The successful candidate would be responsible for providing effective EA support, convening and supporting committees and regular meetings across the directorate, supporting on strategic workstreams across the Directorate, and providing a range of administrative and co-ordination support to the Heads of the Finance & Corporate Services Teams including support for team projects.

Local Motion Project Manager

The role

The post holder or this role will be responsible for the work of LocalMotion in Oldham and ensuring that local people, community organisations and institutions can collaborate to achieve their shared vision.

The shared purpose of LocalMotion is to learn how all elements of our societal structure, including funders, sectors, and citizens, can work together equitably within a geographical place to positively disrupt the normal patterns and vicious cycles that are holding communities back, to reimagine a more just future for everyone. The main things you will be asked to do in this role

· To provide effective and visible leadership of the LocalMotion work in Oldham, both within Oldham itself and within the wider LocalMotion movement and network.

· To ensure that Oldham’s LocalMotion work is delivered in line with LocalMotion aims and values and strives for excellence in coproduction and collaborative practice.

· To actively connect with people, communities organisations and institutions in order to maximise the reach and impact of this opportunity.

· Work with the local coordination group to establish the ways of working and processes required to share power and devolve resources and leadership to drive forward the work to achieve our local vision.

· To ensure the local coordination group in Oldham is well supported, is reflective of the communities of Oldham and has the practical support it needs to carry out its functions and responsibilities.

· To ensure that the LocalMotion resources are spent in accordance with the grant agreement, the budget and that all reporting, due diligence and learning requirements are met.

· To ensure the LocalMotion work in Oldham is well documented, and we are able to share learning and impact with key stakeholders.

· To work with local partners, funders and other stakeholders to secure additional resources that will help achieve Oldham’s LocalMotion vision.

· To contribute to LocalMotion learning and governance events (approximately 4-6 per year) as part of the wider network and be a representative of the work in Oldham, including delivering presentations and sharing learning and insight.

Job Purpose - Facilities Manager - Projects 

The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.

The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.

This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.

Reporting directly to the Head of Estates, the role holder will: 

• Lead the estates input in the expansion of the existing property footprint.
• Onboard new additions to the estate’s property portfolio efficiently and effectively.
• Work collaboratively with operational colleagues ensuring “best outcomes” are delivered for the people we support in the development and maintenance of the estate.
• Support the wider estates team in the delivery of business-as-usual activities.
• Be visible and on site to ensure the smooth running of projects and the timely resolution of issues. 

Dimensions

Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. The nature of individual projects will determine this although it is anticipated that project spend will be circa £0.5m+ per annum.

Principal Accountabilities

Estates and Facilities Management 

• Responsibility: Act as the senior estates and facilities professional on project work assigned. 

• Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements. 

• Project Performance: Ensure a robust contract performance management framework is in place for each project. 

• Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements. 

• Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements. 

• Onboarding: With support from the Head of Estates, lead the estates input re. property acquisition (both support with the identification of appropriate property and subsequent due diligence). 

• Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint. 

• Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team. 

• Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work. 

Financial Management

• Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time. 

• Procurement: Work closely with the Procurement team to source potential suppliers for services and ensure those services are sourced on a “Value for money” (VFM) basis, and in accordance with the terms of the Scheme of Reservation and Delegation. 

• Tenders: Working closely with the Procurement function of the Charity, take the estates lead in tender activity where assigned, ensuring that activity is undertaken in accordance with the Scheme of Reservation and Delegation. 

• Cost Reduction/Service Improvement: Lead in ensuring we are continually striving to reduce cost/improve service provision. 

• Commercial Acumen: Commercially savvy to drive continuous improvement opportunities (both financial and operational). 

Sustainability, Efficiency, and Innovation 

• Estates Development: Ensure development activity within the estate takes account of environmental considerations/technological advances in the go-forward design.

• Experience of working with a Computer Aided Facility Management (CAFM) system.

Key Responsibilities

Partnership liaison and relationship management

• Establish the primary local referral agencies and build and implement a strategy for developing relationships with them to ensure recruitment of young people onto the Spear programme is effective
• Maintain and develop relationships with local partners to form a strong referral network.

Oversight of Spear Programme

• As a confident communicator, you will lead group sessions of around 10 young people each, using coaching skills to transform attitudes to their own ability and the workplace, and to raise their awareness and maximise potential in stepping into the world of work
• Prepare and coach group and 1-1 sessions with the Spear Coach
• Ensure the programme is delivered in line with agreed targets, and report KPIs on recruitment, retention and completion of Spear Trainees to Resurgo and the Spear Trust, as well as their ongoing progress and sustainment of work or education.

Line Management and training

• Manage the Spear Coach, using a coaching approach to invest in their growth and development
• Be line managed by Resurgo to support with the set-up and ongoing operations of the centre and report back on KPIs.

Church Community

• The Spear Centre Manager is directly employed by Alive Church, meaning you are part of a vibrant church staff team and submerged in an exciting faith community
• You will be required to establish strong relationships with key people at the church to ensure the engagement and backing of church members and help the Spear Coach to establish a strong presence at the church to build a network of supporters for the Spear programme
• Ensure the Spear programme is a key missional feature of the work of the church; this may involve attending church events and speaking at services.

Site management and set-up

• Work with the Church to set up the training room and IT infrastructure for the new Spear Centre in advance of opening

o Take Home and Settle/ Hospital Aftercare Service

o Sitting Service

o Handy Person Service

o Frailty Care Navigator

· The work will include some on call responsibilities on evenings and weekends for the Hospital Discharge Services which an extra payment will be made.

· To work in partnership with other providers and health partners across both boroughs.

· To work within the Bromley Well partnership and maintain contact with BTSE

· To build a strong relationship with the hospitals and NHS staff

· To be responsible for health and wellbeing staff including undertaking supervision, guidance and support, allocation and monitoring of work plans, annual appraisals, identification of training needs and participation in the recruitment of staff.

· To work with the Chief Executive to devise and implement a marketing / publicity strategy to promote primary and secondary interventions and other services for older people.

· To work in partnership with older people, volunteers, statutory, voluntary and other agencies to initiate and deliver a programme of healthy living and recreational activities which meet the needs and aspirations of older people in Bromley and Greenwich identifying and developing new  initiatives and partners.

· To be responsible for ensuring that risk assessments are undertaken of premises, outreach venues, client’s homes and other measures for the provision of a safe environment ensuring that all legislative requirements are met.

· To be creative and innovative in designing new opportunities and projects for people to get involved across the boroughs in the co-delivery of services.

· To keep your knowledge up to date with the health priorities and health commissioning strategies in both boroughs to ensure our services are ‘fit for purpose’ and can contribute to the current overarching outcomes agreed between the local Authorities and the ICB.

· To be familiar with the Joint Strategic Needs Assessments (JSNAs) Health & Wellbeing Strategies and decisions agreed at the joint local authority and ICB & Wellbeing Boards.

The Philanthropy Manager (Trusts, Grants and Foundations) will be responsible for delivering a strategic approach to trusts, grants and foundations; working with service delivery areas of the organisation as well as the finance department, in order to create compelling projects, with measurable outcomes that can be reported on. The postholder will be able to articulate these projects into cases for support within written applications, matching projects with appropriate funders and delivering a compelling ask. This role requires the development of a trusts, grants and foundations pipeline, from research through to reporting, ensuring a sustainable and maximised income stream.

This role will require the successful candidate to support to the Head of Audit, Risk & Governance in the implementation and oversight of effective risk management and assurance policies and procedures for the whole organisation.

Role Requirements

 You will attend the Audit & Risk Committee and other board committees from time to time to present on risk and assurance.  With experience of delivering 2nd line risk and assurance activities within large, complex or heavily regulated organisation, you will be effective in building professional relationships and influencing and collaborating with colleagues from all disciplines and at all levels. 

You will need to engage effectively with frontline and support colleagues to really understand the needs of our beneficiaries and the risks to the charity more broadly.  The ultimate objective of risk management at The Children’s Trust is to ensure the charity continues to deliver high-quality, safe and effective and financially sustainable services for vulnerable children now and in the longer-term.

Although the role does not have any formal direct reports, the Risk & Assurance Analyst will have a dotted line into the Risk & Assurance Manager, providing support particularly on business continuity but also on risk management as and when necessary.

With experience of working in a complex environment, across a large and diverse workforce, you will be exceptionally organised with a high-level of attention to detail. You will naturally possess excellent inter-personal skills, and an ability to consult and positively engage with key stakeholders across the organisation.
