The Southeast and East Asian Centre (SEEAC) is a community-led CIC supporting East and Southeast Asian (ESEA) migrants and refugees in the UK. We work to build an equitable society where ESEA communities thrive.

We are seeking a Programme Manager to lead our programme team, deliver high-impact community services and advocacy projects, and strengthen partnerships across the sector. This role is central to coordinating multiple projects, managing staff, developing proposals, overseeing budgets, ensuring monitoring and evaluation, and representing SEEAC publicly with partners, media and stakeholders. The post works closely with the Executive Director and Partnership Development Manager, including on fundraising.

About you:
You bring 5+ years’ experience leading programme design, delivery, monitoring and reporting plus people management experience and strong communication, organisational and financial skills. You are confident engaging with diverse communities, funders and public audiences, and committed to safeguarding and data protection. Knowledge of issues affecting migrants and refugees (e.g., employment rights, discrimination, health inequality) and strong writing skills are essential. Experience with ESEA communities or other minoritised groups is highly desirable, as is lived experience of migration-related issues.

About the role

The Impact and Learning Consultant will play a central role in advancing how the Vitol Foundation understands, measures and deepens its impact. They will build on existing frameworks, tools and processes developed by our Head of Impact, Learning and Strategy who is due to go on maternity leave, as well as bring their own expertise to further strengthen our approach to impact and learning, embedding it into our day-to-day decisions. As our lead expert in this area, the Consultant will ensure that our strategy and grantmaking are guided by emerging data and evidence, and support continuous learning across all our work.

The ideal candidate will have deep expertise in the field of measurement and evaluation, combining strategic leadership experience with strong hands-on technical skills to support Foundation colleagues and nonprofit partners. They will have experience with a wide range of quantitative and qualitative research methods and working in global settings, especially to support local partners operating in low-resource and/or emergency environments. This role requires someone with excellent communication skills, translating complex findings into clear, actionable insights tailored to different audiences, including Vitol Foundation colleagues, our board and non-technical external stakeholders.

Key responsibilities

Impact measurement and reporting

• Continue rollout of the foundation‑level impact framework across our grant portfolio, making ongoing adjustments and clarifications as it’s being road-tested with a growing number of grantees.
• Design and refine grant‑level impact measures. Develop impact indicators for new grants and review existing ones, working closely with programme managers and partners to ensure alignment with project goals, partner capacity and the foundation‑level impact framework.
• Review and strengthen data quality of incoming partner reports to ensure that progress is meaningfully captured through quantitative and qualitative indicators. Check for clarity, completeness, consistency and data quality, and provide feedback or make revisions as needed.
• Support uptake and adjustments to our impact dashboards in Salesforce to ensure clarity and usefulness for Foundation colleagues. Work with the Operations Manager and external developers to implement changes where needed.

Learning and strategy implementation

• Regularly synthesise and share lessons learned from across our grant portfolio as well as from the wider international development sector. Highlight emerging data, evidence and findings, and their implications for the Foundation’s strategy and grants.
• Conduct rapid evidence reviews to inform sector‑level strategies and individual grants as they are developed or revised. Work closely with programme leads and partners to ensure emerging evidence is reflected in design and implementation, and to identify ways to build credible evidence to strengthen the impact of our grants.
• Serve as a technical expert for externally-led evaluations of our grants, including reviewing research protocols, data collection tools, analysis plans, and consent and safeguarding processes. Note: evaluations will be commissioned by external parties, this role will not manage evaluation contracts or teams.

Internal and external communications

• Draw out insights from impact data, other programme documents and external sources to inform management and board reporting, including regular tracking of portfolio‑level outcomes, key trends and lessons learned.
• Work with the Head of Communications to draft content for internal and external audiences, using relevant data and statistics and creating compelling visualisations that reinforce key messages.
   

Qualifications

Essential

• Educational background: Advanced degree in a relevant field (for example, public policy, global development, business administration).
• Professional experience: 10+ years of progressive experience in impact measurement, strategic learning, or programme evaluation in philanthropy, non-profits or social impact sectors.
• Analytical rigour and insight: Demonstrated ability to synthesise complex data and strategic insights; proven record of shaping high-level organisational strategies.
• Facilitation and communication: Strong skills in facilitating discussions, presenting insights to senior leadership, and translating complex data into accessible, strategic information.

The Café – Nourishing Food, Nurturing Community

Our café is the social heart of The Bridge — a welcoming, accessible, and inclusive space where everyone can connect, share, and feel at home. Serving seasonal, plant-based meals prepared in-house, the café champions women-led enterprises and affordable, healthy food. It hosts many of our wellbeing and creative programmes, and through initiatives like the Pay-What-You-Can Supper Club, supports emerging women chefs and builds everyday acts of care and solidarity. The café has the opportunity to not only advances our mission of improving women’s health and wellbeing but also generates vital trading income and partnership opportunities.

While it currently operates at a deficit, it plays a vital role in advancing our wellbeing and community objectives. We are now focused on realising its full commercial potential. A feasibility study is underway to explore a range of operational and business models that will transition the café into a sustainable, profit-making enterprise. Plans include expanding income-generating opportunities through hosting more events, developing an external catering offer, and maximising use of the space for private hire and functions during weekends. Our professional meeting and event spaces are used by charities, community groups, and corporate partners for workshops, training, and strategic planning. ILPA is a charity and professional membership body working to improve immigration, asylum and nationality law. Our training programme is a core part of our work and one of our largest income streams. In 2024/25 we delivered 67 courses and conferences to more than 2,300 practitioners across the UK, supporting lawyers, caseworkers, advisers and organisations working with migrants.

We are recruiting a Training Manager to run this programme end to end. This is a hands-on role that requires strong organisation, confidence with digital platforms and the ability to work with experienced external tutors. The post holder will shape the training calendar with support from the Training Advisory Board and maintain ILPA’s reputation for high-quality, practitioner-led training.

Key Responsibilities

3. Influencing and Stakeholder Engagement 

• Lead MCF’s engagement with central government, local authorities, devolved administrations and regional mayors, as well as regulators and sector networks.

• Coordinate MCF’s public affairs activity, including roundtables, Select Committee and APPG engagement, and representation at high-level external forums.

4. Sector Capacity and Member Support 

• Engage MCF’s members and Muslim-led organisations in collective policy development and advocacy.

Strategic leadership & organisational development

The Purpose of the Role

The purpose of the Programme Finance Officer role is to provide financial and administrative support to ensure effective financial management of programmes and projects implemented in the UK. The School Library Association (SLA) supports approximately 2000 members working in schools across the UK with advice, training and advocacy. The School Library Lead will be at the forefront of our member offer and outreach, to help us deliver on our mission to support all those working in school libraries, so that more children and young people reach their full potential through the school library.   

This role will lead on providing advice, inspiration and support for schools looking to develop their school library provision and all the benefits this brings. An expert in school libraries, you will be comfortable supporting members 1:1, delivering training to larger audiences, providing consultancy to schools and sector organisations, writing training and resources, or preparing book recommendations. An exciting opportunity for someone experienced in school libraries with knowledge of the curriculum, teaching and learning and children’s books, you will be the first port of call for library advice and expertise, contributing to the growth and sustainability of the membership network.

You will be experienced in developing relationships with a variety of stakeholders at all levels relish a busy role. This will include supporting our Branch network, collaborating on initiatives for development, delivery and new projects as they come online. As resident children’s book expert, you will support with programmes and projects such as the SLA Information Book Award and member book-related events. You’ll be responsible for managing a portfolio of relationships with charitable partners and collaborating with other charities.You will support our charity partners in becoming more resilient and stronger, enabling them to thrive beyond the duration of their relationship with us.  You will do this by building trusted relationships with them, supporting them to identify their most pressing organisational challenges; and help them overcome the challenges by building the knowledge, skills and capabilities of staff and trustees.  You will work with charities, CICs, and partnerships to identify the most appropriate form of support to respond to the identified priorities.  Further information about LBFEW and our approach to supporting charity partners can be found on our website under the 'Development' section. 

You’ll be the face of the Foundation in the area, able to build strong and trusting relationships and be an advocate for community organisations across the patch. You’ll have a good understanding of the operating environment in the North East & Cumbria with well-established networks across the patch. You will also play a pivotal role in sharing learning, intelligence and insights to ensure the Foundations’ strategy development, delivery and relationship with the Lloyds Banking Group considers regional needs and the operating context of our funded partners.
