medicines, and the influence of corporate and political interests on global health outcomes. The team has briefed the WHO and medical practitioners, ensuring their findings inform policy and frontline practice.

Our fundraising

The Bureau is almost entirely funded through grants and donations – without our supporters, we couldn’t do what we do. Over recent years, we’ve grown to a team of 35 people with an annual income of £2.8m, backed by a committed network of trusts, foundations, and individuals.

This is an exciting time to join our fundraising team as we build on those strong relationships and explore new ways to diversify our income.

Responsibilities

• Work with project leads to develop their ideas into a strong case for support, translating complex issues into powerful, accessible narratives for funders.

• Manage relationships with existing funders, ensuring timely reporting, effective stewardship and continued support.

• Research and develop a pipeline of new prospects.

• Write compelling proposals and applications to secure new grants.

• Collaborate with our other Fundraising Manager, who leads on the remaining themes, and provide support in those areas when needed.

• Support the Bureau in identifying ways to diversify our income, such as helping to grow our major donor programme.

• Work closely with colleagues across the Bureau - from reporters and impact producers to operations and finance – and play an active part in maintaining a collaborative, supportive workplace culture.

• Pitch in on a range of fundraising tasks, big and small, to keep the Bureau in the best position to deliver its journalism.

Skills and experience

• Fundraising track record: 5+ years’ experience raising significant money for charities or non-profits, especially from foundations (HNW experience a bonus).

• Researcher and analyst: skilled at identifying new funding opportunities.

About the Role

We're seeking a Deputy Service Manager to join our new service which is opening based in Bermondsey, an Independent Approved Premises (IAP) commissioned by Criminal Justice Services (CJS). The service works with residents who have recently been released from prison and helps them to reintegrate into the community, and restart their journey to independence. The team identify resident needs alongside any licensing restrictions, and will create tailored, person centred support plans including housing support, activities, and personal journey outcomes to help them to reintegrate. The team work in a multi disciplinary approach, working alongside probation services, job centres, mental health teams, and other community partners, with a focus on risk management and public protection. 

As a Deputy Service Manager, you will lead the team by providing line management and leadership support to enable and empower the team to deliver high quality support to our residents. You will support the Service Manager in driving service outcomes in line with our contractual requirements, ensuring quality, consistency, within a trauma informed setting.

This is an opportunity to join Refuge as Service Manager for the Eastern European Outreach Service. This vital role offers the chance to lead a dedicated team of Independent Gender Violence Advocates (IGVAs) in delivering high-quality support to women and children affected by domestic abuse.

This role is part of a job share which will lead our Eastern European Outreach Service, covering five boroughs across East and West London. This is a dynamic and fast-paced role for someone passionate about supporting women and children affected by domestic abuse and other forms of gender-based violence. Together with your colleague (another Service Manager) you  will play a key role in ensuring that reporting requirements and service outcomes are consistently met, maintaining Refuge’s high standards and fulfilling contractual and funding obligations.

As Service Manager, you will oversee the delivery and development of high-quality outreach services tailored to the needs of Eastern European communities. This includes recognising and addressing the specific barriers these communities face in accessing support. You will provide line management to outreach staff, including supervision on complex and high-risk cases, and ensure operational emergencies are managed effectively.

You will lead on multi-agency collaboration, working closely with stakeholders to ensure a coordinated and trauma-informed response for survivors. The role requires strong experience in casework management, staff supervision, and direct support to vulnerable individuals. A solid understanding of domestic abuse, gender-based violence, and its impact is essential, along with knowledge of relevant legislation including Criminal and Civil law, Housing, and Health & Safety.

For this role, it is essential for candidates to be proficient in one or more Eastern European languages. We particularly encourage applications from Romanian, Lithuanian or Polish speaking candidates.

We are looking for a part time Membership Officer to work 3 days a week (Tuesday, Thursday and Friday), alongside our existing part time Membership Officer.
