Job description

FILE is a new grant-making Foundation, headquartered in Amsterdam with staff based in the Netherlands and the UK, whose charitable object is to promote the protection of the environment through law and related advocacy.  FILE has two sets of objectives: the first to encourage philanthropies to join strategies and co-manage funds for climate and biodiversity activities, and the second is to apply these funds to support legal reform and cases, campaigns and advocacy around legal interventions, the research and evidentiary support of law cases, and learning within the community.  Whilst FILE is a grant-making institution, it also aims to help build the NGO ecosystem, shape the strategy, and make an impact on climate change and the protection of biodiversity. 
 

The Mission.

This is an exciting opportunity for a talented individual who will play a critical role in FILE’s strategic planning, monitoring and evaluation processes, leading the design of the theories of change that will underpin FILE’s strategy development.

An experienced individual with a depth of understanding and practical experience in MEL in a similar international organisation. S/he will develop FILE’s Monitoring, Evaluation and Learning (MEL) frameworks to identify the greatest impact opportunities and priorities for FILE’s grant-making, working closely with the team, and partner stakeholders.

We are at a critical stage of our business development and are seeking a talented senior manager to make a significant impact from the outset. S/he will take responsibility for managing reporting frameworks that enable effective communication through FILE grantees to FILE’s donors.

The successful candidate will play a formative role in shaping FILE’s grant-making, evidence base and impact assessment processes, they will need to be hand’s on and drive this part of our business forward. S/he will be able to demonstrate their expertise in interpreting, communicating and leveraging evidence findings in order to inform strategic and real-time operational decision making. They must be passionate about climate change and biodiversity, understand the impact of our work and be aligned to our mission and values as an organisation. They must be interested in playing a role in developing the culture of our business as we grow.

The Exciting Opportunity

Responsibilities:

Strategy development: Working in partnership with FILE’s Executive team and FILE’s grantee partners, build and manage the theories of change that will underpin FILE’s climate change and biodiversity strategies. Manage the design of FILE’s monitoring and evaluation systems, disseminating findings clearly and effectively to enable informed decision-making.  As appropriate, progressively refine and update MEL strategy and frameworks to ensure that they track with organisational and programmatic evolutions

Frameworks: lead on the development and updating of FILE’s multi-year organizational results frameworks, with support and inputs from FILE’s leadership team and staff.  Coordinate the development of FILE’s annual organisational objectives, and support staff in developing results frameworks to measure progress against programme and country strategies, as appropriate.  Systematise FILE indicators with a view to developing consistent measurement approaches to our work and impact across programmes and donors.

Grant Proposal Development: Enure that FILE conducts robust and appropriate appraisals of the evidence base, cost-effectiveness and impact potential of strategies and/or grants under consideration, and sets up rigorous MEL frameworks accordingly.

Grants Management: Working in partnership with the Programme team, to lead on the smart integration of monitoring, evaluation and learning frameworks into partnership agreements with a view to ensuring alignment with FILE’s core frameworks.  Throughout the lifecycle of the grants, ensure that timely and relevant monitoring and evaluation data is available and proactively used by partners and FILE to learn lessons and drive programmatic decision-making.  This will include working directly with FILE’s grantees and donors to ensure the development of rigorous and fit-for-purpose monitoring frameworks.

Partnership management: Lead on the sourcing, hiring and management of external evaluation organisations to effectively monitor and evaluate FILE’s grants and strategies, as appropriate.  Act as expert support to FILE’s grantee partners as they seek to monitor and evaluate their impact.

Reporting and stakeholder management: Working in conjunction with the Programme Director, to develop and manage robust impact reporting structures from grantees to FILE, including monitoring progress against deliverables and impact indicators, enabling lessons to be learned.  Lead on the preparation and dissemination of reporting on performance across portfolios against FILE’s results framework through board reports and other management information to FILE’s board and donors, ensuring that these are produced to a high standard and in a timely fashion.

The Talented Individual

Qualifications & Experience

  • A university degree in a related field including law, political science or environmental science. A postgraduate degree in a relevant discipline is desirable.
  • Understanding of the climate and/or biodiversity landscape required, with an understanding of legal strategies or advocacy desirable.
  • Professional experience in a related field.
  • Experience in designing and implementing monitoring and evaluation frameworks required, including robust knowledge of monitoring and evaluation tools.
  • Experience of grant-making, budget management and donor reporting highly desirable.
  • Outstanding partnership management skills, with the ability to establish and manage collaborative internal and external stakeholders.
  • Excellent analytical and quantitative skills, with the ability to assimilate and digest large volumes of information.
  • Outstanding and demonstrable English written and communication skills.  You will be able to present information in a compelling way through proposals, memos and PowerPoint presentations.  Knowledge of other languages including Spanish, Portuguese, Mandarin advantageous.
  • Ability to work unsupervised, a motivated self-starter, with strong problem solving and multi-tasking skills.
  • Excellent attention to detail, strong organisational and project management skills and the ability to be flexible as priorities and needs change.
