Do you believe in the power of learning and evidence to improve outcomes for some of the world’s most vulnerable young children and caregivers?
If the answer to this question is yes, this is the role for you!
The Moving Minds Alliance (MMA) is an advocacy impact network focused on Early Childhood Development in Emergencies (ECDiE). It comprises a (growing) network of 38 organizations working together to increase the quantity and quality of funding, policy prioritization, and leadership needed to effectively support young children and caregivers affected by crisis and displacement. MMA’s goal is for all children and caregivers to have access to the power and resources necessary to meet their self-determined needs in an environment of dignity, equity and care, especially in situations of national and international displacement.
MMA does not provide funding for implementation of early childhood programs. As a network, its activities are led by members collaborating in working groups responsible for operationalizing specific areas of work, with support from the Core Team and some external consultants. Operational costs and activities are financed by a sub-group of philanthropic foundations, which are part of the overall MMA membership, through a combination of annual member fees and additional donations and grants. A Steering Committee provides overall strategic direction. MMA is hosted by the International Rescue Committee (IRC-UK).
Our Vision: Rebuilding resilience of the youngest refugees
Forced displacement worldwide is at a record high. Young children and caregivers are disproportionately represented among those fleeing from emergencies and crisis-affected contexts. More than 43 million children have been displaced by conflict. One in four children around the world lives in contexts affected by conflict or disaster. Most children born in displacement will go on to spend their entire childhoods away from home.
Children’s experiences during their formative early years shape the architecture of the brain. This creates the foundation for future development, learning and physical and mental health. Prolonged exposure to violence and toxic stress can have life-long negative effects on children’s development. It can lead to higher levels of depression, anxiety, and in some cases post-traumatic stress disorder. Evidence indicates that quality ECDiE services that support parents, caregivers, and families to provide nurturing care during crisis can mitigate the negative effects of trauma and stress on young children and promote resilience and well-being for a lifetime.
Whilst the international community has made significant efforts to ensure children have access to basic healthcare and nutrition, more must be done to ensure that caregivers and young children can access quality ECDiE services. These services are severely lacking in crisis situations across the globe, as well as in communities hosting refugees and asylum-seekers.
The Purpose of the Role

The post-holder will support MMA’s ambition to become the thought leader and ‘go-to’ agency for the latest global, regional and local thinking, evidence and advocacy content on ECDiE. The Start Fund Programme Officer will work as part of a team to implement the global Start Fund, which is the Start Network's flagship programme disbursing around £20m in awards to network member organisations each year. The global Start Fund provides rapid financing in response to underfunded small to medium scale crises, spikes in chronic humanitarian crises, and in anticipation of impending crises, filling a critical gap in humanitarian financing.
Save the Children UK believes every child deserves a future. In the UK and around the world, we work every day to give children a healthy start in life, the opportunity to learn and protection from harm. When crisis strikes, and children are most vulnerable, we are always among the first to respond and the last to leave. We ensure children's unique needs are met and their voices are heard. We deliver lasting results for millions of children, including those hardest to reach.
The Start Network is made up of more than 50 aid agencies across five continents, ranging from large international organisations to national NGOs. Our aim is to deliver more effective emergency aid, harnessing the power and knowledge of the network to make faster and better decisions to help people affected by crises. We advocate for radical change in the global aid system so that the world can deal better with the humanitarian challenges of today, and of the future. Our work focuses on three areas to change the system:
- Localisation – shifting power to those closest to the front line to enable more effective and appropriate responses.
- New forms of financing – providing fast, early, and dependable funding, to help communities to become more resilient to crises.
- Collective innovation – testing new ways of working and sharing learning and expertise to build a more effective humanitarian system.
The Start Network is at a critical point in its journey. We have grown and diversified our membership over the past 10 years. We are now set to evolve into a decentralised “network of networks” by 2025. We are currently working with five national and regional networks (hubs) in Pakistan, DRC, Guatemala, India and the Pacific. They are developing locally led ways of anticipating and responding to humanitarian crises. We aim to support the emergence and development of further Hubs in the coming years. Our ultimate ambition is to devolve leadership, membership, programming and decision making to the hubs, while the UK team transitions to provide services of support.
The team of Start Fund Programme Officers work with colleagues across both Save the Children UK (SCUK) and the Start Network.
About the Role

The role includes working with a wide range of stakeholders within SCUK and other agencies within the Start Network and Start Platform.

- Contribute to the mainstreaming of anticipation and early action in the Start Funds through information sharing and capacity strengthening initiatives.
- Support members, particularly local and national NGOs in accessing Start Fund through member engagement activities and critical review and support with Start Fund process adaptations.
About You
To be successful you will have experience working within the humanitarian sector and proven experience of project cycle management and financial management. The majority of our roles can be performed remotely in the UK, but there are likely to be times when you will be required to come to your contracted office (up to 2-4 days per month or 6-8 days per quarter). This will be agreed with your Line Manager and team and is intended to be time spent on collaborating with colleagues and relationship building.
Please note: travel costs to your contracted office will be at your own expense.
Flexible Working - We are happy to discuss flexible working options at interview.
Commitment to Diversity & Inclusion:
Save the Children UK believes in a world that is fair, inclusive and equitable where all children have the opportunity to change their world. We apply this to our workforce and we are committed to developing and supporting a diverse, equitable, and inclusive organisation where all employees have a sense of belonging and feel that they can be "Free to Be Me". We are not looking for just one type of person - we want to recruit people who can add fresh perspectives, innovative ideas or challenge that disrupts the risk of group think.
We are especially interested in people whose childhood experiences - of life on a low income, of migration, of being in a racialised community, of the care system, of being LGBT+ or in an LGBT+ family or living with (or with someone with) a disability - help us to see things we might otherwise miss. Whatever your story is we want to hear it because we know that different voices, ideas, perspectives and knowledge, working together will enable us to better the lives of children around the world. This is the reason why we are all here.
CASS+ is now seeking to appoint a new CEO who will lead on the development and delivery of the CASS+ strategy.
Our vision is for advice and support to be available in every court across the UK. As a result, the successful candidate will take us into a new period of growth.
People often arrive at court alone, feeling powerless, trapped and terrified. We are free and independent of the system. We sit down and listen. We build trust and use our knowledge and connections to find solutions to complicated situations. We guide people towards positive change and stay by their side for as long as they want us by their side.
Reducing the risk of re-offending
This is how we can reduce the risk of re-offending and improve the lives of people experiencing the Justice System.
You will be leading a dedicated, passionate and knowledgeable team of staff, placements, interns and volunteers focussed on tailored solutions for people facing many disadvantages.
Tim Auburn, Chair of the Trustees, commented:
I am pleased to announce the start of our search for the next CEO at CASS+. This is an extremely rewarding role, leading a team of people who are passionate about giving anyone going through the Justice System another chance.
I am proud to be Chair of this charity which has so much to offer the justice sector.
If you share our values and have the passion, talent and experience, we would love to hear from you.
Do you embody these values?
Humanity first
People are not numbers. We combine empathy, compassion and knowledge to guide each person towards a positive future.
Supportive
We actively listen so that each person gets tailored support at court and into life beyond.
Creative problem-solving
We use our extensive networks and experience of the Justice System to work with others to find solutions.
Helpful
We’re ready and willing to help anyone. We can stay by their side for as long as they want us.
Determined
We never give up. We advocate for people and encourage them to find their own voice.
Growing charity
CASS+ has over 18 years’ experience focussing on social inequalities. We have 11 staff at five sites in five courts, around 21 volunteers, and, each year, we serve over 800 people through the Justice System and into life beyond.
If you share our vision and values and believe in giving people a future, we would love to hear from you.
