Position: Programme Officer

Reporting to: Senior Programme Manager

Location: Sidcup, Greater London, and hybrid working of 1 day in the office and 4 days remote (subject to change)

Contract Type: Permanent and full-time

Starting Salary: £28,000 – £32,000 gross per annum (based on experience) plus benefits

The Programme Officer will work closely with both the project teams and the wider organisation to support the effective management and delivery of projects across from our London office.

Purpose

The Programme Officer will be responsible for supporting the effective implementation of project delivery activities across our portfolio, predominantly in Africa, Europe, Central Asia, and the Middle East. The post holder will support project delivery, ensuring quality expectations (internal and client), delivering within the scope and budgeted resources of projects, and in line with project timelines. They will work closely with other members of the programme delivery team, our technical team, delivery partners, and consultants to ensure projects maximise their positive impact and will also support the Senior Programme Manager to disseminate good management practice across the organisation, and advise on delivery approaches. 

Main Responsibilities

The responsibilities of the Programme Officer include the following:

1. Project Support

• Provide support to Programme Managers in the delivery of projects, ensuring projects are delivered on time, within budget and scope and comply with client contracts
• Take on the project management of assigned select projects within a determined budget/complexity threshold, ensuring that they are delivered to time and quality
• Set-up and monitor project workplans, including change requests ensuring that approvals are formally recorded and filed
• Manage day-to-day relationships with delivery partners and internal team(s) and build a solid understanding of delivery needs and timelines across projects
• Monitor and support timely client and consultant billing and invoices attached to delivery
• Support onboarding of consultants for new projects, including due diligence checks and contract preparation based on set templates
• Ensure project management software and tools are accurate and kept up to date for allocated projects
• Provide timely responses to client queries and alert the Senior Project Manager of any potential risks
• Lead duty of care and travel planning for staff and consultants, working alongside administrative officers
• Liaise closely with technical colleagues and Project Managers on project support needs.

2. Project Financial Management

• Monitor project budget performance, capturing variances and liaising with the Finance Team and Senior Programme Manager
• Monitor and support the processing of consultants’ expenses/fees against contracts and client invoices against contracts.
• Make recommendations to ensure financial outcomes are met with respect to time, quality and cost, and provide early warning of project overspend
• Prepare internal project update reporting including finances and resourcing using required management tools.

3. Organisational Support and Business Development

• Provide support in strengthening policies, procedures, and management tools for Development Pathways
• Coordinate with wider project teams to ensure technical capacity is well planned across Development Pathways’ portfolio of projects
• Signpost colleagues to relevant project management tools and processes, when required
• Support project closure processes as required, capturing and sharing lessons internally
• Provide ad hoc input to evolving organisational requirements as directed by senior members
• Assist with the identification and monitoring of business opportunities in donor markets, as requested
• Update SharePoint and ensure project data sheets are developed and up to date to facilitate bids for tenders
• Collate and share project information to support the Business Development and Communications department.

Skills, Knowledge and Behaviours

The Programme Officer will require the following combination of applied skills, knowledge, and behaviours to successfully contribute to team goals:

Required:

• An undergraduate degree in an appropriate subject 
• Around 3 years’ experience working on project support or delivery within international development,  research and/or the consultancy sector
• Ability and confidence to work independently and manage their own workflows
• Good communication skills and an ability to build and maintain strong working relationships with a broad range of stakeholders at the individual level and in representation of the organisation 
• Excellent drafting skills
• Ability to understand and effectively analyse and utilise financial information
• Proven ability to resolve problems, anticipate barriers and create practical solutions
• High IT proficiency (Microsoft Office (Word, Excel, SharePoint, etc.)
• Demonstrated attention to detail ensuring quality standards are maintained
• Ability to travel internationally when required.

Advantageous:

• Up to 3 yeaers project management experience
• Proficiency in additional languages

Reporting Lines:

This post will report to the UK Office Senior Programme Manager.

Purpose of the job

This role is an exciting opportunity for a proactive and driven individual to join the UK Youth Network Delivery Department. The Summer Jobs Programme is the largest programme in UK Youth’s portfolio. Funded until the end of 2026, the programme is currently operating in its second year. Reporting to the Head of Programmes, you will be responsible for programme managing our Summer Jobs programme. As Programme Manager, you will deliver the programme to a high standard and that the benefits to young people are realised. This will include ensuring that colleagues and stakeholders are clear on their roles and delivering on them effectively, that programme deliverables are met, risks managed effectively, and delivery is within budget.

The Summer Jobs Programme is a paid employment initiative running from July to September 2025 and 2026, supporting vulnerable young people in England and Wales. It aims to reduce youth violence and improve future engagement in education, training, and work by removing barriers to employment and offering structured, empowering opportunities. This programme is delivered with a network of local youth work Delivery Partners and employers. Young people begin with a one-week pre-employment training course, followed by a five-week job placement. Throughout, they’re supported by both a local youth worker and an employer-based supervisor to ensure they receive consistent guidance. 

Funded by the Youth Endowment Fund and Youth Futures Foundation, the programme launched in 2024 with over 400 participants and has expanded in 2025. A built-in Randomised Control Trial (RCT) will assess its impact on youth violence and long-term outcomes. In 2026, the programme will grow further, including working with over 2000 young people, completing a three-year period of delivery and investment aimed at driving long-term, evidence-based change.

Key responsibilities

• Work with the Summer Jobs Employer Engagement Manager and the CRM Manager to refine and complete the development of the programme’s CRM system.

About the role

Our Kenyan team are looking to recruit an eye health professional with first class project management knowledge within international development to join their team in Nairobi. The Programme Officer reporting to the Senior Programme Manager and Programme Manager will support a refractive error intervention project and own the planning, organising and coordination of all activities across selected counties.

Knowledge skills and experience

If you have previous experience supporting an eye health project from implementation through to close out; honed monitoring evaluation and learning knowledge; are budget and forecasting savvy and can coordinate activities ensuring refractive error intervention is actively used for quality improvement and timely decision making we would like to hear from you. The ideal candidate will have experience in a similar role within in an INGO or NGO setting.

Essential

• A proven track record in supporting the implementation of eye health projects working closely with project partners and internal stakeholders
• Ability to ensure safe programmes by being alert ready to safe-guarding risks in project communities
• An understanding how to implement high quality and ethical MEL approaches across the Boresha Macho Refractive Error project
• An advocate for programmatic disability and social inclusion
• Knowledgeable on current issues and best practice regarding disability, UNCRPD, Sustainable Development Goals (SDG’s).

As Senior Programme Officer, I will support the Head of Commercial Insight & Development to ensure Mental Health UK delivers high quality projects and programmes that:

The successful candidate will be based from home with a requirement to travel to partner schools and business sites in and around Wolverhampton and Telford. Fuel expenses are paid and travel time is included as part of working hours. Working with secondary schools to provide early support programmes, core delivery time is usually within the school working day and during school terms only. All other working hours can be managed with flexibility by the post holder to ensure that all administrative tasks are completed as required.

Our client is a fast-growing charity using the power of football to change lives. They run accessible, high-quality football programmes for thousands of young people across London, regardless of their background or ability to pay.

In just six years, they’ve grown from a bold idea to reaching 6,000 young people every week. Their ambition is to reach 20,000 by 2028. To get there, they need a strategic operator to lead the next phase of their growth.

They’re looking for a Director of Programmes with a proven ability to scale services, build systems that support consistent delivery, and ensure quality is never compromised. This is not a frontline delivery or coaching role, it’s a senior leadership position that combines strategic oversight, operational rigour, and cultural leadership.

You may come from a background in large-scale event operations, network-based service models, or high-growth commercial environments where building for scale was central to your role. Quest for Learning is an education charity on a mission to close the gap for primary school children in Oxfordshire who are falling behind - often due to complex and compounding disadvantage. Many of the children we support are growing up in poverty, with limited access to books, low parental literacy, and challenging home environments. Some face health inequalities, live in areas affected by crime, or have recently arrived in the UK as refugees or asylum seekers.

We work closely with schools to provide targeted, high-impact literacy and numeracy programmes that give these children the chance to catch up, thrive, and believe in their potential. On average, our small-group tutoring helps pupils make 13 months of progress in just 10 hours - building not only essential skills, but also confidence, motivation, and a renewed sense of possibility.

About the role

We're looking for a dynamic, relationship-focused, and highly organised individual to oversee our teaching programmes, school partnerships, and tutor network.

This role is crucial to ensuring our programmes are high-quality, well-managed, and meeting the needs of schools. You will be the first point of contact for schools, building strong relationships with headteachers and SENCOs, and ensuring that we offer the right support at the right time.

You will manage our team of tutors, ensuring they have the resources, training, and support needed to deliver our programmes to the highest standard. You will also oversee safeguarding and the measurement of programme impact, working closely with the fundraiser to ensure we have strong data for funding applications.

If you have experience in education, relationship building, programme management, or charity leadership, and you’re passionate about ensuring all children get the support they need, this role is for you.

Key responsibilities

School relationships and programme development (account management) 

• Develop and maintain strong relationships with schools and other stakeholders, ensuring our programmes align with their needs.
• Be proactive in identifying opportunities for growth, understanding school funding challenges, and positioning Quest for Learning as a key partner.
• Stay abreast of educational trends, school funding pressures, and local needs, using this market intelligence to shape programme delivery and ensure our offer remains relevant, impactful, and responsive to the challenges schools and pupils face.
• Support marketing efforts by sharing impact stories, case studies, and insights from schools.

Tutor management and quality assurance

• Manage the tutor team, ensuring high standards of teaching and professionalism.
• Oversee tutor recruitment, training in programmes, and performance management.
• Ensure tutors are properly equipped with resources and training to deliver high-quality sessions and further relationships in schools.
• Provide pedagogical guidance and support to tutors where needed, drawing on strong educational knowledge to help resolve teaching queries or challenges.
• Actively develop the tutor pool, ensuring we have the right expertise and capacity across Oxfordshire.

Programme coordination and delivery

• Oversee the scheduling and logistics of our tutoring programmes, ensuring smooth delivery and efficient coordination of tutors and bookings.
• Ensure end-of-programme reporting is completed by tutors and shared with schools and other necessary stakeholders.

Safeguarding (Designated Safeguarding Lead - DSL)

• Act as the DSL for Quest for Learning (once trained) with support from the Chief Executive as Deputy Designated Safeguarding Lead, ensuring all safeguarding policies and processes are followed.
• Train tutors in best safeguarding practices and ensure incidents are properly reported and recorded.
• Liaise with schools and external agencies where necessary. 

Impact measurement & fundraising support

• Ensure a strong framework of assessment and impact measurement for pupils and our programmes.
• Analyse and collate data on programme effectiveness, reporting to the team.
• Work with the fundraiser to provide teaching-related content for funding bids and reports.

Person specification

Essential:

• Strong experience in account management, partnerships, or relationship management (preferably in education or the charity sector).
• Experience working in education or service delivery (e.g. as a teacher, tutor, or programme manager).
• Strong pedagogical knowledge and the ability to support tutors with teaching-related queries.
• Excellent people skills, able to build relationships with schools, tutors, and funders.
• Highly organised and proactive, with strong project management skills.
• Strong ability to problem-solve, take initiative, and manage multiple priorities.
• Understanding of safeguarding in education (or willingness to train as a DSL).

The Association of Directors of Public Health (ADPH) is a Charity and Company Limited by guarantee and is the representative body for Directors of Public Health (DPH) in the UK. The Association has a rich heritage, its origins dating back more than 160 years. It seeks to improve and protect the health of the population through collating and presenting the views of DsPH; advising on public health policy and legislation at a local, regional, national and international level; facilitating a support network for DsPH; and providing opportunities for DsPH to develop professional practice. 

We are now looking to appoint to the full-time, permanent position of Development Programme Manager. The successful candidate will work with our Head of Development and Engagement to develop and deliver our comprehensive membership offer to our range of members.

In addition to managing their work programme they will act as Project Manager for some ADPH events, participate and lead cross team projects and line manage and oversee the work of our Project Administrators and Coordinators.

Candidates will be required to demonstrate experience of working in a training and leadership development environment, as well as a background in event and workshop management.
