YEF Detached Youth Work Project Lead

At M13 Youth Project, we believe every young person deserves trusted adults who believe in them, walk alongside them and help them discover who they are, what they have to offer and the difference they can make. For over 30 years, we've built those relationships through detached youth work - meeting young people where they choose to be, listening deeply and creating opportunities for belonging, belief and hope.

We're now looking for an experienced Detached Youth Work Project Lead to join our team and play a central role in one of the UK's most ambitious detached youth work research pilots.

M13 is leading the Greater Manchester consortium delivering the Youth Endowment Fund (YEF) Detached Youth Work Pilot. The Pilot aims to build a strong evidence base for researching detached youth work, combining outstanding frontline practice with rigorous evaluation to shape the future of youth work nationally.

Reporting to the Founding Director, you'll provide the day-to-day leadership of M13's delivery of the pilot. You'll lead a small team of detached youth workers, coordinate operational delivery across intervention neighbourhoods and ensure the project is delivered safely, consistently and in line with the YEF Shared Practice Model and research requirements.

This is first and foremost a practice leadership role. You'll spend much of your week out in parks, streets and neighbourhoods, building trusted relationships with young people through high-quality detached youth work. Alongside this, you'll supervise and support colleagues, oversee monitoring and reporting, build positive relationships with community members and partner organisations, and, together with the Founding Director, work closely with the Centre for Evidence and Implementation (CEI) and consortium partners to ensure the successful delivery of the project.

We're looking for someone who is an experienced detached youth worker, confident leading others and passionate about relational practice. You'll be organised, reflective and proactive, with experience of supervising staff, coordinating projects, maintaining high-quality records and working collaboratively with partners. Most importantly, you'll share our belief that relationships are the foundation for meaningful change.

This is a 35-hour per week, office- and community-based role. (M13's full-time week is 37.5 hours). Your week will include six detached youth work sessions (three afternoons and three evenings), alongside team leadership, partnership working, supervision, monitoring and project coordination. Some flexibility can be offered around when office-based work is undertaken, where operationally possible.

The role

You will provide high-quality legal advice and representation at IAA Level 2/3 or Solicitor standard. Your diverse casework will range from assisting sponsored workers on high-risk visas, to managing complex human rights cases and supporting victims of modern slavery and trafficking. Crucially, your work will not happen in isolation. You will work closely with our employment advice team on overlapping cases, collaborate with policy and comms colleagues to evidence systemic issues, and help deliver public legal information and training.

About you

We seek an enthusiastic professional with at least 3 years of experience delivering high-quality immigration advice, who demonstrates a deep empathy for the experiences of vulnerable migrants.

You will also have:

• Level 2 or 3 IAA accreditation OR status as a qualified Solicitor eligible to practice in England and Wales.

• A 2:1 degree (or equivalent) in law or a related subject.

• At least 3 years’ experience providing immigration legal advice in compliance with IAA/SRA standards.

• Excellent legal research, analytical, and case management skills, with the ability to manage complex caseloads and tight deadlines.

• Outstanding client management and communication skills, with the ability to explain complex legal concepts to lay persons clearly and compassionately.

• A collaborative, team-first mindset and a commitment to the mission and values of the Work Rights Centre.

- Be directly responsible for the management of the annual Cultural Leaders programme - a 12 month employment programme for 5 Black young people each year, working across different areas of Poetic Unity and with partners across the sector to develop transferable skills.

- Design, implement and manage The Blueprint - a national framework of best practice for the employment of Black young people in creative organisations

- Ensure all Employment programmes are effectively meeting the needs of the target demographic and are aligned with Poetic Unity’s strategic Vision

- Ensure all Employment programmes are effectively meeting the objectives and funding goals as outlined in associated funding requirements

- Be responsible for the effective monitoring and evaluation of all Employment programmes

- Be responsible for programme budget and finance management, working in line with awarded funding allocations and following all documentation protocols. 

Person specification 

- At least 2 years experience in leadership, people and project management roles, preferably within the charity sector

- Proven track record of effectively managing programmes and services, including programme development, implementation, and evaluation. To hold the knowledge, skills and confidence to bring programmes to life, oversee and manage their efficiency and deliver against outlined project goals and funding requirements

- Experience in project finance management, including keeping to budgets, managing over or underspend, and maintaining required evidence for efficient fund management

- Strong background in operational management - programme impact and evaluation, risk management and programme development

- Experience in stakeholder engagement, relationship management, and advocacy, with the ability to represent Poetic Unity effectively at various levels and build strong, sustainable partnerships to support the programme goals and our strategic vision.

About the Role

We are looking for an experienced People & Culture Generalist to join our team on a maternity cover basis.

This is an excellent opportunity for a CIPD-qualified HR professional who enjoys employee relations work and wants to make a meaningful impact within a values-driven Charity.

You'll provide professional HR advice and support to managers and employees across the charity, leading on a range of employee relations matters and helping to ensure fair, consistent and legally compliant people practices.

Working closely with the Employee Relations Specialist, you'll take ownership of day-to-day case management, enabling the wider People & Culture team to focus on strategic projects and organisational development.

Key Responsibilities

• Manage a range of employee relations cases including:
  • Investigations
  • Disciplinary processes
  • Grievances
  • Performance management
  • Probation reviews
  • Conduct issues
  • Informal employee concerns
  • Restructure consultations

• Ensure HR policies and procedures are applied consistently and in line with employment legislation.
• Support with the HR inbox and respond to manager and employee ER queries.
• Support payroll administration through accurate and timely submission of employee changes.
• Assist with organisational change activities, policy reviews and HR improvement projects.
• Coordinate training activity and support compliance with mandatory learning requirements.
• Maintain accurate HR records and case documentation.

About You

You will be a confident and pragmatic HR professional who is comfortable managing a varied caseload and building trusted relationships with managers at all levels and is able to prioritise accordingly.

Essential requirements:

• CIPD Level 5 qualification (or equivalent experience).
• Previous experience in a generalist HR and ER role.
• Strong employee relations case management experience.
• Good understanding of UK employment law and HR best practice.
• Excellent communication and relationship-building skills.
• Strong organisational skills with the ability to manage multiple priorities.
• Experience using HR systems and Microsoft Office applications.
• Ability to work independently whilst recognising when to seek support.

Desirable:

• Experience within the charity, healthcare or not-for-profit sector.
• Experience supporting organisational change and consultation processes.
