About the role

We have a new and exciting opportunity to join the Network Development team in the North of England, to support the team in managing a range of projects that will fix and grow the National Cycle Network in the delivery of our Paths for Everyone strategy.

As the Senior Network Development Manager, you will be leading a small team of Network Development colleagues to initiate, develop and deliver programmes and projects to advance the National Cycle Network (NCN). You will be ensuring the plan for the NCN remains innovative and relevant, by creating new routes and removing barriers. 

You will provide project management experience and expertise, strategic support and specialist knowledge to the Network Development team and ensure income is maximised and resources focused on impactful projects.

You will collaborate, influence and build internal and external relationships with key people from local authorities, partner organisations, public and voluntary stakeholder groups and community representatives.

About you

You should have experience in leading, motivating, and managing a team, with the capacity to support and develop others to the best of their abilities. 

With excellent communication skills, you will have the ability to build relationships with ease across a wide range of people, and experience of working in partnership with other groups particularly within the public sector. 

You will be experienced in project management frameworks principles and implementation.

You will be knowledgeable in transport planning and policy, within active travel or transport.

With a thirst for data accuracy, you will be skilled in researching, producing reports and presenting their findings.

Pure Insight supports young people leaving care aged 16 – 28. Our wraparound offer of services supports young people to develop the skills and confidence to take control of their lives, feel connected and develop a sense of belonging in their community. Over the past 11 years we have grown our services in Stockport, Salford, Cheshire East, Warrington and Halton, and are proud to have developed nationally recognised best practice programmes alongside young care leavers. Young People are at the heart of what we do, we have an exciting opportunity to join our team on a new project overseen by national partners focussed on reducing youth violence. Training and support will be provided by national partners to project leads and young people to understand the model, with opportunity to network and learn from other projects over the two years.
 
Overall purpose of the role:
 
As our Participatory Research lead you will lead on the research element of the project alongside young people (design, fieldwork, analysis and reporting) to better understand and find solutions to young people’s experiences of violence in children’s services by carrying out research with up to 500 children and young people with lived experience of children’s services using different methods. You’ll work to produce a range of output materials sharing research findings and take a lead role in disseminating learning to stimulate and influence social action to local and national stakeholders. You’ll work closely with our new Youth Participation and Social Action lead to develop and oversee the project with support from our leadership team. You will also support the development of a small team of young people in paid peer research roles and provide training, mentoring and guidance to develop young people's skills, confidence and cultivate a supportive group dynamic.

The Role

This is a fantastic opportunity and exciting time to join our busy in house Facilities team. You will play a key part in supporting the team with overseeing the delivery of all areas of building management, through our service partners and other supporting contractors. You will also be involved in the delivery of small and capital expenditure project works, and the TLS commitment to reaching NetZero by 2030.

You will be responsible for providing operational HR services, advice, and guidance with a primary focus on HR transactions, employee relations management, engagement, recruitment and performance management.  You will identify, analyse and utilise HR data to inform decision making and identify more efficient ways of working.

ABOUT THE ROLE

You will lead the development and implementation of a best practice approach to recruitment.

You will advise managers on best practice techniques for monthly one-to-one meetings and annual appraisals to ensure staff feel confident to openly discuss challenges as well as successes.

You will review and update our existing HR policies and procedures, ensuring they not only comply with current HR law but importantly promote best practice.

You will also work with the senior leadership team to develop a set of organisational values that prioritise equality, diversity and inclusion and reflect best practice, ensuring these are then communicated to all staff, volunteers, and stakeholders.

Responsibilities of the Role

· Maintain all HR policies and procedures ensuring they are regularly reviewed and updated to reflect relevant legislation and best practice.

· Ensure managers and staff are aware of and understand policies and procedures, communicate changes, and provide support to managers when interpreting policies as required.

· To work in collaboration with the CEO and Senior Leadership Team in leading Medical Detection Dogs towards our vision of becoming a staff-centric charity.

· Provide an efficient service to deliver HR transaction activities throughout the employment lifecycle, from offer to off-boarding.

· Provide support, guidance, and advice for managers in conducting and concluding employee relations cases, including absence, performance management, disciplinary and grievance cases, ensuring adherence to policy.

· Manage, maintain, and deliver the charity’s onboarding induction to new members of staff.

· Always maintain the highest levels of discretion and confidentiality.

· Be a role model within the charity demonstrating MDD’s values and behaviours at all times.

· Monitor completion of performance appraisals and one to one meetings, issuing reminders and offering support to managers as required.

· Coordinate and support the delivery of employee engagement surveys, including planning, analysis, reporting and follow up actions.

· Produce regular HR reports and people data metrics for the Senior Leadership Team (e.g. turnover, tenure, sickness absence trends, performance outcomes).

· Maintain and update the HR system (Breathe HR), ensuring employee records are accurate and up to date.

· Prepare and submit monthly payroll changes to the finance team in line with payroll deadlines.

· Manage staff benefits including the health cash plan, life assurance, pension scheme and long service awards.

· Produce and circulate internal HR communications such as staff newsletters, HR updates and policy changes.

· Coordinate and support learning and development activities, including booking and maintaining training records and delivering HR related training for managers and staff (e.g. one to ones, appraisals, HR systems).

· Assist in developing employee engagement initiatives.

· Contribute to wellbeing and inclusion initiatives.

PERSON SPECIFICATION:

Experience & Qualifications

Essential

· CIPD Qualified and a minimum of 3 years’ experience in a similar role or currently undertaking the qualification.

· Employee relations (e.g. performance, absence, disciplinary, grievance, redundancy, etc) case management in line with current UK employment legislation

· Management of end-to-end recruitment activity, supporting hiring managers and focussed on candidate experience

· Excellent interpersonal, networking and communication skills

· Experience of managing relationships with staff at all levels

Desirable

· Experience of reward and recognition practices

· Experience of managing and inspiring staff, including encouraging innovation and improving ways of working to build a resilient and high performing team culture that delivers results

· Effective organisation and administrative skills gained within HR

· Experience on use of HR database (BREATHE)
