The policy and engagement officer will play an integral role in engaging with charities and other organisations across the substance misuse field to support Collective Voice to influence decision-makers to improve England’s drug and alcohol treatment and recovery system and to champion the role of charities in delivering it.
Collective Voice is the national alliance of voluntary sector drug and alcohol treatment and recovery services. We advocate for a system that reduces harm and nurtures recovery and the vital role of charities in delivering this.
In a typical week you might draft a response to a government consultation on national policy, support a meeting to convene and collate the views of the field on a key issue, write our weekly e-bulletin to engage and inform stakeholders, brief the Director on a policy issue before they meet officials in Whitehall, take minutes at a board meeting, or write a blog analysing and explaining policy developments.
Forming a team of just two with the Director, the post holder will work closely with the Director across all functions of the organisation. This represents, therefore, a significant opportunity for professional development.
Key responsibilities
1. Advocating for treatment and recovery (40%)
• Support Collective Voice to develop authentic, empowering and influential public positions on policy and campaigning issues
•Research and draft high quality influencing materials, including formal policy submissions, briefings, blogs and articles
• Develop expert knowledge in specific areas relevant to CV’s strategy and make recommendations for proactive and reactive responses
• Represent Collective Voice at external meetings and events, including some public speaking
• Develop relationships with relevant stakeholders in national and local government, policy and advocacy charities and beyond
2. Building the field (35%)
• Work with the Director to build our work to convene the field, currently through Collective Voice’s groups and events (online and in person) including providing administration and chairing where appropriate.
• Engage and convene organisations across the field and wider partners to gather intelligence, good practice and canvas opinion to inform policy positions
• Manage a range of projects, setting and meeting own deadlines and managing simple budgets where needed
• Coordinate Collective Voice’s social media, weekly e-bulletin and blogs to engage and inform the field and support delivery of our strategy
3. Strengthening our Collective Voice (20%)
• Contribute to the strategic and organisational development of Collective Voice, working alongside the Director

Role Overview:
This is a new role, providing an opportunity to develop and evolve it. As Compliance Officer, you will be the Charity’s lead and expert on compliance with its external regulatory requirements and internal policies. Specifically, you will be responsible for managing and assuring compliance with legislative and regulatory requirements, including UK charity law, financial regulations, GDPR, safeguarding, and anti-money laundering regulations.
You will report directly to the CEO and provide advice and assistance to the Senior Management Team, as well as personnel across the Charity. The role focuses on advising, assisting, and supporting others while maintaining the authority and independence to ensure compliance.
Main Responsibilities:
- Develop and maintain a robust compliance programme that ensures adherence to internal and external policies, legal and regulatory requirements, and sector best practices.
- Work with various departments to maintain and implement compliance assurance across the Charity, ensuring that appropriate and reasonable measures are in place in line with legislative changes and sector best practices.
- Conduct regular audits, compliance reviews, and spot checks to identify risks, evaluate controls, and manage compliance risks, including investigations and reporting findings.
- Act as the main point of contact for external regulators, auditors, and clients, including the Charity Commission and the Fundraising Regulator.
- Manage the process of periodic audits as per the compliance framework, identifying actions for remediation and developing action plans to address risks.
- Ensure that policies and processes comply with all relevant legislation and regulations. Keep up-to-date with any legal and regulatory changes affecting the Charity's activities and provide advice and interpretation to Senior Management and relevant staff.
- Maintain and update the compliance register, tracking action points and following up on identified risks.

Work Context
· The post is based in Nottingham and will involve regular travel to overseas partner offices.

Autonomy and Decision Making
· The post holder will be responsible for their workload and outputs, working closely with the CEO. They must retain sufficient independence to report on compliance truthfully.

Communications

Qualification:

Job purpose:
Reporting directly to the Head of Finance, the Finance Officer will build relationships with senior managers and their teams, providing them with financial insights, reporting and analysis that enable them to make informed decisions. The post holder will champion and drive forward the move to automation, enabling the effective and efficient running of the finance function.
The post holder will be an accounting professional working towards an accounting qualification with experience of working in a charity setting. Key responsibilities:
Financial management and reporting
- To provide Obstetric Anaesthesia Association (OAA) the following services as set out within the service level agreement:
- Process all financial transactions with IRIS Financials accounts to trial balance and perform reconciliation of all control accounts, investments, and bank accounts monthly.
- Prepare quarterly management accounts for the OAA Treasurer within agreed timeframes.
- Oversee annual budget setting process, coordinating with other internal stakeholders, and to present the budget to OAA Treasurer within agreed timeframes.
- Prepare yearend schedules and other information within agreed timescales for Head of Finance to review.
- Liaise with external auditors and coordinate responses to any requests received.
- Provide accounting services to other specialist societies as set out within service level agreements.
- Prepare quarterly invoices to specialist societies as set out within service level agreements and schedule of income received on behalf of societies for approval by management to pay over to the societies.
- Reconcile daily credit card receipts recorded with the Association’s CRM software to bank receipts and ensure that income is accurately posted within IRIS Financials accounts in a timely basis.
- Record donations and any sundry receipts received into IRIS Financials accounts.
- Upload bank statements into IRIS Financials accounts and reconcile bank accounts on a weekly basis and ensure all transactions are cleared in a timely basis.
- Prepare month end bank reconciliations for sign off by Head of Finance.
- Ensure month end balance sheet reconciliations are prepared for prepayments, deferred income, specialist societies’ bank and credit accounts monthly.
Operational management
- Provide high quality and effective financial reporting, support and assistance to the Head of Finance and other senior managers as required.

The Role
Reporting to the Policy Manager, the Policy Officer works to develop UK-wide, evidence-based policy positions on key issues affecting stroke survivors or those at risk of stroke. Working closely with the rest of the team, they will consult with internal and external experts as well as stroke survivors as part of the policy development process and ensure final positions are disseminated and used effectively.
The Policy Officer identifies and drafts organisational consultation responses, ensuring submissions are backed up by evidence and are informed by those affected by stroke.
Providing expert policy advice and support to colleagues across the organisation, they monitor the external policy landscape and regularly update colleagues on developments. They also support local systems leadership by providing influencing support to regional colleagues, helping to embed policy across the organisation.
Working closely with the Public Affairs and Campaigns team, they support influencing activity by providing up-to-date evidence to develop strategies and messages. They also support the public affairs work when necessary, and provide policy support for the Chief Executive and other senior leaders by preparing presentations when required.
They collaborate with external partners and coalitions to represent the Association’s policy aims, and push for the integration of the voice of lived experience in policymaking.
This role will be provided on a fixed term basis, to cover maternity leave within the team.
About You
You will ideally have experience of:
• Developing evidence-based policy positions or statements
• Identifying and drafting consultation responses or similar policy-based responses

The Role

Working closely with the Policy and Influencing team, devolved nations’ leads as well as other Association teams, they will consult with internal and external experts as well as stroke survivors as part of the policy development process and ensure final positions are disseminated and used effectively.
In a busy health policy arena, the Policy Manager oversees the identification and drafting of organisational consultation responses, ensuring submissions are backed up by evidence, informed by those affected by stroke and have impact with policy makers and audiences.
The Policy Manager is an astute, experienced policy lead. Providing expert policy advice and support to colleagues across the organisation including local system leaders, they contribute to effective horizon scanning and message development to ensure the organisation is prepared for announcements and events in the external environment. The Policy Manager will also represent the Association at external events and sit on like-minded coalitions. They also support the public affairs work when necessary, and provide policy support for the Chief Executive and other senior leaders by preparing presentations when required.
This role will be provided on a fixed term basis, to cover maternity leave within the team.
About You
As Policy Manager, you will be educated to degree level or relevant demonstrable industry experience and be willing to undertake training and continuing professional development. You’ll be a flexible team player and solutions-focussed.
You will ideally have experience of:
• Overseeing evidence-based policy positions, statements and consultation responses (or equivalent)
• Building relationships with senior policy stakeholders and stakeholder mapping and management
• Meaningfully involving beneficiaries in policy work
• Developing briefings for a range of audiences, for example parliamentarians and senior colleagues
• Experience of leading and motivating others

Key responsibilities of the role
Policy and Research: You will contribute to the production of our policy writing, including reports, briefings, consultation responses and blog posts. - Develop expert knowledge in specific policy areas relevant to gender equality in Wales;
- Contribute to primary data collection by supporting the design, fieldwork and evaluation of surveys, interviews and focus groups;
- Prepare clear briefings, reports and responses to Welsh Government and Senedd consultations, working with relevant team members and partner organisations as necessary;
