Senegal has been part of the dynamic in eliminating avoidable blindness in accordance with the WHO guidelines. It is in this context the National Eye Health Promotion Program was set up to make eye care available and accessible through provision of:
The preventive and curative management of blinding eye diseases by providing quality care at a cost compatible with the country's level of development.
The promotion of eye health through information and awareness among the population.
In consideration of this a strategic plan was developed commencing in 2021 and concluding in 2025. The plan aligned with the National Health and Social Development Plan (PNDSS) and the 2014-2019 Global Action Plan for Universal Eye Health. It presents the main priority actions that will serve as a reference for all eye health stakeholders.
Sightsavers in partnership with the National Eye Health Promotion Program are now looking to complete an evaluation of the quality and success of the project and whether objectives set from the outset have been met alongside the level of impact the strategies put in place have achieved.
What this project work will focus on
Sightsavers is inviting bids from evaluation consultancies or consultants to undertake a detailed evaluation of the 2021-2025 eye health strategic plan to determine the progress towards its full implementation.
Key responsibilities
The consultant should seek to achieve the following objectives
- Carry out an internal review of the implementation of the plan's activities and strategic priorities to determine their level of implementation.
- Collect other activities or initiative implemented from the eye health program, the health regional directorates and health districts.
- Conduct interviews with the program's stakeholders: the human resources department of the MSAS, the planning, research and statistics department, technical, development and financial partners, the School Medical Control Division, civil society association.
- Compile and clean the data collected.
- Evaluate the logical framework of the strategic plan and how it contributes to achieving the programme targets.
- Analyse the strategic plan budget by looking at various sources of funding and level of utilisation (mobilization, gap).
- Identify the constraints and difficulties noted in the implementation of the plan.
- Identify gaps in achieving the target focusing on the strategic priorities and in alignment with health system building blocks and propose solutions.
- Develop and share a detailed and comprehensive assessment report.

To do this, we are seeking a Commercial Sales Manager to join our Commercial Sales team to be at the forefront of our commercial strategy, driving revenue and profitability across our range of commercial activities.
Playing a key part in managing and developing client relationships, this role is ideal for someone who thrives on building relationships. It’s a pivotal role with a focus on diversifying and increasing our income, identifying new business opportunities whilst ensuring the sales strategy is aligned with charity goals.
This is a visible, field-based role with a requirement to travel across the UK, working closely across the charity with other team members and externally with our partners, ensuring efforts are aligned, providing feedback to influence our product and service offerings.
To be successful in this role you will have:
- a proven track record of meeting and exceeding sales targets
- strong commercial acumen
- the ability to analyse markets trends and competitor activity, proactively identifying new and exciting opportunities for us to explore
- excellent interpersonal and communication skills to build new and strengthen existing relationships
- competent market research, report writing and financial analysis skills and will use these to support your activities and contribute to the overall business reporting environment.
This role will work across the UK and therefore a flexible approach is required to support our commercial activities and there will be some occasional evening and weekend working as required within the scope of the role.

Job Purpose:
To lead and support the delivery of high-quality mental health and wellbeing services across Torfaen and Blaenau Gwent from the Pontypool and Brynmawr offices of Mind in Gwent.
To manage, support and develop a small team of staff and volunteers to provide high-quality mental health and wellbeing services in Torfaen and Blaenau Gwent.
To develop and maintain strong, collaborative and positive relationships with local community organisations and stakeholders to enhance community reach and opportunities for service growth, sustainability and funding.
To oversee the day-to-day operations and running of the Pontypool and Brynmawr offices and services of Mind in Gwent.
To secure funding, grants and income growth in partnership with Mind in Gwent’s Income Generation and Business Development Team to improve and grow mental health and wellbeing services in Torfaen and Blaenau Gwent.
Principal Responsibilities:
1. Lead and coordinate mental health and wellbeing projects and services, ensuring they meet service user needs and align with organisational objectives.
2. Provide line management, supervision, and support to project staff and volunteers
3. Monitor and evaluate service outcomes, producing reports and updates for internal and external stakeholders such as the leadership team and funders, maintaining accurate records and contribute to monitoring and evaluation frameworks.
4. Oversee the day-to-day management of Mind in Gwent’s Pontypool and Brynmawr premises, ensuring safety, accessibility, and regulatory compliance (e.g., health & safety, fire regulations) liaising with contractors, landlords, and suppliers for building maintenance and improvements.
5. Research, identify, and apply for funding opportunities including grants, tenders, and local authority commissioning, supporting budget planning and financial monitoring of funded activities.
6. Actively build and maintain relationships with funders, local community groups, statutory bodies, and other voluntary sector organisations working in collaboration to coproduce and to develop joint mental and wellbeing services, referral pathways and funding bids.
7. Represent the organisation at community events, forums, and strategic networks.
8. Ensure services are delivered in line with organisational policies, safeguarding standards, and relevant legislation.

This is an opportunity to lead the formulation, procurement and delivery of major capital and revenue investment programmes, including disabled adaptations, refurbishments, and minor works across a significant housing portfolio.
The role:
You will take responsibility for developing and delivering investment programmes that ensure statutory and regulatory compliance, while driving long-term asset strategy. Working closely with senior leadership, contractors, and resident groups, you'll ensure programmes are cost-effective, customer-focused, and aligned with corporate objectives.
Key responsibilities include:
Leading the development of investment programme cycles in line with Decent Homes, the Social Housing Regulation Act, and net zero targets.
Supporting the preparation of 1, 5 and 30-year investment plans to inform the wider strategic business plan.
Procuring, mobilising, and managing contracts to deliver programmes efficiently and in compliance with procurement frameworks.
Overseeing the delivery of disabled adaptations, refurbishment and regeneration works.
Ensuring accurate financial monitoring, reporting and forecasting, while maximising grant funding opportunities.
Leading a team of specialist staff, ensuring capability development and high performance.
Driving customer engagement, including consultation with residents and community groups.

About you:
Strong experience within asset investment, capital works, or maintenance services in housing or a related sector.
Proven track record of formulating and delivering large-scale investment programmes.
Experience of procuring, mobilising, and demobilising contracts.
Excellent stakeholder management skills with the ability to engage contractors, colleagues, and residents.
Skilled in budget management, programme monitoring, and data analysis.
Degree in Quantity Surveying or related field, ideally with professional membership (RICS, CIOB or equivalent).
A confident leader, customer-focused, and able to balance strategic vision with day-to-day delivery.
