Interim Senior People & Culture Officer
Location: Farringdon (2days/week, hybrid working pattern)
Contract: Temporary, 3months (full time hours)
Salary: £230/day (through umbrella)
An established national charity is seeking an experienced Senior People & Culture Officer to join their People, Culture & Governance team during a period of significant organisational change.
This is a hands-on, project-focused role supporting organisational change, policy development, and core People operations. You will work closely with the Head of People & Culture to coordinate change initiatives, review and update policies, and ensure smooth operational delivery across the employee lifecycle.
Key Responsibilities:
- Support the planning and coordination of organisational change activities
- Provide project support, including tracking progress, preparing documentation, and drafting communications
- Contribute to the review and development of People policies, ensuring alignment with legislation and best practice
- Provide professional first-line People advice to managers and employees
- Support recruitment, onboarding, and wider employee lifecycle administration
- Maintain accurate HR systems, records, and reporting
- Assist with employee relations case coordination and documentation
- Contribute to improvements in systems, processes, and ways of working
About You:
- Proven HR/People experience, including involvement in organisational change projects
- Strong understanding of employment law and best practice
- Confident supporting employee relations matters
- Highly organised with the ability to manage multiple priorities
- Discreet, professional, and comfortable handling confidential information
- Proactive and able to work independently while supporting senior stakeholders

About the role
We’re excited to be recruiting a Senior People and Culture Business Partner to lead WWF-UK’s Business Partnering and Advisory team and provide senior, trusted People and Culture partnership across the organisation.
Reporting to the Director of People and Culture, this role plays a key part in shaping and delivering people strategy, workforce planning, organisation design and employee relations, ensuring these align to organisational priorities, values and culture. You’ll work closely with senior leaders to translate strategy into practical people solutions, supporting confident and inclusive decision-making during a period of organisational transition.
Combining strategic leadership with hands-on delivery, you will lead a high-performing team while supporting complex people priorities across directorates. The role operates at pace across both planned initiatives and responsive activity, helping strengthen colleague experience, organisational capability and a values-led culture.
Skills and experience
You’ll bring the following skills and experience to succeed in this role:
Essential
• Significant experience providing senior strategic and operational People or HR partnering within a complex organisation
• Proven leadership experience, including developing and motivating People and Culture or HR teams
• Strong experience advising senior leaders on workforce planning, organisation design, cultural change and complex employee relations matters
• Demonstrable experience embedding equity, diversity and inclusion into people practices and organisational decision-making
• Up-to-date knowledge of employment law and best practice, applied with sound professional judgement
• Strong influencing, coaching and relationship-building skills, with the confidence to challenge constructively
• Excellent written and verbal communication skills
Desirable
• CIPD qualification or equivalent professional experience
• Experience supporting large-scale organisational change or transformation
• Experience using people data and insight to inform strategic decision-making and improve colleague experience

About the role
With line management responsibilities for a team of HR Business Partners, the Senior HR Business Partners will drive HR aspects of the Strategic Plan ensuring development and delivery of the strategy to enable relationships and people management solutions across Shelter and Shelter Scotland.
The postholder will identify HR priorities which supports Shelter and Shelter Scotland’s Strategy, making recommendations to the HR Senior Leadership Team that supports the overall strategic direction.
Role specifics
As a Senior HR Business Partner at Shelter, you will play a key role in delivering our People strategy, ensuring it supports the wider goals of Shelter and Shelter Scotland. You’ll lead on embedding effective business partnering across directorates, providing expert HR support and insight to help achieve strategic objectives. Reporting to the Head of HR Business Partnering and Employee Relations, you’ll help foster a strong partnership with Trade Unions and lead key HR projects that drive organisational change. As a senior leader within the team, you’ll manage up to two HR Business Partners, offering coaching, development and performance support, and creating opportunities for collaborative, cross-functional working.

About the team
The HR Business Partnering Team provides the strategic lead on people management and organisational development at Shelter. We aim to enable the organisation to have the right Culture, Capacity and Capability to achieve its purpose. We do this through providing Employee Relations and Business Partnering support, partnering with specific directorates within the organisation to understand business needs and advise on people initiatives which support the delivery of directorate objectives. Working with colleagues within the wide people directorate to delivery cultural and structural change management initiatives tailored to the needs of the business. Supporting the Head of HR Business Partnering in the continued development and delivery of the wider people plan.
