NST Regional Safeguarding Leads are members of the National Safeguarding Team (NST), working to support safeguarding practice in dioceses and cathedrals across the Church of England. This post will be responsible for the North West region, covering the dioceses of Manchester, Liverpool, Carlisle, Sodor & Man, Blackburn & Chester.
This post supports the development of best safeguarding practice in the North West regional cluster of Diocesan Boards of Finance (DBFs) and cathedrals.
The Regional Safeguarding Lead (RSL) provides professional supervision and quality assurance to Safeguarding Officers working in DBFs and cathedrals in their region. The RSL supports the ongoing implementation of the National Safeguarding Standards to encourage consistency of practice and support Church bodies to respond to the findings of the Independent Safeguarding Audit Programme.
The RSL will continue to embed the North West Regional Safeguarding Networks, facilitating the sharing of best practice and resources, group supervision, and the commissioning of joint initiatives between Church bodies.
The RSL is required to work closely with senior managers, senior clergy and other stakeholders in these bodies, representing the NST at the local level. The RSLs work closely as a team and with other colleagues in the NST to ensure Church wide consistency in approach.
Please note: The post involves extensive travel across the North West region, travel to London at least once a month, and to other areas for NST events. This post will be responsible for the North West region, covering the dioceses of Manchester, Liverpool, Carlisle, Sodor & Man, Blackburn & Chester.

- Quality assurance of practices & processes to ensure the Church of England's National Safeguarding Standards are being consistently met or worked towards.
- Lead the Regional Safeguarding Networks for safeguarding professionals from dioceses & cathedrals & for the joint Diocesan & Cathedral Safeguarding Advisory Panel chairs for the North West & North East.
- Establish effective relationships with other RSLs, including attending a monthly team meeting in London, & supporting the wider work of the NST.

Experience as a case worker leading in cases involving the protection and safeguarding of children and/or vulnerable adults.
Up-to-date knowledge of research and evidence-based practice models relevant to safeguarding
Experience of providing professional supervision in respect of safeguarding
Experience in working at a strategic level, at least at the middle manager level, influencing decision-making and implementation
Expertise in working with and engaging victims and survivors
Experience of leading organisation change and development, including cultural change, that results in improved outcomes for relevant stakeholders
Experience of working with statutory and non-statutory organisations in managing safeguarding allegations and assessing risk.
It is desirable that you have experience of safeguarding within a church context, alongside prior experience as a Diocesan Safeguarding Officer or Cathedral Safeguarding Officer.

Together, we provide a seamless service that supports residents from immediate financial crisis through to long-term resilience. Our partnership combines specialist money and debt advice, welfare benefits advice, housing support, homelessness prevention, trauma-informed practice and financial education to provide holistic support for people experiencing financial hardship. Rather than asking people to navigate multiple services, we work together to ensure they receive the right support at the right time, through a coordinated 'No Wrong Door' approach.
The Crisis & Resilience Fund Team Leader will lead the delivery of the Exeter Crisis & Resilience Service, providing operational leadership to a multidisciplinary team delivering high-quality, person-centred support to residents experiencing financial hardship, crisis and multiple disadvantage. The postholder will line manage Navigate's Client Liaison Officers and the Money Advice Caseworkers employed by partners Churches Housing Action Team (CHAT) and Encompass Southwest to ensure a seamless, coordinated service that supports individuals from immediate financial crisis through to long term resilience. As Navigate's operational lead for the contract, the Team Leader will foster strong partnership working, maintain effective communication across organisations and ensure clients experience a consistent 'No Wrong Door' approach. Alongside leadership responsibilities, the postholder will manage a small caseload of complex clients, delivering FCA-regulated debt advice, welfare benefits advice, advocacy and holistic financial resilience support. They will provide guidance and oversight for complex casework, ensuring clients receive timely, flexible interventions tailored to their individual circumstances.
The Team Leader will champion Wis£rmoney’s relationship-based, trauma-informed approach, recognising that financial hardship rarely exists in isolation. By supporting staff to build trusted relationships with clients, remove barriers to engagement and address the wider issues affecting financial wellbeing, the role will help residents achieve sustainable financial stability, independence and resilience. The postholder will also be responsible for ensuring the service meets all contractual, regulatory and quality requirements, monitoring performance, driving continuous improvement and embedding innovative ways of working that enhance client outcomes while maintaining the personalised support that is central to the service model.
Key Responsibilities
Leadership and Service Management
- Lead Wis£rmoney's delivery of the Exeter Crisis & Resilience Fund service, ensuring a high-quality, person-centred service that reflects the partnership's shared values and objectives.
- Line manage and support Client Liaison Officers (2) and Money Advice Caseworkers (2), providing regular supervision, reflective practice, coaching and annual appraisals.

Specialist Casework
- Manage a small caseload of clients with complex financial circumstances requiring specialist intervention.
- Deliver FCA-regulated debt advice, welfare benefits advice, budgeting support, income maximisation and advocacy.
- Develop personalised support plans that address both immediate financial crisis and longer-term resilience.
- Negotiate with creditors, landlords, utility providers and statutory agencies to achieve the best possible outcomes for clients.
- Support clients to access appropriate debt solutions, including Debt Relief Orders and bankruptcy where appropriate.
Quality Assurance and Compliance
- Ensure all advice delivered by Wis£rmoney meets FCA requirements, Advice Quality Standard expectations and organisational policies.
- Carry out regular case reviews, file audits and quality assurance checks to maintain consistently high standards.

- Build strong relationships with local agencies to improve referral pathways and client outcomes.

Service Delivery and Performance
- Ensure timely allocation of referrals according to client need, complexity and risk.

Purpose of the Role
The Youth Insights Programme Lead is responsible for leading the effective design, planning and delivery of assigned Youth Insights panels and projects. The role bridges strategic leadership and operational delivery, ensuring that panels are well designed, well facilitated, well coordinated and deliver high-quality insight for partners.

2. Operational Partner Management

- Ensure reports go beyond description and begin to translate youth feedback into meaningful insight.
- Work within the reporting frameworks, standards and templates agreed by the Programme Manager.
- Incorporate quality feedback from the Programme Manager and strengthen outputs accordingly.
- Support the development of case studies, impact stories and evidence of partner value.
- Contribute learning from assigned panels into wider Youth Insights service development.
4. Delivery Quality and Facilitation
- Ensure all assigned programmes are delivered to a high standard.
- Brief, support and coordinate freelance facilitators for assigned sessions.
- Ensure facilitators understand the purpose, method, safeguarding requirements and desired outcomes of each session.
- Monitor delivery quality and participant experience.
- Provide feedback to facilitators and escalate quality concerns where needed.
- Ensure session materials, resources and activities are prepared and appropriate.
- Support consistency of delivery across panels, while adapting appropriately to different partner contexts.
5. Youth Engagement and Inclusion
- Ensure young people are meaningfully involved, listened to and supported throughout their participation.
- Work with the Programme Coordinator to support recruitment, onboarding, retention and engagement.
- Monitor participant experience and respond to issues or barriers to participation.
- Identify gaps in representation within assigned panels and work with the Programme Coordinator and Programme Manager to address them.
- Ensure delivery is inclusive, accessible and responsive to young people’s needs.
- Support young people to build confidence, skills and understanding through their involvement.
6. Programme Coordination and Project Management
- Develop and maintain delivery plans for assigned Youth Insights panels.
- Coordinate timelines, milestones, partner inputs, facilitator availability and reporting deadlines.
- Work closely with the Programme Coordinator to ensure logistics, communications and records are well managed.
- Ensure risks, actions and dependencies are tracked and communicated.
- Support effective use of HubSpot and other systems to manage participant journeys and partner activity.
- Ensure programme information is accurate, up to date and accessible to the team.
7. Team Support and Development
- Support and mentor the Programme Coordinator in relation to assigned programmes.

About the Trevi service
Jasmine Mother & Child Family Residential Centre is a CQC-regulated and Ofsted-registered residential family centre. Women can access pregnancy stabilisation support, or live with their children while addressing substance use, trauma, mental health needs and wider family pressures. The service provides structured support and parenting assessments, helping mothers stabilise, stay in recovery and strengthen safe relationships with their children.
About the role
This role focuses on providing a safe, structured setting where risks can be understood properly, support can be put in place, and parenting capacity can be assessed with the child’s safety at the centre.
The successful candidate will also manage the pregnancy stabilisation pathway giving women the chance to engage early, reduce risk, and begin building stability in a supported setting.

The Role
We are are seeking to appoint a full time Safeguarding Officer to join the team on a permanent basis, working on safeguarding, welfare and vetting cases as part of the delivery of Safe Scouting across the UK. The post is based at Gilwell Park, London.

Safeguarding leadership, governance and reporting
- Produce and deliver a realistic and achievable safeguarding operational plan, ensuring that it is appropriately communicated across the organisation.

Case management and survivor support
- Ensure safe, trauma-informed and culturally appropriate responses to disclosures of abuse.
- Promote meaningful engagement with and listening to survivors across different cultural contexts.
- Ensure that allegations of abuse are referred promptly to the appropriate statutory authorities or provincial bodies, with due regard to survivor choice, safety and context.
- Ensure that victims and survivors receive appropriate advice, pastoral support and professional support.
- Ensure that appropriate pastoral and professional support is available both to survivors of abuse and to those who pose a risk, while maintaining effective safeguarding risk-management arrangements.
Support for the Anglican Communion Safe Church Commission
Working alongside the Safe Church Commission consultant, the Safeguarding Manager will:
- Research and draft safeguarding resources, drawing on the expertise of Commission members, external evidence and an understanding of different international contexts.
- Coordinate and attend Commission working groups, distilling discussions and using them to revise resources and develop capacity development programmes.
- Maintain regular contact with provincial representatives and other Anglican Communion partners, learning from their experience, understanding emerging issues and ensuring that they are included in the Communion’s safeguarding ministry.
- Develop and deliver culturally appropriate and linguistically diverse capacity development events and training.
- Attend meetings on behalf of the Commission with safeguarding organisations and partners involved in capacity development events.
- Liaise with contacts in the UK and across the Anglican Communion regarding funding for the Safe Church Commission.

Christ Church Cathedral is seeking to appoint an independent Chair of the Cathedral Safeguarding Advisory Panel. The role of the independent Chair is to lead the Cathedral’s Safeguarding Advisory Panel meetings, and to foster a positive safeguarding culture and ensure we are following Church policy and good practice guidance.
This post provides an independent perspective on the Cathedral’s safeguarding work, and so the postholder will be working for us on a consultancy basis. The current rate of pay is £400 per day, 5 days per year, for a term of 3 years initially.

Purpose of the Role
