Senior People Officer – Employee Relations & Learning and Development

Part-time (21 hrs/week) | Permanent | Remote (UK-based, with occasional travel)

MLC are partnering with a public sector organisation to recruit an experienced Senior People Officer to join their small, collaborative People team and play a key role in supporting managers and employees across the organisation.

This is a hands-on generalist role with lead responsibility for employee relations and learning & development. Working closely with the People Manager, you will act as a trusted adviser to managers, independently manage a varied ER caseload, and help shape a positive, inclusive and legally compliant workplace culture. Key Responsibilities:

• Be the first point of contact for employee relations matters, managing cases such as sickness absence, performance, conduct, probation and grievances
• Advise and support managers through formal processes, including investigations and hearings

• Lead on planning, coordinating and evaluating learning and development activity, including mandatory training

As Lead Business Analyst (Data) at the National Lottery Community Fund, you will be the strategic authority for data and analysis, operating across all levels of the organisation within a multidisciplinary, agile digital environment (by partnering and cross functional working with digital, technology, business intelligence and funding teams). As Finance and Operations Manager at Fight Bladder Cancer, you will play a pivotal role in shaping and building our finance and operational functions at a strategic level.

JOB PURPOSE
To develop, lead, and oversee the delivery of RLSS UK’s Education Strategy, and represent the charity at strategic stakeholder meetings/events.

ROLE OVERVIEW
Early intervention and education is considered critical in the development and resilience of young people to encourage safe experiences. Water plays a vital role in the way we live our lives but it can also result in devastation if not treated with caution. Providing young people with the knowledge and skills to make safe decisions around water is empowering, profound and life-saving.

You will be a passionate and ambitious leader with the skills, knowledge and experience to drive forward this area of work in collaboration with RLSS UK team members across the organisation. You will have a dynamic approach with the ability to combine relationship management, stakeholder engagement, project management and operational oversight to ensure our work in this area aligns with our purpose, mission and vision and enables us to achieve our strategy.

In 2025 the Department for Education (DfE) agreed for the Water Safety Code to be integrated into the newly released Relationships Education, Relationships and Sex Education, and Health Education (RSHE) statutory guidance for schools in England. RLSS UK were part of a collaboration of various organisations, who campaigned for this important change which is due to be embedded into the curriculum from September 2026. This role will be pivotal to ensuring that RLSS UK’s voice and expertise is maintained in this educational delivery as well as putting in place robust KPIs to allow us to assess its ongoing impact.

KEY TASKS & RESPONSIBILITIES
Water Safety and Education
• Lead on the development of an ‘Education Strategy’ for RLSS UK that ensures that more young people have access to high quality water safety education
• Represent RLSS UK at wider forums and groups as our water safety and education expert and identify opportunities to increase our impact further
• Work with the Education Manager to develop and deliver education pilots and interventions that are informed by the ‘Education Strategy’
• Work closely with the Policy and Public Affairs Manager to ensure that policy work blends seamlessly and consistently into our educational delivery
• Plan research and evaluation to inform future developments of RLSS UK’s education packages, ensuring that they are impactful and inclusive
• Extend the capability of the community to deliver water safety education, training volunteers, partners, and members to standardise the delivery of our education
• Work with the Education Manager to lead the growth of our education workforce so that RLSS UK is more visible in schools and youth settings across the UK and Ireland
• Work collaboratively with RLSS UK teams to raise awareness of our water safety and education offering and our impact
• Build relationships with those developing similar work in the education space to network and elicit best practices

About Voice 21

Voice 21 is the national oracy education charity. We exist to empower every child to use their voice for success in school and life. Your purpose

To support our CEO, Director of Strategic Development and other members of the Senior Leadership Team to engage partners in our strategic planning, including to influence the implementation of the new national curriculum and guidance on oracy and establish a new advisory board to inform our strategy. You will be responsible for supporting the delivery of our partnerships strategy using email communications, providing administration and leading on planning for a series of meetings, round table discussions and partnership events. This will include working closely with the events team organising the flagship Voice 21 events, the Speaking Summit in March 2026 and Great Oracy Exhibition in October 2026. 

This is a newly created role in the team and the post holder will play a significant part in shaping it in order to deliver its core purpose. The role may evolve based on the needs of our growing organisation.

Your responsibilities

Partner relationships & communications 

• Ensure that communications to partners are sent in a clear and timely manner, using either automation or other systems e.g. mail merge. 

• Coordinate processes for partnership meetings and roundtables, e.g. the booking process for participants and arrangements relating to special adjustments etc.

• Use our Customer Relationship Management (CRM), SalesForce, to create records and collect and update partner data. 

Meeting coordination & delivery 

• Arrange all key activities for events you are responsible for. This could include Advisory Board meetings (online and in person), visits to schools or roundtable and briefing meetings. Manage invites and book venues, reminder/follow up communications, and ensure feedback is captured and collated. 

• Find solutions to problems e.g. technical issues in an online course; booking an additional venue due to increased demand. 

• Attend events, either in person or online, to provide support to members of the team leading them. 

Partnership Strategy Planning

• Track key progress with our partnership strategy and analyse this to support decision-making. 

• Take ownership of partnership engagement and experience, finding opportunities for improvement and implementing these.

• Work closely with the members of the Whole Leadership Team to establish a ‘Relationship Manager’ lead system to maximise the benefits of partnerships. 

This job is for you if you are...

• Highly organised, you enjoy making a plan and seeing it through! You might have previous experience organising events or programmes.

• Quick at picking up new skills e.g. using a Customer Relationship Management system, and generous in sharing your skills with others. 

• A collaborator with great communication skills (written and verbal).

Where you’ll work: Remote, with regular national travel to attend programmes and meetings, including regular overnight stays.

With our newly formed Development Board, the Senior Philanthropy and Partnerships Lead will identify and utilise key networks to grow our philanthropic supporter base across corporate and major donor income streams. With strong writing skills, this person will also craft tailored and compelling corporate proposals and trust and foundation applications.

Who are we looking for?

To support our vision and ensure the achievement of ambitious income targets to support children and families affected by neuroblastoma, we are looking for a strategic and results-driven high-value fundraiser to join our team.

We are particularly keen to speak with interested candidates who enjoy cultivating high-value relationships from scratch and stewarding five- and six-figure corporate partnerships, and/or major donor relationships.

Person specification:

• Demonstrable significant experience working in corporate fundraising (experience in major donor and trusts & foundations fundraising would also be of benefit).
• Strategic thinker with significant experience at a managerial level, developing strategic plans to grow and optimise high-value fundraising.
• A proven record of being results-driven and working to achieve income targets, KPIs and outcomes.
• Proven ability to proactively identify, cultivate and secure new corporate relationships, demonstrate strong new business development acumen and confidence opening new opportunities.
