We are looking for a Policy Officer to join our busy team, specialising in welfare and employment policy.

This role will see you working to influence the policy landscape, and develop evidence-based policy positions, on issues concerning finances and debt, welfare benefits, and employment, affecting the Armed Forces community.

Reporting to the Policy Manager, key responsibilities will include:

· Monitor the policy landscape and upcoming policy development across the welfare and employment portfolio, within central, local, and devolved government

· Track and analyse changes in needs, priorities, and concerns of the armed forces community

· Use qualitative and quantitative research, policy analysis and lived experience to develop robust, evidence-based policy positions and proposals

· Identify, establish, and maintain an impactful network of key policy stakeholders across the charity sector and government

· Represent RBL publicly through securing opportunities to present policy issues and products, including at relevant events, workshops, external committees and working groups

• lead the UK campaign for Proportional Representation;
• ensure MVM has a clear external brand, with consistent messages, effective and emotive arguments, and impactful use of evidence;
• be a spokesperson for the organisation on a variety of public platforms including national media and at key MVM events;
• create and strengthen relationships with key stakeholders;
• lead on development of MVM's post-election strategic plan;

About the role

The Regional Communications Officer role is an exciting, varied position working with Emmaus communities located in the South East region of the UK to increase their profile and engage supporters.

This is a part time position working four days per week (30 hours), Monday to Friday.

Within this role, you can be based at home or in an Emmaus community. Wherever you are based, maintaining positive relationships with a wide range of stakeholders is vitally important.  The current patch for this role is Emmaus Brighton & Hove, Emmaus Greenwich and Emmaus Dover. Regular travel to these three communities will be required (usually one community visit per week). Travel to team meetings, usually held in Birmingham, and other locations will also be required on occasion.

Who are we looking for?

We require someone with a strong skillset and at least two years’ experience working in a busy communications, public relations or marketing role. Although not essential, knowledge and understanding of homelessness and the charity sector would also be an advantage.

Creativity and passion are a must. You will have a broad range of communications skills, love seeing your creative ideas come to life and keen to develop your skillset within a national homelessness charity.

The organisation is transitioning away from being a association-management / volunteer-led model to a small secretariat, hiring its first CEO and five other positions, including this most senior finance role. 1. Background

The International Initiative for Impact Evaluation (3ie) promotes evidence-informed equitable, inclusive and sustainable development. We support the generation and effective use of high-quality evidence to inform decision-making and improve the lives of people living in poverty in low- and middle-income countries (L&MICs). We provide guidance and support to produce impact evaluations and associated formative evaluations; systematic reviews and syntheses, evidence gap maps and support for using that evidence in decision-making and capacity development. Our work encompasses a wide range of topics, sectors and themes, including but not limited to health, nutrition, education, agriculture, governance, microfinance, climate change, humanitarian interventions, and social protection. 3ie is registered as a non-governmental organization in the United States. It has offices in New Delhi, London and Washington, DC.

The Contracts and Compliance Officer will support 3ie’s efforts in contract, compliance, safeguarding and risk management guidance and oversight with an emphasis on providing direct billable compliance support to the FCDO Research Commissioning Centre (RCC). The Officer will work closely with various teams across the organization including project, business development, finance, and senior management teams to develop and implement compliance processes, tools, resources, and best practices, provide quality control, and build staff capacity in compliance and risk management. The Contracts and Compliance Officer will report directly to the Cost and Pricing Controller with informal reporting to the RCC Sr. Programme Manager.

2. Key Responsibilities

2.1 FCDO RCC Contracting, Compliance and Risk Management

• Draft, review, and negotiate contracts and grants for sub awardees delivering work under the RCC.
• Support strategies and systems to respond to FCDO and/or RCC project team requests for new research commissions, project related questions, and general advisory services providing information and interpretation on a broad range of topics including contract and subcontracting regulations, compliance procedures, management, and risk mitigation.
• Provide safeguarding leadership, including implementation of best practices for the RCC, review of downstream partner policies and practices, audit of safeguarding procedures, etc.
• Identify and propose mitigation strategies for RCC operational, financial, and other compliance gaps that pose risk to the project and/or 3ie.
• Review and provide guidance on proposed amendments to the RCC accountable grant agreement and daft RCC related subcontracts, sub-grants, amendments, services agreements, and independent contractor agreements.
• Draft and/or support development of approval requests and other donor correspondence related to procurement, grant, consultant, or other contractual actions.

2.2 Organizational Compliance and Risk Management

• Serve as the primary resource and subject matter expert on FCDO contracts, risk, and compliance to ensure quality control and guidance in order to maintain consistent approaches and implement best practices across 3ie’s FCDO portfolio.
• Stay updated on changes in FCDO and other donor rules, regulations, and industry wide compliance best practices.
• Support the development and implementation of 3ie internal policies and procedures to enhance contract and grant compliance. This includes but is not limited to reviewing, analyzing, and making recommendations to current policies, processes, and internal controls to ensure effective and efficient identification and mitigation of noncompliance and risks.
• Recommend improvements to the corporate authorities structure, file/recordkeeping processes, as well as support senior management in organizational risk management.
• Support the development and maintenance of a repository of contract and grant compliance best practices, innovative approaches, guidance documents, and tools.
• Contribute to increasing staff awareness and capacity of donor regulations, 3ie policies, tools, templates, and procedures through formal and ad hoc trainings and development of guidance materials
• Conduct internal compliance audits.
• Assist with ad hoc compliance related tasks as required.

2.3 Business Development

• Review tenders, assist with development of questions and/or responses to tends, and provide ad hoc proposal development needs ensuring consistency with corporate policies and strategies, relevant regulations, and FCDO requirements.
• Support review and negotiation process for new FCDO awards.

3. Qualifications and Skills

• Undergraduate degree in relevant field
• 3-5 years (Officer) or 5+ years (Sr. Officer) of experience in direct contract administration or compliance, preferably with FCDO and/or a mix of bilateral (USAID, GIZ, NORAD), multilateral (UN, World Bank), and foundations (BMGF, GAVI) in the international development context
• Strong knowledge and understanding of FCDO and/or other bilateral and multilateral rules, regulations, and policies required
• Experience with a wide variety of grants, contracts, and subcontract types and methodologies (commercial contracts, accountable grants, framework agreements, hybrid agreements/contracts)
• Experience managing payment by results or performance-based contracts.
• Experience developing and delivering participatory trainings on compliance, regulations, and policies
• Demonstrated experience in conducting internal compliance audits preferred
• Experience with various business development processes including cost and pricing, recruitment, contract negotiations, and/or writing preferred

About EFA

English for Action provides free, participatory, and empowering English language classes (ESOL) for migrants in London. Our classes are spaces to build community and support students to organise collectively around issues like employment and housing rights. Our work currently supports around 500 adult migrants across London. We’ve become a national centre of good practice for a radical participatory approach to ESOL, informed by the work of Paulo Freire, and we share this approach through trainings, research and partnerships. 

Organisation: We are a staff team of 8 people supported by a larger team of volunteers and 9 trustees. EFA promotes shared leadership and collaboration and we aim for our organisational structure to reflect this. In the last 4 years we’ve transitioned away from having a CEO to an executive team to oversee operations and decision-making - which you could be elected to join following your probation period. We’re still in transition and there is scope to make a real contribution to developing innovative practice within our workplace. Independent Safeguarding Chair

Scope of the Job

This is an exciting opportunity to chair our newly formed Safeguarding Panel and provide strategic advice and guidance on embedding an excellent safeguarding culture in SeeAbility.

The independent safeguarding chair role will be to:

• Help prepare our Safeguarding Panel meeting agendas.
• Chair these meetings.
• Provide effective scrutiny of SeeAbility’s safeguarding performance.
• Champion Making Safeguarding Personal.
• Constructively challenge those responsible for maximising performance.
• Help shape SeeAbility’s safeguarding implementation plan.
• Monitor progress of the plan.

Your experience & personal characteristics 

You will have experience of leading and managing others in senior positions and of chairing complex meetings productively.

You will have up-to-date knowledge of safeguarding adults legislation and best practice and extensive experience or safeguarding in the public and/or voluntary sector.

You will be a strong advocate for creating a safer culture and encouraging change.

About Us:

Thank you for your interest in our Country Manager role. ROLDA (Romanian League in Defence of Animals) is a small animal welfare charity working to improve the lives of dogs, cats, and other animals in Romania and internationally. Since its establishment in 2006, ROLDA has become a beacon of hope for the millions of vulnerable stray animals in Romania – one of Europe's economically poorest nations. Our mission is to manage the homeless animal population, estimated to be millions, through six key focuses: rescue, rehabilitation, sheltering, sterilisation, and education. Within our shelters, inspired by British kennel design and maintained to meet EU animal welfare standards, we can house up to 700 stray dogs at a time. Here, they receive complete veterinary care, rehabilitation, and preparation for rehoming. Since 2006, we have helped over 48,000 animals (primarily dogs and cats) and built two shelters for dogs and one for disabled and senior cats. We also distribute support, primarily through small grants, to six other charities in Romania and over 40 shelters in Ukraine. We rehome mainly in Switzerland, Sweden, and the UK. In addition to our efforts in rescuing and rehoming animals, ROLDA tackles the root cause of Romania's homeless animals through comprehensive neutering programmes and educational initiatives. Since 2006, we have successfully neutered nearly 20,000 cats and dogs, significantly impacting Romania's severe overpopulation of animals.

Job Overview:

As the Country Manager, you will play a pivotal role in shaping the growth and impact of ROLDA in the UK. This is a remote position (for now) that requires strategic thinking, people management skills, financial acumen, and a commitment to achieving our organisational objectives.

Key Responsibilities:

Strategy Development:

Collaborate with the Board to develop and implement growth strategies for the organisation.

Drive initiatives such as increasing adoptions, fostering programmes, volunteer engagement, and support fundraising activities.

Support Fundraising Manager with income generation growth

Research and Insight:

Represent the charity externally and liaise with other charities, including other ROLDA branches.

Stay informed about industry trends, research, and insights to inform organisational strategies.

People Management:

Empower and develop the small operational team, including volunteers providing leadership and necessary resources for successful completion of initiatives.

Support the recruitment of volunteers.

Foster a positive and collaborative work environment and strong relationships with stakeholders.

Manage and evaluate team performance, providing guidance and feedback as necessary.

Maintain effective communication with the UK and international team of ROLDA and its partners, collaborators.

Financial Management:

Develop and control operational budgets to ensure adequate resources for meeting ROLDA’s objectives.

Problem Solving:

Find innovative solutions to complex problems, adapting strategies to overcome challenges.

Policy and Procedure Development:

Create, develop, and manage operational policies and procedures.

Legal Compliance:

Ensure all legal and regulatory documents are filed, reported, and compliant with laws.

We are recruiting for a Head of Audit and Improvement job share partner to work up to 26 hours per week alongside our existing Head of Audit and Improvement. We can be flexible on days worked and this can be discussed at interview. This role will be mainly working from home with some occasional travel when required. 

In this role you will:

• Lead quality performance, supporting, advising and proactively identifying risk and areas for improvement in each Operational area including adult social care and educational programmes
• Provide oversight for quality frameworks and methodology ensuring currency according to social care or legislative changes.
• Lead a team to ensure the programme of improvement and quality assurance activities are delivered and performance expectations are met.
• Ensure accurate and meaningful information on aspects of quality performance is collated and analysed, to provide assurance and intelligence to help inform decision-making.
• Be an active and supportive member of the Senior leadership team, advising on issues relating to quality
• Design, implement and embed an audit and improvement programme across operational services
• Deputise on occasion for the Executive Director of Quality and Impact

• is knowledgeable of our regulatory environment
