SUMMARY OF SUPPORT & HOUSING MANAGER

The Support & Housing Manager is a management role responsible for leading frontline staff, overseeing the quality of frontline support, and ensuring GrowTH’s Housing Project and wider support work operate safely, effectively, and in alignment with GrowTH’s purpose: enabling people experiencing homelessness to receive an excellent quality of holistic support in the practical, emotional, and social areas of their lives – as well as to encounter Jesus and experience genuine life transformation.

The role ensures that services not only function well operationally, but consistently deliver on GrowTH’s mission, promise to people, and values – supporting individuals to move from crisis towards stability, community, and restored identity.

ABOUT FRONTLINE SERVICES

As GrowTH develops its new Hub model, the Support & Housing Manager will play a key role in ensuring that the Night Shelter, Housing Project, and wider support functions operate as part of one joined-up pathway. Through effective management of frontline staff, the role will help create a culture in which staff are developed in their roles, work closely together, share insight appropriately, collaborate around complex cases, and ensure that guests and residents experience consistent support as they move between different parts of GrowTH’s work.

 RESPONSIBILITIES

1. Operational Oversight of Frontline Services

The S&HM will oversee the quality and consistency of support delivered across GrowTH’s frontline services, including support provided to Night Shelter guests through the Advocate Workers, while holding direct management responsibility for the effective running of the Housing Project.

1. The S&HM ensures frontline services consistently embody GrowTH’s promise by creating an environment where individuals are welcomed with dignity, experience belonging, are supported to move forward, and have opportunities to explore the Christian faith.

2. Managing the effective running of Frontline Services through monitoring the quality and consistency of support delivered by staff using the following: Line Management reports (monthly); statistics; casework files; support plans; move on plans; resettlement processes and regular calls to referral agencies and churches to gather feedback on GrowTH staff.

3. Manage and support frontline staff in resolving operational issues and practical service delivery challenges.

4. Holding a small, focused frontline caseload, alongside their wider management responsibilities. This will include direct casework with a limited number of guests and residents, particularly within the Housing Project, where additional management input, continuity of support, or more complex casework is required. The S&HM will also work alongside frontline staff on complex cases, support plans, move-on planning, key meetings, and periods of increased frontline need, modelling high-quality, relational, well-recorded and appropriately boundaried support. This casework involvement should also be used to model good practice, strengthen casework quality, and support the development of frontline staff in their roles.

5. Manage and support frontline staff to improve the quality and effectiveness of guest and resident move-on by:

o Monitoring referral levels into services

o Monitoring move-on pathways and move-on discussions

o Assist frontline staff in identifying system blockages (e.g. move-on, referrals) and facilitating solutions to unblock them.

6. Ensuring consistency and clarity in how frontline services operate

7. Ensure GrowTH accommodation is safe, well maintained, and compliant with all relevant requirements.

8. Ensuring appropriate boundaries and expectations are maintained

2. Overall Management and Oversight of the Housing Project

The Support & Housing Manager will hold overall responsibility for the safe, effective, and mission-aligned running of GrowTH’s Housing Project, which currently provides accommodation for 16 residents. Working closely with the Housing Worker, the S&HM will ensure that the project provides stable, affordable, well-managed accommodation alongside clear, tailored support that helps residents move towards independence, community, and long-term housing stability. Responsibilities include:

1. Providing overall day-to-day leadership and management of the Housing Project, ensuring it operates safely, consistently, and in line with GrowTH’s values, policies, and purpose.

2. Supporting and overseeing the Housing Worker in their work with residents, ensuring support plans, risk assessments, case records, move-on plans, and resident engagement are of a high standard.

3. Ensuring residents are welcomed, treated with dignity, and supported to make progress in practical, emotional, social, and spiritual areas of life.

4. Overseeing referrals into the Housing Project, including suitability discussions with the shelter/support team, referral partners, and prospective residents.

5. Ensuring that residents are appropriately inducted into the project, understand the expectations of their licence agreement, and are supported to sustain their placement well.

6. Monitoring rent, licence fee, service charge, arrears, and housing-related financial processes in liaison with the relevant administrative/finance staff, ensuring that residents are supported to keep payments up to date and that financial issues are addressed promptly.

7. Ensuring Housing Project properties are safe, well maintained, appropriately furnished, and compliant with relevant health and safety, fire safety, gas, electrical, and housing requirements.

8. Managing day-to-day operational relationships with key housing stakeholders, including landlords, housing associations, contractors, maintenance providers, and other relevant agencies, particularly in relation to repairs, lettings, inspections, safety checks, rent/service charge issues, property standards, and resident sustainment.

9. Ensuring that Housing Project policies, procedures, house expectations, and resident agreements are clear, up to date, implemented consistently, and reflect actual practice.

10. Overseeing resident support, including budgeting, benefits, employment, training, life skills, wellbeing, relationships, community engagement, and preparation for independent living.

11. Ensuring appropriate boundaries, accountability, and standards of behaviour are maintained within the Housing Project, responding to concerns, complaints, safeguarding issues, and breaches of expectations in line with GrowTH procedures.

12. Managing move-on planning for Housing Project residents, ensuring residents are supported to prepare for suitable accommodation and that links are developed with appropriate move-on providers and pathways.

13. Working with the Director to review and develop the Housing Project, identifying strengths, gaps, risks, opportunities for improvement, and future development needs.

3. Staff Leadership, Performance, and Development

The Outreach Money Advice Caseworker will provide specialist money and debt advice to people experiencing financial hardship, with a particular focus on preventing homelessness, sustaining tenancies and supporting residents to achieve long-term financial stability. Working as part of the Exeter Crisis & Resilience Fund partnership, you will manage a caseload of clients experiencing complex financial circumstances, providing FCA-regulated debt advice, welfare benefits advice, budgeting support, advocacy and practical assistance. Recognising that financial hardship rarely exists in isolation, you will work closely with housing providers, landlords, Exeter City Council and partner organisations to address the wider issues affecting people's financial wellbeing.

Using a relationship-based, person-centred approach, you will deliver outreach across Exeter through home visits, community venues and flexible methods of communication, ensuring vulnerable residents can access the support they need.

Main Duties and Responsibilities

1. Specialist Money Advice and Casework

• Deliver person-centred money advice and holistic support to individuals and families experiencing financial hardship, housing insecurity and complex needs.
• Manage a caseload of clients, providing tailored interventions including budgeting, debt advice, income maximisation, welfare benefits advice and financial capability support.
• Provide FCA-regulated debt advice, including Debt Relief Orders and other debt solutions where appropriately trained, or refer clients to specialist services where required.
• Support clients experiencing fuel poverty through tariff advice, supplier negotiation and practical interventions.
• Develop personalised support plans that address both immediate financial difficulties and longer term financial resilience.
• Advocate on behalf of clients with creditors, landlords, utility providers, housing services and statutory agencies to achieve the best possible outcomes.

2. Housing and Homelessness Prevention

• Work proactively with clients to sustain tenancies and reduce the risk of homelessness.
• Liaise with landlords, housing associations, Exeter City Council Housing Options and other housing providers to resolve tenancy-related issues.
• Support clients living in temporary accommodation or experiencing housing insecurity.
• Assist clients to access housing-related benefits, CRF Housing Payments and other financial support.
• identify housing risks early and implement practical interventions to prevent crisis wherever possible.

3. Outreach, Engagement and Financial Resilience

• Deliver outreach across Exeter through home visits, community venues and other trusted locations to engage people who may struggle to access traditional advice services.
• Build trusted, professional relationships with clients, adapting communication and support to meet individual needs.
• Support the delivery of financial education sessions, including Navigate the Money Maze and other financial capability initiatives.
• Help clients develop the knowledge, confidence and practical skills needed to manage their finances independently and reduce future reliance on crisis support.

4. Partnership Working

• Work collaboratively with Navigate, Churches Housing Action Team, Exeter City Council and other partner organisations to deliver a coordinated 'No Wrong Door' service.
• Maintain effective referral pathways and ensure clients receive seamless transitions between crisis intervention and longer-term support.
• Attend partnership meetings, case discussions and multi-agency forums where appropriate.
• Signpost and make warm referrals to specialist services to address wider health, housing, employment and wellbeing needs.

5. Systems, Recording and Compliance

• Maintain accurate, timely and high-quality case records using the partnership's case management system - Advicepro.
• Use digital systems and organisational tools effectively, including secure client portals and AI supported technologies where appropriate.
• Ensure all work complies with FCA requirements, safeguarding procedures, GDPR and organisational policies.
• Maintain appropriate professional boundaries and ensure confidentiality at all times.

6. Monitoring, Quality and Outcomes

• Record outcomes and client progress accurately to support contract monitoring and service evaluation.

As a Domestic Abuse (DA) Team Leader, you will lead the team of DA Practitioner’s and our Armed Forces Independent Domestic Violence Adviser’s (IDVAs). You will be responsible for overseeing risk assessments, safety planning and case management, working within Trevi’s Domestic Abuse Team.

About the role

This role focuses on empowering women and families to improve their safety, wellbeing, and independence. The successful candidate will lead the team to provide support through emotional support, practical guidance, advocacy, and access to specialist services which will include legal resources, employment, education, finances, benefit support and group work.

Project Overview 

Anchor & Bloom is a community-based programme delivered by ARCC to support women from Asian and minoritised communities who have experienced domestic abuse and related trauma. The project recognises that many women face barriers to accessing mainstream services due to stigma, language, cultural expectations and fear of judgement. Anchor & Bloom creates safe, culturally sensitive spaces where women can access support, rebuild confidence and begin their recovery.

The programme combines trauma-informed counselling, creative therapy groups and practical recovery workshops with community outreach and early identification of domestic abuse. Alongside direct support for survivors, the project works to reduce isolation and stigma by opening up conversations within the community and strengthening safe pathways into specialist services.

To deliver this work effectively, ARCC is recruiting two Project Coordinators to lead the Mental Health and Domestic Abuse (DASV) strands of the programme and two community champions. These roles will work closely together to ensure women receive safe, coordinated and culturally competent support throughout their journey.

Role Purpose

To lead the domestic abuse and safeguarding elements of the Anchor and Bloom Project, supporting survivors accessing the programme while ensuring safe identification and referral for women who may still be experiencing active harm. The postholder will provide culturally sensitive, trauma-informed support, oversee risk assessment where needed, and coordinate appropriate pathways into specialist services alongside recovery-based activities.

Key Responsibilities

• Survivor Support & Safeguarding

Using a gender and trauma-informed approach, the Outreach & Engagement Worker will deliver 2-4 daytime outreach sessions per week in Manchester alongside partners, colleagues and volunteers. They will also attend the Street Engagement Hub weekly to provide specialist support to women attending this multi-agency hub. They will provide brief interventions and casework support to women supporting their needs holistically.

RCJ Advice is an exceptional Citizens Advice and Law Centre delivering national legal advice services, both frontline and second tier, to people who are unable to afford legal representation and advice. We are based within the Royal Courts of Justice, the Central London Family Court and community sites across London, where we deliver local Citizens Advice services.

This post is a new role within our Miscarriage of Justice Support Service, the only national service in England and Wales providing specialist support to people affected by miscarriages of justice. Our role is to support individuals whose criminal convictions have been quashed by the Court of Appeal. Many clients have spent many years, and sometimes decades, in prison before their convictions were overturned. As a result, many experience complex trauma, institutionalisation and significant challenges associated with release and reintegration.

Our work is grounded in the belief that those affected by miscarriages of justice deserve not only to have their convictions overturned, but to be supported with dignity, continuity, and recognition as they rebuild their lives. We offer long-term, person-centred, trauma-informed support tailored to the needs of each individual.

Working alongside the two MJSS Caseworkers, the specialist Mental Health Nurse will provide mental health assessments, psycho-social support and interventions to people affected by a serious miscarriages of justice.

The role includes support planning, delivery of interventions within professional competence, facilitating access to appropriate services, liaison with health and social care providers, and supporting individuals through key stages of their journey, including whilst waiting on their appeal to be heard (whilst still in prison), possible release from custody and community reintegration. The focus will be on MJSS clients but may expand to their family members or other close relations who can also be deeply affected by the client’s incarceration and subsequent release.

The two Caseworkers are based at our offices within the Royal Courts of Justice in London. The team meet clients in person initially, to build a relationship, which will involve travel across England and Wales. Once a relationship has been established, typically we then communicate via telephone and online, but people may still need in-person support e.g. attending appointments with them.

Ideally the post-holder would come into the office at least several times a month to build and maintain an excellent working relationship with the Caseworkers, giving the option to work at other times from home or to travel. Travel for this role will vary according to the needs of each client, but we expect this to be round once a fortnight. All travel expenses will be paid by RCJ Advice.

Purpose of the role:

To coordinate high quality employability training programmes, supporting & equipping women who have experienced multiple disadvantages to progress into work, further training or volunteering. The Training Coordinator must be an experienced trainer and facilitator, with experience of working with vulnerable adults. Due to the role responsibilities, it is a Genuine Occupational Requirement that this person is female.

Programme Facilitation:

● Coordinating Luminary’s twelve month Employability & Independence Training Programme, including facilitating programme sessions, coordinating external facilitators and specialist trainers

● Assist Senior Programme Manager with regularly reviewing Programme Curriculum. Working collaboratively with the Employability Coordinator and Baking Teachers to oversee its evolution and adaptation based on learner needs and changing trends within the employment market.

● To host a trauma informed learning environment, creating and maintaining a safe space for trainees to be trained and supported in

● Work closely with Progression Support Workers to ensure trainees transition smoothly between programme phases. ● Regularly monitor risks associated with trainees & escalate any safeguarding concerns via Luminary’s Safeguarding Protocols.

Programme Marketing and Recruitment:

● Coordinate the recruitment of trainees on to the programme, including assisting the Senior Programme Manager to assess suitability in line with Luminary’s referral criteria. 

● Coordinate and conduct the application process, interviews and onboarding in a trauma informed way, creating the safety survivors need to take a huge step in their recovery by exploring this opportunity with Luminary.

● Promote the programme and liaise with referral agencies to successfully generate enough referrals to fill all trainee spaces available.

● Assist the Senior Programme Manager to develop strategic partnerships with relevant organisations in the charity sector and local government, to market the programme and attract referrals.

● Work in collaboration with the Baking Teachers and Progression Support team to carefully onboard trainees, setting the culture of learning and communicating expectations to set them up to successfully complete the programme.

● Coordinate and facilitate the courses in a welcoming & professional manner, creating an environment where women feel safe, can learn & grow and build strong relationships across the cohort.

Line Management:

● Line manage a small team of Teaching Assistants who are all Luminary Programme graduates. Ensuring they are well supported, trained to a high standard and delivering Luminary’s vision of vocational training for women.

Training Management:

● Assist the Senior Programme Manager in evaluating the services Luminary offers for: reporting to funders, completing new funding applications and internal monitoring.

● Responsible for maintaining accurate and complete training records, including tracking and monitoring learner progress and development to support high accreditation pass rates and good retention.

● Contribute your experience of best practice to shape the way Luminary operates effectively

● Undertake any additional duties within the scope, spirit and purpose of the role as requested by the Senior Programme Manager.

The Role:

We are seeking a Refugee Support Worker to provide compassionate, practical and trauma-informed support to refugees and asylum seekers accessing our services. The role combines one-to-one support, advocacy, community engagement, practical assistance and partnership working to help individuals rebuild their lives, develop independence, improve wellbeing and become active members of their community.

You will support individuals to access essential services, overcome barriers, build confidence and strengthen social connections. You will also help coordinate community activities and community lunch programmes, working alongside volunteers and partner organisations to create a welcoming and inclusive environment for people seeking sanctuary.

This is a frontline role where your empathy, organisational skills and ability to build trusting relationships will make a tangible difference to the lives of refugees and asylum seekers in Newport.

· Providing one-to-one support and advocacy to refugees and asylum seekers

Key Responsibilities:

Employment Details

Money Advice Support Officer.

This is a community-based role requiring regular face-to-face appointments with clients across Exeter. We're looking for people who genuinely want to make a difference. You don't need to have worked in money advice before. This role is about much more than providing advice. It's about building trusted relationships with people who may be experiencing financial hardship, poor mental or physical health, trauma, disability, homelessness, digital exclusion or other barriers that make accessing traditional services difficult. Job Purpose:

The Client Liaison Officers are the first point of contact for individuals referred into the Crisis & Resilience Service and play a vital role in ensuring people receive timely, compassionate and person-centred support. Acting as the gateway into the service, you will build trusted relationships from the very first contact, undertaking holistic assessments to understand not only an individual's financial situation but the wider circumstances affecting their wellbeing and resilience.

You will respond quickly to people experiencing financial hardship or crisis, helping to stabilise their immediate situation through income maximisation, welfare benefits advice, crisis planning and practical support. Working closely with partner organisations, you will ensure every client is connected to the right support at the right time through a coordinated 'no wrong door' approach. You will maintain regular contact with clients throughout their journey, preventing disengagement and ensuring individuals feel supported whilst awaiting ongoing casework. Through empathy, knowledge and flexibility you will remove barriers to engagement, helping clients prepare for specialist advice and supporting them to build the confidence and skills needed for long-term financial resilience.

The role combines triage, welfare benefits advice, crisis intervention, client engagement and case coordination to provide an accessible, responsive and trauma-informed service for some of the most vulnerable people in the community.

Main Duties and Responsibilities

Client Engagement and Triage

· Act as the first point of contact for all referrals into the Crisis & Resilience Service.

· Contact new referrals promptly, normally within one working day wherever possible.

· Build positive, trusting relationships from the first interaction.

· Complete holistic needs assessments to understand each client's circumstances, priorities and support needs.

· Identify risks relating to homelessness, utility disconnection, enforcement action, safeguarding and financial crisis.

· Assess barriers to engagement including poor mental health, disability, trauma, digital exclusion, literacy, caring responsibilities and rural isolation.

· Undertake and maintain appropriate risk assessments, including those relating to lone working, to support and safeguard the health, safety and wellbeing of clients and staff.

· Agree preferred communication methods with each client and tailor support accordingly.

Crisis Intervention

Provide immediate practical support to help stabilise clients experiencing financial hardship by:

· Maximising household income through welfare benefits advice and applications.

· Supporting Crisis Fund applications where appropriate.

· Completing benefit entitlement calculations.

· Assisting clients to gather supporting evidence.

· Developing emergency budgets.

· Identifying priority debts.

· Negotiating with priority creditors where appropriate.

· Supporting Breathing Space applications.

· Protecting essential services including fuel and housing.

· Arranging emergency support including food, fuel and other crisis assistance where available.

Aim to stabilise urgent situations within three working days wherever possible.

Welfare Benefits Advice

· Provide high-quality welfare benefits information and advice.

· Complete benefit entitlement checks.

· Support new claims and changes of circumstances.

· Assist clients with mandatory reconsiderations and appeals where appropriate.

· Identify opportunities to maximise household income.

· Keep knowledge of welfare benefits legislation up to date.

Client Journey and Case Coordination

· Allocate clients to the most appropriate adviser based on complexity and need.

· Maintain oversight of client journeys.

· Ensure no client disengages or is lost within the system.

· Maintain regular contact with clients awaiting specialist advice.

· Support clients to engage with "Get Advice Ready" sessions to help clients prepare documentation and understand the advice process.

The Survivor Movement and Participation Lead is a strategic leadership role at the heart of the Enhanced Mental Health Pathway (EMHP) Alliance Partnership, dedicated to amplifying survivor voices and driving systemic change.

You will lead the development of a high-quality survivor involvement programme across the Alliance, ensuring that the voices, experiences and expertise of survivors of sexual abuse, sexual assault and sexual violence shape service design, referral pathways, workforce development, communications and evaluation.

As the Survivor Movement and Participation Lead you will:

• Design, establish and coordinate an Experts with Lived Experience (ELE) Network, developing a survivor involvement framework that promotes safe, ethical, inclusive and meaningful participation, with appropriate emotional support, safeguarding, debriefing and payment arrangements in place.
• Design, facilitate and evaluate peer support groups and survivor-led spaces, creating opportunities for survivors to influence strategic decision-making, project governance and service evaluation at every stage.
• Train and mentor survivors in facilitation, peer support and leadership, building capacity for survivor-led design, delivery and evaluation of services.

This role involves building meaningful relationships with some of the most vulnerable people in our communities, connecting them with the Welfare Benefits, Housing Allocations, Citizens Advice, mental health and substance misuse support they need and deserve.

The postholder will work closely with a wide range of partners, including homelessness service providers, local authorities, and healthcare and wellbeing organisations. They will carry a varied caseload, conducting assessments and working creatively to navigate the complex and challenging issues that can lead to clients becoming homeless, supporting them to engage with services. Working closely with SPEAR's Homeless Health Link Team, they will support colleagues with client-facing work and carry a caseload of clients requiring homelessness prevention support.
