Universal Credit (UC) is the fastest growing advice issue for the Citizens Advice service and improving the support available to people making a claim is vital. Our Help to Claim service guides people through the claims process - this will include identifying suitability, helping clients to start their claim and providing support to their first payment.

Citizens Advice Liverpool is looking to recruit Help to Claim advisers with knowledge and experience of welfare benefits to join their team.

The successful candidates will provide end to end telephone and web chat support for new Universal Credit claimants. Your understanding of legacy benefits will enable you to check whether a client would be better off on Universal Credit. You will also be able to identify clients who due to transition to Universal Credit via Managed Migration and support them through the process and application. You will be confident in your ICT skills to support clients in making their claim.

You’ll have the ability to interview clients using sensitive listening and questioning skills to get to the root of the issues and empower clients, whilst maintaining structure and control of meetings, as well as a commitment to the aims and principles of the Citizens Advice Service.

About the Role

Advice Giving

• Provide advice through telephone and webchat
• Interview clients using sensitive listening and questioning skills in order to allow clients to explain their problem(s) and empower them to set their own priorities
• Supporting clients to use ICT to make their new Universal Credit claim
• Use Citizens Advice resources to find, interpret and communicate the relevant information to clients
• Complete benefits checks when appropriate
• Research and explore options and implications so that clients can make informed decisions.
• Act for the client where necessary using appropriate communication skills and channels.
• Refer internally or to other specialist agencies as appropriate.
• Ensure that all work meets quality standards and the requirements of the funder
• Ensure that work reflects and supports the Citizens Advice service's equality and diversity strategy.
• Maintain detailed case records for the purpose of continuity of casework, information retrieval, statistical monitoring and report preparation.
• Complete the required training to comply with quality assurance processes

Research and campaigns

• Support our research and campaigns work through various channels including case studies, data collection and client consent

Professional development

• Keep up to date with legislation, policies and procedures and undertake appropriate training
• Read relevant publications
• Attend relevant internal and external meetings as agreed with the line manager
• Prepare for and attend supervision sessions/team meetings/staff meetings as appropriate

Administration

• Use of telephony and IT equipment for multichannel delivery of advice services
• Use of IT software for statistical recording of information relating to research and campaigns and funding requirements, record keeping and document production. Ensure GDPR compliant training is completed on an annual basis
• Ensure that all work conforms to your organisation’s systems and procedures

Other duties and responsibilities

• Carry out any other tasks that may be within the scope of the post to ensure the effective delivery and development of the service
• Demonstrate commitment to the aims and policies of Citizens Advice
• Abide by health and safety guidelines and share responsibility for own safety and that of colleagues
• Work from a variety of Citizens Advice Liverpool outlets and outreach locations across the city as required over the course of the week between the hours of 8am-6pm.

Requirements

1. Recent knowledge and experience of the benefits systems, including experience of carrying out accurate benefit check calculations in a professional setting
2. Basic knowledge of multiple enquiry areas to aid with identifying emergencies and making referrals where appropriate
3. Experience of providing advice through telephone and web chat
4. Ability to use sensitive listening and questioning skills to get to the root of the issues and empower clients, whilst maintaining structure and control of meetings with them
5. Ability to interpret complex information and convey it in a way that is understandable to clients.
6. Good ICT knowledge with an ability to support clients with their online claim application
7. Ability to develop and maintain positive working relationships with a range of partnership organisations to reach Universal Credit claimants.
8. Assist with research and campaigns works by providing information about clients’ circumstances

The Programme Manager role

Due to the continued expansion and sustainability of our programmes, we are seeking a new team member to support our next period of growth into the 2025-2026 academic year.

You will be a consumate account manager to support our skills and employability programmes designed in partnership with industry. You will work collaboratively with our corporate and industry partners to support teachers and students in schools and further education institutions access a range of TTF educational programmes.

*Hybrid working

This role is part of a brand-new service which is being delivered across Liverpool and will provide dedicated energy and welfare support to individuals who are vulnerable and in or at risk of fuel poverty.

As Energy Adviser, you will provide a multi-channel advice service, including home visits, to fuel poor and vulnerable consumers who are struggling to pay their bills or require better deals on energy. That advice will include:

• guidance on the most appropriate payment methods.
• information on how to access help from energy suppliers.
• energy efficiency measures and ways to save on bills.
• information about Smart Meters.
• maximising benefit and other income.

About the Role

Advice Giving

• Deliver a multi-channel advice service, including home visits, to clients regarding their energy needs and income maximisation support, ensuring advice provided meets the requirements of Citizens Advice quality standards.
• Ensure all case recording and other record keeping is completed within agreed timescales and conforms to the Office Manual and the Advice Quality Standards
• Use sensitive listening and questioning skills in order to allow clients to explain their problem(s) and to identify the next course of action.
• Use a range of information sources to find relevant information, then interpret and communicate this to clients, enabling them to tackle fuel poverty and financial hardship for the long-term.
• Assist clients with other related problems where they are an integral part of their case and refer internally or to other specialist agencies as appropriate.
• Meet the individual performance targets set as part of this project.

Research & Campaigning

• Take an active role in the research and campaigns process by identifying trends and social policy issues and communicating these to the Project Supervisor and Research & Campaigns Co-ordinator.
• Keep up to date with current research and campaigns priorities, initiatives and plans.

Administration

• Collect and record all relevant information given during interviews on to Casebook to meet the monitoring and evaluation requirements of the project.

At the Guide Dogs our Access Assistants help our employees to live the life they choose by working as a driver and support worker to enable the person supported to carry out their duties efficiently and effectively. An Access Assistant does not fulfil the role for the individual but enables the person supported to carry out their role by supporting tasks to enable them to be successful in their role.

This role will include driving daily, working closely with the Habilitation Specialist. You will ideally be located within a 30-minute commute of NG9, use of vehicles will be discussed in more detail at interview. You’ll be working 22 hours per week and the majority of hours are likely to be spread across 3 days between 9am to 5pm. However, there may be some flexibility around how hours can be split, which we are happy to discuss at interview.

The Access Assistant will be confident when driving to new and unfamiliar locations and will possess strong written skills, including the ability to take accurate notes and keep clear records. They should be comfortable using basic IT tools such as email, word processing, and data entry programs. The role requires someone who can follow verbal instructions and work independently once tasks have been explained. Reliability and good time management are important, as is the physical ability to lift and carry items when needed.

Previous experience working with individuals who have physical or sensory processing access needs would be beneficial, as would familiarity with accessibility software or adapting digital and printed content. Experience supporting professional or training events may also be useful.

The successful candidate will approach their work with a calm, friendly, and respectful manner, maintaining a high level of discretion and confidentiality. They should be adaptable, open to varied tasks, and comfortable working one-to-one or in unfamiliar environments. BIAS’s housing advice service supports members of the local Irish community and beyond with a range of complex housing issues, including homelessness, rehousing, tenancy sustainment and disrepair. We are looking to appoint a dynamic, enthusiastic person who has a background or demonstrable interest in advice, housing or homelessness to join our friendly advice team. Your role will involve contributing to the day-to-day running of BIAS’s advice service, providing specialist advice on housing via one-to-one client appointments, completing casework and advocating for positive outcomes for your clients.

You will need to have strong people skills and the ability to build good working relationships with colleagues and clients, excellent organisational skills and the ability to digest complex briefs. You will be required to manage an active caseload, ensuring that cases are appropriately actioned and recorded and that deadlines are met.

If you are interested in working in housing advice but don’t yet have all the knowledge or experience required, please consider applying as we are willing to consider appointing the right candidate in a trainee role.

KEY WORK AREAS AND MAIN DUTIES

• Providing appropriate advice, information and practical help to clients, via in-person appointments, outreach visits, telephone, letter or email. Where necessary, advocating on behalf of clients in the appropriate forums.
• Ensuring that all casework records are kept up to date and completed clearly and effectively.
• Contributing to monitoring service delivery and recording client outcomes.
• Maintaining a good knowledge of other available services, and signposting or referring clients as needed.
• Participating in regular team file reviews and supervision sessions, and contributing to maintaining BIAS’s high-quality service in line with Advice Quality Standard (AQS) requirements.  
• Engaging positively and constructively with other service providers, including local authorities and housing providers, to maintain partnerships.
• Staying up to date with developments in housing legislation and identifying opportunities to effect positive change to housing policy, together with the Advice Manager.

These are the basic duties required of the Housing Adviser. However, it is necessary for all staff to be flexible and you may be required from time to time to perform other reasonable duties which are required for the efficient running of the organisation. We will also offer training opportunities to support your career development.

Candidates must be eligible to work in the UK. This role will be based primarily in our advice offices in Willesden (Brent), with some outreach work in Haringey borough. There may be some options for flexible working (one day per week)

WHAT DOES BIAS DO?

BIAS is a local charity which has supported England’s largest Irish community in Brent for over forty-five years. We deliver our support through our welfare advice drop-in service, our Active Ageing Clubs and our Be-a-friend volunteer scheme. We raise over £2 million in extra income for the most vulnerable every year and have over 3000 attendances at our club services. BIAS has exciting plans for further expansion in Haringey in 2025 and has a range of medium- to long-term grant funding, including from Ireland’s Emigrant Support Programme.

We are recruiting a Trusts and Foundations Manager to join our fundraising team. The post holder will be responsible for raising income from medium and large trusts and foundations giving five and six-figure grants. 

We are looking for someone with significant experience working in trusts and foundations fundraising, with a keen interest in our work to get children back in school and ready to learn. This role would suit someone who is looking to take the next step in their career. Additional support undertaking direct line management for the first time will be available if required.

This is an exciting time to join the team, with the opportunity to build on your current portfolio of existing and warm Trusts, some of which have supported School-Home Support for a number of years. You will need to be a confident, approachable individual with the ability to manage a busy, varied workload. With a keen eye for detail, you must also be able to write concise and persuasive funding applications and reports and build strong relationships, both internally and externally.
