Purpose
The Chair leads the board of Trustees, ensuring the charity is well-governed, fulfils its mission, complies with all legal and regulatory requirements, and operates in the best interests of its beneficiaries. The Chair works closely with the Executive Director to provide strategic leadership, support, and challenge.
Background to the Charity
For the past forty years, CHIRP has enabled thousands of people to report safety concerns through our confidential reporting service without fear of identification or harming their careers, contributing to safer environments in the air and at sea. This service has evolved to meet changing needs and is still providing a unique, vital and valuable service to people working in the aviation and maritime industries.
Over the past year a new strategy has been developed focusing on:
- unlocking the barriers to reporting for those who are working in the most challenging situations;
- building coalitions for system change in safety culture and practice;
- embedding best practice safety cultures with employers; and,
- engaging new and future generations.
We also seek to further the impact of the charity by ensuring future sustainability.

To do this, and building on the excellence of the past, we will need a Chair who is collaborative, courageous, visionary and strategic, who understands the fundraising and financing challenges of today’s charity sector and who comes with experience of building sustainability and resilience. These foundations will enable the charity to achieve its ambitious plans for future growth.

Principal responsibilities
Strategic leadership
· Ensure the charity has a clear vision, mission, and strategic plan, and that these are regularly reviewed.
· Lead the board in setting and monitoring the charity’s strategic direction.
· Safeguard the charity’s values and reputation.
Governance
· Ensure the board fulfils its duties under charity law, company law (if applicable), and the charity’s governing document.
· Promote high standards of governance and encourage all trustees to actively contribute.
· Ensure the board operates effectively, with appropriate policies, procedures, and controls in place to manage risk and promote the objectives of the charity.
· Ensure that the board fulfils its duties to ensure sound financial health of the charity with systems in place to ensure financial accountability.
Board Leadership
· Chair board meetings effectively, encouraging open, balanced discussion and consensus decision-making.
· Ensure meetings are focused, productive, and quorate.
· Support recruitment, induction, and development of trustees.
· Manage trustee performance and address underperformance where necessary.
Relationship with the Executive Director
· Build a partnership with the Executive Director based on shared purpose, offering support and challenge in the interests of the charity.
· Understand appropriate separation of governance and management.
· Conduct the Executive Director’s annual appraisal and support their professional development.
External Relations
· When required act as an ambassador for the charity, representing it to funders, partners, government, and the public.
· When appropriate support fundraising, advocacy, and profile-raising activities when appropriate.

Organisation: Evangelical Mission Association (operating as Global Connections)
Location: UK-wide (hybrid)
Term: Three years (renewable up to a maximum of nine years)
Time commitment: Four Board meetings per year (typically four to five hours, with preparation), four meetings per year with Executive Leaders and one other trustee, plus ad-hoc meetings with the CEO as required. Travel expenses can be claimed.

As part of our governance and succession planning, we are seeking to appoint a new Chair of Trustees, following the completion of the current Chair’s maximum term. We are looking for a Chair with the leadership, governance, and relational capacity to guide the Board effectively in this next season.
Key responsibilities:
- Lead the Board effectively - chair Board meetings with clarity, fairness, and impartiality; work with the executive leadership team to shape agendas; foster a culture of trust, accountability, and constructive challenge; and ensure the Board focuses on its fiduciary, strategic, and generative responsibilities (including finance, risk, safeguarding, and trustee development).
- Support and line-manage the CEO - act as the primary point of accountability for the CEO on behalf of the Board; provide encouragement, guidance, and appropriate challenge between meetings; and lead the CEO’s annual appraisal and oversee performance review arrangements.
- Chair Council meetings - chair the twice-yearly Council meetings, including the Annual General Meeting (AGM).
- Represent the charity - act as an ambassador and spokesperson for Global Connections within the network and externally where appropriate.
- Contribute to governance and reporting - provide content for the Annual Trustees’ Report, with support from the Executive Leadership.

About the Chair of Trustees opportunity
Primary Objectives:
- Provide leadership to the Board of Trustees. So the Board steers the charity for its future. Guide the Board in setting the charity’s direction and strategy. So strategy achievement is in line with Charity Commission guidelines.
- Work closely with the Chief Executive (CEO). Make sure the Board and the executive team work together to deliver disability equality with the 16 million disabled people in the UK.
- Uphold Scope’s mission and values. Develop and carry out Scope’s aims in line with our mission, vision, values, and legal responsibilities. Promote a “One Scope” culture of teamwork, where the Board and executive team work in a collaborative way that reflects Scope’s values.
- Support and oversee the CEO’s performance. On behalf of the Board, support the CEO to lead effectively. This includes setting clear objectives and running annual performance reviews.
- Empower every Trustee. Help get the best from every Trustee by encouraging everyone to bring their unique talents and skills. Encourage Trustees to support relevant executive team members.
Person Specification
Experience and Qualifications (Essential):
- Leadership experience. Experience of leading at a senior or Board level in a high-profile organisation.
- Commercial awareness. Experience of taking a commercial perspective. Willingness for a considered risk appetite.
- Understanding of governance. A clear understanding of being a Trustee. This includes the duties and responsibilities that come with the role.
- Ability to lead meetings. Skilled in chairing meetings and encouraging participation. Clear communication and working well with people skills. Able to represent Scope externally with high profile individuals.
- Strategic vision and engagement. Able to guide others to focus on big picture strategy and lead decisions on it.
- Building consensus. Skilled at finding consensus with others.
- Network and influence. A network of contacts that can support Scope’s work.
- Supporting executive performance. Ability to work with and support the Chief Executive.
Desirable (Bonus) Experience:
- Understanding of the disability and charity sectors. Knowledge of issues affecting disabled people and the voluntary sector.
- Personal or lived experience of disability is considered a strong advantage.
